Abstract

The expansion of digital technology, particularly social media platforms, has created broader opportunities for public engagement in political discussions, including for women. Digital platforms allow women to share political perspectives, contribute to public opinion, and participate in political conversations that have traditionally been dominated by formal political actors. Nevertheless, the growing involvement of women in digital political spaces has also been accompanied by an increase in online gender-based violence (OGBV). This study aims to identify the forms of OGBV and examine its impact on women’s political participation on social media. The research adopts a qualitative approach using discourse analysis to analyze public comments responding to political content posted by the influencer Satya Salsabila on TikTok. The findings indicate that women who express political opinions online frequently encounter personal attacks such as verbal harassment, sexually suggestive remarks, body shaming, and attempts to question or undermine women’s credibility in discussing political matters. These acts of harassment not only function as symbolic violence against individuals but also reflect persistent gender stereotypes and patriarchal power relations that continue to shape interactions within digital environments. Such experiences may influence women’s sense of security and confidence when expressing political viewpoints online, potentially limiting their participation in digital political discussions. Therefore, creating safer, more inclusive, and equitable digital spaces is essential to support women’s active participation in political discourse.

Abstract

This research is motivated by the importance of an effective warehouse layout in supporting smooth inventory flow and stable production operations. The implementation of the First In First Out (FIFO) method is seen as a key strategy to prevent stock buildup, reduce the risk of material deterioration, and improve inventory management efficiency. The purpose of this study is to determine the effectiveness of the FIFO-based warehouse layout at PT. Sari Warna Asli Garment Solo and identify the factors that influence it. This study uses a descriptive qualitative approach located in the raw material warehouse. Data were obtained through interviews, intensive observation for four months, documentation, and document analysis, then systematically analyzed based on themes. The results show that the FIFO implementation runs quite well through date-of-entry marking, grouping of goods, and arrangement of storage zones, thus accelerating stock turnover and minimizing buildup. However, inconsistencies were still found during high workloads and limitations in the integration of manual and digital recording. It is concluded that the FIFO-based warehouse layout is effective, but requires strengthening work discipline, regular evaluation, and information system development.

Abstract

This study aims to analyze the implementation of transparency in the management of Village Funds within the Direct Cash Assistance (BLT) program in Lhokseumawe City. The study employed a descriptive qualitative approach, with data collected through observation, interviews, and documentation involving village officials, community leaders, and beneficiaries. The findings indicate that transparency in BLT management has been implemented through village deliberation meetings, community participation in decision-making processes, the public announcement of beneficiary lists, and the transparent and accountable distribution of funds in accordance with Minister of Home Affairs Regulation Number 20 of 2018. These practices have contributed to improving public trust and ensuring greater accountability in the use of Village Funds. However, several obstacles remain, including budget limitations, changing socioeconomic conditions among residents, inaccuracies in beneficiary data, and the suboptimal complaint-handling mechanism. Therefore, strengthening data validation procedures, improving information disclosure, and enhancing the complaint management system are necessary to increase transparency, accountability, and the effectiveness of the Village Fund BLT program in Lhokseumawe City.

Abstract

Contemporary Indonesia faces the dual challenge of moral degradation at the societal level, characterized by increasing individualism and the decline of mutual cooperation (gotong royong), as well as a crisis of state ethics manifested in massive corruption and destructive identity politics. This article aims to explore the role of morality as a moral foundation that integrates social capital and good governance. This research uses a Literature Review method by searching literature from a reputable database, namely Google Scholar, for the period 2020-2026, which is analyzed using content analysis techniques. The results of the study indicate that morality functions as a fundamental variable that influences two domains simultaneously: strengthening social cohesion through the revitalization of the values of mutual cooperation and local wisdom, and increasing the integrity of governance through the internalization of the principles of accountability, transparency, and justice. These findings indicate that the reactualization of moral values originating from religion, Pancasila, and local wisdom is an absolute prerequisite for building a civil society and government with integrity. It is recommended that there be a comprehensive strategy through character education, cultural bureaucratic reform, and consistent law enforcement to overcome the social and state ethics crisis holistically.

Abstract

This study aims to analyze the role of leaders in decision-making during crisis situations using the bounded rationality approach. The study is motivated by the fact that crises are often characterized by limited information, time constraints, and high levels of uncertainty, making fully rational decision-making difficult. This research employed a literature review method by examining relevant academic sources, including books, journal articles, and scholarly publications on leadership, decision-making, and bounded rationality. The findings indicate that leaders are often unable to make optimal decisions due to limitations in cognitive capacity, access to information, and dynamic environmental conditions. Under such circumstances, the bounded rationality model enables leaders to make satisfactory (*satisficing*) decisions that are practical and feasible to implement. This approach effectively reflects the realities of decision-making in crisis situations, where timely and appropriate responses are more critical than achieving optimal outcomes. Therefore, leaders are expected to demonstrate adaptability, strategic thinking, and the ability to evaluate risks and available resources to ensure effective decision-making. Applying bounded rationality can help organizations maintain stability, resilience, and operational continuity despite the challenges posed by crisis situations.

Abstract

Democracy is a slow process of making the right decisions, rather than immediately making the wrong ones. With democracy, every citizen is given the same rights to have an opinion, make decisions, and change their lives for the better. Some previous studies have shown that the amount of funds allocated tends to correlate with the area controlled by the party that controls the government, in this case a political party. This study will focus on examining and understanding the impact of political competition on DAU policy in districts/municipalities in Papua and West Papua provinces. This study uses quantitative analysis of secondary data with research objects in all districts and cities in Papua and West Papua Provinces in the 2014-2024 period. The analytical method used in this study is panel data regression analysis. The results found in this study are a number of variables such as HHI, IKK, Area, and Total Population have a significant correlation and influence on the amount of DAU per capita in a number of districts and cities in Papua and West Papua Provinces. Then, based on the analysis using panel data regression analysis, it is known that political competition, as measured by HHI, has a direct effect on the DAU allocation in a number of districts and cities in Papua and West Papua Provinces.

Abstract

Data-driven regional development planning is a fundamental prerequisite for achieving effective, accountable, and evidence-based public policies. However, the implementation of Indonesia's One Data Policy at the local government level continues to face challenges, particularly regarding the quality, validity, and integration of sectoral data across Regional Government Organizations (Organisasi Perangkat Daerah/OPDs). This study aims to formulate a strategy for optimizing data-integrated regional development planning in Lahat Regency. A qualitative descriptive approach was employed, utilizing observation, in-depth interviews, document analysis, and literature review as data collection techniques. Data were analyzed using the Urgency, Seriousness, and Growth (USG) method to determine priority issues, a fishbone diagram to identify root causes, and policy alternative analysis based on technical, administrative, political, and sustainability criteria. The findings reveal that poor data quality, limited validity, and inadequate integration of sectoral data constitute the primary issues affecting the quality of development planning documents, the accuracy of development program targeting, and evidence-based decision-making. The study recommends a Regulatory-Driven Interoperability strategy through strengthening data standards and metadata regulations, enhancing institutional data governance, and improving information system interoperability. This strategy is expected to strengthen the implementation of Indonesia's One Data Policy and support integrated, adaptive, and sustainable regional development planning. Abstract

Red chili price fluctuations in Bulan-Bulan Village, Batu Bara Regency, encouraged the North Sumatra Provincial Government to introduce the Agricultural Commodity Price Stability Guarantee Program (JASKOP) through Governor’s Decree No. 188.44/749/KPTS/2025, with the Solar Dryer Dome (SDD) as its main postharvest instrument. This study examines the gap between the program design and its field implementation and analyzes its contribution to food stability. A descriptive qualitative approach was employed using in-depth interviews, observations, and document analysis. Informants included provincial government officials, an agricultural extension worker, farmer-group administrators, beneficiary farmers, and a representative of PT Dhirga Surya. Data were analyzed using Grindle’s implementation framework covering policy content, implementation context, and outcomes. The findings show that eight of the nine implementation indicators were not optimal, while compliance and responsiveness performed relatively well. Physical infrastructure, administrative legitimacy, and farmer acceptance were available; however, integrated operating procedures, working capital, cold storage, marketing contracts, and the legal basis for appointing a regional enterprise as an offtaker remained incomplete. Consequently, routine production, changes in marketing practices, and increased farmer income had not materialized. JASKOP therefore remains in transition from infrastructure development to full operation and has not yet achieved comprehensive food stability.

Abstract

The city of Medan allocated 45.19 percent of its regional budget (APBD) for public infrastructure in 2025; however, Land and Building Tax (PBB-P2) revenue achievement remained below the target during 2021–2025, with the lowest realization reaching 66.47 percent in 2023. This gap between high infrastructure budget allocation and low taxpayer compliance encouraged this study to examine the role of budget transparency in connecting the government and taxpayers. This study uses a quantitative approach through a survey method involving 221 property taxpayers across 21 subdistricts in Medan City. Simple linear regression analysis was applied to examine the effect of public infrastructure development budget transparency on taxpayer compliance. The instruments showed high reliability with Cronbach’s Alpha values above 0.98. The results indicate that public infrastructure budget transparency has a positive and significant effect on property tax compliance (β = 0.834; t = 22.368; sig. = 0.000), explaining 69.6 percent of compliance variation, while 30.4 percent is influenced by other factors. These findings confirm that budget transparency is a key predictor of taxpayer compliance. The Medan City Government is recommended to improve post-project budget accountability reporting as the weakest transparency indicator.

Abstract

The persistence of street robbery (begal) in Kisaran City threatens public security and creates material and psychological consequences for the community. This study aimed to analyze the organizational performance of the Asahan Resort Police in handling robbery cases. A descriptive qualitative approach was applied, with data collected through interviews, observation, documentation, and literature review. The data were analyzed using Dwiyanto’s organizational performance framework, comprising productivity, service quality, responsiveness, responsibility, and accountability. The findings show that the performance of the Asahan Resort Police was generally effective. Preventive and repressive measures, including targeted patrols, investigation, case disclosure, and public education, contributed to a decline in robbery cases in 2025. Service delivery, responsiveness to reports, and case-handling procedures were also implemented in accordance with institutional duties and applicable standards. Nevertheless, performance remained constrained by limited personnel, a broad jurisdiction, insufficient witnesses and evidence, and inadequate disclosure of case progress to victims and the public. These findings underline the need to strengthen human and operational resources, optimize risk-based supervision, and provide accessible case-progress information to improve handling effectiveness and reinforce public trust in the police.
