Jurnal Perencanaan dan Pengembangan Kebijakan (JPPK) or Journal of Planning and Policy Development is a medium for Indonesia‘s spatial planning and spatial policy practitioners and academics to develop and publish their ideas in order to enrich the knowledge in the field of Urban and Regional Planning. The research scope of this journal is: a) Regional planning and development; b) Urban planning and development; c) Urban design and district planning; and also, d) Policy development that is related to spatial planning and utilization. JPPK is published three times a year, in April, August, and December, by the Department of Urban and Regional Planning, Institut Teknologi Sumatera, Lampung, Indonesia.

Abstract

The development of a national-scale university in Balun Ijuk Village has concentrated student activity around the area since 2006. This study aims to explain the phenomenon of studentification in the case of the new development center. The methodology used is descriptive qualitative, supported by document review and secondary data. The analytical technique used is content analysis and data collection techniques through semi-open interviews. The results show that Balun Ijuk Village has experienced two waves of studentification. The first wave was triggered by policy interventions and road access development projects, resulting in state-led studentification. The second wave was marked by a surge in the number of students living around the campus and the acceleration of Purpose-built Student Accommodation (PBSA) housing development. In the last year, the third wave has begun, marked by the emergence of private investors with economic motives in controlling land. The studentification process has been ongoing for more than 20 years in Balun Ijuk. It's important to highlight the government's significant role in the early years, the surge in repeat student enrollment, and the influx of accommodation investors into the area. Furthermore, uncontrolled studentification could threaten the indigenous community of Balun Ijuk Village in the future.

Abstract

The rapid development currently taking place in Gorontalo City has the potential to drive changes in land use that are not always in line with the Regional Spatial Plan (RTRW). This study aims to analyze the suitability of land use in accordance with the 2019–2039 Gorontalo City RTRW through a spatial analysis approach. Land use data for 2024 was obtained from the interpretation of Sentinel satellite imagery and analyzed using overlay techniques in a Geographic Information System (GIS) against the RTRW spatial pattern map. The results of the study show that land use in 2024 will be dominated by settlements. The level of conformity of land use with the RTRW reached 67% or an area of 4,712.63 hectares, while 33% or 2,349.12 hectares were categorized as not yet compliant and non-compliant. The non-compliance mainly occurred in protected areas and buffer zones, such as river buffers, coastal buffers, water catchment areas, protected forests, and active fault buffers, which are still used as residential areas and built-up land. Therefore, spatial utilization control and policy strengthening are needed so that land use can be in accordance with the 2019-2039 Gorontalo City Spatial Plan (RTRW) guidelines.

Abstract

The inability of cities to meet the need for good and comfortable pedestrian paths is a problem in Indonesia. Research from Stanford University states that Indonesia ranks first among countries with the laziest pedestrians in the world. The focus of this research is to identify the walkability index value of the study object. Raden Intan Street is one of the iconic commercial road corridors located in the city center, directly connected to Tugu Adipura as a landmark of Bandar Lampung city. The research method uses a qualitative descriptive method in the form of field observations and data analysis using the Walkability Survey in Asian Cities by James Leather (2011) and walkability according to Dom (2010). The results show that the walkability index value of Raden Intan Street and Tugu Adipura is very low, at 36.70 (not walkable). This value indicates that the Raden Intan Street and Tugu Adipura areas are in great need of improvement and enhancement of their pedestrian facilities.

Abstract

Banda Neira, as the administrative center of the Banda District, which is tangible evidence of history, has now become a unique attraction for enthusiasts of historical and cultural tourism, coupled with its extraordinary natural charm. With all the richness it possesses, Banda Neira has the potential to become a competitive tourist destination by utilizing local wisdom and being community-based, where the community becomes the main focus in developing tourism (Community-based Tourism). This study aims to review and/or analyze the development of CBT in Banda Neira and observe the impact of CBT on the local economy and even the regional economy. After conducting the analysis, it was found that CBT in Banda Neira has indeed had a positive impact on the local economy in Banda Neira; however, this still requires improvement in many aspects to strengthen the image and sustainability of cultural tourism.

Abstract

Tourism in Indonesia has experienced rapid development, particularly through the emergence of tourism villages that integrate cultural, natural, and religious values. Sigando Village in Padang Panjang City, West Sumatra, has been designated as a religious and cultural tourism village with potential rooted in historical heritage, Islamic education, and Minangkabau traditions. However, its development faces challenges such as limited community participation, inadequate infrastructure, and latent conflicts between government policies and local aspirations. This research analyzes the dynamics of Sigando’s development using the adaptive planning perspective, which emphasizes flexibility, responsiveness to change, self-organization, and co-evolution among stakeholders. A descriptive qualitative research method was employed using field observations, in-depth interviews, and document research. The findings reveal that Sigando’s development trajectory is non-linear, influenced by social, cultural, and institutional dynamics. Collaboration among the community, government, and tourism actors has emerged, yet inconsistencies in programs and the absence of long-term strategies remain barriers. Adaptive planning proves relevant in addressing uncertainties while promoting inclusive, community-based tourism development. Recommendations include strengthening local institutional capacity, enhancing community involvement, and preparing participatory strategic plans to achieve sustainable religious and cultural tourism in Sigando.

Abstract

Village-owned enterprises (BUMDes) represent a strategic instrument for rural economic empowerment in Indonesia. This study analyzes the stakeholder dynamics in the implementation of BUMDes Tunas Jaya Asri programs in Desa Ceringin Asri, Kecamatan Way Ratai, Kabupaten Pesawaran, Lampung Province, and examines its implications for rural spatial planning. Using a mixed-method approach combining qualitative interviews and quantitative stakeholder scoring, this research identifies stakeholder typologies, communication relationships, and stakeholder mapping using a power-versus-interest grid. Results indicate that key players consist of the Village Head, BUMDes Director, and the Dinas Pemberdayaan Masyarakat dan Desa (PMD), who hold the highest influence and interest levels. The supervisor is classified as a subject, while unit heads and community members occupy the context setter position. Despite BUMDes programs contributing to income diversification and community welfare through units such as Tahara savings, PAM Desa, livestock, trade, and agriculture, communication gaps among governance actors have limited equitable benefit distribution. The study concludes that strengthening multi-stakeholder coordination and participatory planning processes is essential for advancing rural development planning

Abstract

Pedestrians are part of the transportation system who travel using sidewalks, road edges, or crossing facilities. Based on Law Number 22 of 2009, pedestrian paths are important urban infrastructure. However, the condition of pedestrian facilities in Gorontalo is still inadequate, as several locations are either unfit for use or lack pedestrian access entirely. This study uses descriptive and evaluative analysis methods on 12 road segments. The observations show varying conditions; several segments such as Panjaitan, Madura, and Nani Wartabone have relatively good pedestrian paths, while segments like Kalimantan, Pangeran Hidayat, Agus Salim, and Sultan Botutihe still have limited pedestrian facilities. Overall, pedestrian paths in Gorontalo have not fully supported walking activities due to limitations in path availability, physical quality, and pedestrian space management.

Abstract

Archipelagic regions such as Raja Ampat face significant challenges in balancing tourism growth with environmental protection. This study aims to analyze the dynamics of population growth and tourist arrivals and their implications for infrastructure provision in Waisai, Raja Ampat—particularly in the areas of clean water supply, wastewater and solid waste management. Using a quantitative-descriptive approach, projections were made through 2041 based on secondary data from relevant agencies and primary data from field observations. The findings indicate that Waisai’s population is projected to increase from 26,067 people in 2022 to 60,551 by 2041. The daily tourist population is also expected to rise significantly, reaching 6,142 individuals by 2041, nearing the physical carrying capacity threshold of 7,675 persons per day. The demand for clean water is projected to reach 85.4 liters per second, exceeding the current SPAM (drinking water system) capacity and necessitating phased expansion. Wastewater needs—including 49 liters per second for greywater and 33 cubic meters per day for blackwater—remain within the capacity of the existing sludge treatment plant (IPLT), highlighting the importance of optimizing its operation. Solid waste generation is expected to increase from 23.6 tons per day in 2022 to 46 tons per day by 2041, requiring additional transport fleets and expansion of TPS 3R (reduce, reuse, recycle) facilities. The study concludes that both tourism and population growth must be accompanied by the development of sustainable infrastructure. Adaptive, projection-based planning is crucial to maintaining environmental carrying capacity and supporting sustainable tourism development in vulnerable island regions like Raja Ampat.
