Abstract

To meet the increasingly complex needs of public services, especially those related to speed, efficiency, and transparency, the Semarang City Government is improving services by transforming conventional systems into digitization-based public services (e-government). This research aims to know and understand more deeply about the transformation of public services based on digital innovation in Semarang City Government. To explore the complexity of this research, researchers will use qualitative research methods through a descriptive case study approach. The data collection is done by collecting official documents and interviews through scientific discussion forums. The results of this study show that the Semarang City Government has made efforts to improve public services through a public service transformation process that is considered quite optimal, effective and efficient, with several stages starting from the optimal preparation stage by prioritizing the needs of the community, the effective maturation stage with the implementation of digital-based services, the stabilization stage which always undergoes evaluation and interoperability between systems and the well-integrated utilization stage, such as the Government to Government (G2G), Government to Business (G2B), and Government to Citizen (G2C) service systems.

Abstract

Many people in Papua do not know how to use the online system well so online tax registration, payments and reporting are not implemented well because many taxpayers do not understand the steps for filling out, are unfamiliar with taxation which then makes them have to carry out services manually. This research aims to find out the transformation of e-government services at the Pratama Biak Tax Service Office. The research method used is qualitative with the case study method used to collect data through interviews, observation and documentation. The results of the research show that the implementation of innovation has been carried out well, such as the transfer of books, speeding up work completion, where previously 21 working days were accelerated by 7 days, internal redesign which was initially done manually is now done digitally, there is a service electronically from the central government and KPP Biak which has provided security such as a password which is given to each taxpayer when registering so that the security of the taxpayer's data is guaranteed to be safe. However, it is sometimes hampered by disrupted signals and employees who still lack IT which is considered to be an obstacle in navigating the innovation system in e-government based service transformation.

Abstract

One of the causes of the decline in community participation in Belu Regency in the 2024 simultaneous elections is the problem of incomplete voter administration/documents so that many voters do not cast their votes. To overcome this, stakeholders need to work extra hard so that ownership of state documents can be easily obtained with a simple protocol considering the instant mentality of generations x, y and z in this era. This exploratory qualitative research uses purposive sampling techniques to determine the research location and informants. The focus of the research seeks to examine and determine the causes of the decline in community participation in Belu Regency in the 2024 elections. Data collection techniques through documentation, archival recordings, in-depth interviews, direct observation and focus group discussions (FGD). Meanwhile, to test the validity of the data, it is done by means of Credibility, Transferability, Dependability and Confirmability. Data analysis uses the Analysis Interactive Model from Miles and Huberman, namely data collection, data condentation, data display and conclusions. The purpose and results of this study recommend that the Belu Regency KPU and all related stakeholders seriously carry out orderly and humanistic administrative services and continuously socialize awareness of state document ownership, improve cooperation and communication with Dukcapil, Babinsa-Babinpol to mobilize the community in taking care of KTP, KK, Birth Certificates, Death Certificates and so on, intensive socialization so that the community is not caught in money politics and the need for a special budget for people with disabilities such as special socialization.

Abstract

This study aims to describe the implementation of the community complaint system as a social control mechanism for service ethics in the Population and Civil Registration Office of North Buton Regency. The method used is descriptive qualitative research with data collection techniques through interviews, observations, and documentation, which is analyzed using an interactive data analysis model from Miles and Huberman. Interviews were conducted with four informants consisting of the Head of the Service  and three residents who were directly involved in service complaints. The results of the study show that the community complaint system has been running quite well, functioning as an effective social control in improving service ethics, although there are still challenges such as high volume of complaints and limited access to technology. Periodic evaluations and increased socialization to the community are essential to increase the effectiveness of the complaint system and strengthen public services in the future.

Abstract

This study examines how innovation can have a major impact on an organization, both on development and group cooperation. Innovation is a concept, method, or item that is considered new by an individual or group of people. Innovation is not measured by the time of use and discovery, but as long as the idea is new to the individual, that is what is called innovation. This study uses a qualitative method through interviews and observations with the management of the Gempita Waste Bank to find out how the organizational development process is in implementing innovation, as well as the obstacles faced by the organization in the process of making innovation. This study uses Lewin's theory, where Lewin developed Force Field Analysis (FFA) which describes how the dynamics of change management occur within an organization. Lewin's theory consists of three stages, namely the unfreezing process (thawing), change process (change), refreezing process (freezing again). The results of the study indicate the importance of cooperation between organizational management and openness to members towards making an innovation. The recommendation of this study is the need for waste technology that has high economic value. This is very important to maintain price stability and motivate customers.

Abstract

This study examines the implementation of the Child-Friendly Village (DEKELANA) policy. The DEKELANA policy is one of the efforts to support the Ministry of Women and Child Protection's Program to realize a child-friendly city in the city of Yogyakarta. This is reinforced by Mayoral Regulation Number 71 of 2018 concerning Child-Friendly Villages. DEKELANA aims to increase awareness and concrete efforts from the village, community and business world in the area in an effort to realize village development that guarantees the fulfillment of children's rights, ensures that development takes into account the needs, aspirations, best interests of children and non-discrimination, and unites the potential and relations of human resources, natural resources, sources of funds, facilities and infrastructure, methods and technology in the village government, community participation and the business world in the village in an effort to fulfill children's rights. This study uses a qualitative descriptive method and uses Edward III implementation indicators which include communication, resources, disposition and bureaucratic structure. The results of this study indicate that the implementation of the Child-Friendly Village Policy in the city of Yogyakarta still needs to be optimized. This can be seen from the ongoing inequality in information and understanding related to the DEKELANA program.

Abstract

The increase in the number of the workforce in Indonesia, especially in Depok City, is not comparable to the availability of jobs, thus triggering an increase in unemployment. The low quality of Human Resources (HR) is a major challenge in facing competition, especially with immigrants from outside the region. To overcome this, the Depok City Manpower Office organizes a job training program to improve community competence. This study aims to evaluate the implementation of the program and identify the obstacles faced. The method used is descriptive qualitative through literature studies. The results of the study indicate that the training program has been running in accordance with the provisions of the four evaluation indicators and has succeeded in reducing the open unemployment rate by 5.5%. However, the limited training quota and lack of jobs in Depok City are still major problems. This condition causes some people to prefer working outside the city such as Karawang and Bekasi. With improvements in the aspects of quotas and job creation, this program is believed to be able to have a more significant impact in the future

Abstract

This study examines implementing public services in the Batak community, which is affected by the strong local culture. The anxiety over the background of the study began with the idea that public services should be implemented based on the principles of good governance and Weberian bureaucracy, but are implemented discriminatively due to the Dalihan Na Tolu culture. Dalihan Na Tolu culture is a culture adopted by the Batak community. Using qualitative research methods and a case study approach, researchers utilize literature studies as data collection techniques. The findings show that this culture predominantly impacts the implementation of public services. The public services presented have the potential to present values ​​of injustice, inequality of power, and inequality of treatment in society. On the other hand, this is a dilemma because local cultural values ​​must be maintained and preserved as a basic recognition principle in indigenous communities.

Abstract

ABSTRACT This study investigates the formulation process of local policies related to culturally-based villages in Purwakarta Regency. Utilizing a qualitative approach, informants were purposively selected based on predefined criteria, and data were collected through in-depth interviews, direct observation, and document analysis. The findings indicate that policy formulation commenced with the identification of ideas proposed by the Regent, followed by field surveys and literature reviews. The formulation process comprised several key stages: problem identification, agenda setting, selection of policy alternatives, and policy adoption. The study identified four enabling factors that facilitated policy development: (1) the availability of legal frameworks, (2) strong leadership commitment from the Regent and administrative institutions, (3) sufficient operational budget allocation, and (4) active community support. Conversely, the formulation process was hindered by challenges such as budgetary constraints and tight timeframes for completion. The study concludes that effective policy formulation in the context of local cultural governance requires collaborative engagement among stakeholders, particularly political leadership, bureaucratic structures, and civil society. Ensuring successful policy outcomes necessitates a well-structured formulation process supported by robust legal instruments, strong institutional commitment, and adequate resources. Addressing existing constraints is essential to enhance implementation efficacy and policy sustainability. Abstract

The Mapag Ramadhan tradition is part of local wisdom in Ciamis Regency that has survived until now. This tradition not only has religious value, but also becomes a forum for social interaction in welcoming the holy month of Ramadhan. This study analyzes the Mapag Ramadhan tradition from a participative governance perspective, which emphasizes the active involvement of various stakeholders in the process of organizing this tradition. Using a descriptive qualitative method, this study explores the role of local government, community leaders, religious organizations, and community participation in maintaining and developing the Mapag Ramadhan tradition. The results of the study show that the implementation of this tradition reflects the principle of participative governance through collaboration between the government and the community in preserving culture, strengthening local identity, and increasing social cohesion. In addition, the involvement of various parties in the planning, implementation, and evaluation of this tradition shows that participatory culture has become part of local governance. Therefore, stronger policy support is needed to ensure the continuity of this tradition amidst the flow of modernization
