Abstract

This study aims to evaluate the effectiveness of the Rural and Urban Land and Building Tax (PBB-P2) collection system in optimizing Local Own-Source Revenue (PAD) in Serdang Bedagai Regency. Using a descriptive qualitative approach, data were collected through observation, in-depth interviews, and documentation. The findings indicate that although PBB is a significant source of PAD, its collection system still faces various structural and technical challenges. Key issues include inaccurate property tax data, delays in distributing tax notifications (SPPT), limited information technology infrastructure, and low public fiscal literacy. On the other hand, supporting factors include the local government's commitment, digitalization initiatives, and the involvement of village officials in tax socialization. However, obstacles such as digital infrastructure disparities, insufficient human resources, and weak oversight continue to hinder the system's optimization. The study concludes that improving the effectiveness of the PBB collection system requires comprehensive institutional reform, capacity building for tax officials, data updating, and the development of inclusive and participatory fiscal communication strategies. These efforts are expected to strengthen regional fiscal independence sustainably.

Abstract

This study examines corporate governance and board effectiveness within the Lagos State Civil Service Commission, focusing on how digital technologies and information systems are strategically employed to enhance governance, decision-making, and service delivery between 2018 and 2025. A descriptive qualitative research design was adopted. Data were collected through semi-structured interviews with key administrative staff and the content analysis of institutional policy documents and strategic reports. Findings reveal that the Commission has adopted several digital platforms to streamline operations and improve transparency; however, their utilisation varies considerably across administrative levels due to factors such as the digital divide, organisational culture, and infrastructural resilience. Significant gaps were identified in data governance, cyber-resiliency, and citizen engagement systems, which limit the Commission’s progress toward digital maturity and transformation. The study underscores the need for proactive and adaptive governance in responding to technological disruption. It recommends implementing tiered capacity-building programmes, organisational change management, data governance frameworks, strategic citizen engagement, and integrating digital governance objectives into the civil service reform agenda. If adopted systematically, these measures could strengthen institutional resilience, enhance stakeholder trust, and align governance practices with modern public sector ideals.

Abstract

This study analyzes the impact of implementing Environmental, Social, and Governance (ESG) principles on local industrial transformation in Bone Regency, South Sulawesi, focusing on business competitiveness and sustainability. The study addresses a critical research gap by examining ESG in small-scale rural industries, a context underexplored compared to studies on large corporations. A qualitative approach with a case study design was used to understand the dynamics of change in small-scale fisheries and agriculture-based industries. Data was collected through in-depth interviews, field observations, and policy document reviews, involving 18 informants from business actors, government officials, community facilitators, and local academics. The study identified six key themes: improved operational efficiency and market access; changes in perceptions and the image of the local industry; infrastructure and technological limitations; low literacy and human resource capacity; multi-stakeholder collaboration strategies; and social innovation and product diversification. Findings indicate that ESG adoption drives production efficiency, expands market opportunities, enhances community pride, and fosters locally-based innovation. However, limited facilities, sustainability literacy gaps, and coordination among actors remain significant obstacles. These findings provide both theoretical contributions—by contextualizing ESG in rural community industries—and practical implications for policymakers seeking to design adaptive, inclusive, and collaborative sustainability frameworks. The study concludes that a bottom-up, community-driven approach, reinforced by supportive policies and cross-sectoral collaboration, is essential for ensuring the long-term sustainability of local industries in Indonesia’s rural regions.

Abstract

Human (in)security in Africa is a multidimensional challenge influenced by political, economic, social, and environmental factors. Despite various security interventions, the continent continues to face armed conflicts, terrorism, weak governance, poverty, climate change, and forced displacement. This study examines the root causes and consequences of human insecurity in Africa and evaluates the effectiveness of shifting from state-centric to people-centred security approaches. Using a qualitative research design, the study applies human security theory and analyses case studies from the Sahel, Horn of Africa, and Great Lakes region. Data were obtained from documentary sources, reports, and scholarly literature to identify insecurity and governance deficits. Findings reveal that state-centric security frameworks have largely failed to address the lived realities of affected populations. Persistent vulnerabilities manifest in mass displacement, food insecurity, economic underdevelopment, and social fragmentation, further fueling cycles of violence and instability. The study advocates a people-centred security paradigm prioritising inclusive governance, economic resilience, and regional cooperation. It contributes to ongoing debates on African security governance and calls for policies emphasising human dignity and well-being over militarised responses to achieve sustainable peace and development.

Abstract

 This study examines the implementation of circular economy practices and their contribution to social innovation and strengthening the local economy in Bone Regency, South Sulawesi. The research was motivated by the high volume of agricultural and fishery waste that has not been optimally managed, as well as the potential of inorganic materials that can be reused as products with commercial value. This study employs a qualitative approach with a case study design, involving 15 informants comprising micro-entrepreneurs, village officials, community leaders, youth groups, and community facilitators. Data were collected through in-depth interviews, observations, and document reviews, and analyzed using the interactive model of Miles and Huberman. The research findings revealed six main themes: utilization of agricultural and fishery waste, reuse of inorganic materials, community collaboration, environmental education, regulatory support, and institutional challenges. The results show that circular economy practices in Bone evolve through, supported by local institutions and cultural values of cooperation. These practices diversify income, raise environmental awareness, and create a more inclusive social ecosystem, though challenges remain in digital marketing and institutional capacity. The study highlights the importance of multi-stakeholder collaboration and adaptive policy support to sustain the circular economy at the local level and demonstrates its potential as a replicable model for other rural areas in Indonesia.

Abstract

This study investigates the relationship between human capital development and poverty reduction through education, health care, and the acquisition of skills and investment within the Nigerian context. This study aims to determine if human capital development fosters poverty reduction through education and health care investments and if gaps exist in existing policies developed by the government concerning human capital development. This qualitative research uses secondary data sources, including books, journal articles, government documents, and reputable online databases. Data were analysed and identified for patterns of relationship through thematic analysis. The findings show a strong positive relationship between human capital development and poverty reduction. However, the study indicates that insufficient investment in critical components of human capital, such as education and healthcare, partly accounts for the enduring prevalence of poverty. Lastly, the government and non-governmental organisations must carefully coordinate their policy initiatives for resource distribution and human capital development for effective, long-lasting poverty reduction.

Abstract

This study investigates how blue tourism contributes to community welfare in Bone Regency, South Sulawesi, Indonesia. Despite the region’s rich marine and cultural resources, such potential has not optimally utilized to support sustainable development. Using a qualitative case study design, data were collected through in-depth interviews, field observations, and document analysis involving 15 local stakeholders, including tourism actors, village officials, community leaders, and micro- entrepreneurs. The findings highlight that local communities play a central role in developing blue tourism by mobilizing natural and cultural assets such as beaches, sunset spots, seafood cuisine, and homestays. Youth and women emerge as the main drivers of promotion and small-scale businesses, while village governments act as facilitators despite budget constraints. Key challenges include limited infrastructure, poor accessibility, and weak promotion, which restrict the sector’s growth. Nevertheless, blue tourism has created new livelihood opportunities, diversified household incomes, and strengthened social cohesion in coastal communities. This study concludes that community-based blue tourism has significant potential to improve economic and social welfare, but requires stronger institutional support, infrastructure investment, and inclusive governance. The findings contribute to the literature on the blue economy and sustainable tourism by emphasizing the integration of local participation, cultural values, and multi-stakeholder collaboration in coastal development.

Abstract

This article aims to examine the implementation of the SIMPELDESA program as a digital innovation in village governance in Sidoarjo Regency. The study focuses on the effectiveness, service impact, governance transformation, service inclusivity, and the potential for replication of SIMPELDESA as a Smart Villages model. To approach this issue, the study applies theoretical frameworks from Smart Villages, Public Service, and Dynamic Governance. Data were collected through in-depth interviews, field observations, and document analysis in selected recipient villages and were analyzed qualitatively. The findings indicate that SIMPELDESA improves the efficiency and transparency of village public services, strengthens the capacity of village officials in adopting digital innovations, and fosters a governance culture based on learning and citizen participation. The inclusivity of services for vulnerable groups reflects a paradigm shift toward more responsive and equitable service delivery. The program also shows significant potential for replication in other areas as a sustainable framework for village digitalization. This study concludes that SIMPELDESA serves as a model for digital transformation in village governance that is adaptive and oriented towards community empowerment.

Abstract

This study evaluates the effectiveness of capacity-building programs for civil servants within the Regional Election Commission (KPU) of Medan City, by the State Civil Apparatus Law. Employing a qualitative descriptive approach, data was collected through observation, interviews, and documentation. The findings indicate that the effectiveness of the program relies on the leadership of the KPU in overseeing election regulations and schedules. Effective performance is influenced by a robust leadership system. KPU commissioners ensure that election schedules are aligned with KPU regulations. These findings are based on the Budiani program effectiveness indicators: target accuracy, socialization, objectives, and monitoring. Enhancing civil servant competencies is a crucial aspect for improving KPU performance. This research contributes to understanding the factors influencing the effectiveness of capacity-building programs within local government environments.

Abstract

The low land and building tax receipts in Pagaran Lambung III village need to be strengthened by the role of the village government in this case apparatus and institutional resources. This study aims to identify and describe the role of the village government in increasing land and building tax revenues. Through the role of a good village government and complete village head office facilities, which can support the administration of tax payments, it can increase land and building tax revenue and community participation in Pagaran Lambung III village, which is one of the sources of local revenue (PAD) of North Tapanuli district. The inhibiting factors are the low level of the people's economy, the low level of public tax knowledge and the payment system which is still manual. In solving the problems that occur researchers use the role theory put forward by Ryaas Rasyid. This type of research uses a qualitative approach descriptive method. Data sources were collected based on data collection techniques, namely observation, interviews and documentation. As a reinforcement of this study, it consisted of key informants, main informants and additional informants. The research results obtained are that the role of the village government has not optimally carried out its functions and obligations in providing guidance or direction in solving land and building tax revenue problems that have not reached the tax realization target set by the North Tapanuli district government.
