Abstract

PT Pertamina Hulu Mahakam (PHM) is an oil and gas exploration and production operator in the Mahakam block, East Kalimantan, and conducts drilling operations for development and exploration wells using five offshore rigs. Mudlogging services are crucial for real-time geological monitoring and operational safety in offshore drilling. Mudlogging plays a crucial role in maintaining well integrity and enhancing drilling efficiency. From 2019, these services have been delivered through two major contracts, one awarded to PTGI and the other to a consortium between PTEN and PTGS. However, the second period (2022-2024) saw a sharp decline in performance, resulting in an estimated USD 350,000 in rig standby costs. This research aims to identify the root causes of the decline in mudlogging performance and propose practical improvement strategies to restore operational reliability and minimize non-productive time (NPT). A mixed-method approach was adopted, combining structured interviews with key stakeholders, and Likert-scale questionnaires were collected from the stakeholders and expert. Qualitative data analysis, utilizing root cause methodologies, fishbone diagrams, and current reality trees (CRTs), revealed that the absence of clear governance structures and role clarity led to weak coordination, delayed decisions, ineffective communication, and inadequate technical oversight. Insufficient training, high turnover, and limited motivation among contracted personnel in one of the consortium company were also identified as contributing factors in this research. The analytic hierarchy process (AHP) was applied to prioritize improvement strategies, with restructuring the consortium scoring highest and training enhancement being the most impactful levers for restoring performance.

Abstract

In the era of globalization, optimizing human resources is critical for organizational success, particularly in public services like PDAM Tirta Jati Cirebon Regency, where leadership and competence gaps hinder performance. This study investigates how transformational leadership and competence affect employee performance, with motivation as a mediator, addressing inconsistencies in prior researc. Using a quantitative associative approach, data from 72 employees were analyzed via PLS-SEM. Results reveal that transformational leadership significantly boosts both motivation and performance (T = 6.778, p = 0.000; T = 3.722, p = 0.000), while competence enhances motivation (T = 3.072, p = 0.002) but only indirectly impacts performance through motivation (T = 2.536, p = 0.012). Notably, motivation fully mediates the leadership-performance link, a finding that refines existing model. The study underscores the need for leadership development programs and competency-based training in public sector HR strategies, offering actionable insights to bridge theory-practice gaps in similar contexts.

Abstract

Public sector reform has gained momentum worldwide, driven by the need for efficiency, accountability, and service improvement. Amid these efforts, the adoption of Enterprise Resource Planning (ERP) systems has emerged as a promising solution to modernize public sector operations. This study aims to provide a comprehensive understanding of the factors influencing ERP implementation in public sector reform through a Systematic Literature Review (SLR) of studies published from 2020 to 2024. The research examines three critical dimensions: technological, organizational, and institutional factors. Findings reveal that IT infrastructure readiness, system compatibility, and digital innovation are pivotal to the success of ERP systems, while organizational challenges such as bureaucratic structures and change resistance hinder effective implementation. Additionally, coercive, normative, and mimetic pressures from government policies and international standards drive ERP adoption. This research underscores the importance of a contextualized approach that integrates external pressures with internal readiness for digital transformation. The study contributes to ERP literature by offering a holistic view of public sector ERP challenges and opportunities and provides recommendations for policymakers to facilitate successful ERP adoption. Future research should explore cross-country comparisons and empirical case studies to further understand the nuanced implementation processes in different national contexts.

Abstract

This study aims to identify the presence of herding behavior in the Indonesian stock market throughout 2024, using the LQ45 Index as a market proxy. The analysis employs the Cross-Sectional Standard Deviation (CSSD) and Cross-Sectional Absolute Deviation (CSAD) models to measure the dispersion of stock returns under normal and extreme market conditions. The findings reveal no statistically significant evidence of herding behavior, although weak indications are observed during extreme negative market conditions. These results support the notion of a relatively efficient market, aligning with the Efficient Market Hypothesis (EMH). The CSSD and CSAD models are found to be complementary in analyzing investor behavior.

Abstract

The policy for young athlete development and sports performance enhancement is crucial, considering Indonesia's stagnant achievements in the Olympics. The government must accelerate the implementation of Law No. 11 of 2022 on Sports and Presidential Regulation No. 86 of 2021 on the Grand Design of National Sports (DBON) into more operational derivative regulations. This Policy Paper aims to provide alternative policies for developing young athletes at the provincial, district, and city levels to improve national sports achievements in the future. The development of young athletes in regional areas is key to nurturing potential talents from an early age, ensuring they have access to facilities, sport science-based training, and high-quality competitions. By ensuring equal sports development opportunities across all regions, Indonesia can build a stronger and more sustainable foundation for success on the international stage.

Abstract

This study examines the implementation of the Prisoner Development Assessment System (SPPN) at Ternate State Prison, guided by Ministerial Regulation No. 35/2018 and the Director General of Corrections’ Decree PAS-10.OT.02.02/2021, aimed at ensuring objective behavioral assessments and human rights protection. Using a qualitative approach and Edward III’s (1980) policy implementation theory, the research identifies key obstacles: ineffective communication, inadequate technical training, and weak supervision, which hinder optimal SPPN execution (Syahrul et al., 2020). Findings reveal that despite policy commitment, implementation remains conditional, with limited outreach and resource constraints exacerbating disparities compared to urban prisons like Tangerang (Shania Damayanti & Mulyani Rahayu, 2023). The study highlights the urgent need for structured training, digital tools, and cross-facility comparisons to enhance SPPN efficacy. Implications suggest that addressing these gaps could improve rehabilitation outcomes, reduce recidivism, and align correctional practices with national bureaucratic reform goals.

Abstract

PT Sakae Riken Indonesia’s Assembly Department faces performance challenges due to employees’ difficulty in adapting to workload demands and a Japanese-style organizational culture that emphasizes efficiency and Kaizen. This study investigates how these factors influence employee performance. The research aims to analyze (1) the partial effect of workload, (2) the partial effect of organizational culture, and (3) their simultaneous impact on employee performance. A quantitative approach was employed, using saturated sampling (43 employees) and questionnaires analyzed via SPSS 26. Multiple linear regression was used to test hypotheses, with validity, reliability, and classical assumption tests ensuring robustness. Workload (sig. 0.003, t=3.144) and organizational culture (sig. 0.000, t=4.353) significantly improved performance individually, while together they explained 65% of performance variance (F=14.613, sig. 0.000). The study highlights the need for balanced workload management and cultural adaptation support, offering practical insights for automotive firms. Future research should explore mediating variables (e.g., job stress) and replicate findings in diverse industrial contexts.

Abstract

This study aims to examine the effect of profitability, solvency, and firm size on audit delay, as well as the role of auditor competence as a moderating variable. The research sample consisted of 122 auditors in Jakarta, serving as senior auditors and supervisors. Data were collected through questionnaires and analyzed using multiple linear regression and moderation testing. The results of the analysis indicate that only solvency has a negative and significant effect on audit delay, while profitability and firm size do not have a significant impact. Auditor competence as a moderating variable also does not significantly moderate the relationship between the three independent variables and audit delay. These findings suggest that efforts to accelerate the audit completion process should focus on improving the auditee’s solvency position and simplifying reporting procedures. Nevertheless, enhancing auditor competence, as well as monitoring profitability and firm size, should remain a priority for continuous improvement.
