Abstract

This study aims to describe the process of planning, discussing, and enacting local regulations on the Regional and Regional Budgets in North Kolaka Regency and the factors that influence them. The research method uses a qualitative descriptive approach. Data were collected through observation, interviews, and documentation. The results of the research are the planning, discussion, and stipulation process in making regional regulations in North Kolaka Regency, the executive and legislature have completed procedures on the preparation of the existing Expenditure and Regional Budgets. However, the planning process has not been optimal for regional regulations on Expenditures and Regional Budgets. This is reflected in the making of the General Budget Policy and the Priority of the Temporary Budget Ceiling. As a result, executive power is limited, such as changes in the scope of government institutions in the North Kolaka Regency which are not in accordance with the initial design. This slows down the discussion process. while the determination process must be timely. During the process, the executive and the legislature were involved, but the relationship between the two did not look good. This can be seen in the discussion process between the executive and the legislature who maintain their respective opinions which resulted in the slow submission of the Regional Revenue and Expenditure Budget Draft to the Ministry of Home Affairs. The process of planning, discussing and determining the 2020 Fiscal and Regional Budget in North Kolaka Regency is influenced by various factors, including supporting and inhibiting factors. supporting factors between legislation and good communication. while the inhibiting factor. that is. institutional changes within the government of North Kolaka Regency, understanding and participating in human resources and political interests

Abstract

This study aims to find out the village government efforts to encourage community participation in the development of Oluhuta Village at AtinggolaSubdistrict in North Gorontalo District and to investigate the supporting and inhibiting factors of the village government efforts to encourage community participation in the development of Oluhuta Village at AtinggolaSubdistrict in North Gorontalo District. This study uses a qualitative method. The data collection employs observation, interviews, and documentation. The data analysis technique uses data collection, data reduction, data display, and conclusions. The results of this study indicate that the efforts of the village government to encourage community participation in village development are: 1) providing guidance to the community regarding environmental concern by keeping the environment clean from rubbish, 2) building community capacity in developing cattle production from the village government, and 3) fostering the decision-making process through village meetings. The supporting and inhibiting factors to the efforts of the village government to encourage community participation in village development, namely: 1) the supporting factors to the efforts of the village government to encourage community participation in village development are namely the openness and the commitment of the village government in involving the community in the development and the attitude of community cooperation in the development activities, and the level of relatively high community education, 2) the inhibiting factors to the efforts of the village government to encourage community participation in the development of the village come from the government itself, which is not capable of accounting for reporting the use of village finances so that village development financing is obstructed, and the ignorance attitude of the community in viewing the village development is not important, so in the implementation of development in Oluhuta Village most of the community does not participate in the development.

Abstract

This study aims to find out how the Public Service Bureaucracy in the Talumolo Village Office, Dumbo Raya District, Gorontalo City. This study uses service performance indicators concerning the opinion of Dwiyanto (2012: 50) namely: 1) Productivity, 2) Service Quality, 3) Responsiveness, 4) Responsibility, and 5) Accountability. The method used in this research is a qualitative approach with descriptive presentation. The informants in this study were seven people, five were employees of the Talumolo Village Office and two were the people of Talumolo Village. The data collection technique used in this research is using observation, interview, and documentation techniques. This study uses interactive data analysis techniques through data collection, data reduction, data presentation, and concluding. The results of the research on the Public Service Bureaucracy at the Talumolo Village Office, Gorontalo City, namely the productivity indicators, employee productivity at the Talumolo Village Office is still not good and still needs to be improved. The indicators of responsiveness and accountability of employees at the Talumolo sub-district office are classified as good, while the accountability indicators are still not good.

Abstract

This study aims to analyze the cultural signs of East Java used in the film Bumi Manusia. The method used in this study is a qualitative method that will produce descriptive data that will explain how the meaning of East Javanese culture is contained in the film Bumi Manusia. The subject of this research is a file of the Earth of Man with a duration of 181 minutes, which then selects the pieces, then 7 scenes are obtained as objects that are not East Javanese culture which is analyzed based on Roland Barthes' semiotic theory to reveal the denotation, connotation, and myths of the elements. culture used in the film Earth of Man. The results of this study are cultural signs used in the film Bumi Manusia which have meaning, lessons, and life guidelines from the philosophy behind every cultural ritual that is undertaken. How to respect parents, also the actions of women and men in everyday life, and in married life that can be taken as examples to be applied in everyday life.

Abstract

Performance is the result or all major achievements of a person during a certain period in completing a task compared to other possibilities, for example, work guidelines, goals or targets and measures that have been completed previously and have been generally agreed upon. External factors that affect employee performance are supervision. This study is to determine whether supervision has an effect on the Performance of Aviation Security Employees (AVSEC) at Djalaludin Airport Gorontalo. This research method is a survey method by taking a sample of 70 respondents using a saturated sampling technique (census) using a questionnaire instrument. The analytical method used is correlation analysis, coefficient of determination and simple regression analysis processed through the SPSS 21 program. The results show that there is a positive influence of supervision (X) on the performance (Y) of Avsec employees at Djalaludin Airport Gorontalo by 0.355 (35.5% ). As for 0.645 (64.5%) is influenced by other variables that are not studied in the form of work discipline, work motivation and so on. The results of the study using the Supervision correlation test on Avsec Employee Performance at Djalaludin Airport Gorontalo there was a moderate level of relationship (r = 0.596).

Abstract

Penelitian bertujuan untuk mengetahui bagaimana peran dan fungsi dalam aktivitas komunikasi pada masyarakat, subjek penelitian adalah masyarakat yang tinggal atau menetap di kelurahan dembe II kecamatan kota utara. Penelitian menggunakan metode kualitatif yang bersifat deskritif, teknik pengumpulan data yaitu dengan cara wawancara dengan tokoh masyarakat dan masyarakat umum. Hasil penelitian menunjukkan peran dan fungsi bahasa tradisional (bahasa daerah gorontalo) yang sudah tidak merata, hal ini dilihat berdasarkan 3 fungsi yaitu bahasa (1) fungsi penamaan, di kelurahan dembe II ini masih menggunakan bahasa daerah Gorontalo. (2) fungsi interaksi, di kelurahan Dembe II kecamatan kota Utara  fungsi ini sudah tidak merata, hanya ada beberapa masyarakatnya yang masih aktif menggunakan bahasa daerah Gorontalo sedangkan masyarakat yang lainnya sudah tidak aktif menggunakan bahasa daerah Gorontalo terutama golongan anak-anak dan remaja.(3) fungsi transmisi, fungsi ini sudah tidak berjalan dengan baik karena di kelurahan Dembe II anak-anak hingga remaja sudah tidak bisa menggunakan bahasa daerah Gorontalo dengan baik yang berdampak akan menggeser penggunaan bahasa daerah Gorontalo di kelurahan Dembe II di masa yang akan datang. Setiap tahunnya pemerintah dan masyarakat selalu berbagai acara-acara adat hingga festival di kelurahan Dembe II, di mana acara-acara tersebut selalu dan wajib menggunakan bahasa daerah Gorontalo untuk penamaan hingga pidato penyambutan dari para pejabat. Pemerintah juga mewajibkan untuk menggunakan bahasa daerah Gorontalo di lingkungan sekolah di hari-hari tertentu. Seperti halnya gunakanlah Bahasa Indonesia yang baik dan benar, pertahankan bahasa daerah dan kuasai bahasa asing. This research aims to find out how the role and function of communication activities in the community, the subject of this study is the community who live or settle in the village of dembe II north city subdistrict. This research uses qualitative descriptive methods, data collection techniques, namely by way of interviews with public figures and the general public. The results showed the role and function of traditional languages (Gorontalo regional languages) that have been uneven, this is seen based on 3 functions, namely language (1) naming function, in the village of dembe II is still using Gorontalo regional language. (2) The interaction function, in the village of Dembe II north city sub-district this function is not evenly distributed, there are only a few people who are still actively using the Gorontalo regional language while other communities are no longer actively using Gorontalo regional languages, especially children and adolescents. (3) Transmission function, this function is not running well because in the village of Dembe II children to teenagers can not use the Gorontalo regional language properly which will have an impact will shift the use of the Gorontalo regional language in dembe II village in the future. Every year the government and the community always various customary events to festivals in the village of Dembe II, where these events are always and must use the Gorontalo regional language for naming to welcome speeches from officials. The government is also required to use the Gorontalo language in the school environment on certain days. Just like using a good and correct Indonesian, maintain a regional language and master a foreign language.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana proses pelaksanaan Peraturan Komisi Pemilihan Umum Nomor 5 Tahun 2020 yang berfungsi megatur tahapan pelaksanaan pemilu tahun 2020. Penelitian ini menggunakan jenis penelitian kualitatif. Guna memperoleh data penelitian dengan menggunakan teknik pengumpulan data melaui observasi dan wawancara serta menggunakan teknik analisis data penyajian data dan kesimpulan. Hasil penelitian ini menggambarkan bahwa Implementasi Peraturan Komisi Pemilihan Umum Nomor 5 Tahun 2020,  telah terlaksanan dan sudah sesuai. Hal tersebut Dilihat dari beberapa faktor yaitu, faktor komunikasi faktor sumber daya faktor sikap pelaksana faktor struktur birokrasi. This study aims to find out the process of implementing the General Election Commission Regulation Number 5 of 2020 which functions to regulate the stages of the 2020 election. This study employs a qualitative type of reseach. In order to obtain research data, the data collection techniques are through observation and interviews. The data analysis techniques are through data presentation and conclusions. The results of this study illustrate that the implementation of the  General Election Commission Regulation Number 5 of 2020 has been carried out properly. It can be seen from several factors, namely communication factors, resource factors, attitude factors, and bureaucratic structure factors.

Abstract

Penelitian ini bertujuan untuk mengetahui: 1.) Peran komitmen organisasi pegawai di kantor kelurahan Wumialo Kota Gorontalo. 2.) Faktor-faktor yang berperan pada komitmen organisasi pegawai di kantor kelurahan Wumialo Kota Gorontalo. Metode yang digunakan di dalam penelitian ini melalui pendekatan kualitatif dengan penyajian secara deskriptif. Informan dalam penelian ini sebanyak enam orang yang merupakan pegawai kantor Kelurahan Wumialo. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu menggunakan teknik observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan teknik analisis data secara interaktif melalui pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Komitmen organisasi pegawai yang berperan di kantor Kelurahan Wumialo meliputi beberapa tahapan diantaranya, tahap investigasi, tahap sosialisasi, tahap maintenance (pemeliharaan), tahap rasionalisasi, dan kenangan (pengalaman kerja). Faktor-faktor yang berperan pada komitmen organisasi pegawai di kantor kelurahan Wumialo terbagi dua yaitu: (1)faktor internal berupa komitmen organisasi pegawai yang berperan meliputi hubungan kekeluargaan antar pegawai, para pegawai saling menghargai, dan para pegawai saling memberi dan menerima pendapat, dan (2)faktor eksternal yang mencakup komitmen organisasi pegawai yang berperan meliputi hubungan pegawai dengan keluarganya, permasalahan yang dialami pegawai dengan lingkungan tempat tinggalnya. The study aims to investigate: 1) the role of public servants’ organizational commitment at the office of Wumialo urban village in Gorontalo city, and 2) the factors behind the public servants' organizational commitment at the office of Wumialo urban village in Gorontalo city. The study applies a descriptive qualitative approach with six informants who are employed at the office of Wumialo urban village.The data are collected through observation, interview, and documentation which are then analyzed interactively in data collection, data reduction, data display, and conclusion drawing. The public servants' organizational commitment at the office of Wumialo urban village covers several steps among others are investigation, socialization, maintenance, rationalization, and memories or work experience.The factors behind public servants’ organizational commitment at the office of Wumialo urban village comprises of two factors: internal factor which covers the family relation, mutual respect, and exchange of ideas among public servants, and external factor which covers public servants relation to their family and problems they encounter related to their living environment.

Abstract

Pelaksanaan tugas dan fungsi badan permusyawaratan desa sebagai lembagga legislasi, pengawasan, penampung dan penyalur aspirasi masyarakat tentunya badan permusyawaratan desa (BPD) harus mempunyai kompetensi. Kompetensi di maksudkan untuk menunjang kinerja pegawai pada badan permusyawaratan desa dalam pelaksanaan tugas dan fungsinya.Penelitian bertujuan untuk mengetahui besarnya pengaruh kompetensi meliputi motif, sifat, konsep diri, pengetahuan dan keterampilan secara simultan dan parsial terhadap kinerja anggota dan permusyawaratan desa di desa sekecamatan bilangitang barat. Metode yang digunakan dalam penelitian ini melalui pendekatan kuantitatif dengan penyajian secara deskriptif. Sampel dalam penelitian ini yaitu sebanyak 56 orang, Adapun teknik pengumpulan data yaitu observasi, kuisioner dan dokumentasi serta Teknik analisis data mengunakan Path Analisis dengan mengguanakan SPSS V20. Hasil penelitian menunjukkan adanya pengaruh variable satu sama lain yaitu 1) Pengaruh kompetensi meliputi motif, sifat, konsep diri, pengetahuan dan keterampilan secara simultan terhadap anggota pada badan permusyawaratan desa yaitu sebesar 0.907 atau 90.7 %. 2) pengaruh motif secara parsial terhadap anggota pada badan permusyawaratan desa sebesar 0.230 atau 23.0 %. 3) pengaruh sifat secara parsial terhadap kinerja anggota badan permusyawaratan desa sebesar 0.175 atau 17.5 %. 4) pengaruh konsep diri secara parsial terhadap anggota pada badan permusyawaratan desa yaitu sebesar 0.155 atau 15.5 %. 5) pengaruh pengetahuan secara parsial terhadap kinerja anggota badan permusyawaratan desa sebesar 0.197 atau 19.7 % dan 6) pengaruh keterampilan secara parsial terhadap kinerja anggota badan permusyawaratan desa sebesar 0.286 atau 28.6 %. Competence is intended to support the performance of employees in the village consultative body in implementing their duties and functions. The study aims to determine the magnitude of the influence of competencies, including motives, traits, self-concept, knowledge, and skills, simultaneously and partially on the performance of members and village consultancy in villages in western districts. The method used in this study is a quantitative approach with a descriptive presentation. The sample in this study was 56 people for data collection techniques, namely observation, questionnaires, and documentation, and data analysis techniques using Path Analysis using SPSS V20. The results showed that there was an influence of variables on each other, namely 1) The influence of competencies including motives, traits, self-concept, knowledge, and skills simultaneously on members of the village consultative body, which was 0.907 or 90.7%. 2) The motive's effect partially on the village consultative body members by 0.230 or 23.0%. 3) the effect of partial nature on the performance of the members of the village consultative body by 0.175 or 17.5%. 4) the influence of partial self-concept on members of the village consultative body is 0.155 or 15.5%. 5) the effect of partial knowledge on the performance of village consultative limbs by 0.197 or 19.7%, and 6) the effect of skills partially on the performance of village consultative limbs by 0.286 or 28.6%

Abstract

Penelitian ini bertujuan untuk mengetahui strategi komunikasi yang dilakukan oleh PDAM (Perusahaan Daerah Air Minum) Kota Gorontalo dalam memberikan informasi kepada pelanggan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Pengumpulan data dalam penelitian ini dilakukan melalui observasi, wawancara, serta dokumentasi untuk memperoleh informasi yang terjadi di lapangan. Hasil penelitian ini menunjukan bahwa PDAM Kota Gorontalo telah menerapkan strategi komunikasi, yaitu melalui: (1) Mengenal Khalayak; Khalayak sasaran perusahaan difokuskan kepada calon pelanggan, pelanggan sebagai target penerima informasi. (2) Menyusun pesan; Pesan yang dimaksud ialah berupa penerangan oleh perusahaan terkait keluhan pelanggan yang diajukan hingga informasi umum yang dibutuhkan oleh pelanggan. (3) Penggunaan Media; Media sosial banyak digunakan sebagai alat dalam memberikan informasi kepada pelanggan karena kecepatan dan kemudahan dalam proses komunikasinya.  PDAM Kota Gorontalo juga memanfaatkan media cetak seperti koran, baliho, dan pamflet. (4) Menetapkan metode ; Beberapa metode yang digunakan oleh PDAM Kota Gorontalo dalam memberikan informasi yaitu redundancy; yaitu metode penyampaian pesan secara berulang, edukatif; yaitu metode penyampaian pesan dengan cara menerangkan pesan disesuaikan dengan fakta dan data yang terjadi di lapangan. Dan metode informatif; yaitu penerangan dan pemahaman yang diberikan oleh perusahaan sehingga dapat merubah tingkah laku khalayak perusahaan. This study aims to find the communication strategy carried out by the Regional Water Company of Gorontalo City in providing information to customers. This study uses a qualitative descriptive research method. Data collection in this study is through observation, interviews, and documentation to obtain information in the field. The results of this study indicate that the Regional Water Company of Gorontalo City has implemented some communication strategies, namely: 1) Recognizing the audience.  The company's audience targeted focuses on potential customers as information receivers. 2) Composing messages. The message here means information by the company regarding customer complaints submitted and general information required by customers. 3) Use of media.  Social media is widely used as a tool for information aimed at customers due to communication speed and ease. The Regional Water Company of Gorontalo city also utilizes print media such as newspapers, billboards, and pamphlets. 4)  Method determination. Several methods employed by Regional Water Company of Gorontalo city in providing information are (1) redundant method, which is a method of delivering messages repeatedly, and (2) educative method, namely a method of delivering messages by explaining the message following the facts and data occurring in the field, and (3) informative method, meaning that the information and knowledge are provided by the company so that it can change the behavior of the company's audience.
