Abstract

This study aims to analyze regional development policy strategies as implications in the new paradigm of social and economic resilience of local communities. The research is motivated by the still occurrence of regional development inequality, low community participation in the development process, and weak local economic strengthening in rural areas. The research uses a qualitative approach with a case study type to understand in depth the dynamics of regional development policies and the experiences of local communities in maintaining socio-economic resilience. Data collection was carried out through semi-structured interviews, participatory observations, and documentation of local government officials, community leaders, local business actors, farmers, and fishermen who were selected using purposive and snowball sampling techniques. The results of the study show that regional development is still dominated by the physical development approach rather than strengthening the economic capacity of the community. Community participation in the development process is still formalistic and not fully substantive. On the other hand, local communities have strong social capital through the practice of mutual cooperation, social solidarity, and community cooperation which play an important role in maintaining the socio-economic resilience of the community. This study also found that limited access to capital, weak distribution infrastructure, and lack of business assistance are the main obstacles to local economic development. This research contributes to the development of sociological studies of development and regional development, especially related to the relationship between development policies, social capital, and the economic resilience of local communities. Practically, this study recommends strengthening participatory development based on local potential through increasing community economic access, strengthening local institutions, and developing more inclusive and sustainable policies

Abstract

This study investigates the application of Massive Open Online Courses (MOOCs) in children's dance education through the Inspiration, Percolation, Preparation, Creation, and Reflection (IPPCR) framework. The primary objective is to design a MOOC that enhances students' motor skills and creativity while simultaneously improving accessibility to dance education. The research employs a development approach using the ADDIE model. The implementation of the MOOC produced choreography materials for children's dance, which include choreographic sequences, movement compositions, various categories of movement design, and floor patterns. In the first stage, Inspiration, students are encouraged to seek ideas from diverse sources, including visual, auditory, and life experiences. The second stage, Percolation, allows students to reflect on and internalize the collected ideas, giving them time to mature organically without external pressure. The third stage, Preparation, involves planning, during which students organize the steps and techniques required for their artistic projects. In the fourth stage, Creation, students bring their artistic works to realization. The final stage, Reflection, engages students in evaluating both the outcomes of their work and the creative processes they have undertaken

Abstract

The purpose of this study is to analyze how the development of leading sectors integrated with strengthening public services can encourage inclusive economic growth in Pangkajene and Kepulauan Regency. Furthermore, this study aims to provide adaptive and targeted policy recommendations to increase productivity, competitiveness, and equitable distribution of economic benefits for local communities. This study uses a descriptive qualitative method with data collection through in-depth interviews, documentation, and observation, then analyzed using Nvivo 12 Plus software to identify patterns and themes. The study's findings confirm that collaboration between the development of leading sectors—especially fisheries and agriculture—and the strengthening of responsive and integrated public services is crucial to encouraging inclusive economic growth in Pangkajene and Kepulauan Regency. The successful development of this sector depends on improving productive infrastructure and human resource capacity, as well as utilizing appropriate technology, supported by cross-regional coordination and digital transformation, to accelerate service access and reduce regional disparities. However, challenges such as limited infrastructure, human resource disparities, weak coordination, limited budgets, and low technological innovation hamper progress. Therefore, the study recommends an integrated policy that prioritizes infrastructure investment based on local potential, human resource development, innovative financing, and green and blue economy approaches to ensure sustainable growth and equitable distribution of economic benefits.

Abstract

The sugar factory industry requires an effective reward system to sustain a productive organizational culture. The Krebet Baru Sugar Factory has implemented both financial and non-financial reward mechanisms as part of efforts to build a measurable and productive work culture. This study employs a qualitative descriptive approach, drawing on in-depth interviews with 10 key informants comprising management personnel (Off Farm: 4 persons, On Farm: 2 persons, operational staff: 3 persons, and partner farmers: 1 person) at Krebet Baru Sugar Factory in Malang, East Java, supplemented by field observations and policy document analysis. This research is further contextualized by the results of a thesis study on sugar industry revitalization policy implementation (Permenperin No. 23 of 2016), which provides an empirical basis for understanding how organizational culture and reward systems operate within the broader policy and technological transformation of the sugar factory industry. Data analysis employed thematic analysis techniques. Three main findings emerge: First, reward systems encompassing financial incentives and promotion mechanisms reinforce work discipline and productive performance. Second, employee welfare, particularly through educational instruments and overseas study visits, forms the foundation of a healthy and productive work culture. Third, climate conditions represent the primary contextual challenge in maintaining production targets, requiring organizational flexibility and multi-stakeholder collaboration. These findings align with Grindle’s (2017) policy implementation framework and Rogers’ (1983) diffusion of innovation theory.

Abstract

This study aims to analyze the school's collaboration with the Business World and the Industrial World (DU/DI) in improving the competence of vocational school students in Banda Aceh City, including cooperation programs, implementation, evaluation, as well as supporting and inhibiting factors. The research used a qualitative approach with 12 informants consisting of school principals, vice principals for public relations and curriculum, heads of expertise programs, and students from SMK Negeri 2 Banda Aceh and SMK Negeri 3 Banda Aceh. Data collection techniques were carried out through semi-structured interviews, observations, and documentation. Data analysis uses the Miles and Huberman model which includes data reduction, data presentation, and conclusion drawing and verification. The results of the study show that cooperation planning is carried out systematically through the identification of competency needs, mapping of industry partners, and curriculum synchronization. The implementation is realized through street vendor programs, teaching factories, student debriefing, and teacher training, with a positive impact on improving students' hard skills and soft skills. Evaluations are carried out regularly through joint meetings, student reports, and feedback from industry. The main supporting factors include school commitment, smooth communication, and principal support, while the biggest inhibiting factors are student unpreparedness and the difference in needs between schools and industry. It is concluded that effective collaboration requires strengthening student readiness and continuously adjusting the curriculum according to the needs of the world of work

Abstract

The enactment of Law Number 11 of 2020 concerning Job Creation through the omnibus law method triggered widespread controversy because it was considered a procedural defect and ignored public participation. The Constitutional Court through Decision Number 91/PUU-XVIII/2020 declared the law conditionally unconstitutional and ordered improvements within two years. Instead of carrying out this mandate, the government issued Perppu Number 2 of 2022 with the pretext of a compelling emergency, which was later passed into Law Number 6 of 2023. This study aims to analyze the impact of conditional unconstitutional rulings on legal certainty and examine the constitutionality of the coercive emergency mechanism and its implications for the political direction of Indonesian labor law. The methods used are normative legal research with a legislative approach, a case approach, and a conceptual approach. The results of the study show that conditional unconstitutional decisions create dualism in the applicability of norms that are contrary to the principle of legal certainty. The issuance of the Perppu does not meet the objective parameters of urgency that force and ignore the standard of meaningful participation, so it can be qualified as constitutional disobedience. Overall, this dynamic shifts labor law politics from a welfare state paradigm to an investment orientation, which threatens the constitutional protection of workers' rights

Abstract

This research investigates brand engagement as a mediator between AI personalization and marketing outcomes in Muslimah fashion e commerce (Jabodetabek), with religiosity as a moderator. A survey of 412 consumers (18–45 years) who bought modest fashion online in the last six months was analyzed using PLS SEM and an artificial neural network (ANN). Four AI components—interaction (?=0.324), information (?=0.281), accessibility (?=0.192), and customization (?=0.358)—positively drive brand engagement (R²=0.672). Brand engagement completely transmits AI’s effects to repurchase intention (indirect ?=0.452), customer lifetime value (?=0.394), and word of mouth (?=0.378). Religiosity only moderates the engagement repurchase intention path (?=0.182, p<0.01). The ANN identifies brand engagement as the most influential predictor (100% normalized importance). This study extends the S O R framework to a religiously sensitive e commerce setting and introduces combined PLS SEM and ANN analysis to Islamic marketing literature.

Abstract

This study examines the role of the defendant's consent in the implementation of community service as stipulated in the National Criminal Code, specifically referring to Article 85 letter c, which states that community service can only be imposed if the defendant agrees to it. This study also highlights the implications of this provision for the protection of human rights and the principle of justice. The background of this research is the high number of correctional inmates in Indonesia, which raises the need for alternative sentencing that is more humane, rehabilitative, and effective. This research is a doctrinal legal study, the research specifications include descriptive analytical research, analyzing data from court decisions, legal literature, and international practice. The results show that community service offers a more proportional punishment and is oriented towards social reintegration, and is able to reduce the negative impact of short-term imprisonment. Although the defendant's consent is intended to protect human rights, in practice this provision has the potential to become an obstacle if the consent given is pseudo due to situational pressures. The success of community service is determined more by the quality of supervision, the professionalism of social workers, and clear implementing regulations, rather than solely the defendant's formal consent. With a professional and humane approach, community service can function as an effective instrument of restorative justice, while also being in line with international human rights principles.

Abstract

The establishment of the Tampung Penyang State Hindu Institute in Palangka Raya represents a historical response to the Dayak community's need for a higher education institution capable of bridging the gap between the demand for state recognition of Hinduism and the desire to maintain Kaharingan cultural identity. This study aims to explore in depth the historical development of Hindu academic culture at IAHN Tampung Penyang Palangkaraya, focusing on the process of adapting Dayak local wisdom within the context of higher education. The method used is a literature study, with data sources consisting of books, scientific journal articles, and relevant research reports. The research findings reveal four main findings. First, the historical and ideological foundation of the establishment of IAHN Tampung Penyang Palangkaraya was built on a harmonious meeting point between the Dharma Agama Hindu and the Huma Betang philosophy as a cultural strategy to ensure that Hindu education is not uprooted from its traditional Dayak roots. Second, the manifestation of local Dayak values in the curriculum and academic traditions took place through a hybridization process between the Hindu Gurukula system and Dayak communal norms, creating a distinctive Hindu Nusantara epistemology. Third, IAHN Tampung Penyang Palangkaraya evolved into a Cultural House that plays a vital role in preserving and reactualizing Hindu-Dayak identity through scientific production and intellectual diplomacy. Fourth, this institution faces challenges in the form of potential clashes between academic rationality and customary sacredness as well as the impact of globalization on the younger generation, which are responded to through adaptive strategies in the form of affirming cultural identity, strengthening customary cooperation, and cultural advocacy.

Abstract

The purpose of this study is to examine the regulations in criminal settlement actions through the restorative justice approach, which still causes a perception of the system in Indonesian criminal law. This concept is part from policy criminal background? philosophy, shifting punishment? to a philosophy of restorative. Research This use approach juridical normative referring to law? written in the regulations legislation, as well as empirical, such as the implementation difference settlement cases that use the restorative justice subsystem? justice. Research results show implementation of the enforcement law through the restorative not optimal, especially in the stages of the investigation, inquiry, prosecution, trial, reporting, and settlement database processes. The restorative justice approach has not been fully integrated that has not been effectively fixed law. In this research, the author offers draft harmonization regulations, arrangement, settlement action criminal through justice restorative, which becomes guidelines in settlement action criminal or case in the system justice in Indonesia after the enforcement of Constitution Number 1 of 2026 concerning the Criminal Procedure Code.
