Abstract

This study aims to find out how the pattern of handling inmates of minor sexual violence in the state prison class II B Kefamenanu. The research method used is qualitative descriptive. The results of the study show that the coaching pattern carried out by the prison officers runs well in accordance with the coaching pattern that has been implemented where the inmates obey every regulation in the prison and always follow the coaching carried out. The skill development pattern shows that the inmates can master their skills so that they can develop these skills through handicrafts and make many forms of handicrafts such as tissue boxes, donation boxes, ashtrays and others. In conclusion, personality development, such as religion, nation, and legal awareness, is going well, while intellectual development has stopped because it is no longer applied in prisons. Patterns of skill development, such as independent businesses, small industries, and agriculture, have been going well. However, coaching according to talent is still constrained due to the lack of facilities and infrastructure in the detention center.

Abstract

This article or writing aims to find out how population administration services in Medan Estate village. The problem is focused on village employees and village communities. The benefit of this research is to make it easier for the community to manage and create population data. This study uses a descriptive method of qualitative approach by conducting direct interviews with village employees and village communities. The research resource persons were 4 people consisting of 3 employees of the Medan Estate village office and 1 person was a community domiciled in Medan Estate. The results of this study conclude that population administration is less than optimal. Although the service procedures are good, the service time is relatively fast, the service fee is free, the service products are useful, the facilities and infrastructure are adequate, the availability of the competence of the service officers, but it is still found that the human resources are very limited so that the ratio of the number of applicants who enter is not balanced with the existing officers. In addition, there is a lack of socialization from the government to the community, and there are still people who have not taken care of their population administration. Therefore, the results obtained through this study can be used as a reference and recommendation to support the smooth running of population administration services.

Abstract

Education in Ononamolo Talafu Village has sufficient facilities, but the quality still needs attention. The main obstacles include limited internet access, lack of educators, and inadequate learning facilities. This study aims to identify the form of community participation in supporting children's education through learning homes and the obstacles faced in its implementation. This study uses the theory of Engkosworo and Komariah (2010:297), which categorizes community participation in education into two forms: financial contribution and contribution of thought and energy. The method used is qualitative with observation, interview, and documentation techniques. The results of the study show that the contribution of community financing supports the existence of a Learning House in Ononamolo Talafu Village in the form of providing cash, and goods needed for learning. This is followed by the contribution of the community's thoughts in the form of ideas in building children's learning enthusiasm by making children's handicrafts and displaying them on the walls of the learning house. Then the contribution of manpower can be seen that the community helps the process of building a learning house.

Abstract

This study aims to find out the strategy of the Langkat Regency Tourism and Culture Office in the development of Bukit Lawang ecotourism. The main problems in this study are the decrease in the number of tourist visits, the lack of facilities and infrastructure in Bukit Lawang ecotourism, and low transparency in the allocation of government funds. In addition, the existence of a levy that is not clear in its use creates the impression of illegal levies, thereby reducing the interest of tourists. To analyze this problem, a SWOT analysis theory from Freddy Rangkuti was used. The data were collected through observation, interviews and documentation and analyzed qualitatively. This study concludes that the Tourism Office's Strategy in the Development of Bukit Lawang Ecotourism, Bahorok District, Langkat Regency is not optimal, still refers to the central strategy, although the Bukit Lawang tourist destination is known as the center of observation of Sumatrea orangutans and is included in the scope of Gunung Leuser National Park, there is no special strategy oriented to local wisdom as a special tourist attraction for tourists visiting Bukit Lawang.

Abstract

According to Government Regulation Number 60 of 2014, Village Funds sourced from the State Budget are allocated through the APBD to finance government, development, and community development. However, its implementation in Bah Sidua Dua Village has not fully run optimally. This study aims to analyze the role of village governments in the management of Village Funds and identify their inhibiting factors. This study uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The analysis is based on P. Siagian's theory, which includes four indicators: stabilizer, innovator, pioneer, and modernisator. The results of the study show that the village government's efforts in managing the Village Fund are still not optimal. The people of Bah Sidua Dua Village feel that the village government does not prioritize infrastructure development, especially roads, which is their main need. In addition, the results of the search revealed that the role of the village government in the management of the Village Fund has not been carried out effectively. The main obstacle faced is budget limitations, so that the village government cannot fully realize the planned development program.

Abstract

Regional Property Security (BMD) is part of regional financial management that supports the implementation of government and community services. To realize good governance, BMD security must be carried out optimally. However, the 2022 BPK Audit Results Report shows that BMD security in Buleleng Regency is still not optimal. This study aims to analyze the implementation of BMD security policies in Buleleng Regency. This study uses a qualitative descriptive method at BPKPD Buleleng Regency, with the researcher as the main instrument. Data was collected through observation, interviews, documentation, and online searches, with purposive sampling to determine informants. This study shows that the implementation of the Regional Property Security policy in Buleleng Regency has not been optimal, especially in administrative, legal, and physical security. The main obstacles include a lack of understanding of policies, limited human resources, and low competence in the use of the BMD SIPKD application. Improvement efforts include periodic socialization, technical guidance, and inventory of regional assets.

Abstract

This study aims to analyze the effectiveness of the Prosperous Rice Program (Rastra) in improving the welfare of the underprivileged community in Weliman District, as well as identify obstacles and recommendations to increase the effectiveness of the Rastra Program in Weliman District. This study uses qualitative methods with interviews, observations, and policy analysis to assess the effectiveness of the Rastra program in Weliman District. The results of the study show that the Rastra Program in Weliman District is not on target. This is due to the lack of deliberation in determining beneficiaries, so that the distribution tends to favor the family or acquaintances of local officials. In terms of quantity, this program has met the Rastra guidelines, where each recipient gets 15 kg of rice per month. However, the timeliness of distribution is still an obstacle, with delays ranging from 3 to 6 months, far from the provisions that should be done every month. Meanwhile, the quality of the rice provided is in accordance with the standards of suitability for consumption based on the Rastra guidelines. The effectiveness of this program can be increased by transparent recipient verification and improved distribution to be on time according to Rastra guidelines.

Abstract

The Family Hope Program (PKH) is a conditional cash assistance with the target of Very Poor Families (KSM) with the aim of poverty alleviation. This study aims to analyze the performance of government apparatus in distributing PKH to the poor in Kenangan Baru Village and to find out what are the inhibiting factors in the distribution of PKH in the Village. This study focuses on the suboptimal distribution of PKH funds and the inaccuracy of recipient targets. The Mondy, Noe Premeaux theoretical approach is used with indicators of quantity, quality, independence, initiative, adaptation, and cooperation. Data were collected through observation, interviews, and documentation, and then analyzed in a qualitative descriptive manner. This study concludes that the distribution of PKH is going well, but there are still inaccuracies in targets and delays in funding. The apparatus is not yet fully independent, while PKH companions have shown good initiative and adaptation. However, coordination with the village apparatus is still lacking. The main obstacles include data insynchronization, low participation of KPM, limited human resources to accompany them, and undistributed funds.

Abstract

Digital transformation in health services is an urgent need in the modern era, especially in increasing efficiency, transparency, and community satisfaction. This research aims to develop a digital transformation model at Siti Fatimah Hospital in South Sumatra by integrating aspects of continuous training to realize excellent service. Using a descriptive qualitative approach, data was collected through interviews, observations, and documentation studies. The results of the study show that even though the hospital has implemented the Hospital Management Information System (SIM-RS), various challenges such as limited infrastructure, low digital literacy, and system fragmentation still hinder the effectiveness of the transformation. Great opportunities remain open, especially in strengthening data-driven decision-making and expanding digital services to patients. The proposed ideal model includes five main components: digital leadership, continuous training, digital culture, collaborative systems, and an excellent service framework. This model emphasizes the importance of a holistic approach that combines technology, people, and public service values to create adaptive and inclusive health services.

Abstract

This study aims to analyze the implementation of the Car Free Night policy in Sekanak Lambidaro as an effort to strengthen the tourism capacity of Palembang City, as well as formulate a policy evaluation model based on collaborative governance. The research method uses a qualitative approach with a case study design. Data were obtained through in-depth interviews, participatory observations, and document review, with informants selected using purposive sampling techniques. The results of the study show that Car Free Night has the potential to become a leading night tourism icon because it is able to attract visitors, increase MSME turnover, and strengthen the image of the destination. However, its sustainability is still constrained by unclear operational regulations, budget limitations, supporting infrastructure, and suboptimal cross-sector coordination. The proposed evaluation model integrates quantitative and qualitative indicators, division of roles in data collection, and transparent reporting of evaluation results. The collaborative governance approach is believed to be able to strengthen the participation of all stakeholders, increase policy effectiveness, and support sustainable tourism development in the city of Palembang.
