Jurnal Perencanaan dan Pengembangan Kebijakan (JPPK) or Journal of Planning and Policy Development is a medium for Indonesia‘s spatial planning and spatial policy practitioners and academics to develop and publish their ideas in order to enrich the knowledge in the field of Urban and Regional Planning. The research scope of this journal is: a) Regional planning and development; b) Urban planning and development; c) Urban design and district planning; and also, d) Policy development that is related to spatial planning and utilization. JPPK is published three times a year, in April, August, and December, by the Department of Urban and Regional Planning, Institut Teknologi Sumatera, Lampung, Indonesia.

Abstract

Transportation as a major component in the living system, is known to be one of the sub-indicators of a liveable city which is based on the main indicator of the availability of public and social facilities. This study examines the quality of urban public transportation services and its relationship with the subjective well being of public transportation users in Surakarta City. The public transportation mode in this study is the Batik Solo Trans Bus. This research approach uses Mix Method with quantitative and qualitative methods. And analyzed using coding analysis and Structural Equation Model (SEM). Based on 8 variabels, namely transportation attractiveness, information materials, route efficiency, service adequacy, user satisfaction, aesthetics, user service, and security quality. The results of this study indicate that the quality indicators of public transport services have implications for the welfare index of public transport users in Surakarta City. The results of this study can be taken into consideration and recommendations in improving the quality of public transport services in Surakarta City to improve the subjective well-being of public transport users of Batik Solo Trans Bus.

Abstract

The problem of waste piles that occur in Bakung Landfill, Bandar Lampung City is influenced by demographic and geographic factors. This Open Dumping alternative is no longer feasible to be applied in accordance with Law No. 18 of 2008 because no waste management is carried out so that it can shorten the life of the landfill. The land area of Bakung Landfill, which was built at 14 Ha, has now remained at ± 3.2469 Ha. So research is needed to analyze the right waste management alternatives to optimize the service life of Bakung Landfill, Bandar Lampung City by considering cost and service life scenarios. The results showed that the increasing waste generation in Bandar Lampung City is related to demographic and geographic factors, thus affecting the increase in the area of need for Bakung Landfill in Bandar Lampung City. There are 3 alternatives to waste management that can optimize the service life of the landfill, namely the first Sanitary Lanfdill Alternative with a service life of 3.6 years, second Alternative Waste to Energy method Refuse Derived Fuel with a service life of 6 years and third Alternative Waste to Energy Incineration method with a service life of >10 years.

Abstract

The development of a city occurs along with the development and changes in land that are triggered by the dynamics of the population. Population dynamics can occur as a result of births, deaths and population movements that affect changes in the number, composition and growth of the population. This study aims to identify the impact of population dynamics on spatial patterns. To achieve these objectives, this research uses mixed methods, namely quantitative methods combined with qualitative methods. To determine the impact of population dynamics on spatial patterns, this study uses simple linear regression analysis. Research on this analysis uses the variable Population Dynamics as an independent variable that gives effect. Also using the variables of changes in spatial patterns, that receive the impact of influential variables. The results of the regression analysis of the impact of population dynamics on spatial patterns show that population dynamics only have an effect of 26.7% on spatial pattern changes. This analysis proves that population dynamics do not have a significant impact on spatial patterns. The initial hypothesis of this study, namely population dynamics has an impact on spatial patterns and spatial structure, has been proven through regression analysis that this hypothesis can be accepted because population dynamics has an impact on spatial pattern, although it is not significant.

Abstract

Palas District is the area that contributes the highest rice production in South Lampung Regency, but land conversion often occurs. This marked by decrease in the area of ​​rice fields and the amount of rice production during 2017-2022. The land conversion will have an impact on reducing the amount of rice production that can pose a threat to food security. Efforts to control land conversion should focused more on farmers because farmers are the first actors involved in exploiting agricultural land. The change of rice fields to other uses determined by farmer's decision, where this decision can driven by motivation originating from internal and external factors. Amid the high flow of agricultural land conversion in Kecamatan Palas, there are still farmers who maintain their agricultural land. Therefore, the purpose of this research is to determine the factors related to farmer’s motivation in maintaining rice farming land in Palas District. The approach used is quantitative deductive using cross tabulation analysis. The research results show that farmers' motivation to maintain agricultural land largely driven by factors originating from the farmers' own conditions.

Abstract

Urbanization in Jabodetabek is leading to an increase in the need for transportation. The 2018 Jabodetabek Transportation Master Plan (RITJ) aims to address this issue by planning transit-oriented development (TOD) areas throughout Jabodetabek, including the Poris Plawad transit-oriented development (TOD) area in Tangerang City. Once designated as a transit-oriented development (TOD) area, there should be changes in land use in Poris Plawad to suit the needs of the transit-oriented development (TOD) concept. Properly organizing land use around transportation nodes is essential for the success of transit-oriented development (TOD) projects. This study examines how land use has evolved over 11 years, before and after Poris Plawad was designated as a transit-oriented development (TOD) area. This research utilizes quantitative methods through descriptive analysis to compare Poris Plawad’s land use changes as a transit-oriented development (TOD) area. This research identifies the proportion of land use in the Poris Plawad transit-oriented development (TOD) area. The results indicate that the land use changes in Poris Plawad align with the transit-oriented development (TOD) concept. This indicates that before there was a policy regulating of Poris Plawad transit-oriented development (TOD) area, Poris Plawad's land use had the potential to become a transit-oriented development (TOD) area.

Abstract

The concept of smart environment has an embodiment to protect, restore and manage the utilization of terrestrial ecosystems in the form of green open spaces to avoid a decrease in their area in line with the concept of sustainability. The concept of smart environment is supported by the achievement of the 11th sustainable development goal, namely in the pillar of natural resource management including green areas. With the concept of smart environment, green open spaces (GOS) can be fulfilled, especially in Bandar Lampung City by examining important aspects that need to be considered. This study uses qualitative descriptive analysis based on literature studies related to the concept of smart environment in big cities around the world and Indonesia. Then, a comparison is described regarding policies, implementation, and recommendations, especially the provision of GOS. In the end, the findings of the study describe the concept of smart environment as an effort to provide GOS in Bandar Lampung City based on policies that pay attention to economic, social and environmental aspects which produce recommendations in the form of Tree Planting, Socialization and Education from an early age, Cross-Sector Cooperation, Promotion of Biodiversity, Food Security, Development of Blue-Green Infrastructure, and Expansion of the Provision of City Parks.

Abstract

Rapid urbanization has become a significant global phenomenon, affecting not only major cities but also suburban areas, with profound impacts on various aspects of urban life. This article explores the correlation between the increase in population as an impact from urbanization and the availability of basic services in Rangkasbitung, which consists of 16 villages. The purpose of this research is to determine the effect of the availability of basic daily services on the amount of residential land use in Rangkasbitung. Basic services are assessed using the 20-Minute Neighbourhood parameter, which represents an area designed to provide essential services within a short walk for residents. This research uses quantitative descriptive methodology, with spatial analysis and descriptive statistical analysis. The study is limited to the availability of residential land use, basic services, and public transportation as the three main components in the development of urban residential areas based on the 20-Minute Neighbourhood parameter. The 20-Minute Neighbourhood is a city planning concept defined as an area where residents can access most activities necessary for a good life without traveling outside the area. The results indicate that the availability of basic services in an area affects residents' decisions on where to live.

Abstract

One area that has the potential for local economic development is Batu Kebayan Village, West Lampung Regency. Batu Kebayan Village has various potentials, especially in the field of coffee productivity, but this is still not optimal because it still has various limitations including the need for capital support in processing land and infrastructure; policies that are still inconsistent; and the lack of public interest in buying processed coffee products and lack of promotion. The approach used in this research is a deductive research approach with the analytical technique used in the form of a combination of qualitative descriptive analysis and factor analysis. The data collection method in this study used primary data collection techniques (open interviews and observations). The results obtained from this study are based on the results of the analysis on targets regarding the characteristics of local economic development, found various potentials that support local economic development based on robusta coffee productivity. However, to support this, it is necessary to increase the processing of production products that are not yet optimal, as well as improve road infrastructure to the plantation location.

Abstract

The Malioboro area is a very well-known tourist destination in the Special Region of Yogyakarta and is also the most favorite place to visit for local and foreign tourists, especially those closest to visit, namely the street vendors in the Malioboro area, but in early 2022 there was a move or relocation Street vendors who were originally on the pedestrian route have now moved to Malioboro Terrace, to organize the Malioboro area and to realize the ideals of the philosophical axis area as a world cultural heritage. Through qualitative descriptive research, we want to answer the government's role in relocating street vendors in the Malioboro tourism area. The results of the research obtained are that the role played by local governments can be identified which includes planning, implementation, as well as monitoring and evaluation.

Abstract

The development of a city takes place rapidly due to its attractiveness from both economic and non-economic sides. Rural conditions that are inversely proportional to urban areas drive urbanization. Natar District, part of the Bandar Lampung Metropolitan Area and adjacent to Bandar Lampung City, has undergone changes in morphological patterns. Identifying the morphology of a city area is critical for its development to avoid morphological defects or urban sprawl. This research used a deductive approach, referring to Smailes’ theory, identifying morphology using 3 components: road network patterns, land use and building patterns and densities. In 2012, the morphological pattern in Natar District was linear beaded with the Lintas Sumatra Road as a linear line and Radin Inten II Airport Area, Rejosari Station, Natar Traditional Market, and Hajimena Village as beads (morphological core). In 2022, the morphological pattern in Natar District has developed, still having beaded linear pattern, but there are an additional 2 beads as the core morphology, namely the office, trade and services areas Merak Batin and Natar Toll Exit Area. The development of Natar District is influenced by external factors such as its position adjacent to Bandar Lampung City and internal factors such as facilities and infrastructure.
