Abstract

Penelitian ini bertujuan menganalisis efektivitas pelayanan publik melalui sistem pengelolaan pengaduan aplikasi SP4N-LAPOR dengan menggunakan teori efektivitas menurut (Martini, 1987) yang diukur melalui tiga pendekatan yaitu: pendekatan sumber, pendekatan proses, pendekatan sasaran. Desain penelitian menggunakan desain kualitatif. Teknik pengumpulan data dilakukan melalui studi dokumentasi, observasi, dan wawancara. Penentuan informan dilakukan melalui teknik purposive sampling kepada 11 orang, meliputi: Kepala Dinas, Kepala Bidang Layanan Informasi, Kepala Bidang Komunikasi Publik, Kepala Subbagian Perencanaan dan Evaluasi, Kepala Seksi Layanan Informasi Publik, Dinas yang terintegrasi dengan Aplikasi SP4N-LAPOR, 2 orang Staf Layanan Informasi Publik, dan 3 orang Pengguna Aplikasi. Teknik penentuan validitas keabsahan data dilaksanakan melalui strategi triangulasi sumber sedangkan Teknik analisis data dilakukan melalui reduksi, penyajian, dan verifikasi penarikan kesimpulan. Hasil penelitian menunjukkan bahwa sistem pengelolaan pengaduan pelayanan publik melalui Aplikasi SP4N-LAPOR belum berjalan secara efektif. Hal ini terlihat dari masih dibutuhkannya adaptasi untuk meningkatkan jumlah input ke dalam aplikasi, belum ada kejelasan standar kategorisasi laporan, dan perlunya penambahan waktu sosialisasi kepada masyarakat. Abstract

The focus of this research is to see the implementation of government supervision carried out by the Inspectorate of Nagan Raya Regency. The research method used is descriptive qualitative method with an inductive approach. Data were collected using the method of observation, interviews, and documentation. Data analysis techniques by reading data, data reduction, data presentation, and data collection. The results showed that the implementation of supervision by the Inspectorate was good enough, seen from 1) the level of reporting by the Inspectorate, 2) measurement of work results; 3) corrections, and corrections to the condition of Human Resources (HR). So it is deemed necessary to develop human resources both in terms of quantity (especially auditors) as well as in terms of quality through education and training or similar activities as well as politics which will be led by the leadership of the Inspectorate of Nagan Raya Regency. In carrying out its duties and functions, only level 2 should be at level 3. Keywords: Inspectorate and Government Supervision

Abstract

To date, the target of merging 34 sub-districts of the Payakumbuh Municipal Government has not been achieved, where the Payakumbuh City Government has only succeeded in merging from 76 into 62 villages. Why is the target of merging urban villages in Payakumbuh not being achieved? The author argues that at the level of policy formulation the merger of kelurahan in Payakumbuh City is a crucial factor in not achieving the plan for merging kelurahan. This article seeks to analyze in depth how the policy formulation in the past is then used as a lesson to determine future directions to achieve an effective policy formulation for merging kelurahan in Payakumbuh. To do so, this article seeks to answer three main problems, namely how the effectiveness of the policy formulation for merging urban villages in Payakumbuh City in facilitating the implementation of regional regulations on merging urban villages, what factors hinder the implementation of the policy formulation activities for merging urban villages in Payakumbuh City, and what will be done to overcome obstacles in implementing the policy formulation for merging urban villages in Payakumbuh City. Using qualitative methods, this article ϔinds that the policy formulation has not been effective. Inhibiting factors in this context are the lack of common perceptions between the government and the community, the absence of an agreement on the naming of the new kelurahan, and socialization activities that have not touched the community as a whole. Efforts made to overcome these inhibiting factors were involving community leaders in socialization activities, the government did not intervene at all and left it entirely to the community regarding the naming of new kelurahan, and the government made promises to carry out physical development, such as building roads and bridges. Abstract

One of the functions of government is service. Of function the government presence in providing services to the community is very important included in the Child Identity Card (KIA) services. Depok city government through agency of population and civil registration Depok implemented the program Child Identity Card Depok City since 2015. But, the release of ministerial regulation number 2 year 2016 about Child Identity Card, KIA Depok City have been issued since 2015, should be replaced by KIA national scale. This research using methods descriptive with a qualitative approach. The operationalization of the concept of this research using the theory of the Implementation Of Policy Edwards III as to dimensions among other: communication, resources, disposition, as well as the structure of bureaucracy. Data sources in the form of person, place and paper. Data collection techniques through interviews, observation and review of documentation. Informants this research set in purposive sampling and insidental sampling. Technique data analysis through editing stage, classiϔication and interpretation. The research results show that the implementation of Policy KIA on the agency of Population and Civil registration Depok City is not optimal caused by 4 variable not in the condition of being ideal. Abstract

This study aimed to describe the district leadership in motivating employees to improve service delivery in the District Buahbatu Bandung and describe the factors that inhibit the Head of leadership in motivating employees in the District Buahbatu Bandung and efforts in motivating employees in the District Buahbatu Bandung. Design used in this research is descriptive method with qualitative approach. The data was collected using interview techniques and study documentation. Purposive sample was determined using the technique. The data analysis techniques with interactive models through reduction, presentation of data and draw conclusions. The results of this study indicate that the district leadership in motivating employees to improve service delivery in the district of Buahbatu Bandung good enough in the district where the district leadership Buahbatu transformational leadership style which is characterized by having a clear vision and far-sighted, have charisma, giving motivator and inspiration as well as close to the subordinates. Besides the transactional leadership style district is also evident from the existence of sub-district as a district chief who always give rewards or awards, supervise and control the work and intervene and correction on each activity in proportion and balanced in order to be responsible to the duties and authority vested. Factors that hinder Camat leadership in motivating employees in the district of Buahbatu Bandung the ability of employees; Employee Engagement; Culture and Organizational Structure; Resources and Support, and Employee Behavior Buahbatu district. Efforts are made to motivate employees in the district of Buahbatu Bandung is a: 1) Improve the ability of employees to perform employee development through training techniques and substances in accordance with the needs and demands of work. 2) The need for the involvement of employees in every decision that is taken as a courtesy (respect), 3) Changing the culture of an organization that does not maintain a permanent reference to the applicable rules and regulations in accordance with the hierarchical and organizational structures that exist. 4) Provide support and resources to each activity and program to be and have been implemented; 5) Provide warning and penalties for employees who behave badly as a punishment for any breach of duty; 6) Provide information to employees about the organization’s activities, especially about what to do and how to do it. 7) Provide penalties for employees who are guilty; 8) Establish expectations to employees and understand the feelings that exist within them, to motivate subordinates such as sense of belonging, a sense of participation, a sense of friendship, a sense of welcome in the group, and a sense of achievement. Abstract

Various policies have been implemented by the government and local government in disaster relief process through the utilization of resources with the support of the implementing agencies and public, but have not been able to achieve maximum results as expected. It reϔlected from lack of duties and functions government bureaucracy as policy implementers in performing ϔlood disaster relief. This study aims to describe how the implementation of ϔlood disaster relief policies held in the Administrative Village Pondok Pinang in District of Kebayoran Lama, South Jakarta. The method used in this research is descriptive qualitative approach, the technique of data collection is through interviews, observation and documents. This study focused on the implementation of ϔlood disaster relief policy. By using the Jones opinion factors include the organization, interpretation and application focus the determinants of policy and how the implementation of the policies implemented. SWOT analysis and Litmust Test used to analyze ϔlood disaster relief policy implementation. The results showed that the implementation of ϔlood disaster management policies in Pondok Pinang Village was not optimally implemented. Some of the obstacles encountered in policy implementation were due to the lack of capacity and commitment of the implementing apparatus as well as the lack of guidance and counseling carried out, which resulted in a lack of support and community participation in the success of the implemented policies. The results of the SWOT analysis are very strategic and strategic, namely 1) Maximizing the use of available personnel and budget resources in implementing ϔlood prevention policies in order to provide quality services to the community. 2) Increase public awareness to participate in the success of the policy through socialization, guidance and counseling. Abstract

Creating a "clean" Manado through improving the performance of waste management services from the Manado city environmental department has been decentralized to every district in its working area. The performance of the sub-district apparatus needs to be optimized in realizing the goals of the Manado City government. The obstacles to realizing Manado City that are clean are found in the recall of the performance of the sub-district apparatuses, the enforcement of regional regulations and the guidance of the government to the community in order to live cleanly. Therefore, the researcher is interested in measuring the performance of the Tikala District apparatus in realizing Manado a clean city. In solving problems researchers use the theory of performance according to Agus Dwiyanto with descriptive qualitative research designs through an inductive approach. The techniques used in data collection are interviews, observation, and documentation. Data analysis techniques include data reduction, data display, and conclusions or verification. The results of the research conducted by researchers showed the ineffectiveness of the performance of the sub-district apparatus, because they did not meet several indicators, namely in terms of achieving the target, there were still many numbers of janitors not proportional to the area of the sub-district, which caused sub-optimal performance of employees in carrying out a job. Dissemination of local regulations is still lacking so that the community is still difficult to regulate in independent waste management. The amount of waste that is always increasing every month requires effective handling by the government and cleaning infrastructure that requires a large amount of money and time that is not small in its procurement. The researcher concludes that the performance of the subdistrict apparatus has not been able to achieve what is the goal of the Tikala District in realizing a clean subdistrict area. Researchers suggest that Tikala sub-district is to improve the quality of work of both subdistrict employees and casual daily laborers. Improving waste management infrastructure and the need for close supervision of waste laws. The awareness of Tikala Subdistrict community must also be increased by providing counseling about waste. Abstract

The purpose of the research conducted in Cimahi City, related to the Implementation of the Covid-19 Pandemic Handling Policy, was because Cimahi City, including the areas affected by the Covid-19 transmission in West Java province. So that researchers want to know and look for and get data on the extent of the policies for handling Covid-19 in the City of Cimahi carried out by the ranks of the Cimahi City government apparatus. The method used in this study is a descriptive qualitative method with an inductive approach. Sources of data obtained from print media and electronic media as well as documentation. The results obtained are that the implementation of policies carried out in handling Covid-19 in Cimahi City, is where the Cimahi City Government to support the implementation of handling the Covid-19 pandemic, has carried out refocusing and relocating the Cimahi City APBD budget, this is done to support the acceleration of handling Covid-19 and anticipate transmission. Covid-19 which is increasingly widespread in Cimahi City. The conclusion obtained, with this policy, the Cimahi City Government has temporarily been able to control the acceleration of the transmission of Covid19. And to anticipate in the future if Covid-19 does not slow down in 2021, the Cimahi City Government allocates a larger APBD for handling Covid-19, and increasing the economic growth of the City of Cimahi. Abstract

To improve Governance in Cimahi City during the Covid-19 pandemic, especially related to public services, it is necessary to have appropriate and fast public service innovations, so that public services continue to run well during the Covid-19 pandemic. Especially public services in the health sector, where The Cimahi City Health Office must carry out health service innovations for the people of Cimahi City quickly and precisely, so that the transmission of Covid-19 is well controlled, this study uses a qualitative descriptive method, with data sources obtained from print media, electronic media, and documentation. documentation and laws and regulations related to the handling of Covid-19. Conclusions/results that can be concluded that the Governance of the City of Cimahi, in handling the spread of the transmission of Covid-19, in Greater Bandung, (covering the City of Bandung, Cimahi City, Bandung Regency and West Regency ) is a very good one, because a The City of Cimahi in handling this health disaster, has used Digital Government Service, and the City of Cimahi is currently developing to make the City of Cimahi, a Smart City. And for the last 2 years Cimahi City has received an award from the Government, being a city that has succeeded in making innovations in public services, namely in 2019 and 2020. So public services during the pandemic are carried out with on-line-based applications. And only a few agencies that carry out public services directly, namely the Parks and Hygiene Service, the Fire Service and the Land Transportation Service, the rest use digital government service applications. Abstract

This study aims to obtain an overview of the readiness of the Petarukan sub-district government, Petarukan District, Pemalang Regency in managing village funds. The method used in this research is descriptive with an inductive approach. Data collection techniques by interview, documentation, namely data reduction, data presentation, and conclusions. The result of the research is that the Petarukan Village government is ready to manage the Village Fund. It can be seen from the four dimensions that the authors analyze in this study, namely the first dimension of organizational readiness, that the sub-district government has proposed a village fund management structure consisting of the lurah as the Budget User Authority (KPA), the Secretary of the Lurah as the Commitment Making Officer (PPK). ) and each Section Head as Activity Technical Making Officer (PPTK) and Assistant Treasurer. Second, the dimension of the system, in the activities of inputting or entering data already using an application, namely SIMPDA. Third, the dimensions of human resources, human resources that support the management of the Village Fund are sufficient in terms of numbers but not all of them are included in training or workshops to increase competence. Fourth, the dimensions of facilities and infrastructure, in Petarukan Village the existing facilities and infrastructure are in relatively good condition and ready to support the management of the Village Fund.
