Abstract

The Electronic-Based Government System (SPBE) is the core of e-Government, which aims to create a clean, transparent, and free government from corruption, collusion, and nepotism. SPBE utilizes information and communication technology to improve the efficiency and effectiveness of public services, so that it plays an important role in improving the quality of services, the implementation of government duties, and interaction with the community and inter-institutions. Enterprise Resource Planning (ERP) systems are the main tool for optimizing information management by integrating eGovernment systems for more structured problem monitoring. This research measures the readiness of ERP implementation in the local government of Indramayu Regency, with a focus on technology, organization, and environmental readiness. This research uses a quantitative approach by distributing questionnaires to 230 respondents from 5 SKPDs in Indramayu Regency. Data analysis was carried out using the PLS-SEM method through the R Study application. The results showed that of the three hypotheses developed, one was accepted with a positive and significant influence (p-value < 0.05, t-statistic > 2.045), while the other two were rejected. The technological aspect has a negative and insignificant influence on ERP readiness, the organizational aspect has a positive and significant influence, and the environmental aspect has a weak and insignificant positive influence. Improving the quality of technology and the environment is important for the successful implementation of ERP.

Abstract

Technological advances in the field of the internet and its supporting ecosystem have changed human lives. The way humans communicate, transact, trade and play games has changed massively. Along with the progress of the internet ecosystem, it has led to the emergence of trading platforms, both webservices and smartphone applications. Developments that change how people trade and pay for trade transactions cause vulnerabilities that can be used by criminals or to commit criminal acts. Criminal acts of fraud, unauthorized use of personal data, bribery through e-commerce media, and money laundering are criminal acts that have emerged along with the rampant use of e-commerce. Various methods of money laundering can be done using e-commerce media. One of the mitigations that can be done by the Government is to classify e-commerce media as a Reporting Party in the anti-money laundering regime.

Abstract

The concept of the blue economy provides opportunities to harness the potential of marine resources in a sustainable manner, but its implementation often faces challenges. This study aims to map stakeholders in the management of coastal areas based on the blue economy in Bima City, West Nusa Tenggara, in order to overcome challenges such as conflicts of interest and unsustainable resource exploitation. Through a qualitative approach that includes interviews and analysis of documents, the study identifies three categories of stakeholders: core, supportive, and contextual ones. The analysis of the power-interest matrix shows the importance of strategic collaboration between stakeholder groups to create inclusive and sustainable blue economic governance. Research recommendations include the establishment of dialogue forums, technical training, private sector partnerships with communities, and strengthening the role of NGOs in supporting environmental sustainability, community welfare, and local economic growth.

Abstract

The implementation of e-Government in Indonesia is crucial for enhancing public service quality and efficiency, yet local governments face significant challenges. This research analyzes the readiness for Enterprise Resource Planning (ERP) implementation in Regional Apparatus Work Units (SKPD) of Indramayu Regency, utilizing the People Process Technology (PPT) model and Partial Least Squares Structural Equation Modeling (PLS-SEM) for data analysis. The study aims to assess the influence of human resources, processes, and technology on ERP readiness. Data were collected through questionnaires and interviews with five SKPD agencies, focusing on the critical dimensions of readiness. The findings reveal that the people variable significantly affects ERP implementation readiness, while process and technology variables show very weak effects. This suggests that optimizing human resources is essential for successful ERP adoption. Recommendations include enhancing training programs, improving business process alignment, and focusing on technological readiness through targeted skill development and security audits. The implications of this research provide valuable insights for local governments in planning and managing ERP implementations more effectively, addressing existing constraints, and enhancing organizational readiness. By focusing on these areas, local governments can better support the successful adoption of e-Government initiatives, ultimately improving service delivery and operational efficiency in the public sector.

Abstract

This study examines the influence of consumer-based brand equity through the digital branding process on consumer loyalty in the Sharing Happiness social campaign. With the increase in internet users in Indonesia, people's behavior in donating has also undergone a transformation, switching to digital platforms. This study uses a quantitative method with a correlational approach to analyze the relationship between brand equity and consumer loyalty, which is measured through repeat purchase, retention, and referral. The results of the analysis show that high brand equity has a positive impact on consumer loyalty. Simultaneous and partial hypothesis tests show that the Customer Based Brand Equity strategy significantly affects consumer loyalty in the form of repeat donations, positive comments, and referrals. This research provides insights for business people and marketers about the importance of branding strategies in the digital era to increase consumer loyalty in the crowdfunding sector. This finding is expected to be a reference for the development of adaptive and innovative marketing communication strategies in the face of dynamic changes in consumer behavior.

Abstract

In recent years, the emergence of splinter religious sects in Indonesia has triggered considerable conflict, controversy, and social unrest. The Indonesian Ulema Council (Majelis Ulama Indonesia—MUI), as an authoritative institution consisting of scholars and religious leaders, plays a significant role in issuing fatwas to safeguard the faith and religious integrity of the Muslim community. This study aims to examine MUI’s fatwas regarding the designation of heretical sects through the lens of maqāṣid al-sharīʿah, with particular emphasis on the principle of ḥifẓ al-dīn (protection of religion). Using a qualitative descriptive approach, the research analyzes MUI’s fatwa documents and interprets them within the framework of Islamic legal theory. The findings demonstrate that MUI’s fatwas are consistent with the objectives of sharia (maqāṣid al-sharīʿah) and serve as a preventive mechanism against doctrinal deviations that may threaten religious harmony. This study underlines the importance of fatwas as a tool for religious preservation and community protection in pluralistic societies.

Abstract

This study explores students' experiences using Virtual Reality (VR) as a learning medium for Occupational Safety and Health (OSH) in the construction sector at the Public Health Study Program, Gadjah Mada University. A qualitative research design with a case study approach was employed, involving 15 participants selected from 43 respondents. Data were collected through in-depth interviews after participants underwent VR OSH training. The analysis revealed that VR provided an engaging and enjoyable learning experience, enhancing students' understanding of safety protocols in hazardous situations. Participants found the VR content relevant and offered practical insights without physical risk. The effectiveness and efficiency of using VR for OSH training were widely recognized, with positive feedback regarding comfort and visual clarity. These findings indicate that VR has the potential to be an innovative tool in OSH education, bridging the gap between theory and practice. The study concludes that integrating VR into higher education curricula can significantly enhance learning experiences and deepen students' understanding of OSH concepts.

Abstract

This research aims to empirically test the effect of corporate governance structure, leverage, and financial distress on the integrity of financial statements with the size of the public accounting firm as a moderating variable. The target population used is companies listed on the IDX with a total of 823 companies in 2022. The sample was selected using the purposive sampling method and obtained 491 company samples with certain criteria. This study was conducted using multiple linear regression analysis and continued with moderated regression analysis. The data in this study were processed using IBM SPSS software version 29. The results of the study indicate that partially, managerial ownership, audit committees, and leverage affect the integrity of financial statements. Meanwhile, institutional ownership, independent commissioners, and financial distress partially do not affect the integrity of financial statements. The size of the public accounting firm is able to moderate the relationship between leverage and financial distress on the integrity of financial statements. Furthermore, the size of the public accounting firm is not able to moderate the relationship between institutional ownership, managerial ownership, independent commissioners, and audit committees on the integrity of financial statements.

Abstract

This study aims to evaluate the implementation of the risk management process in the Zero Rupiah Housing Fund Program intended for Low-Income Communities with DKI Jakarta Provincial Governor Regulation Number 122 of 2020 and the ISO 31000: 2018 conceptual framework as a reference concept for best practice in the Housing Fund Management Unit that implements the Regional Public Service Agency Financial Management Pattern. The research method used is qualitative with a case study approach. This research uses a triangulation method that combines various research instruments simultaneously to strengthen the results obtained from all types of data, including document analysis and interviews, to be analysed using the thematic analysis method. In this study, the risk management process in implementing the Zero Rupiah DP Program is evaluated, starting from the program planning process to the monitoring and evaluation process of program implementation. The results of this study show that UPDP has not established a risk appetite, and the risk management process in the Zero Rupiah DP Program is still at the risk evaluation stage. This study provides recommendations regarding implementing risk management that refer to the reference standards as best practice in the risk management process.

Abstract

Prolonged conflict in the Gaza Strip has created a humanitarian emergency that disproportionately affects children, who are among the most vulnerable to violence, displacement, and deprivation of fundamental rights. In response to these challenges, this study aims to analyze the role of the United Nations Children’s Fund (UNICEF) in humanitarian diplomacy, particularly regarding protecting and fulfilling children’s rights amid the Palestinian crisis. Using a qualitative descriptive method, data were collected through literature reviews and official documentation to explore how UNICEF integrates human security principles into its diplomatic and operational strategies. The findings show that UNICEF not only acts as a humanitarian aid provider but also serves as an active diplomatic actor advocating for child protection through negotiation and collaboration with both state and non-state actors. The study concludes that UNICEF's dual role—operational and diplomatic—is crucial in promoting a safer and more dignified life for children in Gaza. The implications of this research underline the need for international support and policy reinforcement to enhance UNICEF’s humanitarian efforts. These insights are valuable for academics, policymakers, and practitioners involved in international humanitarian work, especially in conflict-affected regions.
