Abstract

International labor migration has become a deeply ingrained livelihood strategy for many households on the island of Lombok, West Nusa Tenggara, Indonesia. Over the past two decades, migration has generated substantial remittance inflows and is widely regarded as a key source of household income and a pillar of the regional economy. However, this economic contribution has not been matched by a corresponding improvement in long-term well-being. Many home communities in Lombok continue to face persistent poverty, repeated out-migration, changes in family structure, declining engagement in agriculture, and shifts in local cultural practices. This study investigates the paradox of migration development in Lombok during the period 2004-2024. This study draws on official data from BP2MI, Bank Indonesia, BPS-NTB, the NTB Department of Manpower, and KNOMAD, and combines them with a systematic synthesis of 47 empirical studies. Using a mixed-methods longitudinal-analytical approach, this study examines migrant flows, remittance trends, destination patterns, and the broader economic, social, and cultural impacts of migration. Findings indicate that NTB recorded over 1.33 million documented migrant departures, with approximately 85% originating from four regencies in Lombok. During the same period, total remittances reached approximately Rp 61.07 trillion. Although these financial flows are associated with poverty reduction, increased school enrollment rates, and the expansion of small businesses, they have not yet created a stable foundation for local economic transformation. Instead, evidence points to rising social costs and a strong pattern of repeated migration, with 64.1% of returnees migrating again within three years. This study argues that migration in Lombok has evolved from a temporary livelihood strategy into a regime of structural dependency. Stronger policies are needed to channel remittances toward productive investments, human resource development, and community resilience.

Abstract

This study examines the contribution of hotel and restaurant taxes, tourist visits, and the Human Development Index to local government revenue in the regencies and cities of Lombok Island. This study is important for elucidating the relationship between tourism activities, local fiscal capacity, and the quality of human development in regions with a strong tourism base. The data used consists of panel data from five districts/cities on Lombok Island for the period 2017-2024. The analysis was conducted using a fixed-effects model to account for differences in regional characteristics. The results indicate that tourist visits have a positive and significant effect on local government revenue, while the Human Development Index (HDI) also has a positive and significant effect on local government revenue. Conversely, hotel and restaurant taxes have a positive relationship but are not statistically significant. This article discusses that the increase in local revenue on Lombok Island is more strongly explained by the intensity of tourist visits and the quality of human development, while the contribution of hotel and restaurant taxes remains vulnerable to external shocks, collection effectiveness, and variations in local revenue structures across regions.

Abstract

The protection of women’s financial rights after divorce remains a significant issue within the Islamic family law system in Indonesia. Various legal regulations have recognized the rights of former wives to receive iddah maintenance, mut’ah, child support, and other economic entitlements. However, such normative recognition has not always been accompanied by the actual fulfillment of these rights, as a considerable gap persists between court decisions and their implementation. This study aims to analyze the legal construction of women’s post-divorce financial rights, the implementation of judicial decisions, the structural obstacles affecting the effectiveness of rights enforcement, and to formulate a model for strengthening rights enforcement based on Ahlussunnah wal Jama’ah (Aswaja) principles and substantive justice. This research employs a normative-empirical legal method with statutory, conceptual, case, and empirical approaches. Data were collected through literature review, court decision analysis, interviews, and documentation. The findings reveal that the main obstacles include weaknesses in execution regulations, limited judicial authority, the absence of an asset-tracing system, high execution costs, low legal awareness, unequal bargaining positions of women, economic constraints, and patriarchal cultural influences. This study proposes an Aswaja- and Substantive Justice-Based Model for the Enforcement of Women’s Financial Rights, emphasizing preventive measures, monitoring, enforcement, and recovery of rights to achieve a more effective, equitable, and sustainable legal protection system.

Abstract

The reform of regional taxation through Law Number 1 of 2022 on Fiscal Relations between the Central Government and Regional Governments (HKPD) has transformed the Hotel Tax regime into the Certain Goods and Services Tax (PBJT) on Hospitality Services. This regulatory change has generated both juridical and empirical challenges, particularly concerning boarding houses (indekost), which share several characteristics with hotel businesses but differ significantly in terms of economic capacity and operational scale. This study aims to examine the juridical construction of boarding house and hotel taxation in the post-HKPD era, analyze its implementation in Semarang Regency, and evaluate its conformity with the principles of fiscal justice. The research employs a normative-empirical (socio-legal) approach using statutory, conceptual, and empirical methods through regulatory analysis, observation, and document review. The findings indicate that regulatory harmonization has been achieved normatively through the implementation of PBJT on Hospitality Services; however, practical implementation continues to face challenges related to taxpayer registration, compliance, and supervision. Fiscal justice analysis reveals that differences in economic capacity between boarding house businesses and hotels have not been fully accommodated within the existing tax framework. This study recommends regulatory harmonization among local governments, the digitalization of tax administration, and the adoption of tax policies that more adequately reflect taxpayers’ economic capacity in order to promote greater fiscal justice.

Abstract

Digital transformation in government has become a strategic agenda to improve the quality of public services through the utilization of information and communication technology. The Electronic-Based Government System (SPBE) serves as the main foundation in encouraging the transition from e-government toward a more integrated digital government. This study aims to analyze the strategies, challenges, and transformation model of SPBE toward digital government in the Provincial Government of the Special Region of Yogyakarta. This research applied a qualitative approach with a case study method. Data were collected through interviews, observation, and documentation, then analyzed using an interactive model consisting of data condensation, data display, and conclusion drawing. The results showed that SPBE transformation in Yogyakarta occurred through administrative digitalization using SISMINKADA, system integration through SRIKANDI, and the development of integrated digital public services. The discussion revealed that the main challenges of digital transformation include system integration, data interoperability, human resource readiness, information security, and bureaucratic cultural change. This study develops an SPBE transformation model based on technological integration, organizational capacity, data governance, and user orientation. The study concludes that successful digital government requires systemic transformation that focuses not only on technology but also on strengthening a sustainable digital governance ecosystem.

Abstract

The development of Islamic social finance has stimulated the emergence of innovative financial instruments aimed at supporting sustainable social development. One of the most prominent innovations is Cash Waqf Linked Sukuk (CWLS), a hybrid instrument that integrates cash waqf with sovereign sukuk through a Shar??ah-compliant and productive financing mechanism. This study examines the conceptual framework of CWLS within the broader context of Islamic finance, analyzes its operational mechanism in financing social infrastructure, and proposes strategies to strengthen its role in sustainable development. Employing a normative legal research design, the study adopts conceptual, statutory, and Islamic economics approaches. Data were collected through an extensive literature review of laws and regulations, fatwas issued by the National Shar??ah Council of the Indonesian Council of Ulama (DSN-MUI), scholarly publications, Islamic economics literature, and reports from Islamic financial institutions. The data were analyzed using content analysis, comparative analysis, and normative legal analysis. The findings reveal that CWLS effectively integrates philanthropic and investment functions within a secure and sustainable financial framework. By preserving the principal value of waqf assets while channeling investment returns from sovereign sukuk to social programs, CWLS generates sustainable financing for education, healthcare, poverty alleviation, and community economic empowerment. Furthermore, the instrument demonstrates strong alignment with the objectives of Maq??id al-Shar??ah, Sustainable Development Goals (SDGs), and the broader agenda of sustainable Islamic finance. The study argues that optimizing the developmental impact of CWLS requires regulatory harmonization, enhanced institutional capacity of nazir, improved public literacy, and accelerated digital transformation of waqf governance. The novelty of this study lies in its integration of productive waqf theory, social infrastructure financing, sustainable Islamic finance, and Maq??id al-Shar??ah within a comprehensive analytical framework for assessing CWLS as a sustainable development instrument.

Abstract

This study examines the concept, implementation, effectiveness, and influencing factors of humanistic-religious values education in shaping student character at Universitas Pamulang. The study is based on the importance of strengthening student character through the integration of humanistic and religious values within the higher education environment. The research employed a mixed-methods approach with an explanatory sequential design. The quantitative phase involved a survey of 235 students selected through stratified random sampling using a Likert-scale questionnaire. The data were analyzed using descriptive and inferential statistics with IBM SPSS Statistics software. The qualitative phase was conducted through in-depth interviews, participatory observation, and document analysis using purposive sampling techniques. Qualitative data were analyzed using the Miles, Huberman, and Saldana model, while data validity was ensured through triangulation techniques. The findings indicate that the concept of humanistic-religious values education is effective in developing students’ integrity, tolerance, social responsibility, and religiosity through the integration of these values in accordance with the vision and mission of Universitas Pamulang. In addition, lecturers’ role modeling, student activities, and campus culture play significant roles in reinforcing these values. The implementation is reflected in academic, religious, and institutional practices. Statistical analysis shows a positive and significant influence of humanistic-religious values education on student character formation. Supporting factors include institutional commitment, lecturers’ contributions, the campus environment, and student activities. Meanwhile, the challenges arise from the diversity of students’ backgrounds, social influences, technological developments, and economic as well as academic pressures.

Abstract

This article examines the construction of Kartini's heroism in three Indonesian historical biopics: R.A. Kartini (1982), Surat Cinta untuk Kartini (2016), and Kartini (2017). It departs from the premise that historical films do not merely reproduce the past, but reorganize collective memory through selection, dramatization, and narrative point of view. Using a qualitative interpretive approach, this study applies comparative narrative analysis by combining the Hero's Journey, Todorov's equilibrium structure, and Greimas' actantial model. The data consist of scenes, conflicts, character relations, turning points, and resolutions in the three films. The findings show that Kartini's cinematic heroism does not fully follow an individual monomyth in which a hero leaves home, defeats enemies, and returns with final victory. Instead, the films construct relational heroism: Kartini's agency emerges through networks of family, sisters, correspondence, the people, and feudal-colonial institutions that both constrain and enable her struggle. R.A. Kartini presents Kartini as a national-educative figure, Surat Cinta untuk Kartini mediates her heroism through a romantic male witness, while Kartini emphasizes women's agency and sisterhood. The article concludes that Kartini biopics function as arenas of cultural communication in which history, creative license, gender ideology, and national memory are continuously negotiated.

Abstract

Free school meal programs have become a flagship social-welfare policy across Southeast Asia, yet their implementation routinely encounters quality, targeting, and accountability failures once national authority is delegated to thousands of dispersed local operators. This study addresses the urgent but underexamined question of how the implementation gap in such programs can be systematically explained through Principal-Agent Theory (PAT). Using a systematic literature review of 24 academic and credible institutional sources published largely within the last decade, supplemented by classic agency-theory references, this study synthesizes evidence from Indonesia's Makan Bergizi Gratis (MBG), Thailand's decades-old school lunch program, and the Philippines' DepEd School-Based Feeding Program (SBFP). Sources were identified through structured keyword searches, screened for relevance to policy-implementation and principal-agent content, and thematically analyzed across three PAT dimensions: information asymmetry, moral hazard/agency cost, and monitoring and incentive design. The findings show that despite different national contexts, all three countries display a recurring pattern: extensive delegation to frontline operators under conditions of limited direct observability, followed by recurrent agency failures (food poisoning, mistargeting, procurement corruption), prompting principals to construct layered, costly monitoring and sanction mechanisms. The study concludes that PAT offers a parsimonious and empirically robust lens for diagnosing implementation failure in decentralized welfare delivery and proposes a comparative framework that can guide more cost-effective oversight design for free school meal policies across the region.

Abstract

This study examines the Bidar Boat Festival in Palembang as a Heritage Sporting Event (HSE) from a sustainability perspective. The study aims to analyze how the festival contributes to cultural preservation, social participation, local economic development, environmental sustainability, and institutional governance within the context of sustainable sport tourism. This research employed a qualitative case study design using semi-structured interviews, field observations, and document analysis involving government institutions, event organizers, rowing participants, local communities, visitors, and MSME actors. The findings reveal that the festival demonstrates strong cultural and social sustainability through the preservation of traditional rowing practices, community participation, intergenerational cultural transmission, and the reinforcement of river-based identity. Economically, the festival contributes to tourism activities and local economic circulation, although the benefits remain unevenly distributed among stakeholders. Environmental sustainability remains relatively weak due to reactive waste management, limited ecological awareness, and dependence on fossil-fuel-based river transportation. Institutional sustainability is also constrained by fragmented governance and limited cross-sectoral coordination. The study concludes that the long-term sustainability of heritage sporting events requires integrated governance, environmental management, equitable economic support, and the preservation of cultural authenticity to balance tourism development and community sustainability.
