Abstract

Urban horticulture plays a strategic role in strengthening sustainable food systems amid the rapid expansion of urban areas. In Indonesia, secondary cities like Malang are experiencing land-use transformations that marginalize agricultural activities, including horticulture. This study explores the dynamics of horticultural production in Malang Municipality from 2019 to 2023, utilizing primary data from the Horticulture Statistics Report published by the Malang City Statistics Agency (BPS). The analysis focuses on four major commodity groups: seasonal fruits and vegetables (SBS), annual fruits and vegetables (BST), biopharmaceutical crops (TBF), and decorative plants (TH). The findings indicate significant fluctuations in both harvested area and production levels, particularly in seasonal crops such as oyster mushrooms and chili peppers, which are highly sensitive to market prices and climate variability. Annual fruits like mango and rambutan consistently dominated the production volume, while biofarmaka crops such as turmeric and ginger showed a worrying downward trend. Notably, lemon production surged by over 1,100% between 2022 and 2023, suggesting new patterns of local market demand. Meanwhile, the decorative plant sector remained relatively stable, reflecting its niche role in urban aesthetic and cultural practices. These patterns reveal both the vulnerability and potential of urban horticulture within the broader framework of urban resilience and land governance. The study advocates for integrated urban agricultural planning, local value-chain strengthening, and policy support to ensure the viability of horticulture as part of sustainable urban development in Indonesian cities.

Abstract

This study examines the dynamics of collaborative governance in the implementation of waste management policy in Malang City, Indonesia. Despite the city’s formal commitment to community-based waste management through Local Regulation No. 7/2021, collaboration remains limited in practice. Using a qualitative case study approach, data were collected through semi-structured interviews, focus group discussions, field observations, and document analysis involving key stakeholders, including government officials, community actors, and informal sector workers. Findings reveal four critical barriers to effective collaboration: (1) asymmetrical power relations that restrict community involvement in policy design; (2) fragmented institutional arrangements with unclear coordination mechanisms; (3) strong bureaucratic control that limits facilitative leadership; and (4) weak participatory processes characterized by symbolic dialogue, low shared understanding, and declining public ownership. These constraints prevent the alignment of policy intentions with on-the-ground realities and hinder the achievement of sustainable development goals (SDGs) and circular economy targets. The study proposes a shift from a policy control model to a policy co-creation approach. Key policy implications include institutionalizing multi-stakeholder forums, formally recognizing informal waste actors, empowering local innovation through facilitative leadership, and building shared digital infrastructure for feedback and monitoring. These reforms are essential for transforming waste governance from symbolic participation into meaningful collaboration. By embedding co-creation into policy practice, Malang City can enhance its environmental performance while promoting inclusive, adaptive, and sustainable urban development.

Abstract

This study examines the implementation of a free education policy in Malang City, Indonesia, and its implications for equity in access and outcomes. Although the policy guarantees uniform financial assistance for all students in public elementary and junior high schools, its execution reveals substantial gaps between the promise of equality and the lived experiences of students, particularly those from disadvantaged backgrounds. Based on qualitative data gathered through interviews, document analysis, and field observations, the study identifies three major challenges. First, the interpretation of “free education” varies across schools, leading to inconsistencies in application and confusion among beneficiaries. Second, limitations in bureaucratic coordination, technical capacity, and communication contribute to inefficiencies in fund distribution and reporting. Third, the flat-rate subsidy fails to account for indirect costs borne disproportionately by low-income families, such as transportation, uniforms, and extracurricular participation. The findings suggest that the policy’s universal design, while administratively efficient and politically popular, does not ensure equitable outcomes. Without mechanisms for targeting or flexibility, students most in need may continue to face barriers to full participation in schooling. To address these issues, the study recommends context-sensitive reforms that combine universal access with additional support for vulnerable groups. It also calls for stronger institutional feedback loops and school-level autonomy in addressing local needs. In conclusion, achieving meaningful educational access requires a shift in perspective—from providing the same for all, to ensuring success for those who need more.

Abstract

The rise of illegal parking attendants in rapidly urbanizing Indonesian cities poses significant challenges for local governance, public service delivery, and revenue generation. This study explores how the local government of Malang City addresses the issue of unregistered parking attendants who operate without official authorization, charge arbitrary fees, and undermine public trust. Employing a qualitative case study methodology, data were collected through in-depth interviews with transportation officials, direct field observations, and analysis of local regulations. The findings reveal that while enforcement strategies such as patrols and formal registration systems are in place, they are hindered by limited personnel, low public awareness, and weak inter-agency coordination. The study concludes that tackling illegal parking requires not only institutional enforcement but also citizen participation and systemic policy reform. These insights offer valuable implications for improving urban service governance in secondary cities within developing regions.

Abstract

The high poverty rate in Pasuruan Regency caused by Covid-19 has resulted a high demand for an effective strategy from the local government. The purpose of this study is to examine the strategies to alleviate poverty caused by the Covid-19 pandemic in Pasuruan Regency. This research is a descriptive research conducted through a qualitative approach with relevant primary and secondary data sources. The results of the study found that the Pasuruan Regency government tried to improve the welfare of the poor who were affected by the Covid-19 pandemic by preparing a poverty alleviation program strategy in collaboration with the relevant agencies. The program to reduce the burden of spending and strengthen the creative economy by the Social Service and the Office of Cooperatives and MSMEs is the most effective program for the success of poverty alleviation. This study also found that identification of target groups is a prerequisite component for the success of poverty alleviation programs, and the need for more roles from stakeholders to increase the effectiveness of poverty alleviation programs. Thus, the program prepared by the Pasuruan Regency Government needs to be carried out optimally accompanied by the role of stakeholders to increase the effectiveness of the program to alleviate poverty due to the Covid-19 pandemic.

Abstract

Reform is an essential management effort expected to give good results in the system and structure. Effective reform of the information network of interpersonal communication. Most research has studied the structure and importance of public service delivery, but the interaction between network members. Yet the increased growth in public management has resulted in the growth of a network of actors operating in an interdependent manner, collectively producing public services. In addition, the experience of the reform process in several countries also reveals that employee reform is mainly influenced by the political interaction of bureaucrats and politics. This study aims to determine the relevance of 38 districts/cities in East Java in the urban reform index. The analytical method used is spatial autocorrelation. The analysis results show the relationship between several regions in East Java in the employee reform index. Namely Malang City and Sidoarjo Regency in 2018, Sampang Regency in 2018, and Situbondo Regency and Sampang Regency in 2020. The development of the implementation of Regency/City Government reforms in East Java in 2018-2022 continues to increase, although not yet. Abstract

Empowering people with disabilities through inclusive entrepreneurship is a strategic issue in building an equitable and competitive society. This research was conducted to analyze the role of young sociopreneurs in supporting inclusive entrepreneurship through collaborative business incubation programs in Malang City. The role of young sociopreneurs is considered crucial in overcoming socio-economic challenges faced by people with disabilities, particularly in accessing economic opportunities and achieving social integration. Unlike previous studies that mainly focused on general empowerment models or government-led initiatives, this research highlights the innovative contribution of young sociopreneurs as active facilitators in bridging resources, skills training, and business assistance. By employing a qualitative approach with in-depth interviews, observations, and documentation, this study involved sociopreneurs, government representatives, and beneficiaries with disabilities. The findings show that multi-stakeholder collaboration is the key to the success of business incubation programs. Young sociopreneurs not only foster economic independence but also enhance public awareness of the importance of social inclusion. This study contributes new insights by demonstrating how youth-driven sociopreneurship can be institutionalized into local development policies and ecosystem building. The results emphasize the potential of sustainable empowerment models that integrate social and economic inclusion of people with disabilities effectively into community-based development.

Abstract

The provision of data and information today is essential not only for generating statistical figures but also for supporting decision- making based on in-depth analysis. In the context of disaster management, spatial data plays a crucial role in identifying the distribution, characteristics, and patterns of affected areas. This research aims to analyze the historical records of disaster events in Malang Municipality spatially using a Geographic Information System (GIS). The data used consists of disaster incidents from 2020 to 2024, which were processed into spatial format and analyzed through spatial join functions to generate distribution maps and frequency summaries by administrative region. The results show that Klojen District recorded the highest number of disaster events with 360 incidents (169 floods, 123 extreme weather events, and 68 landslides). The distribution patterns indicate that floods are scattered randomly, landslides are concentrated along rivers and slopes, while extreme weather events show both linear patterns along roads with dense vegetation and random patterns in residential areas due to the dynamic nature of wind. These findings highlight the importance of preparedness and spatially-based mitigation strategies that consider the characteristics of the affected areas and historical disaster data.

Abstract

Public demands on the government as the public sector encourage the government to continue to innovate and improve the quality of public services. One of the efforts to improve service quality is the application of good governance. The application of good governance has been claimed to increase the accountability of the performance of government agencies, which could be interpreted as an instrument for evaluating the achievement of public services to the community. It gave birth to the Government Agency Performance Accountability System (SAKIP) with a legal basis starting with Presidential Instruction No. 7 of 1999. This law is being updated to Presidential Regulation No. 29 of 2014. The implementation of the SAKIP assessment that was carried (that was carried) out throughout Indonesia, including Malang City. This study was conducted to determine the performance of Malang City government agencies as one of the regions of East Java, with a dense population. The purpose of this study was to determine the effect of good governance principles on improving the quality of government agency performance. The research was conducted using the literature study method by reviewing the official website of the local government and other literature. The results of the study conducted showed the results of SAKIP Malang City got satisfactory results with the predicate A. These results expected to be a motivation for other local district governments to continue and improve the quality of performance of government agencies.

Abstract

Bureaucratic reform contains areas of change in the management of the human resources of the apparatus itself, which aims to create an effective and efficient bureaucracy. Researchers will review in depth the mechanisms and results of the performance of the Ngawi district government in carrying out development tactics before and during the pandemic, and performance achievements after the regional economic recovery period. This study uses a qualitative approach that focuses on efforts to increase the value of regional SAKIP through thematic regional development. Thematic regional development is adjusted to regional potential and regional superior programs, where Ngawi Regency focuses on regional potential, namely agriculture, trade, and industry. The results of the study indicate that in carrying out development tactics before and during the pandemic, and the achievement of performance after the regional economic recovery period, which is seen from three sectors namely Agriculture, Trade, and Industry, it was found in the last 5 (five) years experienced fluctuating performance.
