Hulondalo Jurnal Ilmu Pemerintahan dan Ilmu Komunikasi (JIPIK), is a journal of Governmental, Political, Public Administration, Communication and Social Sciences, for information and communication resources for academics, and observers of Governance Sciences, Social Sciences, Political Sciences, Public Administration Sciences, Communication Sciences, Methodology of Social Sciences and Social Work. The published paper is the result of research, reflection, and actual critical study with respect to the themes of Governmental, Political, Public Administration, Communication, and Social Sciences, All papers are peer-reviewed by at least two referees. The scope of Hulondalo Jurnal Ilmu Pemerintahan dan Ilmu Komunikasi (JIPIK) is the Governmental, Political, Administration and Communication Sciences. Abstract

Reseller loyalty is a crucial factor in maintaining B2B business stability, especially in the competitive off-label premium hijab industry. However, studies on how interpersonal communication strategies can be effectively used to build reseller loyalty in the context of digital business communities are still limited. This research aims to analyze the interpersonal communication strategies applied by Premori Retail in building reseller engagement and loyalty in the “Be a Founder” community. This research uses a qualitative approach. With data collection techniques conducted through participatory observation and in-depth interviews with active resellers and the CEO of Premori Retail. The analytical framework refers to Joseph A. DeVito's interpersonal communication theory which includes five main indicators: openness, empathy, support, positive attitude, and equality. The results show that Premori Retail's interpersonal communication is flexible, responsive and personalized. This approach is able to adapt to the needs of individual resellers and create a sense of being valued and cared for. This strategy contributes significantly to building resellers' emotional loyalty to the company. The unique contribution of this research lies in the strategic mapping of interpersonal communication practices in the digital reseller community ecosystem, which has not been widely revealed in business communication studies in Indonesia.

Abstract

This study aims to analyze the role and implementation of digital media use by the Deputy Speaker of the West Sumatra Provincial DPRD in the context of political communication, while also examining the relevance of content to audience perceptions and satisfaction levels in building a positive image. Using a qualitative approach and case study method, this study examines in depth how the simultaneous use of digital media, particularly through Instagram, Facebook, and TikTok, influences public perception of the legislator. Research data was collected through interviews, field observations, and document analysis, then analyzed using Miles and Huberman's interactive analysis technique. The results show that although digital media has been utilized as a means of disseminating constitutional activities, its effectiveness in building a strong positive image still needs to be improved, especially in terms of transparency and public support. The type of content considered most effective is content that displays direct interactions between legislators and the public and shows the process of conveying public aspirations. Based on the analysis by admin Iqra Chissa, content with these characteristics is able to present a more humanistic and communicative image compared to content that displays formal activities such as meetings, regional visits, or hearings, which tend to be rigid and less engaging for the audience. However, there is still a perception that some content emphasizes political and personal interests over public interest. Therefore, content relevance that focuses on public needs and aspirations is crucial for increasing public satisfaction and trust.

Abstract

This study focuses on the viral communication phenomenon that occurred following the death of Nia Kurnia Sari, a teenage fried food seller from Nagari Guguak, 2x11 Kayu Tanam District, Padang Pariaman Regency, West Sumatra. This tragedy sparked widespread public attention, both locally and nationally, and generated diverse social responses spread through social media and online media. The purpose of this study is to examine the dynamics of viral communication that developed around the case. The research approach used a qualitative method with a case study design. Data were collected through in-depth interviews, documentation, and content observation on various platforms such as Instagram, TikTok, Facebook, and online media. This study applies Emotional Contagion Theory to explain how expressions of sadness, anger, and sympathy shared on social media can spread widely and form a collective emotional resonance. This theory emphasizes that viral communication not only conveys information but also transmits emotions that influence people's collective perceptions and actions. The results show that viral communication, in this case, is formed through content that is full of emotion and able to arouse people's feelings, such as uploaded photos, narrative videos, and condolences spread on social media. Social media platforms served as a public space for expressing empathy, anger, and demands for justice for Nia Kurnia Sari. Public solidarity was even expressed through musical works created in response to the case.

Abstract

This study aims to analyze the implementation of the Village Index Application in Keper Village, Krembung District, Sidoarjo Regency, as a new instrument for data collection and monitoring of village development following the enactment of Ministerial Regulation of Villages, Development of Disadvantaged Regions, and Transmigration (Permendesa PDTT) Number 9 of 2024. This research is important because there remains a gap between the adoption of digital systems and the capacity of village officials to manage them. The study employed a descriptive qualitative method using Charles O. Jones’ implementation theory, which includes the dimensions of organization, interpretation, and application. Data were collected through interviews, observations, and documentation. The results show that the application was implemented effectively despite limitations in human resources and technical constraints. In terms of organization, vacant positions caused overlapping duties; however, coordination among village officials remained functional. In terms of interpretation, socialization and technical guidance improved policy comprehension, although the interpretation was still administrative in nature. In terms of application, implementation followed the 2025 Village Index Data Collection SOP and achieved a score of 83.17, classifying Keper Village as an Independent Village. These findings confirm that the Village Index Application is effective as a tool for monitoring village development, providing practical contributions to strengthening human resource capacity, optimizing digital infrastructure, and ensuring continuous technical assistance, while also enriching theoretical studies on technology-based public policy implementation at the Village level.
