Abstract

Today's public service has become an increasingly strategic issue because the quality of the performance of the bureaucracy in providing public services has broad implications in social life. Changes in understanding that position the local government as a public servant, should be followed by the revitalization of the District through the implementation of the District Integrated Administration Service (PATEN) with the aim of improving community welfare and increasing the effectiveness of the District organization in public services. Based on the Regulation of the Minister of Home Affairs Number 4 of 2010, the District Integrated Administration Service (PATEN) is an effort to improve service quality in the context of bringing closer, easier and faster services to the community as well as making the sub-district a community service center and service node for integrated licensing service office/agencies in the district. Pidie Jaya Regency in implementing PATEN refers to the delegation of part of the Regent's authority to the sub-district head in the field of licensing and non-licensing which is regulated through Pidie Jaya Regent Regulation Number 15 of 2010 and Pidie Jaya Regent Regulation Number 19 of 2018 Concerning Service Standards and Job Descriptions of Inner District Personnel Implementation of Integrated Administrative Services in Inner District Pidie Jaya Regency. This study aims to formulate a model for the implementation of the PATEN implementation in Pidie Jaya Regency. The results showed that the implementation of the PATEN policy in Pidie Jaya Regency has not run optimally. To solve the problem of implementing the PATEN policy in Pidie Jaya Regency, researchers formulated a model for implementing transformation performance efforts that affect policy performance which includes strengthening sub-district institutions as PATEN implementation organizations, increasing human resource capacity, fulfilling facilities and infrastructure for supporting policies and implementing monitoring and evaluation of policies.

Abstract

Teachers as educators at SLBN Garut City, who have a duty to provide instruction to students, have a very big responsibility in carrying out their role as educators in schools. The problems in handling children with special needs at school are very complex, starting from children, parents to school, even need extra handling. The occurrence of psychological conflicts between parents and the presence of their children, their own condition, the community environment and the readiness of schools to educate children with special needs. Also the most important thing is the condition of the teacher who provides learning to students, which is seen from the aspect of his competence as an educator who handles children with special needs. Continuous Professional Development is a process of action taken by teachers on an ongoing basis in order to improve their competence to support their career as a professional teacher. The focus of the CPD goals of teachers tends to lie in improving and enhancing the quality of learning carried out by teachers. In order to achieve quality learning objectives, increasing the competence and professionalism of teachers is a must in pedagogical aspects, etc. Teacher competence needs to be improved programmatically, continuously through various systems of professional development, so as to increase the ability of these teachers. Competencies ranging from pedagogic, personality, social, and professional must receive important attention. Constraints faced in competency development range from skills in the aspects of learning, mastery of ICT, and busy teaching schedules to aspects of teacher competency problems at SLBN Garut City. Efforts are to continue to always perform competency enhancement program, which is also more emphasis on the development of a model that has the aspect of sustainability models or Continuing Professional Development (CPD).

Abstract

Program Peningkatan Partisipasi Pembangunan Kecamatan (P3K) is a form of implementation of policies to increase community participation in development in Sukabumi Regency with a regional development framework as a strategic foundation for the realization of the acceleration of region-based poverty reduction through increasing community participation and capacity. This research was conducted using qualitative methods with an inductive approach so that it can produce a general conclusion drawn from empirical fact-finding at the research location. So far, the implementation of activities in the P3K Program in Nyalindung district has been in accordance with the operational guidelines. However, in the process, there are still various obstacles, including the absence of a measuring tool for the success of the program, the capacity of human resources is very limited and the dependence on the budget from the government is very high. Based on the results of the SWOT analysis, P3K program implementation strategy in Nyalindung district needs to be made to measure the success of the program in the form of a Key Performance Indicator (KPI) and collaboration with various parties through the Penta Helix model. Therefore, researchers provide suggestions for drafting revisions to operational technical guidelines by adding rules regarding management and monitoring mechanisms for development results. In addition, in order to increase the capacity of program actors, it is necessary to conduct training for all stakeholders involved in order to equalize perceptions of P3K Program.

Abstract

Ground water should not be used for various purposes, because if it is excessively used it will disturb the balance of the groundwater environment. Various negative impacts of groundwater exploitation include a decrease in groundwater quality, a decrease in the ground water level or land subsidence and the number of unlicensed wells so that groundwater must be managed in balance through conservation. The mandate of the West Java Provincial Regulation Number 1 of 2017 in article 5 (five) that conservation is included in the implementation stage of groundwater management and the mandate of the Bandung City Regional Regulation Number 18 of 2011 which contains control of groundwater use. It is known that groundwater conservation in the city of Bandung has not been implemented properly by groundwater users. As a result, in several areas in the city of Bandung there has been a decrease in the depth of the groundwater level. This occurs because the implementation of policies on the dimensions of communication, resources, disposition, and bureaucratic structure is still not understood as revealed in George C Edwards's theory. Therefore, it is necessary to identify the implementation of groundwater conservation policies in the city of Bandung, namely by analyzing the internal and external environment with the SWOT analysis method of strengths, weaknesses, opportunities and threats and formulating a strategy for implementing the implementation policies. groundwater conservation in the city of Bandung. The results of this strategy formulation can be applied through a program of activities at the Bandung City Government, namely organizing socialization and public awareness through publications, optimizing the manufacture of infiltration wells, biopores, injection wells to control groundwater pollution and analyzing groundwater balance to monitor the decline in groundwater levels.

Abstract

This study aims to analyze the implementation of green building policies and formulate a strategy for implementing policies on green buildings in the city of Bandung. Bandung Mayor Regulation Number 1023 of 2016 concerning Green Building can be divided into three policy stages, including the pre-construction stage, the construction stage and the post-construction stage. In its implementation, the three stages have not been fully implemented so that it can be said that it is not optimal. This study uses qualitative research methods, the implementation of green building policies in the city of Bandung is analyzed through communication factors, resources, disposition and bureaucratic structure factors. The results show that the implementation of green building policies in the city of Bandung is determined by factors of communication, resources, disposition and bureaucratic structure factors. Judging from the factors implementing the green building policy in Bandung City, a strategy that can be developed to improve it is the Turn Around strategy (repair and change). Priority strategies that can be developed are: Increasing the intensity of outreach to the community through cooperation with regional agencies; Increasing training standards that must be followed by policy implementers in collaboration with training institutions; Placement of staff according to educational qualifications in order to improve implementation performance to achieve environmentally sound building arrangements; Preparation of SOPs for the construction stage and post-construction stage through collaboration with academics.

Abstract

The policy of organizing Public Service Mal in Purwakarta Regency Government is a renewal as well as a strategic step in an effort to improve public services that are fast, easy, affordable, safe and comfortable. The purpose of this study is to analyze the implementation of the public service mal policy, internal and external factors that determine policy implementation, and develop a strategy that will be carried out by the Purwakarta Regency Government. Policy implementation model prioritizes four implementation factors, namely: communication, resources, disposition, and bureaucratic structure. Qualitative method is used in this study. Data collection techniques used are interviews, observation and documentation. This study uses a SWOT analysis tool to determine strategies that can be applied by the Purwakarta Regency Government. The results of this study indicate that the implementation of the Public Service Mal policy in Purwakarta Regency has not been optimal. Factors that have not supported the implementation of policies properly are the bureaucratic structure from the SOP aspect and resources that include aspects of human resources and facilities. Internal and external factors that can be considered to formulate a strategy for implementing public service mal policies are: leadership commitment, facilities and infrastructure, strategic location, budget availability, adequate human resources, data integration, regulations, the development of industrial revolution 4.0, geographic location of the community, and community attitudes. According to the SWOT matrix, the Purwakarta Regency Government can use the Strength-Opportunity Strategy (SO Strategy) to take advantage of strengths and opportunities as a top priority through the activities of preparing standard operating procedures, developing information systems, and improving public service mal service facilities. Suggestions of this research are to make decisions of regional heads/regents regarding macro SOPs for public service malls in the form of: manual service SOPs, semi-digital service SOPs, and digital service SOPs to provide legal certainty and alignment with the business processes of public service malls, develop an information system for service malls. public and improve mobile service facilities and independent and/or assisted service facilities

Abstract

This research is a Model of Educational Personnel Career Patterns at the Indonesian Art and Culture Institute Bandung. The research method used is a qualitative research method aimed at analyzing the career patterns of employees based on career management and career planning, analyzing the inhibiting factors that occur in the implementation of educational personnel career patterns and creating models that support the career pattern processes of educational personnel at ISBI Bandung so that support in the process of determining one's career position in an executive position in accordance with the competence and also support the organizational pattern. The results showed that the career pattern of employees at ISBI Bandung, both in terms of career management and career planning at ISBI Bandung, is still not optimal even though there are certain parts that have been implemented and become part of the support process for the career development of employees at ISBI Bandung. From the results of the study, two models of career patterns are offered to help the career pattern program at ISBI Bandung by the author, namely the career pattern model based on job clumps and the zig-zag career pattern model.

Abstract

The problem that have established in this paper is the program of farm insurance in Purwakarta district cannot reach the expectation because the total of farmer in participating on this program is extremely low eventhough policy maker has created the policy about it. Furthermore, the purpose of this study is to identify driving and inhibiting factors in the implementation of agricultural insurance policies. In addition, this research possibly also formulate a strategy for implementing agricultural insurance policies. The method used is descriptive qualitative research methods. Furthermore, the sample in this study is located in Purwakarta Regency. The results of this study indicate that the factors of the premium payment facilitation program for rice farming, executive and legislative support in developing agricultural insurance, and the use of information technology are factors that strongly encourage the achievement of goals. Meanwhile, the inhibiting factor which is considered extremely hindering is the absence of operational regulations, there is no districtlevel technical team, and there are no targets in achieving the objectives. Moreover, the formula itself is to turn the agricultural insurance program into an agricultural program, revive existing farmer associations, and utilizing Balai Penyuluh Pertanian in Purwakarta Regency as a socialization center.

Abstract

The Ministry of Public Works and Public Housing (PUPR) of the Republic of Indonesia is the leading sector in infrastructure development. To support this, PUPR for Roads and Bridges at the Regional IV Training and Education Center held training and conducted post-training evaluations for Core Work Unit Officials (PISK). Some of the problems faced, the evaluation of the training participants was considered to be still not optimal, because they had not been able to provide information about the outcomes of the training implementation. Another problem is the change in the quality of work of the alumni of the training participants has not provided a significant improvement for the organization. This study aims to analyze how the implementation of the post-training PISK evaluation is carried out, as well as to design an evaluation model. The method used in this research is a qualitative method, to elaborate a case more deeply and comprehensively. The results of the study indicate that the implementation of the current PISK training evaluation is carried out through pre-test and post-test. Referring to the Kirkpatrick model, the stages that have been carried out in the evaluation of employees who have attended training, are only at level 1 (reaction) and level 2 (learning), while posttraining levels 3 and level 4 have not been implemented. The results of further research indicate that in the implementation of the evaluation, the implementation of the results of the implementation of the training has not been able to accurately measure the success of the implementation of the training. To improve the process of evaluating the implementation of the training, a post-training evaluation model was designed that focuses more on aspects of assessment time, assessment standards or norms, assessment instruments and assessors.

Abstract

The problem that attempt to being solved in this research is the total of men who participate in the family planning program is extremely slow eventhough the government has created the policy regrading this program. Furthermopre, the purpose of this study was to reveal to what extent the birth control policy in the male approach was implemented in Kiara Pedes District and what obstacles were perceived when this program policy was executed in that district. In addition, this study also aims to formulate a policy model for the birth control policy in the male approach in Kiara Pedes District. Furthermore, the research method used is descriptive method with a qualitative approach. The data sample is obtained from experts who possessed the insight into the implementation of public policies in the birth control policy in the male approach in Kiara Pedes District. Eventually, the results of this study indicate that, whereas the male family planning policy has been implemented, there are still impediments that are sensed by the community, including the lack of information that the community has regarding this program and the community do not favors to consider concerning this program. Meanwhile, the factors that influence the implementation of this program policy include communication, human resources, family economic conditions, and self-concern. Furthermore, policymaking in this program requires to increase socialization to the public about the importance of this program for them.
