Abstract

Regional Property must be managed properly and correctly so that transparent, efficient, accountable, economical Management of Regional Property is realized and guarantees certainty of value. The regional government of Bengkalis Regency often faces in the management of Regional Property (BMD) is the limited human resources. who are experts/trained have resulted in the management of Regional Property/BMD in Bengkalis Regency not running optimally. This study aims to look at the constraints and causes in managing a regional property in Bengkalis Regency, Riau Province with the research method used, namely field trips, conducting interviews and documentation and then used qualitative analysis techniques. The results of this study show that in Bengkalis Regency the management of regional property has been running smoothly but there are still obstacles in carrying out regional property management in Bengkalis Regency, Riau Province.

Abstract

In the implementation of the policy on Utilization of Outermost Small Islands on Bengkalis Island, Bengkalis Regency, it has not been fully realized as described in Government Regulation Number 62 of 2010 concerning Utilization of Outermost Small Islands. The economic level and infrastructure facilities on the coast and small islands have differences compared to the main islands. Therefore, a social and economic resource strategy is needed to increase community participation and capacity. This study aims to describe the Implementation of Government Regulation Policy Number 62 of 2010 concerning the Utilization of the Outermost Small Islands on Bengkalis Island, Bengkalis Regency and identify the factors that hinder the Implementation of Government Regulation Policy Number 62 of 2010 concerning the Utilization of the Outermost Small Islands on Bengkalis Island, Bengkalis Regency. This study uses Grindle's theory regarding the factors that influence Policy Implementation. The type of research used is descriptive research with a qualitative approach. The data collection method was carried out by interview, observation and documentation. The results of this study indicate that in the implementation of the policy of Government Regulation No. 62 of 2010 concerning the Utilization of the Outermost Small Islands in Bengkalis Island, Bengkalis Regency, what happened was the weakness of government management in mobilizing organizational resources that involved in utilization because there are many agencies in formulating programs and policies so that they tend to run independently. There is no institution that becomes the center of control or regime in power over the policy of managing the outermost small islands functionally and structurally.

Abstract

The problems in this study are focused on the collaboration between Indonesia Institute of Science (LIPI) and PT. Dyandra Promosindo as an alternative in research funding. The aim of this study was to analyze the partnership model carried out by LIPI with the private sector in the management of the Bogor Botanical Gardens using the Public Private Partnership (PPP) concept. The research approach used is a qualitative approach with reference to the theory of E. Savas (2000). The data were collected through a literature review (literature review) on the concept of public private partnership, reports on research budgeting, profiles of the Indonesian Institute of Sciences and Bogor Botanical Gardens as well as partnership agreements and were analyzed qualitatively. Then conducted interviews with Bogor Botanical Gardens managers, namely LIPI and Partners. The results of the study concluded that (1) In general, the collaboration is a PPP collaboration based on the dimensions of the roles and responsibilities of the government and the private sector, cooperation contracts entered into, transfer of duties and functions of services and risks, service managerial systems and service innovation by the private sector; (2) There are obstacles that affect the implementation of partnership cooperation.

Abstract

The distribution of poor families in North Cimahi Subdistrict is the highest with 39.1% with Cipageran Village having the most farmer communities because it has a group of breeders in the Cipageran Dairy Center. Overcoming this, the Cimahi City Government made social change efforts through community empowerment program interventions, however, there were a number of obstacles, such as rejection from the community and programs that were not on target. The purpose of this study was to describe the role of the Cimahi City Government as agents of social change in Cipageran Dairy Center. The research method uses descriptive with a qualitative approach. Data collection techniques using the method of observation and literature study. The selected informants were the Head of Research and Development, representatives of the Cipageran Dairy Center Management, representatives of the Women Farmers Group and representatives of researchers who contributed to the Cipageran Dairy Center. While the data analysis technique is done descriptively. The results of the study show that the Cimahi City Government as an agent of social change as a regulator has issued a number of regional head regulations and planning documents. The role as a dynamicator is carried out by developing value chains, pilot projects and developing eco-tourism in Cipageran. Role as a facilitator by placing extension workers for breeders and milk processors and encouraging universities to implement Community Service Program in Cipageran and role as a catalyst to activate eco-tourism in Legok Awi Market.

Abstract

In accordance with public demands that mandate public participation in decision-making involving the public interest within the framework of Good Governance, it requires the Government to consider ideas and suggestions as well as input from the public. Therefore, public participation is an element of the ideal governance process in a democratic country like Indonesia. Therefore, public participation must get our attention as a counterweight and filter of decisions and policies to be taken by the Government. For this reason, we must ensure that the results of public participation can be accommodated and accommodated by the government, especially the legislature that is authorized to draft laws as guidelines for administering government in Indonesia. A good law will produce a good order of life. On the other hand, if the product of the law is bad, then the order of life in the state will also be bad. In Indonesia, the institutions that have the authority to make laws are the People's Representative Council (DPR) and the Regional Representative Council (DPD) in a system called bicameral. However, recently, this legislative body which consists of two chambers has revised the Law governing an Independent Institution, namely the Corruption Eradication Commission (KPK). However, the formulation and establishment of this law was deemed not transparent and full of the interests of the political elite to castrate the KPK's authority. Therefore, this paper will discuss how public participation is in revising the Law on the KPK.

Abstract

This research focuses on the successful implementation of e-government through the Online Information System for Administrative Services (SIOLA) at the Ministry of Home Affairs (Kemendagri). The purpose of this application is to improve service quality and create services that are effective, efficient, fast, easy, and all services can be processed online without manual service. In its application, this application still experiences several problems, namely services that have not been fully carried out online and some services that are not actively used. Using a post-positivism approach, researchers assessed the success of implementing information systems for administrative services to determine the extent of the role of these information systems in supporting the service process at the Ministry of Home Affairs. Using data collection techniques through interviews and documentation studies as well as literature studies using the IS Success Model theory by DeLone and McLean (2003) which consists of 6 (six) variables namely system quality, information quality, service quality, intention to use/use, user satisfaction, and net benefit, researchers obtain data as a basis for evaluating the success of e-government implementation through the SIOLA application. The results of the study show that the success rate of implementing e-government through the SIOLA application at the Ministry of Home Affairs has been going well but not optimal, because there are still indicators on the variables used to measure the success rate of information systems that have not been met.

Abstract

This study aims to analyze the institutionalization process of the Indonesian Democratic Party of Struggle (PDIP). This study was designed using a descriptive qualitative research method. This method describes the research object based on existing and ongoing facts by collecting, understanding the chronological flow of events, and explaining the data obtained to then be analyzed according to existing theory. The research results show that: 1). The institutionalization of the PDIP party has not yet been actualized, seen through the domination of the party leader, namely Megawati Soekarnoputri. And the dominance of the political elite is still strong in giving birth to instant cadres. 2). The lack of clear ideology almost results in the absence of strong ties between political parties. There is almost no notable difference in terms of ideological lines between one political party and another. As a result of this, it was too easy for voters to move between their choices in each election according to the socio-political dynamics of the time. 3). The turnout rate of voters (voters turn out) continues to decline in every election. And 4). Another challenge for PDIP is public perception, until now PDIP can be assessed as a party that is still weak. This shows how weak the ideology that the party has built is still weak. The image of PDIP as the party is “little people”.

Abstract

Conflict within political parties is something that cannot be avoided, and not infrequently internal conflicts can create party divisions. This paper aims to analyze how the internal conflict of the PKS party can give birth to a new party (Gelora). This paper uses a literature study, with the data used being books and primary or original scientific reports contained in articles or journals related to internal conflicts of political parties and the institutionalization of political parties. Based on the results of the analysis, this paper explains that the birth of the Gelora party was due to differences in political ideology between Anis Matta and Hilmi Aminudin, and the reforms that Anis Matta wanted were rejected by PKS cadres. Seeing the institutionalization of the Partai Keadilan Sejahtera (PKS) is still relatively low because the party cannot overcome its own internal conflicts, thus creating divisions and giving birth to a new party (Partai Gelora). The form of conflict management taken by the conflicting parties is by establishing a new party, namely Gelora. In other words, the conflict of action will continue internally, because there are parties who decide to break up the party.

Abstract

Mass or Community Organizations (Ormas) in principle represent an established and healthy democratic life, because the existence of mass organizations is included in the category of freedom of association and assembly for the community. Unfortunately, many Civil Society Organizations (CSOs) are involved in conflicts of interest which lead to open violence, including the Bandung Regency which has a fairly high productivity of CSO establishments. This study uses a SWOT analysis which contains the variables of strengths, weaknesses, opportunities and threats, and a qualitative method with a case study approach. The results of the study show that from the aspect of strength, the local government is represented by Kesbangpol as a work unit that has direct contact with Ormas, the first of which is support from "sides" in coaching, namely the TNI and POLRI. There is full control over the distribution of grant funds from the Government of Bandung Regency. Meanwhile, the weaknesses are the minimum number and quality of human resources who intensely accompany CSOs resulting in a lack of oversight, and many CSO leaders do not know the function of Kesbangpol. In fact, in terms of opportunities, the community has intensively used social media so they can carry out surveillance at any time, plus every mass organization has strong militancy, which is useful in terms of program mobilization if the mass organization knows about Kesbangpol's existence. With regard to threats, it is possible for mass organizations to not consider the existence of the Kesbangpol and Regional Government so that conflict escalations between mass organizations are increasing

Abstract

Rapidly developing digitalization has changed world civilization, including information media. An easily accessible internet network makes people make various new breakthroughs as an alternative to using online media to obtain various information quickly. This study aims to describe in depth and comprehensively about broadcasting innovation through the RRI play go application as well as the supporting and inhibiting factors for broadcasting innovation through the RRI Play go application in Bengkalis Regency. This study uses a descriptive qualitative design, in which research data is collected through primary and secondary data through interviews of individual officials involved in the production or operational process of RRI Play go and several users of the RRI play go application. The results of the research look at the power of broadcast content in serving the public in Bengkalis Regency. Broadcasting innovation using the RRI Play go application is parallel to other media, so RRI is updating the system that compresses RRI play go, to widen the network so that socialization and mutual cooperation are carried out.
