Abstract

Yanggandur Village, Sota District, Merauke Regency has the task of providing services to all elements of society regardless of social status in order to provide excellent service to the community.The purpose of this study is to determine the Effectiveness of Village Officials in Improving Services in Yanggandur Village, Sota District, Merauke Regency. This study uses a qualitative research method with a descriptive approach. The data collection technique uses observation, interview, and documentation techniques. The results of this study illustrate that the effectiveness of the work of village officials in improving services in Yanggandur Village, Sota District, Merauke Regency in the implementation of services has not been carried out effectively. This happens because there is still a lack of government responsibility, especially village officials in providing good services to the community. The initiative of the village officials to adapt to the community environment and also the lack of village office facilities so that all activities do not run well and efficiently. For the Yanggandur village apparatus in order to improve the quality of service, meet the needs of the community well and also build relationships with a more participatory approach with the community so that the services provided will produce good results.

Abstract

This research aims to determine the service quality of the Aviation Unit (Avsec) in checking passengers and baggage at the Security Check Point (SCP) of Merauke Class I Mopah Airport. The method used in this research is a qualitative method using data collection techniques through interviews, observation, and documentation. Data were analyzed using interactive analysis, which consists of three stages, namely, data condensation, data presentation, and drawing conclusions. The research results show that the level of passenger satisfaction with the services of Aviation Security (Avsec) officers is considered satisfactory. The officers have carried out their duties well in checking passengers and baggage which will ensure the safety and security of passengers at Merauke Class I Mopah Airport. Supporting factors are reliability and expertise in carrying out tasks in accordance with their field, supporting airport facilities and infrastructure as well as friendly and polite officers in serving passengers. Meanwhile, the inhibiting factor is the low level of discipline, which causes delays in service to passengers.

Abstract

This research aims to implement the Online Single Submission Risk Based Approach (OSS-RBA) System and provide understanding to the public in using the system (OSS-RBA). The method used is a descriptive method, while the approach in this research uses a qualitative approach and data analysis techniques use three stages of Data Reduction, Data Presentation and Conclusion Drawing. From the results of the research conducted, there are several shortcomings that can hinder the operation of the Online Single Submission Risk Based Approach (OSS-RBA) System, namely a lack of public understanding regarding the science of information technology and related use of the system (OSS-RBA), a system that continues to be regularly maintained, a lack of information and outreach to the public, and the application of regulations regarding permits that continue to undergo changes that can affect the process of making business permits. The Merauke Regency One Stop Integrated Investment Service is basically running well and is supported by competent human resources in mastering everything from system operations to education and a structured implementation process.

Abstract

This study aims to analyze the role of social media in shaping public opinion during the regional elections in Merauke Regency. The focus of this study is how the use of social media by the KPU, candidate pairs, and the public influences voters' perceptions of regional head candidates and how these platforms are used to disseminate political information, mobilize support, and monitor the course of the regional elections. Researchers uses a qualitative method with a literature study approach. Data were collected from various sources, including news reports from local media such as Merauke.go.id and Radio Republik Indonesia, as well as scientific journals related to social media, political campaigns, and public opinion. The results of the study show that social media has a significant role in expanding the reach of campaigns and encouraging public participation, especially among young voters in Merauke Regency. Social media facilitates direct interaction between candidates and voters and allows the public to monitor the implementation of the regional elections. However, the main challenge found is the spread of hoaxes and disinformation that can negatively influence public opinion. In conclusion, social media has brought about important changes in the political process in Merauke Regency, creating a more inclusive space for political participation, although careful management of the information disseminated is still needed.

Abstract

Motivation is what causes, channels, and supports human behavior so that they want to work hard and enthusiastically to achieve optimal results. This study aims to analyze the role of work motivation in improving employee performance in Merauke Regency Education Office. Work motivation is believed to have a significant impact on the level of productivity, quality of work, and overall efficiency. This research uses a descriptive qualitative approach. Data was collected through observation, interviews, and documentation. The results of the study found that work motivation in Merauke Regency Education Office plays a very important role in supporting the existing work. Maximum work motivation will result in maximum employee performance. Supporting factors for improving performance include the intention of employees who want to develop themselves, the competitiveness of employees to develop. leaders can provide motivation to employees who excel will be given an award, as well as attention from leaders. In addition, inhibiting factors include unfulfilled employee rights, lack of creativity and employee concern about duties and responsibilities, employee indifference, and lack of supporting facilities.

Abstract

This study aims to analyze the optimization of distribution channels for strategic commodities as part of efforts to control the inflation rate in South Papua Province. High inflation in this region is often caused by inefficiencies in the distribution of goods, particularly strategic commodities such as rice, sugar, and fuel. The study employs a descriptive-analytical method with both qualitative and quantitative approaches. Data were collected through in-depth interviews with stakeholders, surveys of distribution actors, and secondary data analysis from relevant agencies. The findings reveal that the main challenges in distributing strategic commodities in South Papua Province include inadequate infrastructure, high transportation costs, and lack of coordination among agencies. To address these issues, the study recommends several strategies, including: improving transportation infrastructure, developing a more efficient logistics system, and enhancing coordination between local and central governments. The implementation of these strategies is expected to facilitate the distribution flow of strategic commodities, reduce distribution costs, and ultimately help control the inflation rate in South Papua Province. Thus, this research provides important contributions to inflation control policies and economic development in the region.

Abstract

Patient rights in the context of civil law become an important issue in the relationship between patients and health workers as a form of engagement based on a therapeutic contract. This study aims to examine patients' rights from a civil law perspective, focusing on the aspect of legal responsibility in the contractual relationship between patients and health care providers. This study refers to the principles in the Civil Code as well as relevant regulations, such as Law No. 17 of 2023 on Health. The study uses a normative juridical method with a conceptual approach and case analysis to identify the implementation of patient rights, such as the right to proper medical services, the right to obtain information, and the right to sue in the event of negligence or violation of rights. The results show that the legal relationship between patients and health workers places patients as parties who have the right to demand the fulfillment of health workers' obligations, including the right to obtain compensation for losses arising from medical negligence. However, the implementation of patient rights in the perspective of civil law often faces obstacles, such as inequality of legal knowledge between patients and health workers, complex evidentiary processes, and the unpreparedness of the community in understanding their legal rights. This study recommends strengthening legal education for the community, providing more inclusive access to justice, and strict law enforcement to ensure the protection of patients' rights within the framework of civil law.

Abstract

Education is one of the main pillars in the nation's progress, so continuous efforts need to be made to improve the quality of education in Indonesia. Through the Independent Curriculum, schools are free to design learning that suits the needs and context of their region. This research aims to identify and analyze the implementation of the independent curriculum policy in high schools in Merauke Regency. This research uses a qualitative approach where data is obtained through observation and interviews, which are then analyzed by: Data Condensation, Data Display, and Conclusion Drawing/Verifications. The research results show that the implementation of the Merdeka Curriculum in Merauke Regency High Schools still faces various obstacles, especially in the aspects of communication, availability of resources, teacher motivation, and the effectiveness of the bureaucratic structure. Lack of socialization and training causes gaps in understanding between teachers and students, while unequal distribution of resources hinders the learning process, especially in remote areas with limited facilities. Teachers' motivations for implementing this curriculum vary, with adequate support and training playing an important role in successful implementation. In addition, the effectiveness of the bureaucratic structure is not yet uniform in each school, causing differences in program coordination and implementation. Therefore, a more systematic communication strategy is needed, equal distribution of resources, increased training for teachers, and improvements to the bureaucratic structure so that the implementation of the Merdeka Curriculum can run more optimally in Merauke Regency.

Abstract

This study aims to analyze the quality of public services through the Mobile JKN application provided by BPJS Kesehatan in Tangerang City using the e-Service Quality theory by Papadomichelaki and Mentzas, which includes four dimensions: Efficiency, Trust, Reliability, and Citizen Support. The research method used is quantitative with a descriptive approach. Data was collected through questionnaires distributed to 270 respondents, determined using the Isaac and Michael formula. The analysis was conducted using SPSS 25 for Windows. The findings show that the service quality of the Mobile JKN application is generally considered good, with each indicator scoring above the minimum threshold of 65%. The Trust indicator received the highest percentage at 80%, followed by Citizen Support at 79%, Efficiency at 78%, and Reliability at 76%. These results indicate that users have a positive perception of the service quality of the Mobile JKN application in Tangerang City, particularly in terms of security, ease of use, service responsiveness, and public support. Despite these favorable results, several issues such as login difficulties, data verification, and limited digital literacy among users suggest the need for further improvements in technical performance and user education. This research highlights the importance of continuous innovation and effective digital service delivery to enhance public satisfaction and strengthen good governance in public health services.

Abstract

This study uses an incremental approach to thoroughly analyze the policy of increasing the Value Added Tax (VAT) rate from 10% to 11%. The study also analyzes the implications and impacts of this policy on various sectors. The incremental approach emphasizes gradual and sustainable policy adjustments, focusing on practical improvements while considering community needs and resource constraints. The VAT increase is included in the Tax Harmonization Law (UU HPP) to strengthen Indonesia's fiscal capacity and significantly address the budget deficit caused by the COVID-19 pandemic. The methods used in this study are a literature review and various previous studies relevant to the focus of this study. The findings show that although this policy aims to stabilize state revenue and support national recovery programs, it also poses challenges for the community and business actors. On the negative side, the VAT increase has led to higher costs for goods and services, thereby reducing household purchasing power, especially for low- and middle-income groups. Additionally, small and medium-sized enterprises (SMEs) are facing increased production costs, which impact profits and competitiveness. This study highlights the dual impact of the VAT increase, balancing its role in fiscal recovery with the socio-economic challenges it creates.
