Abstract

This research involves several PLN substation projects in the Maluku and Papua regions. The subject of this study consisted of 25 respondents, namely 1 Project Manager, HSE Engineer and project supervisor. The questionnaire that has been given is then analyzed using the severity index method. The results of K3 risk identification on 44 risk variable indicators with high variables are found in the categories of product purchase and control, work safety in SMK3 and monitoring standards. The highest level of K3 risk to cost performance in substation construction projects in Maluku and Papua is the specification of the purchase of goods and services, the verification system of purchased goods and services, emergency planning and recovery, and labour health monitoring. The allocation of K3 risk in substation construction projects in Maluku and Papua is the most allocated risk shared between the owner and the contractor. The most K3 risk response is by holding and partially allocating to the owner by transferring. Recommendations for mitigation of K3 risks in substation construction projects in Maluku and Papua are by preparing procedures for work steps/related documents that are jointly supervised between the owner and owner. Then it is necessary to form an organization related to K3 that will be responsible for emergencies, work accidents and monthly reporting to the local Manpower Office.

Abstract

The fuel measurement pump is an installation used to measure the quantity of liquid fuel (BBM) to be sold or delivered to consumers. In the transaction of buying and selling fuel at gas stations, the fuel measurement pump plays a crucial role. Therefore, this measuring device needs to be calibrated or re-verified, and supervision is carried out using a standard measuring vessel with capacities of 10 L or 20 L. Errors in reading the measuring vessel can occur due to differences in individual visual acuity. To address this issue, a prototype for automatic reading of measuring vessels is created using a webcam camera. This prototype utilizes the Raspberry Pi 3 B+ as an image processor and the Logitech C270 webcam as an image capturer. The image processing process involves segmentation steps, transforming the image into a grayscale and then into a binary image. This research involves two different types of fluids in the volume measurement of the measuring vessel, namely distilled water (equates) and petalite. The measurement results with the prototype show an average accuracy level of around 99,23%, an average precision level of about 99,37%, and an average error rate of about 0,77%. For the equated fluid, the accuracy, precision, and error levels are 99,48%; 99.76%; and 0,52%, respectively. Meanwhile, for the petalite fluid, the accuracy, precision, and error levels are 98,98%; 98,80%; and 1,02%, respectively.

Abstract

This analysis examines the legal consequences of Indonesia's termination of the Bilateral Investment Agreement (BIT) on foreign investment entering or planning to enter Indonesia after the termination date. Bilateral Investment Agreements or BITs are known as a legal umbrella for foreign investors investing in host countries, including legal protection for foreign investors in Indonesia. The Indonesian government has signed BITs with several other countries to strengthen cooperation in the investment sector. However, because the contents of the agreement are no longer to the country's development and the current investment climate and limit Indonesia's policy space in regulating matters related to the protection of national interests, Indonesia has ended many BITs. The consequence of Indonesia's termination of the BIT for foreign investors is that there is the potential for investment disputes to arise. In this situation, the provisions of the survival clause will apply to foreign investments made before the termination date, because even though the BIT has ended, there is a certain period for the BIT to still be valid for investments made before the end of the agreement period so that in other words the agreement remains effective in protecting investors from both countries who previously existed or who had carried out restructuring before the termination date of the BIT. For foreign investments that enter or will enter Indonesia after the termination date, protection can be obtained by creating a new BIT or through a Multilateral Investment Treaty (MIT) and Free Trade Agreement (FTA) where Indonesia as the Host Country is a party to the agreement.

Abstract

Considering that the level of tax compliance is important for the country as outlined above, research is needed that can provide solutions to reducing and even eliminating the gap between the ideal conditions of taxpayer compliance and the reality on the ground. This study uses a quantitative research design. The quantitative instrument used was in the form of a questionnaire distributed to prospective respondents. The data was analyzed using SmartPLS software with SEM (Structural Equation Modelling) analysis techniques. This study uses purposive sampling in the determination of samples. Typical case sampling is used in this study, namely, prospective respondents are taxpayers who come directly to the tax office to report their tax returns even though at the time of reporting their tax returns at the tax office, they still use digital tax services such as e-filling or e-form. The results of this study show that three of the four research variables used have a significant effect on taxpayer compliance. For future researchers, there is still a lot of room to continue research that explores other factors that affect the relationship between attitudes to behaviour, social norms and perception of behavioural control towards taxpayer compliance in the hope that the results can be used in efforts to improve tax compliance.

Abstract

Pancasila as the basis of the Indonesian state has an important role in national and state life. However, along the way, Pancasila experienced various challenges and dynamics, including the emergence of the Pancasila Ideology Policy Bill (RUU HIP) which sparked pros and cons in society. This research aims to analyze the existence of Pancasila values in the Draft Law on Pancasila Ideology and formulate the public's response to the enactment of the resulting law. The method in the research uses a qualitative approach by collecting data through literature studies. After the data is collected, it then involves analysis techniques through three steps, namely simplifying information, presenting data findings, and drawing conclusions. The findings of the research show that supporters of this bill argue that aligning the law with Pancasila values will strengthen the state's ideological foundation and ensure that the nation's noble values become the basis for all activities. However, on the other hand, critics highlight several controversial aspects of this bill that the interpretation of the trisila in the HIP Bill is not in line with the version of Pancasila that is widely accepted by Indonesian society. In addition, the absence of an MPRS regulation regulating the dissolution of the PKI in the bill raises concerns that the removal of this reference could give the impression that the government does not recognize the history of the dissolution of the PKI, which is considered an important moment in Indonesian history. Apart from that, there are concerns that this bill could be misused for certain political interests which could damage social harmony and stability in Indonesia.
