Abstract

Indeed, political participation in elections is an important aspect of a democratic system, which includes various activities that aim to influence public policy and the selection of policymakers. Several surveys indicate that new voters are among the largest group of voters in the 2024 elections, including in Serang City. As swing voters who are easily influenced by certain interests, it is necessary to have interesting activities that involve novice voters as well as in-depth education related to election information. This research uses qualitative research with primary data obtained from individuals who have information related to the issues and focus of the research. We obtained secondary data from various sources, including the official website of the General Election Commission, books, reports, journals, and other references. The results indicate that novice voters in Serang City have a fairly good level of participation, with most of them participating as part of the organizers or supervisors of the 2024 elections at each polling station in Serang City. However, there are several problems, namely, misunderstanding between the new rules and the community, the spread of fake news about the 2024 elections, and the Recapitulation Information System (Sirekap) application, which often experiences problems. In addition, there are novice voters who are apathetic towards the electoral process, so efforts need to be made by all stakeholders.

Abstract

This study aims to examine the technology-based community participatory approach in the context of sustainable village development. The main focus of the study is to explore the transformation of village governance with an emphasis on sustainable development aspects. The method used is descriptive qualitative with data collection or compilation through documentation. The results of the research implementation indicate that the reform of the village governance system plays an important role in achieving sustainable village development. Community involvement that pays attention to environmental aspects is the main foundation in these development efforts. It is hoped that local communities will increasingly realize the importance of protecting the environment and have the opportunity to apply sustainable practices in their daily lives. Active participation that is originally from the community in implementing decision-making and implementing village development projects is very important to ensure the sustainability of environmental protection. Environmental protection must be at the core of efforts to achieve a balance between three important things, namely growth in economic aspects, social welfare, and environmental preservation. However, changes in village governance are currently not optimal, as seen from conflicts of interest, lack of coordination between government agencies, and technical constraints in the field. This study also faces challenges in accessing secondary data on sustainable village development. Therefore, it is necessary to have a more in-depth research by considering the future aspects in sustainable village development. Input from readers is highly expected to improve the quality of the next article.

Abstract

This research discusses how the Management of the Ombudsman of the Republic of Indonesia Representative of Riau Province towards Maladministration Prevention in Pekanbaru City Government in 2023, because the performance of the Pekanbaru city government in public services can be said to be still not optimal because there are still public complaints related to maladministration by the Pekanbaru city government every year both in the form of protracted delays, abuse of authority, procedural irregularities, incompetence, and not providing services. In addition, this study aims to determine and analyze how the Riau Representative Ombudsman applies management functions. Data collection is done through observation, interviews and documentation. The data was analyzed using qualitative descriptive analysis using several qualitative data analysis techniques, namely narrative analysis and phenomenological analysis. The results of this study found and showed that maladministration prevention planning at the Riau Ombudsman followed the instructions or procedures given by the Ombudsman RI through the main Assistant of Maladministration Prevention Management (KUMPM) in conducting public service standard assessment compliance survey activities, the Ombudsman Representative of Riau Province was able to carry out management functions well but the Riau Ombudsman must be more effective in preventing maladministration in the Pekanbaru city government.

Abstract

This study was conducted with the intention of implementing guidelines for handling cases of violence against women in the household in Karawang Regency, as well as identifying factors that support or hinder the implementation process. This research approach uses qualitative descriptive, with primary data obtained through interviews, while additional data is collected from various relevant publication sources. The data collection process was carried out through observation, documentation, and interviews, which were then analyzed thoroughly. The results of the study revealed that the implementation of handling violence against women by P2TP2A Karawang has not been running optimally. Although all reports were followed up free of charge and according to procedures, several obstacles were still found, one of which was the limited ability of officers to establish community involvement. Supporting factors for the implementation of this policy include the involvement of stakeholders and the availability of adequate professional staff. On the other hand, the obstacles faced include minimal budget, lack of facilities and infrastructure, and low intensity of socialization. Therefore, the researcher suggests optimizing the program, increasing counseling activities, and strengthening infrastructure. It is also recommended that an Integrated Service Unit for the Protection of Women and Children be formed that is independent of the relevant agencies, with a special budget allocation to support health services and handling cases of violence.

Abstract

The focus of this research is to examine how the Cheap Market Operation Program policy by the Trade Service is in suppressing the increase in rice prices in Bekasi Regency. This research uses a qualitative descriptive approach. Apart from that, the analysis tool used in this research uses the theory of program effectiveness according to Budiani in Reswari & Manggalou (2023) which has three indicators, namely: (1) Accuracy of Program Targets, (2) Program Socialization, (3) Program Objectives, (4) Program Monitoring. The results of the research show that the Cheap Market Operation program organized by the Bekasi Regency Trade Service through the Basic and Important Materials Control Sector has been running effectively when viewed from the aspects of target accuracy, outreach, objectives and monitoring. However, there are still inhibiting factors related to limited human resources in each sub-district and village as supporting agencies. Therefore, further evaluation is needed regarding the cooperative relationship so that the Cheap Market Operation program can run more optimally in the future.

Abstract

Supervision is one of the important pillars in realizing good governance and integrity. The Inspectorate is an internal government supervisory institution that has an important role in ensuring that government administration is transparent, accountable, and free from corruption. In the era of transparency, the position of the inspectorate needs to be strengthened so that it can carry out its supervisory function effectively and independently. The independent position of the inspectorate can guarantee objectivity and effectiveness in carrying out supervisory duties. This research aims to examine the position of inspectorates in ensuring accountability and integrity in the era of transparency. This research uses qualitative research methods by taking sources from literature studies. The research results show that the position of the inspectorate in ensuring accountability and integrity in the era of transparency needs to be strengthened. This can be done by strengthening the independence of the inspectorate, namely by changing its position to be independent of the government or political party in power. Then improve the quality of human resources and an adequate inspectorate budget. As well as increasing public understanding of the role of inspectorates in supervising government administration. These efforts need to be carried out continuously to create a strong and independent inspectorate so that it can become a bulwark to prevent corruption and maladministration in government administration.

Abstract

This study aims to evaluate the effect of implementing an online attendance system on improving work discipline and to examine the work discipline of State Civil Apparatus (ASN) at the Benjeng Sub-district Office, Gresik Regency. This study uses a qualitative descriptive method supported by data from interviews, observations, and document studies. The research findings indicate that the implementation of online attendance plays a significant role in improving ASN work discipline. This system facilitates the process of recording attendance that is more transparent, accurate, and real-time, thus providing better control over employee attendance. In addition, ASN work discipline at the Benjeng Sub-district Office is also influenced by the leadership's exemplary behavior, consistent supervision, and the application of fair sanctions and rewards. Online attendance supports these efforts by providing data that can be used as a basis for decision making. Although there are several obstacles, such as employee adaptation to new technology and internet network disruptions, this system is generally successful in increasing employee compliance with applicable regulations. This study highlights the importance of synergy between online attendance technology and work discipline policies to create a professional and productive work environment.

Abstract

In the coming years, Indonesia will face a demographic bonus, marked by approximately 70% of its population being of productive age. This presents a significant opportunity if supported by high-quality human resources. Therefore, proper education for the younger generation in Indonesia is the key. The Government of Gowa Regency, South Sulawesi Province, initiated the "One Village/Sub-district, One Graduate" program as a step toward improving the quality of human resources in the region. This program is carried out through a partnership between the Gowa Regency Government and universities that are partners in the program. Subsequently, the universities collaborate with villages in Gowa Regency, also referred to as village partnerships. Through this program, villages and sub-districts send their residents to pursue higher education at universities. This research uses a qualitative method and focuses on the policy’s implementation. The study shows that the implementation of the "One Village/Sub-district, One Graduate" Program has been running quite well, as evidenced by effective communication, a strong disposition, and a clear bureaucratic structure. A recommendation for the program’s implementation is the need for regular monitoring to ensure the program is well-targeted and the need to establish a Regional Regulation as a legal foundation, especially to ensure the program’s sustainability in the future.

Abstract

Stunting is an urgent problem that needs to be addressed by the Indonesian Government as it affects the quality of the nation's generation. A quality generation is one of the indicators of successful human development. One of the programmes implemented by the government to address stunting is the Dapur Sehat Atasi Stunting (DASHAT) programme. The DASHAT program is a community empowerment initiative that aims to meet the balanced nutritional needs of families at risk of stunting, including brides-to-be, pregnant women, nursing mothers, and toddlers at risk of stunting, especially for underprivileged families, through the use of local food resources and ingredients. This study aims to investigate the implementation of DASHAT programme in Batam City. This research uses a qualitative research method with the research location conducted in Kampung KB Sambau Village. Selection of informants was carried out in a purposive manner. Data analysis is done simultaneously with data collection. Includes understanding the data, doing inductive coding, grouping codes into themes, making reports. Data validity with triangulation and member checking. The results showed that the implementation of the DASHAT program in Batam City is characterised by various challenges such as most KB villages in Batam City have not realised the DASHAT program, budget constraints, lack of a program mobilisation team and the need for increased coordination between program implementing agencies. Therefore, there is a need for increased coordination between stakeholders and an adequate budget as an effort to tackle stunting. The involvement of the private sector and the community in the DASHAT programme needs to be increased, because the problem of stunting is not only the government's business, but the business of all parties.

Abstract

The E-Dukcapil Karawang application is designed to make it easier for the public to access population administration services quickly, transparently and free of fraudulent charges (extortion). However, its implementation in Tegalwaru Village still faces various challenges. This research aims to measure the effectiveness of the application in providing optimal public services and identify the obstacles faced in community use. Using qualitative methods with a phenomenological approach, this research collects data through interviews, observation and documentation. The research results show that low digital literacy and minimal socialization are the main obstacles, which ultimately open up opportunities for extortion. Apart from that, it is considered that village officials do not fully understand the operation of the E-Dukcapil application, so they are unable to provide adequate assistance to the community. Therefore, it is necessary to increase outreach, intensify training for village officials, and provide technical assistance services to ensure that this application can be utilized optimally.
