Abstract

Ruang terbuka sebagai fasilitas publik seharusnya bisa dinikmati oleh semua orang, tanpa terkecuali, termasuk golongan berkebutuhan khusus seperti lansia, penyandang cacat, dan lainnya. Perhatian terhadap inklusifitas ruang terbuka publik diharapkan memenuhi kebutuhan fasilitas berdasarkan profil pengguna. Artikel ini menganalisis aspek responsif gender dari penyediaan fasilitas pendukung pada ruang publik di Kota Lama Semarang. Tujuan artikel ini menganalisis bagaimana ruang terbuka publik dapat mewadahi kelompok masyarakat sebagai pengguna ruang terbuka publik. Pengumpulan data melalui observasi lapangan dengan aspek amatan meliputi pedestrian, taman aktif, dan fasilitas pelengkap. Sebagai kesimpulan, artikel ini menggambarkan secara rinci terkait kondisi dan kelengkapan komponen fasilitas pendukung ruang terbuka publik. Namun perlu adanya peningkatan penyediaan, fokus pada keterwakilan ketersediaan fasilitas berdasarkan kelompok masyarakat berkebutuhan khusus.

Abstract

Persoalan sampah merupakan tanggung jawab bersama antara Pemerintah, dunia usaha, dan masyarakat, sehingga pengelolaannya pun harus dilakukan secara sinergis melalui sistem pengelolaan sampah yang terpadu. Akan tetapi, dalam operasionalnya, biaya investasi pengelolaan sampah yang sangat tinggi justru semakin membebani APBD Kota Semarang. Dengan adanya substansi Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah yang memberikan kewenangan kepada Pemerintah Daerah (Pemda) untuk mengatur dan mengurus rumah tangganya sendiri dalam upaya untuk mencapai tujuan pembangunan daerah yaitu mengentaskan kemiskinan, menciptakan dan menambah lapangan kerja, serta meningkatkan pendapatan dan kesehjateraan masyarakat, maka diperlukan kajian terhadap model yang lebih efektif dalam menghimpun pendapatan daerah dari pengelolaan sampah. Untuk memperoleh permodelan yang tepat, perlu mengenali isu utama atau batang tubuh dari ranting-ranting permasalahan pengelolaan persampahan yang menyeruak di Kota Semarang. Dengan menggunakan pendekatan expert choice, tim ahli yang terdiri atas OPD Teknis, Bagian Hukum, NGO, dan Akademisi berhasil menyepakati isu utama pengelolaan sampah di Kota Semarang yang berupa isu sosial budaya yaitu berkaitan dengan belum optimalnya peran serta masyarakat dalam menangani sampah di sektor hulu (16%); isu hukum yaitu berkaitan dengan belum adanya aspek legal yang bersifat memaksa bagi masyarakat untuk berpartisipasi aktif dalam membayar retribusi sampah (8,1%); dan isu tata kelola yaitu berkaitan dengan belum optimalnya pemungutan retribusi pada sektor domestik yang tidak dipungut oleh PDAM dan sektor niaga (8%). Sehingga model optimalisasi pendapatan daerah yang dinilai lebih efektif adalah penguatan kelembagaan melalui restrukturisasi organisasi sesuai kebutuhan daerah, peningkatan kapasitas Sumber Daya Manusia, Modernisasi administrasi retribusi daerah serta Penyederhanaan proses bisnis.

Abstract

Youth is the backbone of the future of development. Indonesia's youth potential spread from Sabang to Merauke needs integrated management. This is what underlies the Government, through the Ministry of Youth and Sports (Kemenpora), proclaiming a program of Regency /City Fit for Yotuh which is outlined in the Regulation of the Minister of Youth and Sports No. 11 of 2017. The city of Semarang as one of the major cities in Central Java is still in the progress of development, is expected to participate in becoming one of the Cities fit for Youth in Indonesia. Therefore this research was conducted to study the feasibility of Semarang as a City Fit for Youth. This study uses a mixed method, which combines quantitative and qualitative methods. Data sources used are primary data and secondary data. Primary data is obtained by field surveys using data collection methods directly on data sources, through field surveys and interviews. While secondary data is obtained from documents or data from an institution or agency. The results showed that youth activities in Semarang City consisting of youth awareness activities, youth empowerment and youth development were carried out in Semarang City. These activities are the result of the organization agencies (OPD), educational institutions and private companies that target youth, high school students, students and santri and involve various related institutions and are supported by funding from the APBN, APBD, BUMN, Foundation, Private and Communities. From the conditions of the implementation of activities and the availability of youth infrastructure, the City of Semarang was considered quite feasible to become one of the Youthful Cities in Indonesia.x

Abstract

Kota Semarang merupakan salah satu kota terpadat yang berada di pulau Jawa dan kota metropolitan kelima di Indonesia. Setiap tahun pertumbuhan penduduk kota Semarang semakin bertambah mengakibatkan pembangunan kota menjadi semakin pesat. Hal tersebut mengakibatkan perubahan tataguna lahan yang memberikan dampak langsung terhadap peningkatan aliran permukaan dan menurunnya peresapan air yang berakibat banjir. Di daerah aliran Sungai Gedawang kawasan Perumahan Puri Gedawang Indah Banyumanik Semarang dengan luas DAS 4,63 km2, telah terjadi perubahan tataguna lahan dari tahun 2007 sampai tahun 2020, dengan berubahnya kondisi penutup permukaan  muka tanah menyebabkan air hujan sulit untuk meresap aliran permukaan semakin meningkat. Tujuan penelitian ini adalah meelakukan analisa perubahan koefisien pengaliran dari tahun 2007 sampai dengan tahun 2020 dan mereduksi debit akibat perubahan tataguna lahan dengan pipa resapan horisontal. Data dan hasil penelitian yang dilakukan adalah sebagai berikut : menggunakan data hujan stasiun Gunung Pati Semarang, distribusi hujan menggunakan metode Log Person Type III, perhitungan debit banjir menggunakan metode Gama I, Nakayasu, ITB-1, dan ITB-2, dimensi pipa resapan horisontal sebesar 16,5 cm, panjang pipa sebesar 400 cm, porositas dinding pipa sebesar 0,032; debit banjir tahun 2007 sebesar 32,78 m3/detik; perubahan koefisien pengaliran akibat perubahan tataguna lahan tahun 2007 sampai dengan tahun 2020 sebesar 0,08; debit banjir tahun 2020 sebelum dipasang pipa resapan horisontal sebesar 40,73 m3/detik, dan debit banjir tahun 2020 setelah dipasang pipa resapan horisontal sebesar 32,98 m3/detik; serta membutuhkan pipa resapan sebanyak 1001 unit untuk mencapai kondisi zero ΔQ dengan debit yang direduksikan sebesar 7,75 m3/dt

Abstract

The city is always developing all the time. The development of a city isgenerally synonymous with population growth. The high rate of population growth thatoccurs in a city will be followed by an increase in the rate of settlement growth (Jayadiet al., 2017). Tembalang District which has the main function as an educational areaand is planned as a medium density housing development area equipped with completefacilities and infrastructure is one of the factors causing the increase in population whichresults in an increase in the need for residential land in Tembalang District. This studyaims to determine the availability of potential settlement land along with the carryingcapacity of potential settlement land in Tembalang District in 2021-2041 which wasanalyzed using quantitative descriptive analysis methods and spatial analysis. Based onthe results of the study, it shows that the area of land that has the potential to bedeveloped into a residential area in Tembalang District reaches 814.04 Ha or 19.78%of the total area of Tembalang District., while the population at the end of the analysisyear (2041) in Tembalang District reaches 418,397 inhabitants. After calculating, it wasfound that at the end of the analysis year (2041) the carrying capacity of the potentialland for settlements in Tembalang District was 1 DDP (DDPm = 1). The carryingcapacity of potential residential land of 1 DDP (DDPm = 1) means that the availabilityof residential land in Tembalang District is balanced with the need for residential landin Tembalang District with 6 (six) villages in Tembalang District which are still able toaccommodate the need for residential land including Rowosari, Meteseh, Bulusan,Tembalang, Jangli, and Kramas village.

Abstract

Many efforts in reviving the Semarang old city, one of them is holding evening performances. The visitor's comforts are one indicator of the successful arrangement of the old city area, both thermal, visual, and even acoustic comforts. Open space provides a social interaction space. The configuration of the wall in the ancient buildings facades was very appealing to draw people attention. The questions of this study are: How far the role of Sri Gunting park in the old city of Semarang as one of the tourist destinations?  How far the role of illumination of the night (especially in the garden) in appealing people to visit?  The innovative technology of interdisciplinary lighting arrangement should be designed in taking into account the kind of landscape and morphological characteristics of this ancient area. The methods carried out to answer the above questions are made through questionnaires to respondents (park visitors during the day and night), field observations and measurements of thermal performance and lighting characteristics of the Park. While the discussion is based on an interdisciplinary approach, namely the study of architecture, landscape and lighting layout/lighting/ discipline elekto. The result of the study showed that the existence of Sri Gunting Park is not only presenting the form of green open space element in an ancient building area, but its existence can provide the quality of micro-climate change which makes the sensation level of the visitors' sense of comfort significantly. The role of this region-scale park is potentially adopted on an urban scale. The cultural background of the tourists visiting the old city influenced their perceptions of the buildings and open spaces in the old city presented by successful artificial lighting arrangements. There are two ways to revive the old city of Semarang: Firstly, the success of 'bringing in' the visitors because they feel the thermal and visual comfort sensation. Secondly, the exploitation of artificial lighting at night, either in the park, other open spaces/roads and ancient buildings.

Abstract

Kelurahan Panggung Lor Kelurahan is one of the kelurahan in the District of North Semarang in the City of Semarang, Central Java Province. In Kelurahan Panggung Lor there are still a small number of household businesses and there are still many housewives who have unproductive time, so this makes it one of the good potentials for developing household business entrepreneurs. Empowering housewives to improve the family economy in the Village of Panggung Lor, North Semarang District, Semarang City.Basically the aim of community service is to provide new ideas about entrepreneurship and motivate housewives to become entrepreneurs. The target to be achieved is the community to be creative and can make a variety of processed products made from bananas to be one of the products as an opportunity for entrepreneurship, so as to increase family income and be able to analyze the feasibility of entrepreneurship in making snacks.The method of carrying out community service activities is the provision of training and discussion regarding the process of making snacks. The results and outcomes targeted by devotion are training in making economically valuable products in the form of various kinds of snacks, so as to increase understanding and knowledge about entrepreneurship in making snacks and can improve the family economy.

Abstract

Pandemi COVID-19 (Coronavirus) cenderung menjadi salah satu masalah paling serius global dalam satu tahun terakhir ini. Negara tidak memiliki pengalaman serupa terkait penyebaran virus dan dampaknya dari berbagai bidang. Memperkirakan jumlah kasus COVID-19 sebelumnya dapat membantu dalam mengambil keputusan berupa tindakan dan rencana pencegahan virus tersebut. Penelitian ini bertujuan untuk menyediakan model peramalan yang memprediksi kasus COVID-19 yang dikonfirmasi di kota Semarang. Penelitian ini menerapkan algoritma pembelajaran mesin yakni Artificial Neural Network (ANN) untuk memprediksi kasus COVID-19 di kota Semarang. Proses fine-tuning masing-masing model dijelaskan dalam penelitian ini dan perbandingan numerik antara ketiga model disimpulkan menggunakan ukuran evaluasi yang berbeda; mean sequence error (MSE).

Abstract

The Thematic village is one of the flagship programs, which is a priority program for the Semarang City government. The existence of thematic villages is one of the tourist destinations in Semarang. The development of thematic villages to become tourist destinations is in line with one of the visions and missions of the development of the City of Semarang in 2021–2026. In addition, the development of thematic village areas is a form of adaptation by the Semarang City government to revive the tourism sector, which has been on hiatus due to the COVID-19 pandemic. One of the objectives of the development of thematic villages is to increase the potential of a competitive local economy and stimulate industrial development based on research and innovation based on the principles of Pancasila economic democracy. The mission was then followed up by organizing a priority program, namely "Local Economic Empowerment", with priority activities in the form of "Productive Thematic Villages”. One of the areas that was developed into a thematic village is “Kampung Tematik Sawah dan Burung Hantu”. “Kampung Tematik Sawah dan Burung Hantu” is located in Tambangan Village, Mijen District. This thematic village previously had several tourist attractions, such as photo spots, beautiful views of rice fields, the presence of an owl that was released, and the culinary of Soto Rice. However, all tourism activities in this thematic village have stopped completely due to the COVID-19 pandemic. Therefore, the purpose of this research is to revive tourism activities in this thematic village. The analysis stage begins with collecting data such as infrastructure, social, and economic data for the community, as well as the theory of tourist destinations and best practices that will be used. The next stage is the analysis process of the data that has been obtained and juxtaposed with the theory that has been determined through potential and problem analysis, issue analysis, and GAP analysis. After doing the analysis, the design concept that is suitable for the development of the “Kampung Sawah dan Burung Hantu” is obtained, namely "Agrotourism based on local potential”. Based on the results of the analysis of the potential, problems, and concepts developed, recommendations for development are obtained, which are divided into three aspects, namely infrastructure, economic, and social aspects.

Abstract

The fulfillment of children's rights and special protection for the children as regulated in Law Number 23 Year 2014 as a revision of Law Number 32 Year 2004 regarding Regional Government, is a mandatory government-mandated non-basic affair. So the responsibility to meet the needs of children's rights and provide special protection for children is not only a burden to the central government, but also the responsibility of local governments. One way to find out the commitment of local governments in making efforts to fulfill the rights of the children and special protection for the children is to look from the planning and budgeting for the implementation of programs and activities that support the fulfillment of the children's rights and special protection for the children in the region. This research uses descriptive quantitative research design. Technique of collecting data is through secondary data at OPD in charge related to planning and budgeting that is Bappeda and DPPKA. From the results of this study shows that the picture of child responsive budgeting in the last three years at the Regional Government of Semarang City in 2014 reached 5.951%, in 2015 rose to 8.775% and in 2016 increased again to 9.521%. So it can be said that the commitment of Semarang City Government is quite good and consistent to fulfill the rights of the children even though the percentage is still relatively small. While the description of budget realization for the last three years reveals that is the highest achievement of the cluster IV and the lowest in cluster I. On the other side still found 4 Indicators that have not been backed-up adequate on the budget of 13 key OPD namely: 1 indicator on cluster 1 and 3 indicator on cluster 5. Suggestions include: enhancing the role of Bappeda as KLA task force coordinator in coordinating across sectors to increase commitment to the fulfillment of the children's rights to all OPD especially related to planning and budgeting aspects, revitalizing the role of KLA task force, advocating, socializing and technical guidance of implementation of PPRA in all OPD in Semarang City.
