The journal focuses on the studies of Islamic Political Thought, political science, religion and politics, governance issues, and public policies in Indonesia and other Islamic countries. The journal publishes theoretical and empirical research articles to promote and disseminate the academic atmosphere in and around the regions. Abstract

This article aims to explore the function and style of women’s leader­ship. It deals with a case study of Head of Masaran Village, Banyuates, Sampang. In this research the writer employs qualitative approach and has formulated two main questions, are: first, how is the function of women’s leadership as the village head?; second, how is the leader­ship style of thiswoman as thevillage head? The research results in two conclusions, are; first, the woman’s leadership does not function effect­tively as she deals merely with administrative aspects, while the top-management functions are performed mostly by her husband. This matter cannot, however, be separated from gender bias, patriarchal culture, and the lack of abi­li­ty of the village head. Second,the woman’s leadership style can be categorized as laissez fairestyle. This is because as a leaderthe woman does not fully participate in the implementation of village’s agenda and activities for any responsiblity is handled by her husband.

Abstract

This  article is a study  about the local government’s responses to the fulfillment of civil rights of the Ahmadiyah followers in Lombok, Mataram. The research questions are:  first, how is the attitude of the Ahmadiyah followers to obtain their political and social rights as citizens in shelters; second, how are the local government’s of the West Nusa Tenggara Province responses to the civil rights of the Ahmadiyah groupin the refugee camps. Using qualitative approach, the results of the study indicatethat the Ahmadiyah members feel themselves asthe disadvantaged citizens in terms of the enjoyment of civil rights. They consider themselves the victims of such violation ofrights as the right to be recog­nized as citizens, the right as refugees, the right to property, the right to security, and the right of equality before the law. In the case of the local government, however, the Ahmadiyah groupsees that the government has provided them the full rights of citizenship.

Abstract

The party system in post new order was shifted from extreme multi-party system in the 1999, 2004, 2009 general elections into a simple multi-party system in the 2014 election. The distance of ideology was shifted also from a system of moderate pluralism into simple pluralism. This research seeks to examine: first, the implications of a multi-party system after the new order; second, the solution to overcome the implications of multi-party case. Research findings: first, the implica­tions of a multi-party system were the absence of the majority party in parliament. President-elected often not of the party was winning in election, which eventually form a coalition to secure a policy and political stability. Second, to overcome the problem was making simpli­fication of the party system with two approaches, the approaches “by nature” and “by design”.

Abstract

This study is conducted based on the weaknesses of political parties. It is questioning the ideology of political parties which tends to be less operational, undemocratic and – to some extent – centralized management, and the absence of accountability. Using qualitative approach, the study findsthat there are two main typologies, according to santri (students of Islamic boarding schools), namely pragmatic parties and parties of interests. Moreover, related to the positioning of the ideology of political parties,based onstudents’ preferences, the students grounded their information on mass media and social media. Moreover, ideology and value system are not important aspects adopted by the students in their political preferences. To them politicians are merely groundless political actorswho put less effort to fight for the sake of people’s interests. In addition, the students argue that politicians put most emphasis merely on their party and themselves.

Abstract

Bureaucracy plays an important role in the formulation, imple­men­tation and monitoring of public policies, as well as in the evaluation of their own performance. In this strategic position, there is always an effort to attract the bureaucracy in the politi­cal game area. Bureaucracy used to attain, maintain, or streng­then the power. There are three models to describe the relation­ship of bureaucracy and politicians: the relationship where the govern­ment/executive’ power is dominant that it could dicta­te the legislative/political/parliamentary, the rela­tion­ship which the legis­lators and politicians have always cross­ed into the realm of the executive and impose their will, and the there­lationship which the executive and legislative branches tend to look for a balanced position. Therefore, the government bureau­cra­cy both directly or indirectly related to political interest groups.

Abstract

The political system of wilayatul faqih was a new scientific discourse in the political world of Islam. This research seeks to explore the meaning of wilayatul faqih, as well as its association with the concept of theo-democracy. The findings of this study indicate that wilayatul faqih was the highest leadership held by a jurist who has qualified to lead the community in a country (Iran) during the period of Imam al-Mahdi raptures.Wilayatul faqih principle associated with awareness of the possibility of absolutism of a faqih. Therefore, the system wilayatul faqih in Iran coupled with the republican system. The incorporation of the systems led to a theo-democratic form of government. Thus, although the system wilayatul faqih implement the teachings of the Lord, which may have occurred errors and irregularities, but there are assemblies faqih that contains the scholars and intellectuals in charge of selecting and overseeing the performance of and policy faqih.

Abstract

Pasuruhan Village Binangun district of Cilacap as the location of this research was the village that was attented by the public both national­ly and internationally after the arrest of suspected terrorists in 2009. This study used a Participatory Rural Appraisal (PRA) through Focus Group Dis­cussion (FGD), interviews, observation and document­tation. The results of study through three business groups (Sharia cooperative of Abdimas Sejahtera, a group of cattle farming and cat­fish, as well as small business group) resulted a model of community development in the empo­werment program which formed by training and mentoring to enhance the resources and managerial capabilities, and training pro­grams for all business groups to become members of the cooperative. Abstract

This article attempts to give a literature description of the puritan movement and terrorismand how the state plays its role to cope withthese issues. Purita­nism is characterized by a closed, absolutist, and literalattitude. Islam is kept out of the context of its historical aspects. The most prominent feature is a militant attitude of its followers by practicing the Islamic teachings offensively in which these often result in violent actions. A number model of Islamic groups like Salafi-Wahabi, for an instance, is spreading its dakwahvigorouslyand making a frequent friction among Muslim society in Indonesia. This fact goes along with terrorism. Some radical-terrorist cells continue to develop their power, while at the same they spreadsuch labelsas thaghut, kafir and syirik against other people.In this stage, the community along withthe state deal with face to face against radical ideology. Democracy is facing a dilemma in dealing with the radical movements. The writer argues, therefore, that there is a critical need to strengthen a moderate under­standing and state’s firmness to regulateany religious ideology.

Abstract

After the fall of Soeharto’s regime, Indonesia has experienced changes in many aspects of such social life as politics, economy, and education. Soon, transnational-religious party has emerged. Hizbut-Tahrir Indo-nesia (HTI) has started its new agenda and mission, namely enforcing the Islamic Caliphate and Shari'a and changing the Indonesia’s Consti-tution with the new constitution they propose. This article a conceptual writing which deals with three objectives, are: analyzing the extent of the movement, the evolution of transnational Islamic religion, and how HTI has successfully gained sympathy and support from the Indone-sian young Muslims who subsequently become it loyal followers with strong militancy. The writer concludes that HTI along with its propaganda has, in fact, threatened national concept of Indonesia’s constitution. Therefore, it is important to protect the young generation from such ideological propaganda as discussion, organization, mass media, and other means employed by HTI in order to influence them.

Abstract

This study attempts to create a cultural strategy to eradicate corruption in Indonesia. Various obstacles to eradicate the culture of corruption in Indonesia along with descriptions of cultural conditions which encourage corruption were easily found. Using a descriptive analytical technique this study tries to reveal corruptive behavior and its scope as well as find a variety of cultural problems. Massive corruption in Indonesia seems to draw us a conclusion that corruption has been the culture of our nation. As a cultural problem, corruption should be carefully addressed within the context of culture. Therefore, a firm model of anti-corruption education, which put emphasis on cultural mentality and formation of anti-corruption behavior for society, is urgently required. Such education should integrate within itself anti-corruption values, which put and see corruption as a common enemy for all. Education as such is expected to form a positive attitude and anti-corruption behavior.
