Abstract

Poverty in marine and fisheries communities remains a major challenge in rural development in Indonesia. This study analyzes the role of participatory communication in the Smart Fisheries Village (SFV) as an community development program using the Communication for Social Change (CFSC) framework, focusing on dialogue catalysts and participatory dialogue processes. A mixed methods explanatory sequential design was applied through surveys of 170 respondents and in-depth interviews with 28 informants in Kawali and Bangsring Villages. Results show that government support was the main catalyst in Kawali, while leadership communication was main catalyst in Bangsring. Participatory dialogue was strong at the internal community level but weakened in strategic decision-making involving external actors. The study reveals a participation paradox, high involvement does not necessarily lead to equal access to power, authority, and strategic decision-making.

Abstract

This study aims to analyze the effect of innovative behavior and work engagement on the individual performance of students from the Faculty of Islamic Economics and Business (FEBI), IAIN Ternate, who participate in Field Work Practice (PKL). This study uses a quantitative approach with a survey method through the distribution of questionnaires to 36 respondents. The data were analyzed using multiple linear regression through SPSS software. The results show that innovative behavior has a positive but not significant effect on performance. In contrast, work engagement has a positive and significant effect on performance. Simultaneously, both variables have a significant effect on performance.

Abstract

This study analyzes the implementation of Spatial Planning policies in Palu City, Central Sulawesi Province. Data were collected through interviews, observations, and documentation involving government officials, legislators, and community representatives. Data were analyzed using Miles, Huberman, and Saldana's interactive model with source and theoretical triangulation, within Goggin's policy implementation framework. The results show that a misunderstanding exists between the Spatial Planning Office and the Palu City Environment Agency in interpreting Green Open Space (RTH) provisions. The Spatial Planning Office argued that the construction of a three-storey building in Vatulemo Park did not violate the rules, while the Environment Agency stated that it was contrary to existing regulations prohibiting multi-storey buildings in RTH areas. A manipulative practice was also found, whereby trees were planted around the building in an effort to conceal the violation from public view. In addition, permanent buildings along the coastal area of Talise Beach are still present, one of which is a hotel building. This condition indicates the weak capacity of implementing actors in enforcing spatial planning regulations in the field. Based on the research findings, the three dimensions of Goggin's theory are considered insufficient to prevent zoning violations in Palu City. Therefore, this study offers 'institutional capacity and consistency' as a fourth dimension to fill the gap in Goggin's theory, particularly in the context of post-disaster urban spatial governance.

Abstract

This study examines the tension between the presumption of innocence and investigative practices within criminal justice systems from the perspective of legal philosophy and Islamic epistemology. Employing a qualitative library research design, the study analyzes classical and contemporary legal texts to explore the relationship between ontological legal principles and epistemological processes in investigations. The findings reveal that the presumption of innocence should be understood as an ontological commitment that defines individuals as non-culpable legal subjects. However, in practice, investigative procedures often operate in a confirmatory mode, prioritizing suspicion and validation of initial assumptions rather than objective verification. This creates a structural misalignment between the ontological foundation of criminal law and the epistemological orientation of investigative practices. As a consequence, epistemic injustice emerges, where suspects are marginalized and denied meaningful participation in the construction of legal truth. From the perspective of Islamic epistemology, which emphasizes certainty (yaq?n), restraint, and moral accountability, such practices contradict the principles of substantive justice. The study proposes the need for reconstructing investigative epistemology by repositioning the presumption of innocence as an operative guiding principle. By integrating philosophy of law, epistemic justice, and Islamic legal theory, this research contributes to contemporary legal scholarship by offering a normatively coherent framework for achieving procedural fairness and substantive justice across legal systems.

Abstract

The Healthy Living Community Movement (GERMAS) cannot only rely on the role of the health sector but needs support and in its implementation is supported by other Regional Apparatus Organizations (OPD) and collaborates with the government at the sub-district and village levels to improve public health. This study aims to determine and describe how the collaboration carried out by the Village Government and the Health Office in the Healthy Living Community Movement in Kaloloa Village, Samaturu District, Kolaka Regency. This study is a qualitative descriptive study, informants in this study were fifteen people. Data collection techniques were direct observation, direct interviews. The data analysis used was Data Reduction, Data Presentation, Drawing Conclusions. The results of this study indicate that the collaboration between the Village Government and the Kolaka Regency Health Office in the context of Germas activities in Kaloloa Village, Samaturu District, Kolaka Regency has not been implemented well because the collaboration process that was built did not involve the community as the object of Germas activities. This is because the community was not included in making compromises so that there are people who are not aware of the Germas program and the lack of public knowledge due to the lack of information either through socialization or dissemination of information through banners and billboards related to the Germas program.

Abstract

The stages of the 2024 election implementation are important to study as the second wave in the democratic design of simultaneous elections. One of the key aspects is the establishment of Voting Rights Monitoring Posts to ensure that citizens who already have voting rights are registered as voters in the 2024 Simultaneous Election. This study focuses on the effectiveness of the existence of Voting Rights Monitoring Posts in supervising the process of updating voter data for the 2024 Election in Sungai Ambawang District, Kubu Raya Regency. The first objective of this study is to determine how effective these posts are in overseeing the voter data updating process. The second objective is to identify the factors that influence the effectiveness of their performance. This study uses a qualitative approach. Data were collected through interviews and supported by literature review using secondary documents, such as written reports, recorded events, and documented narratives from other sources. The data analysis technique used is qualitative descriptive analysis. The findings show that there are three factors influencing the limited effectiveness of Voting Rights Monitoring Posts at the village level in Sungai Ambawang District. First, the limited human resources (HR) of village-level election supervisors (PKD). In terms of quantity, having only one PKD officer per village makes it difficult to perform optimal supervision of the voter data collection process. Second, the existence of these posts is not supported by adequate infrastructure, although their establishment is mandated by Bawaslu Regulation Number 4 of 2023, particularly Article 24 paragraph (3), which states that village-level supervisors may establish complaint posts for voters who have not been recorded in the temporary voter list (DPS). In addition, the lack of sufficient budget support limits the operational activities of these posts, including patrols and public outreach. Third, there is still low public awareness among voters to report issues to the Voting Rights Monitoring Posts.

Abstract

This study traces the visual transformation of the Surya Majapahit, the eight-pointed solar emblem of Majapahit, as it moved from Hindu-Buddhist temples to the Islamic Great Mosque of Demak in Java. While prior scholarship has focused on the motif within its original religious context, how it was actively renegotiated during the Hindu-Islamic transition remains underexamined. Using Erwin Panofsky’s iconological method integrated with translocality, data were drawn from direct observation of six key artifacts spanning the Majapahit, transitional, and Demak periods, supplemented by interviews with site custodians. The analysis identifies a three-phase transformation: from a dense mandala containing anthropomorphic deities, through progressive figurative reduction, to a fully abstract geometric ornament integrated into Islamic decorative schemes. The radial core and central circle persistently survived, while narrative theological content was systematically eliminated. This process, termed “semiotic thinning,” involves the selection of a pliable structural core, reduction of specific iconography, and repositioning across mediums and spaces to align with aniconic Islamic aesthetics. The study concludes that this mechanism of visual negotiation enabled cultural continuity and the production of a new Javanese-Islamic identity. The findings contribute a model of symbolic adaptation in contexts of religious change.

Abstract

This study examines the multidimensional well-being of married couples based on marital pathways (formal marriage vs. marriage dispensation) in Lombok, Indonesia. While early marriage is often associated with negative outcomes, this research aims to provide a more nuanced understanding of its implications for psychological, social, and spiritual well-being. Using a mixed-methods convergent parallel design, quantitative data were collected from 697 couples and analyzed using MANOVA and hierarchical regression, complemented by qualitative data from 24 in-depth interviews analyzed thematically. The results show no significant difference in psychological well-being (p = 0.068), indicating adaptive equivalence between groups. However, couples in marriage dispensation report significantly higher social (?²p = 0.019) and spiritual well-being (p = 0.016; ?²p = 0.008), despite small effect sizes. Sociodemographic factors do not significantly moderate these relationships (Adjusted R² = 4.8%–7.8%). These findings suggest that well-being is shaped more by social processes such as communal integration, crisis negotiation, and meaning-making than by legal status or structural factors. The study contributes by proposing a processual framework of marital well-being. However, higher well-being among dispensation couples does not justify early marriage, but reflects adaptive responses within specific socio-cultural constraints

Abstract

This study analyses the Islamic educational philosophy of TGH Musthofa Umar Abdul Aziz as set out in his book entitled Al-Fawa’id, as well as its relevance to the discourse on contemporary Islamic education policy in Indonesia. This study employs a qualitative approach using a literature review (library research) design, combined with empirical analysis through a case study at the Al Aziziyah Kapek Islamic Boarding School in West Lombok. Research data was obtained. The findings reveal that the educational philosophy presented in Al-Fawa’id emphasizes three key principles: (1) the integration of knowledge, ethics, and spirituality as the foundation of Islamic education; (2) a pedagogical relationship based on moral exemplarity between teacher and student; and (3) an educational orientation that aims not only to transmit religious knowledge but also to cultivate moral character and social responsibility. In institutional practice, these principles are reflected in pesantren educational models that combine classical Islamic scholarship with adaptive responses to contemporary educational demands. The case study of Al-Aziziyah Islamic boarding school demonstrates that the educational ideas articulated in Al-Fawa’id contribute to strengthening the epistemological identity of pesantren while simultaneously encouraging curricular innovation responsive to modern educational dynamics. From the perspective of Islamic education policy in Indonesia, the study suggests that the educational thought of TGH Musthofa Umar Abdul Aziz holds strategic relevance in the context of strengthening pesantren institutions following the enactment of Law Number 18 of 2019 on Pesantren. The concept of integrating knowledge and morality proposed in Al-Fawa’id may serve as an epistemological foundation for developing pesantren curricula that remain rooted in traditional Islamic scholarship while addressing contemporary educational challenges. This article therefore argues that revitalizing the educational thought of local Muslim scholars constitutes a crucial strategy for constructing a contextual and resilient model of Islamic education in modern Indonesia.

Abstract

Contemporary art in Yogyakarta has developed into a medium of expression that not only reflects visual aesthetics but also voices criticism of gender inequality. Female artists such as Lucia Hartini and Diah Yulianti use art as a tool to challenge social constructs that limit gender roles and expressions. This study aims to examine how the paintings of Lucia Hartini and Diah Yulianti can serve as a form of resistance against existing gender norms in society. This study uses a qualitative approach with a case study design, involving in-depth interviews and visual analysis of the artists' works. Data was collected through direct interviews and observation of relevant artworks to reveal themes that emerged in gender representation. The results show that both artists use art as a medium to challenge patriarchal norms and fight for gender equality. Their works depict resistance to gender stereotypes and representations of women's bodies that are more free and independent. This study shows that art can serve as a powerful tool for changing perceptions of gender and fighting for equality. These findings have important implications for understanding art as a medium for social change in the context of local culture.
