Abstract

This study aims to reframe the core value of trust in Islamic banking through the perspective of maqashid al-sharia with a case study on Bank NTB Syariah. The approach used is qualitative with a descriptive-analytical design and an interpretive paradigm. Data were obtained through the analysis of internal documents and the review of relevant scientific literature. The analysis technique used was thematic analysis combined with the framework of maqashid al-sharia. The results of the study show that trust is not only interpreted as trust in transactions, but as a holistic principle that includes moral, social, and spiritual responsibility. The implementation of trust has been realized in governance, services, human resource management, and supervisory mechanisms, although there is still a gap between normative values and empirical reality. Therefore, an integrative model of trust is needed as a sustainable strategy for Islamic banking that connects the spiritual, governance, social, and economic dimensions, while strengthening public trust and institutional competitiveness. These findings also affirm the importance of leadership with integrity, strengthening organizational culture, and an ethics-based evaluation system to ensure that the internalization of trust runs consistently and has a real impact on the performance, reputation, and sustainability of Islamic financial institutions in an optimal sustainable manner.

Abstract

This study aims to analyze the implementation of the issuance of Driving License Type D (SIM D) for persons with disabilities in Indonesia as part of efforts to promote inclusive public service delivery. SIM D functions not only as a legal authorization for driving but also as an instrument for fulfilling mobility rights and empowering persons with disabilities. This research adopts a qualitative approach using a literature review method, drawing on various scholarly sources, regulatory frameworks, and policy documents related to disability and public service provision. The findings indicate that, normatively, the SIM D policy is supported by a strong legal foundation and reflects the state’s commitment to the principle of equality. However, its implementation in practice faces multidimensional challenges, including limited accessible infrastructure, insufficient human resource capacity, weak policy communication, and suboptimal institutional coordination. In addition, social factors such as stigma toward persons with disabilities further influence the effectiveness of policy implementation. This study underscores the need for comprehensive improvement strategies through strengthening policy communication, ensuring equitable resource distribution, enhancing implementers’ capacity, and applying universal design principles in public services. The findings contribute to the development of more inclusive transportation policies and the improvement of service quality for persons with disabilities in Indonesia.

Abstract

This article examines the phenomenon of post-independence urban criminality in Indonesia through a case study of Kusni Kasdut (1925–1980), a former revolutionary fighter who later transformed into an “urban social bandit” in Jakarta during the 1950s–1970s. Drawing upon a social history approach that integrates the theories of social banditry (Hobsbawm), moral economy (Thompson), and living law (Ehrlich), this study analyzes how structural factors—such as economic inequality, rapid urbanization, and the marginalization of former combatants—created conditions conducive to the emergence of criminal figures endowed with a degree of social legitimacy. The analysis of police archives, mass media reports, and oral testimonies reveals a significant discrepancy between the official state narrative, which stigmatized Kusni as a dangerous criminal, and the perception among the urban poor, who regarded him as a protector and a symbol of resistance against injustice. The findings demonstrate that the case of Kusni Kasdut reflects a broader crisis of state legitimacy in the post-colonial period, characterized by the state’s inability to accommodate the aspirations of lower social strata and former revolutionary actors within formal legal structures. This study contributes theoretically by extending the concept of social banditry into a post-colonial urban context and offers a deeper understanding of state–society relations in modern Indonesian history.

Abstract

This study aims to analyze the early warning system for socio-religious conflict in East Lombok Regency, identify barriers to Quadruple Helix collaboration, and formulate a contextual and implementable model for strengthening early conflict detection. This research employed a qualitative approach with a case study design. Data were collected through in-depth interviews, observation, and documentation involving local government officials, district and village authorities, academics, local media, and religious organization leaders. The data were analyzed using thematic analysis to identify key patterns related to the existing early warning system, collaboration barriers, and the required strengthening model. The findings show that the early warning system for socio-religious conflict in East Lombok has operated through territorial networks, social communication, community reports, the role of religious leaders, and the intelligence network of the National Unity and Politics Agency at the village level. However, the system has not yet been fully institutionalized, as it lacks standardized reporting mechanisms, an integrated database, risk classification, and regular cross-actor analytical forums. The main barriers include structural barriers in the form of institutional fragmentation, cultural barriers related to strong sensitivity toward religious symbols and intergroup prejudice, and coordinative barriers caused by the absence of a permanent collaborative forum. This study recommends a Socio-Religious Early Warning Model based on Quadruple Helix and Social Resilience, integrating the roles of government, academia, media, and civil society through early monitoring, information validation, risk classification, preventive intervention, public communication, evaluation, and social recovery. This model emphasizes that conflict prevention cannot rely solely on a security-based approach, but must connect administrative legality, social legitimacy, academic analysis, public communication, and community participation.

Abstract

Logistics management within public organizations, particularly in the Indonesian National Police (Kepolisian Negara Republik Indonesia), plays a strategic role in supporting institutional operational effectiveness. The Police Logistics Staff, as a key supporting unit, faces multiple human resource management challenges, including high workloads, limited training opportunities, and performance appraisal systems that are not fully output-based. This study aims to examine strategies for improving human resource performance within the Police Logistics Staff through a literature review approach. The research employs a qualitative method with descriptive analysis of scholarly sources, books, and relevant regulations related to public sector human resource management. The findings indicate that human resource performance is influenced by several key factors, including competence, work motivation, leadership, as well as the work environment and organizational culture. Enhancing performance requires comprehensive and integrated strategies, such as needs-based training and development, motivation strengthening through reward systems, implementation of indicator-based performance management (Key Performance Indicators/KPI), utilization of technology and digitalization, and the development of adaptive and transformational leadership. In the context of the Police Logistics Staff, these strategies are highly relevant; however, their implementation faces challenges such as rigid bureaucratic structures, limited resources, and resistance to change. At the same time, opportunities arising from bureaucratic reform and digital transformation can be leveraged to improve human resource performance sustainably. This study concludes that a holistic, adaptive, and needs-based approach is essential for developing professional, effective, and accountable logistics personnel within the Indonesian National Police.

Abstract

This study analyzes personnel development in improving the quality of educational services at MTs Aceh Besar, including planning, implementation, and evaluation. Descriptive qualitative research was conducted in three madrassas (MTsN 2 Aceh Besar, MTsS Al-Manar, MTsS Lam Ujong) with the subjects of Madrasah Heads, Teachers, and Education Personnel selected by purposive sampling. Data were collected through non-participant observation, semi-structured interviews, and documentation, then analyzed with the NVivo 15-assisted Miles and Huberman model. The results of the study show that personnel development planning begins with needs analysis and participatory work meetings, but is still limited to the short term. The implementation of coaching focuses on service standards, continuous coaching, open communication, and mentoring, but training and teamwork are still weak. Evaluation is carried out through joint assessment, direct supervision, and the use of digital technology, although it is not even and consistent. In conclusion, personnel development at MTs Aceh Besar has contributed positively to improving service quality, but it is still necessary to strengthen long-term strategic planning, structured training programs, and standardization of evaluation so that the principles of Total Quality Management can be optimal and sustainable

Abstract

This study aims to analyze the implementation of the discount policy on the cost of adding electricity and its impact on household energy consumption at PLN (Persero) UP3 Dumai. The research uses a mixed method approach by combining quantitative and qualitative data. The population in this study is all PLN UP3 Dumai customers, with a sample in the form of customers who added electricity during the January-December 2025 period. The sampling technique uses purposive sampling. Quantitative data was obtained through documentation of customer data on power increases at normal and discounted prices, while qualitative data was obtained through interviews with the Head Manager of PLN UP3 Dumai and the Assistant Manager for Commerce and Marketing, as well as customers who only pay normal prices and take advantage of discount programs. Quantitative data analysis used the Shapiro-Wilk normality test and the Independent sample t-test, while qualitative data were analyzed through data reduction, presentation, and conclusion drawn. The results of the study showed that the discount policy was able to increase the number of customers who added power, especially during the promo period, but did not have a significant effect on household electrical energy consumption (Sig. = 0.610 > 0.05). In conclusion, discount policies are more effective as a stimulus to increase access and capacity of electricity than as a driver of increased energy consumption. Further research is recommended to examine socioeconomic factors and actual energy consumption data in the long term.

Abstract

This study aims to analyze the development of public service delivery research within the context of digital green leadership in smart village-based waste management. The research employs a qualitative approach using a Systematic Literature Review (SLR) of 700 scientific articles indexed in the Scopus database, analyzed through content analysis and bibliometric mapping using VOSviewer. The findings reveal a significant increase in multidisciplinary research trends, dominated by social sciences, environmental studies and digital technology. Keyword network analysis identifies three major clusters: empirical, conceptual and implementation-based approaches, which are highly interconnected. The results indicate that improving public service delivery is strongly influenced by the integration of digital governance, green leadership, smart village and waste management policy. Furthermore, digital green leadership emerges as a key driver in promoting efficient, participatory and sustainable public services. This study concludes that an integrative approach combining technology, leadership and policy is essential for advancing future public service delivery systems.

Abstract

This systematic literature review maps the intersection of digital storytelling, cultural identity, and the Elaboration Likelihood Model (ELM) in sustainable tourism communication. ELM has been consistently applied in digital tourism research to explain how destination content shapes tourist attitudes, yet its application to institutional credibility as a governance outcome remains largely unexplored. Following PRISMA 2020 guidelines and guided by a PICO framework, systematic searches of Scopus yielded 25 studies after screening and full-text review. Thematic synthesis identified five clusters: ELM dual-route persuasion in tourism digital communication; digital storytelling and cultural destination perception; cultural identity, indigenous tourism, and peripheral cues; organizational reputation and institutional credibility; and community engagement and social media governance. Key findings indicate that peripheral-route cues, particularly source credibility and cultural-aesthetic stimuli, exert stronger effects on immediate behavioral intention than central-route argument quality. Cultural identity functions as a multi-level peripheral cue and, when grounded in authenticity and ecological knowledge, also activates central route elaboration. Critically, institutional credibility as a governance outcome is addressed explicitly in only four of 25 included studies. This review proposes a dual-route governance signalling framework positioning institutional credibility not destination image as the primary governance outcome of government-managed cultural tourism storytelling.

Abstract

This study aims to analyze the planning, implementation, and challenges of Islamic boarding school leadership in improving student discipline at MTsT and MAT Daarut Tahfizh Al-Ikhlas Banda Aceh. Disciplinary problems including tardiness at congregational prayers, absenteeism from tahfizh sessions, and schedule inconsistency indicate the critical need for systematic leadership in fostering student discipline. Qualitative descriptive approach was employed, data were collected through in depth interviews, observations, and document analysis from 15 purposively selected participants comprising the Deputy Director, dormitory supervisors (Musrif/Musyrifah), teachers, and students. Data were analyzed using NVivo 15 software through open, axial, and selective coding. Findings reveal three key dimensions; First, discipline planning was conducted participatively through deliberative forums involving all pesantren components, with rule making as the most dominant node; task distribution was implemented through a three session shift system ensuring 24 hour supervision; Second, leadership implementation proceeded in an integrated manner with role modeling as the primary strategy, supported by layered supervision, intensive coordination, personalized approaches, and educationally grounded reward and punishment mechanisms. The last challenges were multidimensional, encompassing inadequate physical facilities, dense activity schedules, recurring violations, peer influence, and differing characteristics between MTsT and MAT students. Pesantren leadership has functioned adaptively in alignment with Islamic values; however, infrastructure development, schedule restructuring, and broader teacher participation in strategic planning require further improvement
