Jurnal Perencanaan dan Pengembangan Kebijakan (JPPK) or Journal of Planning and Policy Development is a medium for Indonesia‘s spatial planning and spatial policy practitioners and academics to develop and publish their ideas in order to enrich the knowledge in the field of Urban and Regional Planning. The research scope of this journal is: a) Regional planning and development; b) Urban planning and development; c) Urban design and district planning; and also, d) Policy development that is related to spatial planning and utilization. JPPK is published three times a year, in April, August, and December, by the Department of Urban and Regional Planning, Institut Teknologi Sumatera, Lampung, Indonesia.

Abstract

Tourism is a sector that is considered to have an important role in economic development of a region, so that it is expected to help increase regional income. The existence of the tourism sector in the region must be supported and have an impact on all parties involved, namely the government, local communities and investors. Bandar Lampung is the capital of Lampung Province, areas that have tourism potential are Sukadanaham Village. Sukadanaham Village before there was tourism was a wilderness, but since the existence of the tourist area the area has undergone many changes. With the role of investors or the private sector in tourism areas, they should be able to have an impact on the surrounding community. The purpose of this study was to identify the impact of tourism on the social and economic aspects of the local community in Sukadanaham Village. The method used in this research is Mix Method Convergent. From the results of the study, it was found that on the social aspect it had an impact with the addition of local community groups, POKDARWIS, and on the economic aspect it had an impact in the form of employment opportunities in the field of tourism support and opportunities to increase income. However, the economic impact is not felt by all local communities due to several factors, one of which is a closed investor. The results of this study can be used as a direction for tourism development for the government, local communities, and the private sector.

Abstract

One form of implementation of the mandate of the Law of the Republic of Indonesia No. 1 of 2011 concerning Housing and Settlement Areas is explicitly stated in the Presidential Regulation of the Republic of Indonesia No. 2 of 2015 concerning the National Medium Term Development Plan for 2015-2019 and implemented in the form of Kep. Director of DJCK No. 110/KPTS/DC/2016 concerning Determination of City Locations Without Slums. The decision of the Directorate General of Human Settlements became the basis for determining the location of the area that was determined to receive a program to improve the quality of slums, one of which was the NUSP-2 program. NUSP-2 as one of the slum settlement programs needs to be evaluated as a form of assessing the results of the programs that have been implemented. The evaluation carried out focused on the impact side with the scope of Physical and Non-Physical (Social and Economic) impacts and sustainability with the scope of economic, social/community and environmental sustainability, where the impact evaluation resulted in a value of 0.692 or was in the moderately impactful class, while the sustainability evaluation was at a value of 0.692. 0.43 or is in the less sustainable class. However, what is of concern is that based on the results of the analysis carried out, the side that has a large influence on the evaluation value is the side that is in direct contact with the NUSP-2 program, with examples for evaluation of physical impacts having a greater influence than non-physical and social sustainability having the greatest influence compared to sustainability environment and economy.

Abstract

Rapid population growth is able to bring significant changes to various systems of urban community activities, with the high standard of living of the community, the higher the movement carried out. The existence of high community movement must be balanced with the provision of adequate transportation facilities and infrastructure, such as the provision of good public transportation to be able to reduce private vehicles. Public transportation is able as a solution to urban transportation problems that are able to serve the community in meeting their needs for movement. The city of Bekasi as one of the buffer cities of DKI Jakarta and as one of the metropolitan cities in Indonesia has also developed BRT as a mode of urban public transportation. In 2019 Bekasi City has integrated mass public transportation, BRT Trans Patriot. However, the number of users of this public transport is low. BRT Trans Patriot is still not used optimally by the community. Based on these problems, it is necessary to study the optimization of the use of the BRT Trans Patriot based on people's preferences. The results show that service quality affects people to use Trans Patriot BRT, and it is found that the available services are not optimal in accordance with bus rapid transit standards. Regarding this, it affects the number of Trans Patriot BRT users that are not optimal.

Abstract

The city of Bandar Lampung, which is the capital of Lampung Province, which is currently not included in the 100 smart city movement in Indonesia, has tried to keep up with and make Bandar Lampung a smart city. Marked by the vision of the City of Bandar Lampung, namely "Bandar Lampung is healthy, intelligent, faithful, cultured, superior and competitive based on the people's economy" (RPJMD Bandar Lampung City, 2016-2021). The increasing number of residents in Bandar Lampung City causes basic infrastructure services to be improved in order to meet the needs of the community. The concept of smart infrastructure that has been implemented in various countries has been able to help fulfill and maximize city infrastructure services to be effective and efficient. Research on smart infrastructure in Bandar Lampung City is still new and relatively early, so it is very important to know the position of smart infrastructure development in Bandar Lampung City. This development can be identified by examining the stages of the city's smart infrastructure (Royal Academy of Engineering, 2017 in Ogie et al, 2019). The purpose of this study is to examine the development of smart infrastructure in urban infrastructure aspects in Bandar Lampung City. This research was conducted using a qualitative deductive approach, while the research data were analyzed using content analysis techniques and qualitative descriptive analysis. The result of this research is that the urban infrastructure of Bandar Lampung City is at an early stage towards the concept of smart infrastructure, which is still between the traditional stage and the semi-intelligent stage.

Abstract

Regional disparity is a phenomenon of economic differences between regions (Bakri, et.al 2016). The Bappeda of Banten Province stated that South Tangerang City experienced a relatively high regional disparity level (Noviar, 2021). Triyanto, et.al (2019) stated that land use changes influenced regional disparity. However, this influence has not been identified in South Tangerang City. This study aims to identify the influence of land use change on regional disparity between sub-districts in South Tangerang City in 2015 and 2019. The data collection technique uses secondary data from related agencies with regional disparity, spatial and multiple linear regression statistical analysis techniques. The results of the analysis show that regional disparity consist of low, medium and high levels. Then, land use changes in 2019 are built-up land use change with an area of ​​493.29 ha (84.75%) and non-built-up land use change with an area of ​​88.73 ha (15.25%) out of a total of 582, 02 ha (100%). Furthermore, the influence of built-up land use change (X1) and non-built-up land use change (X2) simultaneously or partially has a significant influence on regional disparity (Y) which is 86%, while the remaining 14% is influenced by other independent not examined variables.

Abstract

Lampung Province, especially in Bandarlampung City, according to the spatial plan (RTRW), Lampung Province has been designated as one of the National Activity Centers (PKN) and as a strategic area for Sumatra Island in the transportation sector. This condition encourages Bandarlampung City to apply the Smart City concept in developing its city, in realizing this concept Bandarlampung City utilizes digital infrastructure platforms in its activities. The digital infrastructure platform is expected to be a solution to push Bandarlampung City towards the realization of the Smart City concept and improve the public's mindset towards technological advances to facilitate and improve the quality of public services. In addition, according to Castells (2010) theory, the existence of this digital platform will reduce mobility in Bandarlampung City because many public service activities are carried out from home without transportation. The digital infrastructure platform of Bandarlampung City that include in this research is a platform for local transportation network infrastructure, government, education, health, trade and commerce, clean water and electricity networks and telephone network utilities. In this research, it was identified that there was a connection between changes in the frequency of use of digital infrastructure platforms which in fact affected the mobility of the citozens of Bandarlampung City.

Abstract

Uneven development causes the level of urbanization to be higher, which causes urban problems in both physical and non-physical forms. Based on this, the City of South Tangerang is increasing the development of the city into a Smart City. This study examines the stages of development of South Tangerang City into a smart city. This research is a qualitative descriptive study, with data collection techniques using interview techniques, in-depth observation, and documentation studies. Research theory using city management, and smart city. The results of this study are the stages of South Tangerang City towards Smart City in 2016-2021 is a development that can be said to be short, consisting of three stages. The first stage 2016-2017 is the preparation stage in the form of internal strengthening. The second stage 2017-2018 is the planning stage in the form of policy formulation and implementation guidelines for Smart City. And the third stage (2018-2021) which is the stage of implementing the plan in the form of achieving targets and indicators that are continuously monitored and evaluated. Based on the results obtained, it can be concluded that the stages planned by the South Tangerang government in building a smart city can fulfill the smart city vision.
