Hulondalo Jurnal Ilmu Pemerintahan dan Ilmu Komunikasi (JIPIK), is a journal of Governmental, Political, Public Administration, Communication and Social Sciences, for information and communication resources for academics, and observers of Governance Sciences, Social Sciences, Political Sciences, Public Administration Sciences, Communication Sciences, Methodology of Social Sciences and Social Work. Abstract

Knowledge management merupakan suatu pendekatan yang sistematis untuk mengumpulkan, mengorganisir, mengelola, dan mendistribusikan pengetahuan yang dimiliki oleh individu dan organisasi.. Knowledge management juga mencakup kegiatan pembelajaran organisasi, penyebaran informasi, serta pengembangan dan pemanfaatan pengetahuan dalam meningkatkan kinerja organisasi. Dalam konteks Badan Perencanaan Pembangunan Daerah Kota Gorontalo, penerapan knowledge management dapat membantu meningkatkan efisiensi operasional, kemampuan adaptasi, dan inovasi dalam menghadapi perubahan yang terjadi di sektor perencanaan dan pembangunan daerah. Capaian kinerja organisasi dihasilkan oleh peran pegawai yang memainkan peranan penting dalam roda organisasi. Maka secara kasar, capaian kinerja organisasi yang rendah dapat pula menggambarkan capaian kinerja pegawai. Hal ini berarti adanya capaian kinerja yang dibawah target oleh BAPPEDA Kota Gorontalo merepresentasikan adanya kinerja pegawai yang relative dibawah dari target capaian secara individu. Penelitian ini dilakukan menggunakan Struktural Equation Modelling dengan pendekatan Partial Least Square dengan tujuan mengetahui pengaruh Knowledge Management terhadap Kinerja Pegawai yang dimediasi oleh Variabel Inovasi. Teknik pengambilan sampel menggunakan sampling jenuh dengan ukuran sampel sebanyak 58 responden yang merupakan pegawai di lingkungan BAPEDA Kota Gorontalo. Teknik pengumpulan data menggunakan kuisioner, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa (1) Knowledge management yang ada di Badan Perencanaan Badan Perencanaan Pembangunan Daerah Kota Gorontalo berpengaruh positif sebesar 0.525 terhadap kinerja pegawai. (2) Variabel inovasi berpengaruh positif sebesar 0.149 terhadap kinerja pegawai di Badan Perencanaan Pembangunan Daerah (Bappeda) Kota Gorontalo dan (3) Variabel inovasi tidak dapat memediasi hubungan antara knowledge management dan kinerja pegawai dengan efek langsung sebesar 0.525 yang lebih besar dari efek tidak langsung 0.079. Knowledge management is a systematic approach to collecting, organizing, managing and distributing knowledge owned by individuals and organizations. Knowledge management also includes organizational learning activities, dissemination of information, as well as the development and utilization of knowledge in improving organizational performance. In the context of the Gorontalo City Regional Development Planning Agency, the application of knowledge management can help increase operational efficiency, adaptability and innovation in facing changes that occur in the regional planning and development sector. Organizational performance is produced by the role of employees who play an important role in the organization. So roughly speaking, low organizational performance achievements can also describe employee performance achievements. This means that there is a performance achievement that is below the target by the Gorontalo City BAPPEDA, representing the existence of employee performance that is relatively below the individual achievement target. This research was conducted using Structural Equation Modeling with a Partial Least Square approach with the aim of determining the influence of Knowledge Management on Employee Performance which is mediated by the Innovation Variable. The sampling technique used saturated sampling with a sample size of 58 respondents who were employees within BAPEDA Gorontalo City. Data collection techniques use questionnaires, interviews and documentation. The research results show that (1) Management knowledge in the Gorontalo City Regional Development Planning Agency has a positive effect of 0.525 on employee performance. (2) The innovation variable has a positive effect of 0.149 on employee performance at the Gorontalo City Regional Development Planning Agency (Bappeda) and (3) The innovation variable cannot mediate the relationship between knowledge management and employee performance with a direct effect of 0.525 which is greater than the indirect effect. 0.079.

Abstract

Partisipasi perempuan dalam Pembangunan menjadi perhatian serius mengingat peran esensial mereka dalam dinamika sosial dan ekonomi desa. Tradisi dan norma lokal sering kali mempengaruhi cara perempuan terlibat dalam pengambilan keputusan dan perkembangan ekonomi lokal. Penelitian ini bertujuan untuk mendalami strategi pemerintah desa dalam meningkatkan partisipasi perempuan dalam pembangunan di Desa Poleonro, Kecamatan Lamuru, Kabupaten Bone. Desa ini dianggap sebagai representasi tantangan dan potensi dalam menciptakan pembangunan yang inklusif, mempertimbangkan keberagaman budaya dan sumber daya alamnya. Metode penelitian yang digunakan adalah deskriptif kualitatif. Penelitian ini fokus pada pengumpulan data kualitatif melalui wawancara. Penelitian ini dilaksanakan di desa Poleonro Kecamatan Lamuru Kabupaten Bone. Hasil penelitian menunjukkan bahwa pemerintah desa Poleonro Kecamatan Lamuru telah mengimplementasikan berbagai strategi, seperti program pelatihan, kebijakan pemberdayaan ekonomi, dan dukungan terhadap partisipasi perempuan dalam pengambilan keputusan. Meskipun demikian, resistensi terhadap perubahan budaya dan keterbatasan sumber daya tetap menjadi tantangan utama. Budaya patriarki dan keterbatasan akses terhadap pendidikan dan sumber daya ekonomi mempengaruhi peran perempuan dalam pembangunan desa. Women's participation in development has become a serious concern, given their essential roles in rural areas' social and economic dynamics. Local traditions and norms often influence how women are involved in decision-making and local economic development. This research aims to delve into the strategies the village government employs to enhance women's participation in development in Poleonro Village, Lamuru Subdistrict, Bone Regency. This village is considered a representation of challenges and potential in creating inclusive development, considering its cultural diversity and natural resources. The research method used is qualitative descriptive. The study focuses on collecting qualitative data through interviews conducted in Poleonro Village, Lamuru Subdistrict, Bone Regency. The research findings indicate that the village government of Poleonro, Lamuru Subdistrict, has implemented various strategies such as training programs, economic empowerment policies, and support for women's participation in decision-making. However, resistance to cultural change and resource limitations remain significant challenges. Patriarchal culture and limited access to education and economic resources influence the role of women in village development.

Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas komunikasi organisasi dalam meningkatkan produktivitas kerja aparat desa tilote kecamatan tilango kabupaten gorontalo. Studi ini berfokus pada pendekatan lima indikasi efektivitas komunikasi organisasi terdiri dari pemahaman, kesenangan, mempengaruhi sikap, memperbaiki hubungan, dan tindakan. Penelitian menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Untuk memeperoleh data penelitian menggunakan observasi dan wawancara dengan menggunakan analisis data, reduksi data, penyajian data, dan kesimpulan. Hasil penelitian ini  bertujuan untuk mengetahui faktor – faktor yang mempengaruhi produktivitas kerja aparat desa diantaranya masih lambatnya pelayanan yang di berikan kepada masyarakat, dan difokuskan kepada peranan efektivitas komunikasi terhadap produktivitas kerja aparat desa. Hal ini dapat dilihat dari masih terdapatnya sebagian aparat desa yang tetap masih kurang dalam produktivitas kerja.Setelah berkomunikasi perubahan sikap dan perilaku  aparat desa di lembaga tersebut baru sebagian  yang mengalami peningkatan, sebagian lagi masih seperti biasanya. Dengan demikian melalui upaya pembahasan yang akan dilakukan kiranya membawa perbaikan dan perubahan yang menyeluruh terhadap aparat desa, dan meningkatkan produktivitas kerja aparat desa dalam penyempurnaan pelayanan terhadap masyarakat melalui komunikasi yang baik, jelas dan terarah. This study aims at finding the effectiveness of organizational communication in increasing the work productivity of Tilote village apparatus, Tilango subdistrict, Gorontalo district. This study focused on the five-indicative approach to organizational communication effectiveness consisting of understanding, enjoyment, influencing attitudes, improving relationships, and action It employs a descriptive research method with a qualitative approach. To collect data, it applies observation and interviews and analyzes them through data reduction, data presentation, and conclusions. The results of this study indicate the factors that influence the work productivity of village apparatus including the slow service provided to the community. This can be seen from the fact that there are still some village officials who still lack work productivity. After communicating changes in the attitudes and behavior of village officials in these institutions, only some of them have experienced an improvement, while others are still as usual.s  It explains the role of communication effectiveness on the work productivity of the village apparatus. Thus,the discussion efforts carried out bring about overall improvements and changes to the village apparatusand the work productivity of the village apparatus in improving services to the community through good, clear, and directed communication.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh pemanfaatan dana desa terhadap pemberdayaan masyarakat di Desa Busato Kecamatan Pinogaluman Kabupaten Bolaang Mongondow Utara. Dalam penelitian ini, peneliti menggunakan penelitian survey dengan pendekatan kuantitatif; yakni penelitian yang digunakan untuk mempelajari populasi atau sampel tertentu, mengumpulkan data dengan menggunakan alat penelitian, menganalisis, menganalisis data kuantitatif/statistik, untuk tujuan menguji hipotesis yang telah ditentukan. Penentuan sampel menggunakan teknik aksidental yaitu siapa saja warga masyarakat Desa Busato yang kebetulan ditemui peneliti akan dijadikan sampel, dengan ketentuan warga masyarakat tersebut pernah mengikuti kegiatan pemberdayaan masyarakat yang dilaksanakan oleh pemerintah Desa Busato. Adapun warga masyarakat yang bersedia memberikan respon dengan mengisi kuesioner ialah sebanyak 39 orang. Hasil penelitian menunjukkan bahwa pemanfaatan dana desa memberikan kontribusi terhadap pemberdayaan masyarakat di Desa Busato Kecamatan Pinogaluman sebesar 0,543 atau 54,3%, dan termasuk kategori cukup kuat. Hal ini mengindikasikan bahwa pemerintah Desa Busato masih lebih fokus pada kegiatan pembangunan fisik dibanding kegiatan pemberdayaan masyarakat. This research aims to determine the effect of using village funds on community empowerment in Desa Busato Kecamatan Pinogaluman Kabupaten Bolaang Mongondow Utara. In this research, researchers used survey research with a quantitative approach; namely research used to study a certain population or sample, collect data using research tools, analyze, analyze quantitative/statistical data, for the purpose of testing predetermined hypotheses. Determining the sample uses an accidental technique, that is, any member of the Busato Village community that the researcher happens to meet will be used as a sample, provided that the community member has participated in community empowerment activities carried out by the Busato Village government. There were 39 community members who were willing to respond by filling out the questionnaire. The research results show that the use of village funds contributes to community empowerment in Busato Village, Pinogaluman District by 0.543 or 54.3%, and is in the quite strong category. This indicates that the Busato Village government is still more focused on physical development activities rather than community empowerment activities.

Abstract

The reduction in stunting prevalence is a long-term investment that will bring significant benefits to individuals, communities, and the nation. The purpose of this research is to describe organizational behavior toward reducing the prevalence of stunting in Buton Tengah Regency using a descriptive qualitative approach, with informants selected through purposive sampling. The research results show that organizational behavior, including the commitment from policymakers and Regional Apparatus Organizations, has been well-mapped. The Buton Tengah Regency Government has allocated a specific budget as an action to accelerate the reduction of stunting. On the other hand, while coordination between policymakers and relevant Regional Apparatus Organizations has been implemented, there are still obstacles in terms of the availability of an integrated data management system and the inconsistency of some stakeholders in the coordination process.

Abstract

The village is the smallest government unit in Indonesia which has the authority to manage its government for the welfare of the community as part of the right to autonomy. Villages are also the focus of national development, because the success of national development is seen from the management of village development so that it requires effective leadership to carry out its programs. One example of good village leadership is the Condongcatur Village Head, who has served two terms and brought real progress to the Condongcatur Village. This research aims to reveal the background and leadership style of the Condongcatur Village Head, the challenges he faces, the application of leadership in decision making, changes that have been made during his tenure, as well as hopes for the future of the Condongcatur Village Head. The method used is descriptive qualitative with data obtained through interviews with the Head of Condongcatur Village and studies of related literature. The research results show that the Condongcatur Village Head combines talent, skills and education in his leadership based on contingency theory. The leadership type is democratic and the leadership style is transactional while still providing an example. The challenges it faces are internal and external. In making decisions, the Condongcatur Village Head uses a team-centered model. Apart from that, he hopes to improve community services in order to achieve better prosperity.

Abstract

This research examines how parents and children communicate about gadget threats in Bandar Khalipah Village, Percut Sei Tuan District, Deli Serdang Regency, North Sumatra. Children in Bandar Khalipah Village grow hooked to devices since they don't realize the risks and have little parental supervision. Bandar Khalipah Village parents provide kids electronics due to busyness and contemporary necessities. In this setting, parents must talk with their children about device threats. This study employs descriptive qualitative methods. collecting data via interviews, observation, and documentation. Data validity was checked via triangulation. This research found that democratic parents communicate with their children via openness and mutually established regulations. Parents directly compliment their kids' deeds. Parents and children engage closely with electronics. Avoiding gadgets in early life, educating children about their effects, and setting a positive example in gadget usage are all strategies to comprehend the harmful effects of gadget use on children.

Abstract

The purpose of this study is to identify and analyze the problems that arise as a result of the ineffectiveness of marketing communication strategies used with SWOT analysis techniques and the 4 P Mix Marketing theory, as well as to assist in finding solutions to what causes product sales results to be lower than those in Java. So the data processing method employed in this study is a qualitative descriptive method, with data collection procedures including in-depth interviews, field observations including informants as a source of information about marketing Nazar Paint kilo wall paint, and recording. The results of this study indicate that the Marketing Strategy that has been designed in such a way is less able to increase product sales results because the marketing strategy used has not been implemented systematically. Furthermore, the utilization of communication media is also not optimally carried out by Nazar Paint Distributor Agents. Sibolga Branch has not fully utilized social media and other digital media that can reach a wider and more diverse audience, so there is a need for Marketing Strategies that must be added to the list of Nazar Paint Sibolga marketing strategy planning is using new media in the form of social media and related to the lack of creativity in the marketing strategy applied, In this case, the agent must be able to create innovations that will be the key to attracting consumers. For example, by utilizing unique or distinct advertising features that can distinguish Nazar Paint from its competitors, such as the employment of wind dolls in front of the business as one of the attractions for consumers to visit Nazar Paint Kiloan Sibolga Paint Branch

Abstract

This study aims to analyze the behavior of village officials in improving the quality of public services at the Momalia 1 Village Office, Posigadan District, South Bolaang Mongondow Regency. The method used is qualitative research method. Data collection techniques include observation and interviews and then analyzed to produce findings related to the behavior of village officials in providing services. The results showed that village officials in providing public services in Momalia 1 village, Posigadan sub-district, have shown an improvement in the quality of public services but have not run optimally. Providing information about the requirements that must be met by community members is not well conveyed so that people have to return home to complete the file. Knowledge in service by village officials is still lacking as there are unscrupulous employees who give priority to residents they know. conclusion that employee behavior in providing services at the Momalia 1 village office, Posigadan District, South Bolaang Mongondow Regency has shown towards improving the quality of public services, but not yet maximized. To improve the quality of public services, comprehensive efforts need to be made. Improvement measures should include educating the public about the existing public service system, as well as strict enforcement of rules and ethics for officers. In addition, it is also necessary to improve coordination between the government and the public.

Abstract

Access to mental health services at puskesmas is often limited, so the role of local government is critical in developing strategies to improve access to mental health services. Puskesmas Karawaci Baru is one of the health centers in Tangerang City that provides mental health services. This study aims to analyze how local government policies improve access to mental health services at Puskesmas Karawaci Baru in Tangerang City, and identify factors that hinder access to mental health services at Puskesmas Karawaci Baru in Tangerang City. The research method used is descriptive qualitative. Qualitative data collection techniques through interviews. The results showed that Puskesmas Karawaci Baru has implemented various strategies, including socialization, providing access to services, infrastructure, and government policies. However, the lack of public knowledge about mental health problems is one of the obstacles in improving mental health services at the health center. For this reason, the government is expected to involve various groups so as to help the community to realize and appreciate the importance of maintaining physical and mental health.
