Abstract

Special Rental Transport Arrangements, as one type of transportation of people with public motor vehicles on the road, are a response to the use of information technology as a medium of liaison between transporters and prospective passengers of public motor vehicles. But the arrangement does not place ASK complementary to other types of public transport services. The results showed that there was a different permit treatment between special rental transportation and transportation of people with public motorized vehicles not on other routes. The difference makes it easier for special rental transportation, compared to other types of transportation services. The difference is, first, the requirements for obtaining a license for a special rental transportation operator company, second, the condition that the vehicle must have proof of passing periodic tests, and third, the driver must have a General Driver's License. The norm of PM 118 of 2018 which provides the convenience (privilege) of licensing, is contrary to the norms of UULLAJ, PP Number 74 of 2014, and PM Number 117 of 2018. So that in fact, the norms of PM 118 of 2018 are void and non-binding because they conflict with legal norms that have a higher position, namely the norms of UULLAJ and PP Number 74 of 2014.

Abstract

The emergence of various criticisms directed at public sector organizations eventually gave rise to a public sector management reform movement, namely the concept of New Public Management. In the NPM concept, all leaders or managers are encouraged to be able to find new and innovative ways to get maximum results or to privatize government functions. This research is part of a qualitative research using a systematic review approach. Systematic review is a method that uses previous evidence-based evidence through review, evaluation, structured evaluation, classification and categorization. Because the steps and strategies for carrying out a systematic review are well planned and structured, this method is very different from the method used only to convey literature studies. Based on the results of the analysis that has been carried out, several things that have become critics regarding the implementation of NPM are: 1) decentralization can have a negative impact on community participation, especially in social policies. 2) Refers to the application of management techniques from the private sector to the public sector. Many academic commentators such as Pollitt (1990) and Armstrong (1998) argue that most fields of public service and administration have distinct political, ethical, constitutional, and social dimensions, and that these factors make the public sector different from the private sector. 3) National culture influences the implementation of NPM.

Abstract

COVID-19 has been declared a worldwide pandemic by WHO on 11th March 2020. The aim of this study was to collect data and investigate across the world in dealing with the load of healthcare workers on their healthcare systems to get a better understanding of the real difficulties and challenges they faced. This study is a systematic review, searched some literatur of PUBMED, PROQUEST, OXFORD JOURNAL, WILEY JOURNAL and SCOPUS journal databases published in 2020. We used the keywords; “Workload” and “healthcare workers” and “COVID-19”, and screened by inclusion and exclusion criteria. Nine studies have screened from 673 articles from database, which investigated factors independent of the workload of the healthcare workers and explaining the strategy of hospitalis in overcoming the healthcare workers workload in COVID-19 era. We found several factors related to the workload of health workers in the COVID-19 era: using the PPE, lack of knowledge about disaster management, the type of professional group, increasing the number of COVID-19 patients and the rapidly progress of patient severity. Changing the flow of patient services is one of pursuing a strategy to reduce the workload by put the screening at the first step of patient arrival to the hospital.
