Abstract

This study aims to analyze the influence of the competence of the apparatus on the effectiveness of the direct cash assistance program in Talaga Jaya District, Gorontalo Regency. Through a quantitative approach and a path analysis method, the results of the study show that simultaneously the competence of the apparatus has a significant effect on the effectiveness of the BLT program. Partially, the three dimensions of competence that had a significant and positive effect were knowledge (15.60%), understanding (36.5%), and interest (28.5%). Meanwhile, the dimensions of ability (-3.62%), value (0.84%), and attitude (1.58%) did not show a significant influence. Understanding of the apparatus is the dominant factor in supporting the effectiveness of the program, indicating the importance of understanding the program's objectives, procedures, and objectives. Simultaneously, the competence of the apparatus affects the effectiveness of the direct cash assistance program by 78%. So that improvements in aspects of the competence of the apparatus can simultaneously affect the effectiveness of the program in terms of the accuracy of the targets, socialization, achievement of goals, and monitoring. This research also emphasizes the importance of capacity and competence development of the apparatus as the main key in ensuring the successful implementation of social assistance programs at the local level and indicates that there are external factors outside the competence of the apparatus that can affect the success of the program. Overall, these findings support the hypothesis that improving the competence of the apparatus can increase the effectiveness of the BLT program.

Abstract

The National Health Insurance Program (Jaminan Kesehatan Nasional,JKN) in Banggai Regency shows several problems in its implementation process. These issues include an insufficient number of health workers as well asinadequate facilities and infrastructure in direct health service units, which resultin suboptimal services for JKN participants. Considering these existingphenomena, the author conducted this research to analyze the implementationof the National Health Insurance Program policy in Banggai Regency. Theresearch sites included the Banggai Regency Health Office, Luwuk Regional PublicHospital (RSUD Luwuk), and selected community health centers (Puskesmas) inBanggai Regency. The theory used is the public policy implementation theory byVan Metter and Van Horn (Agustino, 2006:161-163). This research employed aqualitative approach, with informants selected through purposive samplingtechniques. A total of seven (7) informants participated in the study. Datacollection techniques consisted of observation, interviews, and documentstudies. Based on the research findings, it can be concluded that theimplementation process of the National Health Insurance Program in the BanggaiRegency Health Office has not been fully effective. This is due to one of the sixpolicy implementation indicators not being well executed, namely, the availabilityof resources. The other five indicators—policy standards and objectives, characteristics of the implementing agencies, the disposition of implementers,inter-organizational communication and implementers’ activities, and theeconomic, social, and political environment—show conditions that have beenrunning effectively.

Abstract

This study aims to describe the performance of Village-Owned Enterprises (BUMDes) in Paku Selatan Village, Bolangitang Barat Sub-District, Bolaang Mongondow Utara Regency. The analysis is based on four main indicators, namely: (a) Efficiency, (b) Effectiveness, (c) Equity, and (d) Responsiveness. The research employed a qualitative descriptive method, with data collected through observation, interviews, and documentation. Data analysis was conducted in three stages: data reduction, data presentation, and conclusion drawing. The results of the study indicate that the performance of Village-Owned Enterprises (BUMDes) in Paku Selatan Village, Bolangitang Barat Sub-District, Bolaang Mongondow Utara Regency, using the Kumorotomo indicators, has not been optimal. Out of the four indicators used, the performance of the independent BUMDes in Paku Selatan Village showed a significant decline in efficiency, effectiveness, fairness, and responsiveness. Efficiency decreased due to a lack of innovation and weak management, leading to some business units ceasing operations and failing to generate income. Low effectiveness was evident from the limited number of operational business units and a lack of transparency, which eroded public trust. Dependence on a single individual in financial management also reflects unfairness in task distribution. Meanwhile, weak responsiveness to criticism and community aspirations further exacerbates the condition of BUMDes, and during this period, no village revenue (PADes) was generated from BUMDes. Based on the research results, it is evident that efficiency and effectiveness have declined due to weak management, innovation, and asset utilization. Inequality in management indicates low levels of fairness and equitable participation. Responsiveness to community needs is also weak due to a lack of transparency and coordination. Research recommendations include improving governance based on transparency, accountability, and sustainable strategies. Board members need managerial training, asset maximization, and innovation aligned with community needs. Further research is recommended to expand the scope of variables.

Abstract

The 2024 Presidential Election in Indonesia reflects the increasinglycomplex dynamics of democracy, marked by the increasing role of social media,identity-based campaigns, and candidate personalization. This study aims toanalyze the socio-psychological factors that influence voting behavior, identifythe characteristics of rational and emotional voters, and examine the implicationsof the dominance of emotional behavior on the quality of electoral democracy. The approach used is a mixed-method, through a quantitative survey of youngvoters as well as in-depth interviews and analysis of digital campaign content. Theresults of the study show that factors such as identity affiliation, emotionalcloseness to candidates, and the intensity of social media exposure play asignificant role in shaping voting behavior. Rational voters tend to consider thetrack record and work programs of candidates, while emotional voters are moreinfluenced by symbolism, emotional narratives, and personal perceptions. Thesefindings indicate that the dominance of emotional behavior in elections has thepotential to weaken the quality of electoral democracy because politicaldecisions are often not based on informative rational considerations. This studyrecommends the importance of increasing political literacy, especially amongyoung voters, as well as the development of more ethical and educationalpolitical communication strategies to strengthen the foundations of a healthydemocracy that is oriented towards quality leadership.

Employee performance is an important factor in the success ofan organization, especially in the government sector. However, inpractice, various obstacles are still found that affect performance, such asa leadership style that is not optimal and limited work facilities. At theRegional Office of the Ministry of Religion of Gorontalo Province, anumber of performance indicators have not been achieved optimally, which shows the need to evaluate internal organizational factors. Thisstudy aims to determine the influence of transformational leadership andwork facilities on employee performance, as well as analyze whether workfacilities play a role as a mediating variable in the relationship betweenleadership and performance. The research uses a quantitative approachwith an associative descriptive method. Data was collected through aquestionnaire to 32 employees, and analyzed using the Partial LeastSquare (PLS) technique through the SmartPLS application. The results ofthe study show that transformational leadership does not have asignificant direct effect on employee performance. On the other hand, work facilities have a significant effect and transformational leadershipaffects employee performance through work facilities. This means thatdirection and motivation from leaders will only have an impact onimproving performance if they are supported by adequate work facilities. These findings confirm the importance of the role of work facilities insupporting leadership effectiveness. Therefore, organizations need toprioritize the management of work facilities as part of a comprehensiveand sustainable employee performance improvement strategy.

Abstract

Sustainable fisheries management in coastal areas is a challenge as wellas a strategic opportunity in maintaining the sustainability of marine resourcesand the welfare of fishing communities. Bone Bolango Regency, which has quitelarge fisheries potential, especially in the Tomini Bay area, faces variouschallenges in its fisheries governance, ranging from low community participation, limited responsive policy support, to minimal cross-sector collaboration. Thisstudy aims to analyze sustainable fisheries management in Bone Bolango byemphasizing the role of fishing communities, government responsiveness, andmulti-party partnerships. The method used in this study is a descriptivequalitative approach with data collection techniques through in-depthinterviews, field observations, and documentation studies. Data were analyzedusing the Business Model Canvas framework adapted to the Design Thinkingapproach to understand the dynamics of user needs, actor roles, and innovationin governance. The results of the study show that active participation of fishingcommunities has a significant influence on the legitimacy of policies and thesuccess of marine conservation programs based on local wisdom. However, thisinvolvement is still hampered by low environmental literacy and technicalcapacity. In addition, the level of responsiveness of local governments is stillpartial, focusing more on technical assistance than building equal dialoguemechanisms. Meanwhile, collaborative practices between fishing communities, government, and the private sector have not been optimal due to the weaknessof existing partnership institutions. This finding strengthens the arguments of anumber of previous studies that emphasize the importance of environmentaleducation, integration of local knowledge, and inclusive partnerships in coastalresource management. The implications of this study indicate that the success ofsustainable fisheries management is largely determined by an adaptive,community-based governance model supported by strategic cross-sectorpartnerships. Therefore, it is necessary to design policies and programs that aremore responsive to the needs of coastal communities, strengthen communitycapacity, and build participatory and sustainable collaborative institutions.
