Abstract

The world was shocked by an outbreak in East Asian countries, precisely in China, Wuhan, Hubei Province, last December 2019. This outbreak is known as Coronavirus 2019 (COVID-19), which attacks the respiratory tract and leads to death. This COVID-19 has hit worldwide, including Indonesia and has spread to all provinces, including the province of Aceh. The Aceh government has imposed restrictions on activities at night to break the chain of the spread of COVID-19. However, polemics have emerged from the community about this policy. The purpose of writing this article is to analyze the implementation of the Curfew as a policy of the Aceh government towards dealing with COVID-19 and the obstacles to its implementation. The research method uses a qualitative descriptive approach. The data sources are obtained from journals and the latest news about COVID-19the data analysis technique used Nvivo plus 12 analysis. The results showed that the curfew policy in Aceh could not be fully implemented properly due to the pros and cons of the community, even though the government had taken its social responsibility in society. Thus, the policy must be thoroughly considered for the sake of the survival and welfare of the community, especially for those from the lower-middle economic class.

Abstract

Dunia dihebohkan dengan adanya COVID-19, berbagai negara telah menetapkan berbagai peraturan untuk menekan dan mengurangi penyebaran virus tersebut. Tidak terkecuali Indonesia, bahkan Aceh, dalam hal ini Walikota Banda Aceh telah menetapkan aturan untuk membatasi gerak masyarakat dengan pemberlakuan jam malam. Penelitian ini bertujuan untuk mengetahui penerapan kebijakan pemberlakuan jam malam dalam penanganan COVID-19 di Kota Banda Aceh. Adapun metode penelitian yang digunakan yaitu deskriptif kualitatif. Sumber data yang digunakan yaitu berasal dari informan penelitian, situs web resmi, dan jurnal ilmiah. Hasil penelitian menjelaskan bahwa kebijakan penerapan jam malam dalam penanggulangan wabah COVID-19 di Kota Banda Aceh sudah berjalan efektif. Keterlibatan pihak Aparatur Gampong sangat membantu program pemerintah dalam menanggulangi COVID-19, dikarenakan pihak Aparatur Gampong lebih memahami situasi dan kondisi masyarakat di lingkungannya. Selain itu, keterlibatan TNI/ Polri dan Satpol PP dan juga WH sangat membantu demi terciptanya ketertiban serta keamanan selama penerapan kebijakan pemberlakuan jam malam berlangsung. Pembatasan jam malam ini bertujuan untuk menekan angka positif COVID-19 di Kota Banda Aceh.The world is shocked by the presence of COVID-19, various countries have set various regulations to suppress and reduce the spread of the virus. Indonesia is no exception, even Aceh, in this case, the Mayor of Banda Aceh has set rules to limit the movement of people by imposing a curfew. This study aims to determine the implementation of a curfew policy in handling COVID-19 in Banda Aceh City. The research method used is descriptive qualitative. The data sources used are research informants, official websites, and scientific journals. The results of the study explain that the policy of implementing a curfew in dealing with the COVID-19 outbreak in Banda Aceh City has been effective. The involvement of the Gampong Apparatus is very helpful for government programs in tackling COVID-19 because the Gampong Apparatus understands the situation and conditions of the people in their environment better. In addition, the involvement of the TNI/Polri and the Satpol PP as well as the WH are very helpful for the creation of order and security during the implementation of the curfew policy. The curfew restrictions are aimed at suppressing the positive number of COVID-19 in Banda Aceh City.

Abstract

Pertumbuhan pembangunan hotel, apartemen dan kondotel dinilai tidak ramah bagi pelaku usaha, karena berkaitan dengan rendahnya tingkat okupansi dan persaingan harga pada layanan sejenis. Pemerintah menanggapi permasalahan ini dengan menerbitkan kebijakan moratorium untuk izin usaha hotel dan sejenisnya. Namun, setelah pemerintah menerbitkan kebijakan moratorium, jumlah usaha tidak mengalami stagnasi, bahkan meningkat signifikan bila dibandingkan sebelum pemerintah menetapkan kebijakan moratorium. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif yang bertujuan untuk mengetahui dimensi ambiguitas dalam kebijakan dan proses implementasi kebijakan. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Dalam penelitian ini penulis menggunakan ambiguitas-konflik Matland. Hasil penelitian menunjukan bahwa peningkatan jumlah usaha setelah penerbitan kebijakan moratorium diinisiasi oleh ambiguitas tujuan dalam kebijakan dan ambiguitas sarana dalam proses implementasi kebijakan.The growth in the construction of hotels, apartments, and condotels is considered unfriendly to business actors because it is related to low occupancy rates and price competition for similar services. The government responded to this problem by issuing a moratorium policy for hotel business permits and the like. However, after the government issued a moratorium policy, the number of businesses did not stagnate, even increasing significantly when compared to before the government enacted the moratorium policy. This study uses a qualitative research type with a descriptive approach that aims to determine the dimensions of ambiguity in policy and policy implementation processes. The data collection techniques used were observation, interview, and documentation. In this study, the authors used Matland's conflict ambiguity. The results showed that the increase in the number of businesses after the issuance of the moratorium policy was initiated by the ambiguity of objectives in policy and ambiguity of means in the policy implementation process.

Abstract

The position of cultural regeneration to develop social and economic growth in a post-black economy district like a former sex leisure business is becoming a thought-provoking investigation. This research focuses on a specific observation to find the relationship between regeneration and former prostitution in culture-led urban reinforcement to develop through the creative industry? What are the influences behind the rise of culture-led borough redevelopment in such a place of ex-prostitution? This research used the post-positivism paradigm with qualitative method approach. Some of the opinions behind the growth of culture-led urban regeneration have linked not only in cultural icon and urban identity but also in community consolidation to support the creative industry elaboration. Further, the products of culture-led urban renewal, we can say youth movements, has the assumption to potentially advance the local cultural policy discourses within creative industry outcome. This research presents the effect of accepted place in Dolly, the ex-biggest well-organized prostitution in southeast Asia located in Surabaya, Indonesia. It implication is to show the result of observations and experiences conducted with the local youth community, Melukis Harapan, as a cultural flagship development subject that successfully transform Dolly into an education-tourism-based creative village.

Abstract

Wisata halal merupakan konsep yang relatif baru dalam industri pariwisata dunia. Tujuan dari jenis wisata ini adalah memberikan pelayanan yang maksimal bagi wisatawan muslim yang ingin berwisata tanpa meninggalkan kewajiban yang telah diperintahkan dalam agama. Banda Aceh merupakan salah satu daerah di Indonesia yang menjadi daerah unggulan untuk pengembangan wisata halal. Penelitian ini bertujuan untuk melihat bagaimana implementasi strategi wisata halal yang telah diterapkan di Banda Aceh saat ini. Penelitian ini menggunakan metode analisis kualititif. Terapat beberapa strategi yang dilakukan Dinas Pariwisata Kota Banda Aceh dengan melakukan sosialisas, sertifikasi produk dengan kerjasama dengan lembaga sertifikasi, melakukan promosi ke dalam dan luar negeri, serta pembenahan sarana dan prasarana. Pemerintah Kota Banda Aceh harus lebih serius memperhatikan sektor wisata halal jika ingin menningkatkan kunjungan wisata.Halal tourism is a relatively new concept in the world tourism industry. This type of tourism aims to provide maximum service for Muslim tourists who want to travel without leaving the obligations that have been ordered in religion. Banda Aceh is one of the regions in Indonesia which is a leading area for the development of halal tourism. This study aims to see how the implementation of the halal tourism strategy has been implemented in Banda Aceh. This research uses the qualitative analysis method. The Banda Aceh City Tourism Office carries out several strategies by carrying out socialization, product certification in collaboration with certification bodies, conducting promotions at home and abroad, and improving facilities and infrastructure. The Banda Aceh City Government should pay more attention to the halal tourism sector if it wants to increase tourist visits.

Abstract

The structured legal system of Bangladesh is costly and takes a long time to complete. As a result, poor citizens in rural areas can seldom seek justice through the formal judicial process. The costs of hiring a lawyer, the time and money expended in court, and the amount of talent, schooling, and experience needed to litigate all act as roadblocks to justice. As a result, poor people prefer or have no choice but to use conventional justice systems such as Shalish. However, Shalish is a very informal type of local judicial practice that heavily influences rural societys power structure. With time, people with special interests and musclemen dominate the informal justice system at the village level. Alternative dispute resolution (ADR) had arisen in the Indian subcontinent to improve the village justice system's condition. For the past 35 years, the state-led rural justice system, such as Shalish and village court, has played an essential role in resolving petty rural litigation, but at a sluggish and informal pace. In the evolving landscape of rustic political influence, this age-old court is having difficulty dispensing justice to the countryside citizens. The study looked at the existing rural informal justice systems in Bangladesh, especially the Union Parishad-led ADR, and argued that, if adequately enabled and revamped, this justice system could be a desirable alternative to the formal system of justice for people living in rural areas. The study aimed to recognize the obstacles that the Union Parishad faces in dispensing justice, both directly and indirectly (UP).

Abstract

Masyarakat diberi ruang dan kesempatan untuk memberikan pendapat yang telah dijamin dalam peraturan perundang-undangan terkait. Sebagai negara demokrasi, Indonesia menggunakan infrastruktur politik untuk mempengaruhi masyarakat. Dalam negara demokrasi, partai politik merupakan salah satu bentuk demokrasi dalam mewujudkan partisipasi politik. Di Aceh sendiri, salah satu partai politik yang paling berpengaruh adalah Partai Aceh. Penelitian ini bertujuan untuk mengetahui sejauh mana fungsi parpol dalam memaksimalkan diri sebagai infrastruktur politik, khususnya untuk meningkatkan partisipasi masyarakat Aceh. Makalah ini menggunakan metode penelitian studi pustaka dengan bahan referensi yang digunakan penulis sebagian besar dari bahan bacaan atau data sekunder. Hasil penelitian menunjukkan bahwa partisipasi pemilih pada pemilu 2019 relatif tinggi di Kota Banda Aceh yaitu mencapai 78,67%, melebihi target nasional sebesar 77,5%. Salah satu faktor yang sangat mempengaruhi tingginya partisipasi pemilih pada Pemilu 2019 adalah meningkatnya kepercayaan masyarakat Aceh terhadap kader di lingkungan Partai Aceh. Oleh karena itu, parpol harus dapat mengoptimalkan fungsinya dalam meningkatkan partisipasi pemilih sesuai dengan tujuan awal pembentukan parpol dalam mendukung pelaksanaan sistem politik.The public is given the space and opportunity to give opinions, guaranteed in the relevant laws and regulations. As a democracy, Indonesia uses political infrastructure to influence society. In a democratic country, political parties are one form of democracy in realizing political participation. In Aceh itself, one of the most influential political parties is Partai Aceh. This study aims to determine the extent to which political parties function in maximizing themselves as political infrastructure, especially to increase the participation of the Acehnese people. This paper uses a literature study research method with the reference material used by the author mostly from reading material or secondary data. The results showed that voter participation in the 2019 election was relatively high in the city of Banda Aceh, reaching 78.67%, exceeding the national target of 77.5%. One factor that greatly influenced the high voter turnout in the 2019 Election was the increasing trust of the Acehnese people in cadres within the Aceh Party. Therefore, political parties must be able to optimize their function in increasing voter participation following the original purpose of forming political parties in supporting the implementation of the political system.

Abstract

Provinsi Aceh merupakan salah satu provinsi di Indonesia yang memiliki potensi kopi yang bercita rasa tinggi. Komoditi ini menjadi banyak memberikan kontribusi dalam perolehan devisa kepada negara. Peneliti menarik melihat Peran Pemerintah Aceh Dalam Mendukung Standarisasi Kopi Menurut Konsep Value Chain Governance. Sampel penelitian ini dilakukan dengan cara studi pustaka dengan referensi yang kuat dan bisa dipertanggung jawabkan. Adapun konsep yang penulis gunakan dalam melihat standarisasi tersebut adalah konsep Governance of Value Chain dengan berfokus pada rule-keeping dan rule-making, yang di dalamnya terdapat peran pemerintah dan juga pihak swasta. Hasil penelitian menunjukkan bahwa tiga variasi peran pemerintah (eksekutif, legislatif dan yudikatif) belum berjalan maksimal. Hal ini terlihat dengan belum bersinerginya ketiga lembaga tersebut dalam melakukan peran untuk standarisasi ekspor kopi. Ini juga yang mengakibatkan belum maksimalnya pendapatan daerah dari hasil ekspor kopi.The province of Aceh is one of provinces in Indonesia that have the potential coffee high flavor. Commodity this be contributed a lot in foreign exchange earnings to the state. Researchers interesting look at the Role of the Government of Aceh In Support of the Standardization of Coffee According to the Concept of Value Chain Governance. Sample this research was conducted by means of literature with strong references and can be accounted for. As for the concept that the authors use in view of standardization is the concept of Governance of the Value Chain with focus on rule-keeping and rule-making, that in it there is the role of the government and also private parties. The results showed that the three variations of the role of government (executive, legislative and judicial) has not been running optimally. It is seen with yet the synergy of the three institutions in performing the role for the standardization of the export of coffee. This also resulted in not maximum revenue from the proceeds of coffee exports.
