Abstract

The impact of e-government on the provision of public services is quite significant, because it can produce faster, better and more efficient public services, which in turn promotes the principles of good governance. The aim of this research is to determine strategic e-government policy at the Lampung Province Regional Government and Autonomy Bureau. This research was carried out using qualitative descriptive analysis by conducting interviews with staff from the Lampung provincial government and regional autonomy bureau and observing the relevant bureau's website. The findings show that the main problems faced are the absence of experts in the IT field, no training or outreach regarding website management, as well as inadequate supporting facilities and infrastructure. Therefore, there is a need for a strategic system to realize e-government in Government Bureaus and regional autonomy in Lampung province. The solutions and suggestions given are the need for socialization, placement of IT experts, planning IT-based system guidelines, and completing the necessary facilities and infrastructure. Apart from support from the central government, there is a need to accelerate budget realization related to e-government implementation in order to create applications that are more effective, efficient, transparent and inclusive.

Abstract

This study aims to describe the leadership of the village head in the implementation of village government in Wasur Village, Merauke Regency. Data collection techniques in the form of observation, interviews and documentation, Data analysis techniques in the form of data presentation, data reduction, and conclusion assessment The results of research on village head leadership in the implementation of village government in Wasur Village, Merauke District have not run effectively in running the village government. This can be seen from the indicators of mobilizing community potential that it is only limited to providing training which is limited both in terms of time and cost, because so far the training has only been aimed at rice farmers and also the managing community. For indicators of the duties of his superior government, the Head of Wasur Village has not fully carried out the duties and responsibilities given to him as the village head, where so far the head of Wasur Village has rarely been in the office, so it is rather difficult to carry out his duties in village government affairs, both development and empowerment matters to the community and other matters entrusted to him, including development affairs. For the indicatot to coordinate the running of the village government, the Village Head still lacks coordination of development activities at the village level and has not optimized all potential development resources, starting from the stages of planning, implementing, supervising, and maintaining development results at the Wasur Village level.

Abstract

Education is one of the most important components in supporting the life of the nation and state. Education in Indonesia is guaranteed by the 1945 Constitution of the Republic of Indonesia which is explicitly stated in the phrase "educating the nation's life". The implementation of higher education in Indonesia has a number of complex dynamics, one of which is about the relevance of the income of Lecturers to PNS status which is less relevant to social status and changing times. This research is a descriptive research with a qualitative approach. The use of qualitative descriptive methods is carried out in order to comprehensively reveal and understand various phenomena that occur in order to obtain a clearer picture of the aspect being studied. Based on the results of the study, it can be seen that the salary system that has been accepted by lecturers with civil servant status can still be categorized as not meeting the eligibility instruments for living lecturers and their families. This happens because the amount of income received by lecturers with civil servant status has no relevance to the social reality that considers the lecturer profession as one of the elite professions in Indonesia but its income is still inferior to other professions.

Abstract

The Healthy Indonesia Program with a Family Approach is one way for community health centers to increase target reach and bring closer/increase access to health services in their working areas by visiting families. Various problems are believed to be the cause of the ineffective implementation of the PIS-PK program at the Kelapa Lima Community Health Center, both from the Community Health Center itself and the community. Problems in the field and health workers' statements are that the readiness of the Kelapa Lima Community Health Center in serving the PIS-PK program is still weak, limited health personnel, lack of enthusiasm from the community are one of the main problems that influence the ineffectiveness of the Kelapa Lima Community Health Center's services and the large area has an impact on services to the community. requiring. Based on data collected by health officers, the number of heads of families is 3,105. Of that number, those who receive health services in Kelapa Lima Village, only 200 heads of families receive health services by PIS-PK officers. The lack of facilities and infrastructure in the form of funds, facilities that can support the PIS-PK service activities of the Kelapa Lima Health Center. The research method used was descriptive qualitative with 17 informants. The results of the research show that the implementation of the program (PIS-PK) at the Kelapa Lima Community Health Center in Merauke has not been fully effective if we look at using five indicators. It can be seen from the Program Understanding that the majority of people do not fully understand the content of the program, as well as being on target and being on time is not fully effective from officers or the community, then there has been no significant improvement or change in achieving real goals and changes

Abstract

The Unitary State of the Republic of Indonesia is divided into provinces, which are further divided into districts and cities, according to Article 18 of the 1945 Constitution. Each province, district, and city have a regional administration that is governed by law. extend an invitation. The governments of provinces, regencies, and cities control and oversee their own activities in accordance with their powers of autonomy and assistance. The purpose of this study is to ascertain the Community and Village Empowerment Service's involvement in the Tanah Miring District's application for Sarsangg Hamlet enlargement. This study employed a descriptive approach using qualitative methodologies. Interviews, observation, and documentation were employed in the data collection process. According to this study, the Merauke Regency has been contacted by the Yasa Mulya Village authority.

Abstract

The synergistic model states that career development is influenced by how employees demonstrate their skills based on their relevance to organisational planning and personal vision within the organisation. Meanwhile, many civil servants are late in developing or do not even have a vision and career development planning within the organisation so there is nothing to align the demonstration of competencies for the advancement of the organisation. This research aims to understand the phenomenon of career development of civil servants through the perspective of synergistic model. The results show that as a result of the disproportionate actuation of individual vision and organisational vision and how employees interpret roles in the organisation that drives them to make loyalty variable as the main path of career development.

Abstract

This research explores the dynamics of interaction between the public and the government through social media, with a focus on government activities towards public complaints in Makassar City. Through qualitative methods, data was collected from identity-verified public complaints and explored through in-depth interviews with informants from the agencies that are the object of complaints. The results of the study highlighted the important role of social media in monitoring government performance, increasing public participation in public service oversight, and shaping public opinion space as a check and balance mechanism. The findings show that the use of social media has had a positive impact in improving the government's response to public complaints regardless of social status, although social stratification still plays a minor role in some cases. The use of social media also facilitates responsive and accurate public services, especially in terms of the speed of response and the level of accuracy of government responses. However, challenges remain related to complaint handling, which requires substantial planning and budgeting as well as coordination across authorities. This study illustrates the importance of social media integration in local government practices to improve transparency, accountability and responsiveness in public services, especially in the context of Makassar City, which has declared itself a metaverse city.

Abstract

This study aims to describe the Collaborative Leadership Style in Handling Disasters at the Merauke Search and Rescue Office. The method used is descriptive qualitative, using data obtained from survey results and interviews with 18 informants. The indicators used to describe the collaborative leadership style in accordance with the research framework consist of 8 (eight) indicators, namely understanding the power owned by all parties involved, shared information, democracy, facilitating all parties involved to always brainstorm to obtain mutually agreed decisions, providing time and resources for the benefit of all parties involved, providing opportunities to develop the roles and responsibilities of all parties involved, trying to find solutions to overcome the root of the problem, and offering feedback as soon as possible personally. The results of this study found that the collaborative leadership style carried out by leaders at the Merauke Search and Rescue Office was confirmed from the 8 indicators used, but not maximized in its implementation, it can be seen that there are several emphases given by employees and the community, so it should be a concern for leaders at the Merauke Search and Rescue Office for future improvement. As additional findings, the factors that cause the collaborative leadership style not to be maximized by leaders at the Merauke Search and Rescue Office, First, the external factors of frequent changes in leadership so that the head of the office who is not from Merauke needs time to adapt to employees and the local environment, as well as problems that often occur. The second is the internal factor of the leader which makes him sometimes lack confidence in coordinating with related agencies in a SAR operation.

Abstract

Every public policy will not be separated from policy implementation. Policy implementation becomes one of the sacred things in a policy, because implementation will show the quality of the formation of a policy, in this case the BUMDes Policy. As in general, the BUMDes policy is formulated by the central government. However, matters related to the implementation of the BUMDes policy are still regulated and managed by the village government. To find out things related to the implementation of this BUMDes policy, it can be seen from 4 aspects namely; Implementing Organization, Target Groups, Idealize Policy and Environment Factors. Many organizations are involved in the implementation of BUMDes policy, ranging from the central government, local government, village government, to community groups. In the establishment of BUMDes, the community is involved because the target of the BUMDes policy is the community itself. BUMDes is present with the aim of reducing unemployment andmaking a profit. Community support and demands answer all the things that need to be done in BUMDes. If these 4 aspects are able to be carried out properly, it can be said that the implementation of the BUMDes policy is declared successful.

Abstract

Abstract The economic empowerment of local communities, especially Indigenous Papuans, is an important strategy in creating economic independence and reducing social inequality in South Papua. This study aims to describe the role and strategy of local governments in empowering indigenous Papuans through micro, small, and medium enterprises in Merauke Regency. The research method uses a qualitative descriptive approach with data collection through observation and documentation studies. The results of the study indicate that local governments have roles and strategies that can be implemented in efforts to empower indigenous people through the micro, small, and medium business sector in Merauke Regency where this sector plays a significant role in opening up employment opportunities and increasing economic income. However, there are also challenges such as limited access to capital, lack of business assistance, and inappropriate marketing processes are still the main obstacles. Therefore, synergy between the government and stakeholders is needed to support the sustainability of micro, small, and medium enterprises in Merauke Regency for indigenous Papuans in a sustainable manner.
