Abstract

Mobile banking is an example of contactless financial inclusion which comes as a blessing during the COVID-19 pandemic. The paper highlights the factors considering the adoption of mobile banking during the pandemic. The study involves demographic factors i.e. gender, occupation, and income group as well as other factors i.e. perceived ease, checklist expenditure, social protection, trust, satisfaction, and higher charge. The regression analysis has been done to observe the influence of the variables over the actual users of mobile banking in Bangladesh. COVID-19 mobile banking adoption was not influenced by demographic characteristics, as per the study's findings. Besides, higher mobile banking charges and satisfaction have a significant influence over the adoption of mobile banking during COVID-19. On the other side, perceived ease, checklist expenditure, social protection, and trust seem to have little impact on the adoption of mobile banking during COVID-19. The paper suggests that mobile banking having the features of contactless banking activity needs to be developed and made more trustworthy. Thus, the applications of mobile banking can help to accelerate the wheels of the economy despite any pandemics.

Abstract

One of the positive impacts of the issuance of Law on the Government of Aceh Number 11 of 2006 is the formation of a strong foundation to form specific regulations under it, and one of them is in the field of education. Strong regulations make Aceh able to get a large fiscal capacity in building education in Aceh. However, at the practical level, the large budget in the field of education has not been directly proportional to the quality of existing education. This study aims to see to what extent the existing special autonomy funds have been able to improve the quality of education in Aceh. Management theory is used as a focus in analyzing this issue. Qualitative research with a strong data-based literature review approach can be accounted for as a method in this research. The result of this research is that the budget allocation management of the special autonomy fund for education in Aceh is still not effective. This is because there are still many activities carried out that have not been fully targeted, weak coordination and cross-sectoral cooperation, lack of long-term quality training. Coupled with the lack of creative programs implemented in supporting the achievement of improving the quality of education in Aceh. Therefore, it is necessary to have proper management and close cooperation between the Aceh government and all relevant stakeholders in order to jointly improve the quality of education in Aceh.

Abstract

Urban local government is critical to the delivery of essential services to residents. Paurashava is one of the tiers of local governments in Bangladesh. But, Paurashava is faced with increasing financial problems. Due to financial restrictions, city governments seem unable to expand much-needed infrastructure and utility services, as well as maintain current facilities at a sufficient level. To enhance urban living standards and alleviate constraints on the national budget, these governments' financial positions must be strengthened. The present study is aimed at exploring the performance management of Paurashava service delivery through utilizing mixed methods. Three Paurashavas were sampled for an in-depth study. The findings of the study reveal that resource mobilization opportunities in Bangladesh's urban areas are limited. A percentage of government grants that are paid based on performance can also be utilized to generate local resources. The major problems are inadequate assessment, inelasticity of revenue, employee training, and poor administration. This paper shows the performance evaluation of the Paurashava by its clients. Thus, this research is helpful to local government policymakers, municipal authorities as policy implementers and service providers, academicians, and those interested in local government and decentralized service delivery systems.

Abstract

One of the advantages of the Province of Nanggroe Aceh Darussalam is the Shari'a legal framework included in Law No. 11 of 2006 governing Aceh's administration. This study examines the role of the Indonesian Islamic Bank Lhokseumawe Area in the implementation of Qanun Number 11 of 2018 concerning Islamic Financial Institutions. Bank Syariah Indonesia (BSI) Lhokseumawe Area contributed to applying the Qanun for Islamic Financial Institutions starting from account migration, socialization of sharia products, sharia services and also signing of cooperation agreements with partners to use products from sharia banking. One of the focuses of BSI Lhokseumawe Area in the process of integrating service operational systems in the Aceh region is the customer migration process from the original bank to Bank Syariah Indonesia. This migration process can be done online through BSI Mobile or face-to-face. ATM cards, mobile and internet banking. In this process, the convenience and security of customer data are prioritized. The implementation of the qanun does not necessarily go well, there are obstacles faced in the process of implementing the qanun. Implementing Islamic financial services requires the attention and hard work of all parties and not only the bank. Stakeholders and citizens can continue to be patient and continue to encourage, and provide support to these financial institutions in correcting the weaknesses that occur so that with the presence of the Indonesian Sharia Bank, they can improve sharia economic growth and also for the benefit of the people.

Abstract

The participation of men in the Family Planning (KB) program, especially the use of contraceptives in Banda Sakti District, Lhokseumawe City is still very low. The purpose of this study was to determine what factors influence men's participation in the family planning program in Banda Sakti District, Lhokseumawe City. The research design used a cross-sectional approach to 66 respondents obtained through simple random sampling technique. The results showed a significant relationship between service quality factors (p value = 0.003, OR = 11.200), knowledge (p value = 0.009, OR = 14.385) and culture (p value = 0.000, RO = 13.300) with male participation in family planning programs. There is no significant relationship between socio-demography (education, income and number of children) and access to services with male participation in family planning in Banda Sakti District, Lhokseumawe City. To increase participation, appropriate methods are needed, especially for conveying information on condom and vasectomy programs as well as increasing family planning promotion through media with attractive packaging variations so that knowledge about contraception increases. And also increase socialization about equality in the use of contraception, not always the wife, husband must also participate as a family planning acceptor.

Abstract

Weak mastery of information technology for single-roof office employees in Maluku Province can hinder the service of a Driving License (SIM). There are several indications of research problems such as ineffective communication and slow service of office employees in operating technology, causing ineffective and inefficient work, especially with regard to vehicle archive management, vehicle physical checks, as well as in terms of vehicle data verification services on the results of physical checks carried out. The purpose of the study was to determine the use of technology in performing public services at the Manunggal One Roof office. The research method used is descriptive qualitative by conducting direct interviews with the main informants who have been determined. The research novelties are (1). Integrated administrative system services by using certain applications online to the public to obtain information and knowledge. (2). Utilization of information technology that is more effective and efficient still requires online-based training for employees of the one-stop office of Maluku Province. (3). It is necessary to recruit employees who have good technological mastery skills so that they can perform services effectively and efficiently.

Abstract

Disabilitas menjadi topik permasalahan yang serius periode belakangan ini, hal tersebut dikarenakan penyandang disabilitas rawan akan berbagai tindakan diskriminasi secara fisik maupun mental, bahkan difabel rentan menjadi korban pelecehan seksual dalam ruang lingkup keluarga ataupun non difabel. Para disabilitas menghadapi berbagai problematika dalam kehidupan sehari-hari. Penyandang disabilitas seringkali di tolak dengan alasan keterbatasan mereka, bahkan ada beberapa yang menjadikan sehat jasmani dan rohani sebagai syarat utama untuk bisa mangakses bidang-bidang tertentu. Bahkan pelanggaran Hak Asasi Manusia (HAM) terhadap penyandang disabilitas masih dijumpai di lokasi sekitar. Kesenjangan yang diterima oleh penyandang disabilitas menjadi tekanan tersendiri bagi para difabel untuk memenuhi segala aspek kebutuhannya. Pemenuhan hak-hak disabilitas masih kurang diperhatikan, baik dalam sarana bangunan atau infastruktur, maupun fasilitas-fasilitas di tempat umum. Ketidaksetaraan juga terjadi dalam sektor pendidikan, lapangan pekerjaan, politik, dan aksesibilitas terhadap transportasi. Hal tersebut menunjukkan adanya perlakuan yang berbeda yang diterima oleh penyandang disabilitas terhadap layanan publik yang ramah bagi penyandang disabilitas.Disability has become a serious problem topic in recent times, this is because people with disabilities are prone to various acts of discrimination physically and mentally, even people with disabilities are vulnerable to being victims of sexual harassment within the family or non-disabled spheres. People with disabilities face various problems in their daily life. Persons with disabilities are often rejected on the grounds of their limitations, there are even some who make physically and mentally healthy as the main requirement to be able to access certain fields. Even human rights violations against persons with disabilities are still found in nearby locations. The gap that is accepted by people with disabilities is a separate pressure for people with disabilities to meet all aspects of their needs. Fulfillment of disability rights is still lacking in attention, both in building facilities or infrastructure, as well as facilities in public places. Inequality also exists in the sectors of education, employment, politics, and accessibility to transportation. This shows that there is a different treatment received by persons with disabilities towards public services that are friendly to persons with disabilities.

Abstract

Salah satu keistimewaan Aceh yang diberikan oleh pemerintah pusat pasca reformasi dibawah payung hukum Undang-Undang Nomor 44 Tahun 1999 tentang Penyelenggaraan Keistimewaan Aceh adalah terkait dengan peran ulama dalam penetapan kebijakan daerah, kemudian peran tersebut juga kembali dituangkan dalam Undang-Undang Nomor 11 Tahun 2006 tentang Pemerintah Aceh. Namun, dalam implementasinya ternyata ulama belum diberikan peran yang signifikan dalam penetapan kebijakan di ranah lokal. Ulama hanya berperan dalam kebijakan terkait kegamaan saja, tidak seluruh bidang aspek pemerintahan. Dalam praktinya, kebijakan yang dibahas bersama antara Pemerintah, Dewan, dan Majelis Permusyawaratan Ulama (MPU) sering diabaikan, sehingga paket kebijakan pemerintah daerah lebih dominan dikendalikan oleh kepentingan pemerintah daerah dan Dewan. Kondisi ini sekaligus memperlihatkan bahwasanya kedudukan MPU kurang tepat dikatakan sebagai mitra sejajar dengan pemerintah daerah dan Dewan, namun lebih kepada sekedar pemberi nasehat saja.One of the privileges of Aceh given by the central government after the reform under the legal umbrella of Law Number 44 of 1999 concerning the Implementation of the Privileges of Aceh is related to the role of ulama in determining regional policies, then this role is also re-asserted in Law Number 11 of 2006 concerning Aceh Government. However, in its implementation, it turns out that the ulama have not been given a significant role in setting policies in the local sphere. Ulama only play a role in policies related to religion, not all aspects of government. In practice, policies that are discussed jointly between the Government, the Council, and the Ulema Consultative Council (MPU) are often ignored, so that the regional government's policy package is more dominantly controlled by the interests of the regional government and the Council. This condition also shows that the MPU's position is not appropriate to say that it is an equal partner with the regional government and the Council, but rather merely as an advisor.

Abstract

This study discusses the budget for handlingCOVID-19 in Aceh Province with a Social Safety Net approach. Through this Social Safety Network approach, the Aceh Government has allocated a budget for handlingCOVID-19 is intended to be given to acehnese people who are directly affected from COVID-19. While the purpose of this study is to find out the extent of the success of the budget for handlingCOVID-19 is realized to the public to rise from the crisis during theCOVID-19 pandemic. This research is an exploratory descriptive qualitative method research to explain and dig up information about the budget for handlingCOVID-19 by answering various types of questions and problems that occur and are identified and analyzed based on the results of readings and interpretation data related to the research theme. The results showed that the budget for handlingCOVID-19 in Aceh Province in the Social Safety Net sector was already running and the affected Acehnese people had received social assistance provided by the Aceh Government. However, there needs to be supervision from the people of Aceh in order for transparency in the management of theCOVID-19 budget. In addition, in anticipation that the practice of corruption in handling theCOVID-19 budget in the Aceh Government environment can be prevented.

Abstract

Union Digital Centers (UDCs) have changed not just how government services are delivered, but also how entrepreneurs (UDDOKTA) live. This study appraises the demographic status of entrepreneurs of Union Digital Centers in Bangladesh. This study is based on a mixed approach to social research. Data were collected from 45 entrepreneurs of 25 UDCs in the southern part of Bangladesh. This study found most of the entrepreneurs get appointed from local inhabitants with proper training though it has a chance of political influence but regular monitoring has occurred. The entrepreneurs are under the age of 30 with a standard educational background. The reasons for joining at UDCs are to generate income and to enter an independent profession. Among male and female entrepreneurs, the dropout rate is higher regarding female than male counterparts because of their pregnancy or after marital issues. The rate of availability of male entrepreneurs in UDCs is higher than the female counterparts. Although the income of the entrepreneurs has become higher than before joining, low-income generation by male Entrepreneurs is surely a concern if it becomes lower than expectation. However, authorities must take care of the entrepreneurs issues so that they can serve the entire community.
