Abstract

Since 2006, the issuance of Indonesia’s retail government bonds, known as Surat Utang Negara (SUN) Ritel, has played an important role as an instrument in financing the budget deficit. This statement in line with the fluctuating budget deficit ratio due to the volatility in the global financial market, which necessitates the government’s adoption of effective, efficient, prudent, market-deepening, and innovative financing management strategies. Consequently, the government has transitioned to issuing retail bonds online through an electronic system (e-Government Securities) within the domestic market. In light of this context, this study aims to analyze the effectiveness of the SUN Ritel issuance policy through an electronic system using the post positivism paradigm, employing interview data collection techniques and document studies. The authors utilize a theory for evaluating policy effectiveness based on five aspects: right policy, right implementation, right target, right environment, and right process. The results of the study demonstrate that the policy of issuing SUN Ritel electronically is conducted in an accountable and transparent manner, providing more effective services. Eventually, this policy exhibits improved effectiveness across all five aspects of the right policy.

Abstract

The purpose of this study is to evaluate the implementation of the Special Autonomy Fund in Aceh, an initiative that stems from decentralization policy reform in Indonesia that aims to promote regional development and resolve armed conflicts in Aceh. Through the literature study method, this study investigates the evolution of special autonomy policies, starting from the enactment of Law No. 22/1999 and Law No. 25/1999, to the ratification of Law No. 11 of 2006 concerning the Government of Aceh, which marked the transition from centralist government to decentralization, giving Aceh broad autonomy in various aspects of local life. Analysis of the data shows that the allocation of the Special Autonomy Fund, which began in 2008 and will continue until 2027, fluctuated, with an increase over the first 15 years followed by an anticipated gradual decline. The results of the study confirm that the Government of Aceh has succeeded in realizing most of the allocated funds, with emphasis on infrastructure, economy, poverty reduction, as well as education, social, and health, illustrating Aceh's effectiveness in using funds for development and community welfare. The study concludes that the Special Autonomy Fund has become an effective policy instrument in supporting Aceh's regional autonomy and sustainable development. These findings provide important implications for policymaking in other regions with similar uniqueness in Indonesia, offering insight into how asymmetric decentralization can be used as a tool for managing diversity within a unitary state.

Abstract

The most obvious way to measure non-market value is to question individuals directly about their willingness to pay for a good or service. This study evaluates the economic value of coral reef ecosystems using the contingent valuation method (CVM) technique by measuring the willingness to pay the community. Furthermore, this study aims to analyze the factors that influence the willingness to pay (WTP) and the amount of the value of the community's willingness to pay (WTP) for the conservation of coral reef ecosystems in Gili Gede waters. Sample determination in this study used purposive sampling techniques with interview structured data collection techniques guided by questionnaires. Data analysis used logistic regression for factors affecting WTP and multiple linear regression for factors affecting WTP values. The results of this study found that the average WTP value of the community was Rp. 7,257 / person in the mandatory scenario and Rp. 4,685 / person in the voluntary scenario. Factors that affect the willingness to pay the community for coral reef conservation fees in the Gili Gede fishing area are education and concern for the environment. For factors that affect the amount of the value of willingness to pay the community for coral reef conservation fees in the Gili Gede fishing area in the mandatory scenario are education, domicile and concern for the environment and in the voluntary scenario are gender, education, domicile and concern for the environment
