Abstract

Digital transformation in the public service sector is now crucial to support work efficiency and effectiveness. At the Tirtanadi Water Company (PDAM) in North Sumatra, customer scheduling and billing activities are already carried out using an application, but still face several obstacles, such as the rarity of ordinary people to open the application to view their bills, resulting in many people experiencing delays in paying their bills, resulting in continued arrears and resulting in interest accruals. To address these challenges, a web-based information system was developed that implements the First Come First Serve (FCFS) scheduling algorithm. This algorithm functions to manage queues and schedules based on the order of incoming requests, resulting in a more structured and fair process. The implementation of this system is expected to increase efficiency in the billing process and support more responsive and accurate customer service within the PDAM.

Abstract

Orange peel waste, which is usually wasted, has great potential as a value-added raw material. Orange peel contains natural compounds with antimicrobial properties and is able to remove oil and dirt, making it an ideal ingredient for soap making. This study examined the effect of varying KOH concentrations on the physical characteristics of liquid dishwashing soap made from tangerine peel charcoal (Citrus reticulata). The charcoal was produced through a carbonization process using varying temperatures (150°C, 175°C, and 200°C). The liquid soap was then formulated with varying KOH concentrations (12%, 14%, and 16%) and tested for physical characteristics including viscosity, organoleptic properties, homogeneity, foam stability, and pH. The results are expected to determine the optimal formulation of high-quality liquid soap and provide innovative solutions for managing organic waste into sustainable, value-added products.

Abstract

Cancer is one of the catastrophic diseases that requires high treatment costs, long-term care, and poses a significant burden on the health system. In Indonesia, there are 514 hospitals stratified according to their expected capacity to provide cancer services; however, assessments in Central Sulawesi Province revealed that network hospitals remain at the basic level. This phenomenon highlights a gap between the growing need for cancer services and the actual capacity of hospitals. This study aims to evaluate the readiness of available resources and to analyze the strategic planning of hospitals in supporting the implementation of priority cancer service programs. A qualitative method with a case study design was applied, using interviews, observations, and document reviews. Data were analyzed through the stages of data reduction, data display, and conclusion drawing. The findings indicate that Anutapura Palu Hospital has reached an intermediate level with better readiness in terms of input, process, and product, while Torabelo Sigi Hospital remains at the basic level with significant limitations in human resources, facilities, operational documents, and funding. Strategic planning at Anutapura Palu Hospital has been more adaptive, enabling faster operationalization of cancer services, while Torabelo Sigi Hospital requires acceleration in governance documents, infrastructure development, and technical assistance. This study emphasizes that the success of cancer service implementation is highly determined by input readiness, process effectiveness, product outcomes, and adaptive strategic planning.

Abstract

Amidst the surge of numerous comics with contemporary plots and limitless story creations, it demands us to continuously adapt to the developments of the times in order to remain competitive in the creative world. One form of creativity is by combining creative elements from digital comics, such as webtoons, with famous traditional literary works that are rich in heroic elements, like the Mahabharata story. This study aims to: 1) describe the process of digitally creating "the story of Krishna's birth" in a Webtoon format, and 2) describe the results of digitally visualizing "the story of Krishna's birth" in a Webtoon format. In creating this work, the method used is idea exploration through D&D (Design and Development), where the idea exploration involves techniques for processing data into a design, which is then developed into a Webtoon comic work based on the story of the Birth of Krishna. Thus, it successfully concludes: 1) the process of creating "The Story of Krishna's Birth" in webtoon format has been described in detail. 2) In this visualization of Creation, it has successfully adapted the classic story into the vertical webtoon format. Abstract

The development of digital technology has encouraged the use of social media as a primary promotional tool in the tourism sector, including the development of tourist villages. In addition to social media, service quality is also a crucial factor in creating memorable tourism experiences and influencing tourists' decisions to visit. This study aims to analyze the effectiveness of social media and service quality in influencing tourists' decisions to visit tourist villages. This research used a qualitative, descriptive approach. Data were obtained through in-depth interviews, observation, and documentation with informants including tourist village managers, tourists, and local communities. Data analysis was conducted using the Miles and Huberman interactive analysis model, which includes data reduction, data presentation, and conclusion drawing. The results indicate that social media plays a significant role in shaping tourists' initial perceptions and interest in visiting through visual content, easy access to information, and online reviews from visitors. Meanwhile, service quality, demonstrated by the friendliness of managers and local communities, responsiveness of service, and the comfort of facilities, significantly influences tourist satisfaction during their visit. Tourists' decision to visit is the result of a multi-step process, with social media playing a dominant role in the pre-visit phase, while service quality plays a significant role in the direct experience and post-visit phase. This study concludes that social media and service quality complement each other in influencing tourists' decision to visit tourist villages. Therefore, tourist village managers are advised to consistently optimize the use of social media and continuously improve service quality to attract, satisfy, and retain tourists.

Abstract

The documentary film Di Atas Rel Mati portrays the lives of students who study at Master School and the challenges they face due to the partial eviction of the school area by the government for the construction of integrated Jakarta city transportation infrastructure. In order for this film to be effectively conveyed to the audience, it must be supported by a well-developed scenario. A scenario that is clearly delivered can provide stimuli that evoke immediate emotional responses from the audience. The quality of a strong documentary film scenario has the potential to enhance public empathy toward the residents of Master School. This study aims to examine the effect of the documentary film scenario Di Atas Rel Mati on public empathy. The research involved 130 respondents selected through random sampling. The study employed a quantitative research approach using descriptive and verificative methods, with multiple linear regression analysis as the data analysis technique. The results indicate that cinematography, sound system, and resource persons jointly contribute 30.2% to the formation of public empathy, while the remaining 69.8% is influenced by other variables not examined in this study. A high-quality scenario is determined by effective cinematography, an appropriate sound system, and suitable resource persons. The better the quality of the scenario, the greater its potential to enhance public empathy.

Abstract

The rapid development of digital technology has created various new opportunities in the education sector, particularly in supporting learning activities outside school hours. This study aims to examine students’ interest in using digital educational applications beyond formal classroom time by applying the Technology Acceptance Model (TAM). The model emphasizes three key variables: Perceived Usefulness, Perceived Ease of Use, and Behavioral Intention. The study was conducted at a junior high school in South Tangerang using a quantitative research approach. Data were collected through the distribution of Google Form–based questionnaires to 123 respondents who met the research criteria and were analyzed using validity and reliability tests, as well as t-tests and F-tests, with SPSS software. The results indicate that perceived usefulness and perceived ease of use have a significant influence on students’ interest in using digital educational applications, both simultaneously and partially. An F-value of 47.962 with a significance level of 0.000 demonstrates that the independent variables positively affect students’ interest in using digital educational applications. These findings confirm the importance of educational applications as alternative learning media and highlight the need for educational institutions to optimize the use of digital technology in supporting students’ independent learning processes.

Abstract

Effective communication for individuals with visual disabilities relies heavily on auditory cues, particularly intonation, to convey meaning, emotion, and pragmatic intent. This study explores the effectiveness of applying intonation patterns in verbal communication with persons with visual impairments. The article emphasizes intonation as a suprasegmental element that supports message clarity, emotional recognition, and interactional flow when visual information is unavailable. Through an integrative qualitative approach grounded in relevant linguistic and communication studies, this paper examines how variations in pitch, stress, rhythm, and tempo influence comprehension and engagement among visually disabled individuals across different communicative contexts. The findings highlight that appropriate intonation enhances understanding, reduces ambiguity, and fosters more inclusive and empathetic interactions. Moreover, effective intonation use contributes to greater communicative confidence and social participation for individuals with visual disabilities. The study underscores the importance of intonation awareness for educators, caregivers, and the general public in promoting accessible and human centered communication practices.

Abstract

Blocking customer accounts is one of the administrative measures that banks can take in order to apply the principles of prudence and risk control. However, this authority is not absolute, as it has the potential to limit the civil rights of customers if carried out without a clear legal basis and valid procedures. This study aims to examine the legal regulations regarding the authority of banks to block accounts by PT Bank Mandiri Tbk in the Yogyakarta District Court Decision Number 112/Pdt.G/2022/PN.Yyk with the principle of legal protection for banking customers. The research method used is normative juridical research with a legislative approach and a case approach. The primary legal sources include Law No. 10 of 1998 concerning Banking, Law No. 8 of 1999 concerning Consumer Protection, Financial Services Authority Regulations concerning Consumer Protection in the Financial Services Sector, and Court Decisions. Secondary legal materials were obtained from literature, scientific journals, and opinions of banking law experts. The results of the study show that the authority of banks to block accounts can only be exercised if there is a valid legal basis and must be accompanied by the principles of transparency, proportionality, and accountability. This study concludes that PT Bank Mandiri Tbk is not in accordance with the principles of customer legal protection and incurs legal liability for the bank.
