Abstract

This research examines the legal issues surrounding the authority of the Independent Accreditation Agency (Lembaga Akreditasi Mandiri, LAM) in accrediting Study Programs (PS) within higher education institutions, as regulated in Article 55 paragraph (5) of Law No. 12 of 2012 on Higher Education. This provision creates a dualism of authority with the National Accreditation Board for Higher Education (BAN-PT), resulting in a fragmented quality assurance system. The delegation of accreditation authority to LAM without a standardized legal framework potentially obscures the role of the state in ensuring educational quality and generates legal uncertainty, inconsistent standards, and inequality among institutions. This research employs a normative legal method, utilizing statutory and conceptual approaches to analyze the relationship between positive legal norms, scholarly doctrines, and the state’s responsibility in organizing education as a public good. The findings indicate that the legal framework governing LAM contradicts fundamental principles of the rule of law, including substantive justice, equal rights, and public accountability. Education is a constitutional right of every citizen, and its implementation must remain under full state control as a manifestation of the protection and fulfillment of human rights. Therefore, the higher education accreditation system must be integrated under state authority to ensure consistency, quality, and legal certainty in the governance of higher education in Indonesia.

Abstract

Penelitian ini menganalisis optimalisasi sistem administrasi publik berbasis digital dalam meningkatkan efektivitas pelayanan pemerintahan. Dengan penerapan teknologi informasi dan komunikasi (TIK), digitalisasi diharapkan dapat meningkatkan efisiensi, transparansi, dan akuntabilitas dalam pelayanan publik. Hasil penelitian menunjukkan bahwa penerapan e-Government mempercepat proses pelayanan, mengurangi birokrasi, dan meningkatkan aksesibilitas layanan. Namun, tantangan seperti kesenjangan digital antarwilayah, keterbatasan infrastruktur, dan resistensi terhadap perubahan masih menjadi hambatan utama. Penelitian ini merekomendasikan kebijakan untuk mendukung transformasi digital, peningkatan kapasitas sumber daya manusia, dan pemerataan infrastruktur digital agar implementasi sistem administrasi berbasis digital dapat berjalan efektif dan berkelanjutan. Penelitian lebih lanjut diperlukan untuk menganalisis dampak jangka panjang dari digitalisasi pelayanan publik.

Abstract

Biaya konstruksi menjadi salah satu pertimbangan fundamental dalam menyusun business plan pembangunan jalan tol oleh suatu badan usaha. Dalam proses pelaksanaannya sering terjadi kenaikan anggaran biaya dari yang direncanakan (cost overrun). Ketidakpastian biaya konstruksi berakibat pada perolehan laba yang direncanakan oleh badan usaha jalan tol. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor dominan penyebab terjadinya cost overrun pada proyek pembangunan jalan tol yang berfokus pada wilayah Trans Jawa. Penelitian ini menggunakan pendekatan kuantitatif dengan data primer yang diperoleh melalui penyebaran kuesioner kepada 40 responden yang terdiri dari pemilik proyek dan kontraktor dengan klasifikasi pernah menangani proyek jalan tol trans jawa pada 10 tahun terakhir. Survey menggunakan purposive sampling kepada responden untuk menentukan faktor dominan pada proyek jalan tol trans jawa dengan pembobotan tingkat kepentingan menggunakan analisis faktor. Wawancara semi terstruktur kepada responden ahli dilakukan untuk memvalidasi hasil analisis faktor dan menentukan strategi penanganan. Berdasarkan hasil penelitian, terdapat empat kelompok faktor yang memengaruhi terjadinya cost overrun pada proyek jalan tol khususnya trans jawa, yaitu: (1) Perencanaan Desain, (2) Masa Pelaksanaan, (3) Faktor Cuaca dan Lingkungan, dan (4) Faktor Pengaruh Stakeholder. Faktor dominan dari hasil penelitian ini yaitu Faktor Perencanaan Desain, dimana faktor ini mampu menjelaskan sebesar 30,619% dari keseluruhan variabel yang menyebabkan terjadinya cost overrun. Adapun indikator dalam faktor dominan tersebut yaitu, perubahan harga pasar, desain yang berubah, pengaruh ketidakakuratan desain, dan pengaruh tingkat kedetailan estimasi biaya konstruksi. Strategi penanganan cost overrun terhadap faktor perencanaan desain adalah: melakukan peningkatan kualitas perencanaan, penerapan value engineering, identifikasi alternatif desain yang lebih efisien, dan melakukan review desain secara berkala.

Abstract

Artificial Intelligence (AI) technology advancements have brought about profound transformations across various domains, including education. This study aims to critically examine the implementation of AI within multiple facets of the Indonesian education system, encompassing teaching methodologies, learning assessment, and administrative management. Employing a qualitative approach through a comprehensive literature review, this research integrates conceptual and empirical findings from reputable academic sources. The results of this study underscore the necessity of strengthening collaborative efforts among government entities, educational institutions, and the technology sector to foster an inclusive, adaptive, and sustainable digital transformation in education.

Abstract

The development of artificial intelligence (AI) technology increasingly opens up opportunities for the transformation of education towards a more adaptive learning approach. However, the readiness of teachers as the main actors in the education ecosystem is a determining factor in the adoption of this technology, especially in creating adaptive learning. This study aims to measure the level of teacher readiness in utilizing AI as an adaptive learning assistant, focusing on pedagogical, technological, and AI adoption aspects. This study used a quantitative method with a survey approach to 42 English teachers at the junior high school level in Semarang Regency. Data were analyzed using descriptive analysis and correlation analysis. The results showed that teachers' pedagogical readiness level was in the high category, while the aspect of teachers' technological readiness was the most significant variable in supporting readiness in adopting AI. Findings from this study also showed that teachers have a general interest in AI with their pedagogical and technological abilities. The researcher of this study suggested significant training and professional development to facilitate teachers in adopting AI in adaptive learning of English subjects effectively and efficiently.

Abstract

Education is the human right of every child, including children with special needs, which must be fulfilled without discrimination. In Indonesia, although there are various regulations that support the implementation of inclusive education, its implementation in the field still faces various challenges that have an impact on the fulfillment of the basic rights of children with disabilities. This study aims to critically analyze the implementation of inclusive education in Indonesia, assess the extent to which the rights of children with disabilities have been fulfilled, and formulate policy recommendations that are more favorable. This research uses a critical literature review method with a qualitative approach, based on eight scientific articles published between 2021-2025. The results show that although Indonesia has a legal framework that supports the implementation of inclusive education, the implementation in the field still faces various obstacles, both in terms of human resource readiness, infrastructure and public understanding. The conclusion of this study emphasizes the importance of strengthening the basic components as well as the collaboration of various parties and adjusted to the principle of non-discrimination. Further research is recommended to explore good practices in inclusive schools as a basis for developing policy and training models that are more applicable and contextualized

Abstract

This study examines the contradiction between the role of university students as role models in defending freedom of expression and the reality of Indonesia’s higher education system, which remains entrenched in hierarchical structures and a culture of conformity. Using a qualitative research method through literature review and descriptive analysis, this study reveals how Indonesian students face a dilemma: on one hand, they are expected to be agents of social change; on the other, they must operate within a system that restricts their freedom of expression. The findings indicate that this contradiction creates structural tensions that weaken the effectiveness of students as role models for freedom of expression. This study recommends the need for reforms toward a more democratic and participatory higher education system to support the role of students as agents of social change. Background: Historically, university students have played a crucial role as agents of social and political change in Indonesia. From the independence movement to the Reformasi era in 1998, students have consistently been at the forefront of advocating for various social issues, including the right to freedom of expression. This role has positioned them as role models within society in promoting democratic values and human rights. However, the current reality within Indonesian higher education institutions reveals a fundamental contradiction. The system, which still upholds hierarchical authority and emphasizes conformity, often restricts students’ space for expression. The top-down academic structure, strong seniority culture, and institutional control mechanisms create a paradoxical environment for students who are expected to be champions of freedom of expression. Objective: To examine the contradiction between the role of university students as role model s in advocating for freedom of expression and the hierarchical and conformist structure of Indonesia’s higher education system. Methods: This research employs a qualitative method by integrating a conceptual approach, a statute-based (legal) approach, and a case-based approach. Results: Normatively, students are positioned as agents of change and role models in upholding freedom of expression—in their thoughts, attitudes, and actions. However, in practice, Indonesia’s higher education system, dominated by hierarchical values and a culture of conformity, becomes a structural barrier that limits such freedom. This contradiction leads to a range of multidimensional impacts. Conclusion: The contradiction between the ideal role of students as role models of freedom of expression and the hierarchical nature of the higher education system has generated psychological, social, and intellectual consequences that hinder the development of their critical thinking. Therefore, structural and cultural reforms within university environments are essential to creating an inclusive, democratic, and dialogic academic space.

Abstract

Violence in higher education institutions in Indonesia has shown an increasing trend, with 82 cases reported (Komnas Perempuan, 2021-2024). This complex phenomenon involves individual (Internal) and systemic (External). factors that create an unsafe academic environment.This study examines the interaction between internal and external factors contributing to sexual violence and evaluates the implementation of policies at six universities on the island of Java. Qualitative descriptive analysis using secondary data (2023-2025) from media reports, policy documents, and academic literature through content analysis. Case studies include UI, UGM, UNDIP, UNAIR, UNPAD, and UNTIRTA. Key findings reveal: 1) Internal factors (Low self-control, moral laxity) interact with external factors (weak oversight, hierarchical structure); 2) Only 33% of cases are reported to the campus task force (PPKS) due to lack of trust; 3) Policy implementation remains inconsistent across institutions. Comprehensive prevention requires: 1) Gender education integrated into the curriculum; 2) A standardized reporting system; 3) Cultural transformation toward an ethical academic environment.

Abstract

The integration of Intercultural Communication Pedagogy (ICP) into English as a Foreign Language (EFL) instruction plays a vital role in fostering not only linguistic and cultural understanding, but also the development of intercultural citizenship. In the Indonesian higher education context, the incorporation of ICP in courses that emphasize Critical Thinking (CT) and English Debate (ED) remains limited. However, these components hold significant potential for preparing learners to become active, reflective, and engaged citizens in a globalized world. This study aims to explore how CT and ED are taught in an Indonesian EFL classroom through the lens of ICP, with a particular focus on how these practices contribute to the formation of intercultural citizenship. Employing a survey-based approach, data will be collected through document analysis (syllabi and lesson plans), questionnaires, and interviews. Participants will include twenty-one student teachers and one course instructor. The analysis will be guided by the Intercultural Communicative Competence (ICC) framework—comprising knowledge, attitude, and skills—to examine how instructional strategies support students in developing the critical awareness, empathy, and responsibility essential to intercultural citizenship. The study is expected to offer practical insights into how EFL pedagogy can move beyond language proficiency to foster a sense of global responsibility and active participation across cultures.

Abstract

Public speaking is one of the common issues in the EFL context but is not limited to the student teachers in Indonesia. To better understand this matter, 15 in-depth interviews and questionnaires were carried out among student teachers in a private university in Indonesia. The research integrates Byram’s model of Intercultural Communicative Competence (ICC) to examine how knowledge, attitude, and skills of interpreting and navigating aspects of cultures influence English public speaking anxiety among them. The findings show that linguistic insecurities, fear of negative evaluation, and psychological stress are the predominant issues impacting students’ public speaking skills at the university level. In this sense, the study reveals that students’ intercultural communicative competence (ICC) plays a significant role in moderating their anxiety, where higher ICC correlates with lower anxiety levels. Psycholinguistic factors such as negative self-perception, lack of confidence, and concerns over cultural miscommunication also significantly contribute to the fear of English public speaking. The findings implicate that enhancing communication education with integrated ICC components and fostering supportive, culturally sensitive learning environments could mitigate this anxiety, potentially improving students’ English public speaking performance. Further research engaging a wider population is necessary for policy formulation, which might facilitate the culture learning in public speaking among students of all educational levels.
