Abstract

Tavip Market is a traditional market that supports trading activities and the livelihoods of micro, small, and medium enterprises (MSMEs) in Binjai City. Following the 2016 fire, the government revitalized the market to restore its function and stimulate local economic activity. This study analyzes the implementation of the revitalization program in improving MSME income. A descriptive qualitative approach was applied, with data collected through interviews, observation, and documentation. The analysis used Merilee S. Grindle’s policy implementation framework, focusing on six elements of policy content. The findings show that revitalization improved market buildings, facilities, stall organization, zoning, cleanliness, and trading convenience. Its implementation was supported by coordination among central and local government agencies, market management, adequate funding, personnel, and infrastructure. However, income gains were not experienced equally because several kiosks remained vacant, some traders continued operating outside the market, and visitor distribution was uneven. Therefore, revitalization requires stronger market management, facility maintenance, trader compliance, promotion, and full utilization of available business spaces.

Abstract

The Free Nutritious Meals Program (MBG) is a national strategic policy designed to improve nutrition while creating economic opportunities for local businesses. This study analyzes the strategy of the North Sumatra Provincial Office of Cooperatives and Small and Medium Enterprises in encouraging micro, small, and medium enterprises (MSMEs) to become MBG suppliers in Medan and identifies its supporting and inhibiting factors. A descriptive qualitative approach was applied using interviews, observation, documentation, and literature review. Thirteen informants represented government officials, a cooperative, MSME suppliers, Nutrition Fulfillment Service Unit (SPPG) managers, teachers, and students. Data were analyzed using Schroeder’s operational strategy framework, comprising mission, distinctive competence, objectives, and policies. The findings show that the agency facilitates business registration numbers, collective halal certification, training, partnerships, and access to financing. These measures have contributed to MSMEs and cooperative institutions accounting for 60% of suppliers in Medan. Implementation is supported by affirmative procurement regulations and interagency cooperation. However, limited advanced food-safety certification, including HACCP, and difficulties maintaining consistent quality in large-scale production remain major constraints. Stronger certification assistance and digital supply-chain management are therefore required to sustain local business participation.

Abstract

This study analyzes the role of La Megogo Village-Owned Enterprise (BUMDes) in managing clean water distribution in Ajinembah Village, Merek District, Karo Regency. A descriptive qualitative approach was applied. Data were obtained from eight informants through interviews, observation, and documentation, then analyzed through data condensation, data display, and conclusion drawing. The analysis employed three government-role dimensions: regulator, dynamizer, and facilitator. The findings show that BUMDes has not performed these roles optimally. Its regulatory role is constrained by the absence of binding written rules, standard distribution procedures, and routine supervision. Its dynamizer role remains weak because coordination is unstructured, water-conservation education is irregular, and community participation is limited. Its facilitator role is the most visible through the provision of reservoirs, pipelines, and household water meters. Nevertheless, maintenance remains reactive, dry-season distribution is uneven, and complaint handling is inconsistent. The study concludes that regulatory weakness affects participation and service effectiveness. Written village regulations, structured coordination, preventive maintenance, and standardized complaint management are therefore required to achieve equitable and sustainable water distribution.

Abstract

The Village Development Planning Forum (Musrenbangdes) is a participatory mechanism for integrating community aspirations into village development priorities. This study analyzes the implementation of Musrenbangdes in strengthening community participation in Deli Tua Village, Namorambe District, Deli Serdang Regency. A descriptive qualitative approach was employed. Data were collected through interviews, observation, and documentation involving 12 informants representing the village government, Village Consultative Body, hamlet heads, community leaders, and residents. Data were analyzed interactively and validated through source and method triangulation. George C. Edwards III’s framework was applied through the dimensions of communication, resources, disposition, and bureaucratic structure. The findings demonstrate that Musrenbangdes has not functioned optimally. Information was often delivered shortly before the forum and did not reach all residents. Although the number of officials was adequate, their facilitation skills remained uneven. Administrative compliance was not consistently accompanied by meaningful accommodation of community proposals, contributing to skepticism and apathy. Furthermore, the absence of written local standard operating procedures, transparent priority indicators, and an active feedback mechanism made decision-making appear closed. Strengthening communication, facilitation capacity, procedural standards, and public disclosure is therefore necessary to promote substantive participation.

Abstract

Road infrastructure development is expected to improve the welfare of rural communities. The Liang Melas Datas area in Karo Regency experienced severe road damage for more than two decades, which constrained mobility, public-service access, and agricultural distribution. This study analyzes the social and economic impacts of road construction implemented during 2022-2024. A descriptive qualitative case-study design was employed. Data were collected through observation, interviews, and documentation involving 12 informants comprising village heads and residents of Kutambelin, Polatebu, and Kuta Pengkih. Data were analyzed using the Miles and Huberman interactive model through data collection, reduction, display, and conclusion verification. The findings indicate that improved roads facilitated mobility, social interaction, and access to education and health services, although emergency health referrals still required approximately 40 minutes. Economically, informants estimated an income increase of 20-30%, while corn transportation costs declined from IDR 25,000 to IDR 6,000 per sack. Agricultural marketing expanded, and small businesses, transportation services, and tourism activities began to develop. However, these benefits remained uneven because most residents depended on traditional agriculture and faced limited capital and skills. Community empowerment, public-service improvement, and local economic development are therefore required to optimize the road’s benefits.
