Abstract

Teacher job satisfaction is important for educational quality, yet the mechanism linking job characteristics and satisfaction remains underexplored in elementary schools. This study analyzes the effects of job demands and job resources on job satisfaction, with work engagement as a mediator among educators in Haruyan District, South Kalimantan. A quantitative survey was conducted with 120 educators selected from 228 teachers in 24 public elementary schools using proportionate stratified random sampling. Responses were measured using a Likert-scale questionnaires and analyzed through PLS-SEM with the disjoint two-stage approach in SmartPLS 4. The results show that job demands and job resources do not directly affect job satisfaction. However, job demands positively affect work engagement, job resources strongly affect work engagement, and work engagement positively affects job satisfaction. Work engagement fully mediates both relationships. These findings indicate that teacher satisfaction is primarily shaped through psychological engagement. Moderate demands function as challenge demands, while resources strengthen motivation through support, feedback, coaching, and development opportunities.

Abstract

The development of cash waqf in Indonesia demonstrates considerable potential as an Islamic social finance instrument; however, this potential has not been accompanied by optimal levels of public trust and participation. This condition presents challenges in cash waqf management, particularly regarding perceptions of transparency, accountability, and the effectiveness of institutional communication. These dynamics indicate a latent trust crisis evolving within the public communication sphere, especially across digital media platforms. This study aims to analyze crisis communication strategies implemented in the management of cash waqf at the Ministry of Religious Affairs and examine their role in restoring public trust. A qualitative approach with a case study design was employed. Data were collected through in-depth interviews, documentation, and observation, and analyzed using the interactive model of Miles, Huberman, and Saldaña. The analysis framework is grounded in crisis communication theory and the concept of public trust. The findings reveal that communication strategies remain largely reactive, focusing on issue clarification after crises emerge. Although efforts in transparency, digital communication, and positive narrative building are evident, they are not yet fully integrated. Public trust recovery depends on communication consistency, accountability, and accessible information delivery.

Abstract

The sustainability of culture-based creative industries depends not only on adaptation to environmental change but also on innovation capacity generated within cultural communities. Although previous research on Lasem Batik has examined history, heritage preservation, and the creative economy, the sociological mechanisms that construct and sustain innovation capacity remain insufficiently explained. This study develops a Sociological Model of Culture-Based Innovation Capacity (MSKIBB) by examining the relationships among artisans’ motivation, technical and creative capabilities, human resources, culture and tradition, and visual identity in the Lasem Batik artisan community. A qualitative case study design was employed. Primary data were collected through participant observation and semi-structured interviews with artisans, entrepreneurs, community leaders, cultural practitioners, academics, and policymakers selected through purposive and snowball sampling. Secondary data were obtained from archives, government documents, and scholarly literature. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña through data condensation, data display, conclusion verification, and open, axial, and selective coding. The findings show that innovation capacity emerges from five mutually reinforcing dimensions: motivation initiates creative action; technical and creative capabilities transform ideas into products; human resources sustain intergenerational knowledge transfer; culture and tradition provide normative legitimacy; and visual identity strengthens differentiation while preserving authenticity. The MSKIBB advances innovation sociology by conceptualizing innovation capacity as a socially embedded and culturally constructed phenomenon and offers practical guidance for community empowerment and the sustainable development of culture-based creative industries.

Abstract

Strengthening sharia-based business governance is a strategic need for Islamic civil society organizations to increase economic independence, institutional sustainability, and public service capacity amid the demands of organizational professionalization. Studies on sharia business management strategies in Islamic civil society organizations are still limited, especially in the context of Al-Washliyah which has a wide institutional network and the potential for business unit development. The purpose of this study is to analyze strategic orientation, resource governance, business unit development strategies, and strategic decision-making dynamics in sharia-based business management in Al-Washliyah. This study uses a qualitative approach with a case study design through the use of data from interviews, observations, documentation, and organizational archives, then analyzed thematically through data reduction, data presentation, and interpretation extraction. The results show that the strategic orientation of the business is directed towards the integration of sharia values, institutional vision, and the creation of socio-economic benefits, so that every business activity has organizational legitimacy and sustainable competitiveness. Resource governance shows the strengthening of leadership functions, accountability, coordination, and human resource capacity development that supports operational effectiveness. The strategy for the development of business units relies on the use of social capital, institutional networks, partnerships, and business diversification in accordance with the needs of the community. Strategic decision-making takes place in a participatory, adaptive, and balance-oriented manner between economic achievements, organizational sustainability, and socio-religious missions. These findings enrich the development of sharia business management theory and the study of Islamic civil society organizations as a reference to strengthen the business governance of Islamic organizations in Indonesia.

Abstract

The Zakat is an alternative to save communities from poverty, eliminate economic disparities, improve family welfare, and enhance the quality of life. North Sumatra, a large province with abundant natural and human resources, recorded that as of September 2021, 8.49% of its population was still categorized as poor. Bank Indonesia recorded that North Sumatra's economic growth in 2021 had not yet returned to normal and was still lower than the average growth rate of 5.16% for the 2015-2019 period (Bank Indonesia, 2022). LAZ Washal (Lembaga Zakat, Infaq, and Alms) has extensive and promising capacity in collecting and distributing zakat, alms, and donations. However, in reality, the collection of zakat, infaq, and alms from LAZ Washal remains minimal. Furthermore, LAZ Washal has a significant capacity to develop its institution, given its large assets and existing human resource network. The researcher limited this research to the act of examining aspects of LAZ Al Wasliyah Beramal (Washal) in increasing Fundraising in North Sumatra Province with the Penta Helix model. The purpose of this study is to evaluate the utilization of LAZ Alwasliyah Beramal (Washal). The type of research used in this study is inductive qualitative research. The data collection technique uses observation, followed by Pentahelix model interviews by taking 2 people each per field of expertise, namely representatives from the fields of Academics, Business, Government, Media, and Community. collaborated with the SWOT Analysis Method. The results of the study found that based on the data, the amount of potential fundraising LAZ Alwasliyah Beramal (Washal) if managed to reach a maximum of 36.25 billion per year. The results of the SWOT Analysis of LAZ Alwasliyah Beramal (Washal) are in quadrant III with the Turn Around Strategy, namely the priority strategy of LAZ Alwasliyah Beramal (Washal) to conduct a comprehensive evaluation both internally and externally.

Abstract

This study aims to analyze the Implementation of the Motor Vehicle Tax Administrative Sanction Elimination Policy in the Perspective of Public Service Transformation in the Banggai Region V Revenue Technical Implementation Unit. The regulation is regulated in the Governor of Central Sulawesi Province Regulation Number 51 of 2022 concerning the procedures for the motor vehicle tax administrative sanction elimination program. The research method is qualitative with a descriptive approach. A total of 9 informants were determined purposively. Data analysis includes data collection, condensation, data presentation, and drawing conclusions. The results of the study indicate that the Motor Vehicle Tax Administrative Sanction Elimination Policy in the Perspective of Public Service Transformation in the Banggai Region V Revenue Technical Implementation Unit according to the Van Meter and Van Horn (1975) implementation model has not been running effectively. Marked by the main problems that lie in the suboptimal achievement of policy goals and objectives, limited socialization related to the elimination program, limited resources and infrastructure, characteristics of implementing organizations that are not yet adaptive, communication between organizations that is not running well, attitudes of implementers that are not fully supportive, and the influence of the social, economic, and political environment that causes the transformation of public services to not be realized optimally.

Abstract

The transformation of the internal supervisor of the prosecutor's office is important, from a watchdog to a consultant and a catalyst to improve the performance and reputation of the prosecutor's office. This study analyzes the implementation of internal supervision of the prosecutor's office from watchdogs to consultants and catalysts, as well as the concept of internal supervision of the prosecutor's office to become consultants and catalysts in the future. The normative legal research method is carried out both by researching literature materials in the form of laws and regulations, literature, comparison, and case studies. 5 The concepts of IIA and 6 directives contained in the Circular Letter of the Deputy Attorney General for Supervision Number B-69/H/HJW/06/2019 should be regulated in the provisions of Article 23 of the Attorney General's Regulation Number PER-022/A/JA/03/2011 concerning the Implementation of Supervision of the Prosecutor's Office of the Republic of Indonesia and Article 524 of the Attorney General's Regulation Number PER-006/A/JA/07/2017 concerning the Organization and Work Procedures of the Attorney General's Office of the Republic of Indonesia. So that the provisions of Article 23 and Article 524 can be added clauses, namely "checking the compliance of the work unit with applicable regulations, checking financial accountability, assistance in planning programs and budgets, assistance in the preparation of performance reports and financial statements, providing consultation on the implementation of tasks in other fields, and the development of a clean and free environment, which has not been implemented in the internal supervision of the prosecutor's office". The results of the study show that the implementation of internal supervision of the prosecutor's office is still running with the embodiment of the watchdog paradigm. The internal supervision of the prosecutor's office, the consultant paradigm and catalyst refers to the concept of The Institute of Internal Audit (IIA).

Abstract

Digital transformation has become an important component of modern public administration as governments seek to improve the effectiveness, efficiency, accessibility, and responsiveness of public services. The adoption of digital technologies enables government institutions to simplify administrative processes, reduce service delivery time, improve information accessibility, and strengthen coordination between public institutions and citizens. This study aims to examine the impact of digital transformation on government service effectiveness. The study employs a quantitative approach using a survey method. Data were collected from public service users and analyzed using descriptive and inferential statistical techniques. Digital transformation was measured through several dimensions, including digital infrastructure, accessibility of digital services, integration of information systems, digital employee competence, and the utilization of technology in service delivery. Government service effectiveness was assessed based on service quality, efficiency, timeliness, accessibility, responsiveness, and achievement of service objectives. The findings indicate that digital transformation has a positive and significant impact on government service effectiveness. The implementation of digital systems facilitates faster service delivery, improves access to government information and services, reduces administrative procedures, and supports more responsive interactions between government institutions and citizens. However, the effectiveness of digital transformation also depends on adequate infrastructure, employee competence, system integration, data security, and citizens' digital literacy. The study concludes that digital transformation can serve as an important strategy for improving government service effectiveness when supported by appropriate institutional capacity and sustainable digital governance. The findings provide practical implications for public administrators in designing citizen-oriented digital services and strengthening the capacity of government institutions to respond to the demands of the digital era.

Abstract

This article examines changes in Sufi practices in the lives of urban Muslims through three religious spaces in Jakarta: the Habib’s religious study circles in the Bukit Duri–Tebet area, the Habib Kwitang Assembly, and the Al-Hawi Assembly in Condet, East Jakarta. Building on the concept of the commodification of tranquillity, the research examines how Sufi values and practices interact with the rhythm of metropolitan life, consumer culture, and the urban population’s need for spiritual spaces. The research employs a sociological approach to religion using qualitative methods, including observation of majelis activities, interviews with congregants and organisers, and an analysis of da’wah materials and social practices developing around the study circles. The research findings indicate that urban Sufism does not develop by distancing congregants from modern life. The practices of zikr, selawat, religious study sessions, and veneration of the figure of the habib coexist alongside work, mobility, consumption, and the digital lives of Jakarta’s residents. The need for tranquillity also brings spiritual experiences into contact with elements of lifestyle and economic activity, as evidenced using digital media, the appearance of congregants, religious products, and commercial activities around the majelis. Nevertheless, commodification does not automatically eliminate the religious function of these gatherings. These three spaces continue to serve as places where congregants can take a break from the pressures of city life, forge social bonds, and navigate the relationship between piety and worldly life. This research demonstrates that urban Sufism thrives through its ability to adapt spiritual tranquillity is not sought by abandoning metropolitan life, but rather by bringing religious experiences into the midst of everyday urban life.

Abstract

The service-learning approach is increasingly applied in higher education because it is able to connect the academic learning process with the real needs of the community through the direct involvement of students in community empowerment activities. However, most previous research has focused on the impact of service-learning on student learning outcomes, while its contribution to community engagement and social innovation is still relatively limited to be studied. This research aims to analyze the role of service-learning in building community engagement, examine the knowledge exchange process between students and the community, and identify forms of social innovation that appear in community empowerment programs. ZThis study uses a qualitative approach with a case study design on the Community Service-Community Empowerment Program by Students (PKM-PMM) in Rama Agung Village, North Bengkulu Regency. Data were collected through in-depth interviews, participatory observations, documentation, and reflective log book analysis of students. The research informants consisted of tourism village managers, MSME actors, community leaders, and students involved in the program. The results of the study show that service-learning contributes to strengthening community engagement through a participatory approach that involves the community in identifying problems and developing solutions. This research also found that there is a reciprocal learning process that allows students and the community to exchange knowledge, experiences, and skills. This process encourages the emergence of various forms of social innovation, such as the development of tourism village promotional media, strengthening the identity and marketing of MSMEs, and the formation of new collaboration patterns that support community empowerment. The findings of the study confirm that service-learning not only produces learning benefits for students, but also contributes to capacity building and empowerment of rural communities.
