Abstract

This research was motivated by the low level of students' understanding of fiction texts in the fourth grade of SD Negeri 152 Hutaraja, Mandailing Natal Regency. Preliminary observations revealed that most students had difficulty understanding story elements such as characters, plot, setting, and moral messages. Therefore, this study aims to determine the effectiveness of the Discovery Learning model in improving students’ understanding of fiction texts. This study employed a quasi-experimental design with a nonequivalent control group. The sample consisted of two classes: class IV A as the experimental group and class IV B as the control group, each consisting of 20 students. The experimental class was taught using the Discovery Learning model, while the control class was taught using conventional methods. The results showed that the average pre-test score in the experimental class was 62.3, which increased to 81.9 in the post-test, indicating an improvement of 19.6 points. Meanwhile, the control class improved from 62.8 to 72.2, with a gain of 9.4 points. The t-test analysis of the post-test data indicated that the t-value of 7.726 was greater than the t-table value of 2.10092 at the 5% significance level. This means that there was a significant difference in learning outcomes between the experimental and control groups after the treatment was given. Both classes had previously met the requirements for normality and homogeneity tests. These findings indicate that the Discovery Learning model is effective in improving students' comprehension in fiction text learning. The active, exploratory, and discovery-based learning process encouraged students to be more engaged in understanding the content and structure of stories, while also enhancing their curiosity and critical thinking skills. This model has also proven to create a more enjoyable and meaningful learning atmosphere, fostering collaboration and developing empathy through fictional stories

Abstract

The problem underlying this research is the low storytelling skills of students, as seen from the results of daily tests which show that only 5 out of 25 students (16.6%) achieved scores above the Minimum Completion Criteria (KKM) of 70. The learning model used previously tended to be conventional and did not involve students actively. This research is a Classroom Action Research (CAR) which is carried out in two cycles. Data were collected through observation of teacher and student activities and storytelling skills tests (pretest and posttest). In cycle I, the average pretest score of students was 64.8 with only 2 students (8%) completing the task. After learning using the role-playing model, the posttest results showed an increase: 12 students (48%) completed the task and 13 students (52%) had not completed the task, which means there was a 40% increase in completion compared to the initial conditions. In cycle II, there was a more significant increase. Of the 30 students, 21 students (70%) achieved completion, and 9 students (30%) had not completed the task. Overall, the increase in completion from pre-action to cycle II was 61.4% (from 8% to 70%). Meanwhile, the average teacher activity increased from 79% in cycle I to 84% in cycle II, indicating an increase of 5%. This increase was influenced by the teacher's efforts to improve learning strategies by encouraging students to be active, confident, and creative in storytelling. The results of the study showed that the application of the role-playing model was able to significantly improve students' storytelling skills. This method provides an active, enjoyable learning experience and encourages full student participation, both as players and spectators who actively provide responses. Thus, the role-playing model is effectively used as a learning strategy in improving elementary school students' storytelling skills, especially in learning Indonesian

Abstract

This study aims to develop a strategic model for tourism development through optimizing village fund utilization in Pulau Bagukk, Pulau Banyak Subdistrict, Aceh Singkil Regency, with a focus on financial management perspectives. Despite having significant marine tourism potential, the development of tourism in this area remains suboptimal due to structural and managerial constraints, including limited human resource capacity, weak institutional frameworks, and ineffective allocation of village funds. This research employs a mixed-methods approach, combining qualitative and quantitative data to explore the existing conditions and formulate a comprehensive strategy. Data were collected through in-depth interviews, observations, documentation, and questionnaires. The analytical framework integrates key international theories, including Community-Based Tourism as proposed by Peter E. Murphy, Sustainable Tourism framework by United Nations World Tourism Organization, and Collaborative Governance model developed by Chris Ansell and Alison Gash. Additionally, this study incorporates public financial management principles such as efficiency, effectiveness, and value for money. The findings reveal that village fund utilization is predominantly focused on physical infrastructure, with limited investment in human capital, digital promotion, and institutional strengthening. This condition results in suboptimal economic outcomes and limited community empowerment. Furthermore, the lack of integrated governance and sustainability practices hinders the long-term development of tourism. The study proposes an integrative strategic model that combines Community-Based Tourism, Sustainable Tourism, and Collaborative Governance, supported by optimized village fund allocation as a financial instrument. This model emphasizes capacity building, digital transformation, tourism product development, and institutional strengthening. The novelty of this research lies in integrating tourism development theories with public financial management, positioning village funds as a catalyst for sustainable and inclusive local economic transformation. The findings contribute both theoretically and practically by providing a comprehensive framework for village-based tourism development in coastal and island regions

Abstract

This study examines digital innovation in public fund management for affordable housing financing through a Systematic Literature Review (SLR) approach, aiming to explore its contribution to the realization of smart governance. The review synthesizes relevant studies on digital governance, public financial management, and housing policy to identify patterns, challenges, and research gaps. The findings indicate that digital innovation—such as e-budgeting, integrated financial systems, and data-driven governance—has significantly improved administrative efficiency, transparency, and accountability in public finance. However, its impact on affordable housing financing remains limited due to fragmented institutional coordination, insufficient data integration, and weak organizational capacity. The study reveals that digital transformation often remains at a procedural level and fails to produce substantive governance improvements. Addressing this limitation, the study proposes an integrative framework in which smart governance is achieved through the alignment of three key dimensions: digital infrastructure, institutional capacity, and collaborative governance processes. This framework highlights that technological advancement alone is insufficient without organizational readiness and cross-sector coordination. The findings offer theoretical contributions to Public Administration by integrating digital governance and public financial management within the housing sector. Practically, the study provides policy implications relevant to urban contexts, including DKI Jakarta, in enhancing effective and data-driven housing finance governance.

Abstract

The rapid adoption of digital transformation necessitates a strategic approach to Human Capital Management (HCM). Organizations must align workforce competencies with transformation goals to retain and develop Gen-Z talent, a digitally adept and innovation-driven demographic. This study employs the HC Framework-8 elements to analyze organizational structure, identify skill gaps, and implement strategies that enhance Gen-Z retention in the digital transformation era. The findings suggest that competency-based planning, targeted learning programs, and flexible engagement strategies are crucial in sustaining a digitally ready workforce.

Abstract

This study aims to analyze and formulate a collaborative governance model to promote budget efficiency in the regional development planning process in Central Kalimantan Province. The main problem in this study is the suboptimal budget efficiency caused by weak integration between planning and budgeting, a sectoral approach between regional government agencies, and low stakeholder participation in the planning process. This research used a qualitative approach with a case study design, supported by limited quantitative data. Data collection techniques included in-depth interviews, observation, documentation, and focus group discussions (FGDs). Informants were selected purposively and developed through snowball sampling. Data analysis employed an interactive model encompassing data reduction, data presentation, and conclusion drawing. The results indicate that regional development planning governance in Central Kalimantan has formally been implemented in accordance with regulations, but substantively remains ineffective and inefficient. The implementation of collaborative governance is still in its infancy, characterized by government dominance in decision-making, limited participatory dialogue, and low levels of trust between actors. These conditions have resulted in overlapping programs, inaccurate budget priorities, and mismatches between planning and budget realization. Based on these findings, this study develops a collaborative governance model that emphasizes multi-actor involvement, deliberative dialogue, information system integration, and collaborative leadership as key factors in increasing budget efficiency. This model is expected to produce more integrated, transparent, and community-based development planning. Theoretically, this research contributes to enriching the concept of collaborative governance in the context of regional development planning, while practically, it provides strategic recommendations for local governments to improve governance quality and budget efficiency. Therefore, implementing a collaborative governance model is crucial for achieving effective, efficient, and sustainable regional development.

Abstract

The rapid integration of artificial intelligence (AI) into K-12 education, particularly through personalized learning platforms, promises to tailor instruction to individual student needs, enhancing efficiency and engagement. However, this study critically examines an underexplored paradox: while AI-driven personalization offers immediate cognitive support, it may inadvertently undermine deeper cognitive development by fostering an “illusion of learning”—a state where students perceive competence without genuine understanding. Employing a qualitative multi-case study design across five Indonesian K-12 schools that extensively use AI-powered personalized platforms, this research gathered data through semi-structured interviews with 20 teachers and 60 students, classroom observations, and document analysis. Thematic analysis revealed five core themes: (1) surface engagement with content, (2) dependence on instant feedback, (3) erosion of problem-solving persistence, (4) metacognitive misalignment, and (5) teacher mediation as a mitigating buffer. Findings indicate that the very features designed to personalize learning—hints, step-by-step solutions, and adaptive scaffolding—can displace critical cognitive processes such as productive struggle, deep reasoning, and self-regulated reflection. Students frequently exhibited overconfidence in their learning, as measured by discrepancy between self-perceived mastery and performance on transfer tasks. The study articulates the “personalization paradox” wherein systems optimized for immediate learning outcomes inadvertently attenuate the cognitive struggle essential for long-term intellectual growth. Implications call for a recalibration of AI pedagogy toward “desirable difficulties” and collaborative human-AI orchestration to safeguard cognitive development in technology-rich classrooms

Abstract

The development of digital technology has brought significant changes to the field of education, including at the elementary level. Elementary school students now live in a digital ecosystem rich in information but lacking value filtering. This condition creates challenges in maintaining and instilling adab (proper conduct) and ethics in children. This study aims to analyze the urgency, strategies, and implementation of revitalizing adab and ethics in elementary school learning in the digital era. This research employs a descriptive qualitative method through literature studies and interviews with elementary school teachers at SD Negeri 060952 Medan Labuhan District. The research subjects consisted of nine classroom teachers, three principals, and eighteen students from grades IV–VI. Data were analyzed using reduction, data display, and conclusion drawing techniques based on the Miles & Huberman model. The results show a decline in students’ adab and ethics in three main aspects: (1) inappropriate communication behavior both directly and digitally, (2) low social awareness, and (3) weak discipline and learning responsibility. The dominant contributing factors include lack of parental supervision in technology use, limited integration of character education in learning, and the influence of permissive digital culture. The study also finds that revitalization can be implemented through integrating character values into thematic learning, teacher role modeling, and wise supervision of digital technology use. The conclusion emphasizes that education of adab and ethics must become the core spirit of the learning process in elementary schools, enabling students to use technology responsibly and ethically
