Abstract

The main problem of this research is the delegation of PBB–P2 as an effort to increase Local Own-Source Revenue (PAD) is still far from expectations. This research aims to analyze the effectiveness of policy implementation strategies to increase Local Own-Source Revenue (PAD) from the Rural and Urban Land and Building Tax (PBB-P2) in Ciamis Regency. Specifically, this research uses Fred David's theory, where he frames the strategy formulation in three stages, namely, Input Stage, Matching Stage and Decision Stage. The method used in this research is a descriptive research method with a qualitative case study approach. Policy implementation strategy that effectively for the delegating Rural and Urban Land and Building Tax (PBB-P2) into local tax to increase local own-source revenue in Ciamis Regency is a strategy in Quadrant I of the Grand Strategy Matrix which has a superior strategic position , and recommended choosing alternative strategies, namely concentric diversification strategies.

Abstract

Bekasi City as part of Jabodetabek has 60 slum locations spread across 9 sub-districts (Kemen PUPR, 2014). The number of slum settlements increased in 2016 to 118 slum locations spread across 12 districts and 56 urban villages. In 2017 the slum settlements again increased to 122 locations. The slums in Bekasi have an area of ??443.73 hectares or 0.19 percent of the total area of ??Bekasi City. One strategy that can be used to manage slum areas in Bekasi City is to implement collaborative governance. which consists of the dimensions of the system context, drivers, and collaborative dynamics. The focus of this research is to emphasize collaborative governance processes in the management of slum areas in Bekasi City, and the results of collaboration from collaborative governance processes. The construction of thinking in this study is mapped into three parts, namely the grand theory (Organizational theory), middle range theory (Governance Theory) and applied theory (Collaborative Governance Theory). This study uses a qualitative approach, with a case study research strategy. The operational design of this study uses the An Integrative Framework for Collaboration Governance approach from Emerson et al (2011). It was revealed that processcollaborative governance in the management of slum areas in Bekasi City, the system context dimension is an environmental condition that overshadows the sustainability of collaborative governance. This system context creates opportunities and constraints that affect other parameters of collaborative governance. The results of this study also indicate that a minimum of a driving factor is needed to create a collaborative governance in the management of slum areas in Bekasi City. The more elements of the drivers involved, the greater the opportunities for the collaboration process to occur. The dynamics of collaboration is said to be good or not depending on three components, namely the mobilization of shared principles, shared motivation, and the capacity to take joint action.

Abstract

Policy implementation in budgeting for handling the COVID-19 pandemic in Bekasi Cityhas not been fully achieved effectively. The Bekasi City Government and its staff have not been optimal in a comprehensive mannerimplement steps to accelerate the handling of COVID-19. This of course will greatly hinder the acceleration of the handling of COVID-19 within the GovernmentBekasi City in handling the fieldhealth, handling economic impacts and provision of a social safety net. The research method used in this research is descriptive analysis with a qualitative case study approach. The results of the research are that there are several factors that cause the implementation of policies in budgeting for handling the COVID-19 pandemic in Bekasi Citynot yet fully effectivenamely communication factors and policy factors so that they can interfere with the acceleration of handling the pandemic in Bekasi City. To make this effective, the Bekasi Mayor ordered the Regional Government Budget Team (TAPD) to immediately make adjustments to the 2020 Regional Revenue and Expenditure Budget (APBD) by refocusing the budget for both income and expenditure and then reallocating the budget in Unexpected Expenditures to be used for accelerated handling the COVID-19 pandemic adequately and increase capacity and coordinate with the Regional Leadership Communication Forum (Forkopimda), community organizations as well as community/religious leaders to socialize and urge the public to avoid the spread of COVID-19. The realization of the implementation of budgeting policies for handling the COVID-19 pandemic in Bekasi Cityeffectively by the Municipal Government of Bekasiincluding support from all parties for policies in budgeting for handling the COVID-19 pandemic in Bekasi City, handling COVID-19 through the policy of implementing the Rukun Warga Siaga program which can be said to be successful and effective, synergy between TAPD and Regional Apparatuses in supporting the commitment of the Mayor of Bekasi City, strengthening coordination and synchronization of policies for handling pandemics between stakeholders and public non-compliance with government appeals from both the Central Government and the Regional Government of Bekasi City can be avoided.

Abstract

The main problem in this study is that Community Empowerment in West Bandung Regency has not been effective, which is indicated by the existence of five villages with very underdeveloped categories. The ineffectiveness of community empowerment in the five very underdeveloped villages is thought to be caused by institutional development that has not been maximized and community participation is still relatively low. The research approach according to the problems raised is a quantitative approach with survey methods. The population size in this study was 408, the sampling technique used was a two-level simple random sampling technique, with a sample size of 193. Data collection techniques were carried out by: Observation, distributing questionnaires and interviews. While the data analysis technique was carried out using Structural Equation Modeling (SEM) with the Linear Structural Relationship (LISREL) 8.80 application. The research results prove that both partially and simultaneously Institutional Development and community participation have a positive and significant effect on community empowerment in five very underdeveloped villages in West Bandung Regency.

Abstract

The main problem in this research is motivated by the existence of teacher development policies which tend not to work effectively. Even though the Provincial Government of Banten has issued Banten Governor Regulation Number 8 of 2014 concerning the Organization of the Teacher Work Culture Development Center (P2BKG). P2BKG tends not to be used effectively. The method used in this research is a qualitative research method with a descriptive approach. The results of the study revealed that the implementation of the policy for organizing the teacher work culture development center (P2BKG) had not been running effectively. The causative factors are: (1) the content of the policy which consists of: (a) the interests affected (interest affected) the implementation of the policy on the implementation of the teacher work culture development center; (b) the type of benefits in the implementation of the policy for organizing a teacher work culture development center; (c) the degree of change to be achieved (extent of change envision); (d) the location of decision making (site of decision making) for leadership in the implementation of the policy of implementing a teacher work culture development center; (e) implementing the program (program implementer) for organizing a teacher work culture development center; (f) the resources involved (resources committed) in the organization of work culture development centers. (2) the implementation environment (Context of Implementation) consists of: (a) the power, interests, and strategies of the actors involved; (b) institutional and regime characteristics; and (c) the level of compliance and response from employees (compliance and responsiveness) in the implementation of the teacher work culture development center. The strategy for implementing the policy for implementing a teacher work culture development center (P2BKG) in improving the quality of teachers and education staff, namely: (a) increasing professional resources by optimizing the availability of buildings and facilities to make it easier for teachers to implement programs to improve the quality of teachers and education staff held at the central development of teacher work culture; (b) optimizing professional resources by building a strong organizational structure supported by a shared commitment to implementing teacher quality improvement programs held at the teacher work culture development center. The two alternative strategies can be implemented in government policies based on the two dimensions of Grindle's theory, namely the content of policy and the context of implementation.

Abstract

Bureaucratic pathology is the problem that arises in the service at each government agency that has an impact on public services that are less effective and efficient. The purpose of this study was to determine the pathology of bureaucracy in public services at the Supiori Regency Population and Civil Registration Office and the efforts made to minimize pathology bureaucracy so that there are alternatives and solutions in completing services. The method in this research uses a qualitative descriptive approach in analyzing problems that occur in the field that are used by researchers in natural object conditions, where researchers act as key instruments. The results of the study show that the form of bureaucratic pathology found in the Office of the Population and Civil Registration Service in Supiori Regency is still found that service-convoluted convoluted, the delay in completing the printing of the E KTP is due to the unavailability of blanks ; lack of employee discipline when coming to work, negligence of officers in service time management so that there is uncertainty when it will be finished, there are differences in service to the community, especially persons who prioritize relatives or family then efforts are made to minimize bureaucratic pathology with regulations that are appropriate and strict with officers, simplification of procedure services and logical explanations so that people understand the conditions that occur.

Abstract

This research is the result of a summary and analysis of social media, interviews, and public discussions on conflict resolution and the issue of Papua's separation from the unitary state of the Republic of Indonesia. The study employs a method that includes social media description, such as Google and YouTube, interviews with the Papuan community in Bandung, and an analysis of public discussions related to the issue of West Papua. The results of this research include a discussion of the root causes of the conflicts in the Papua region, which have claimed many victims from both the Indonesian National Army (TNI), the Indonesian National Police (POLRI), and other civilians. The government has made several offers, such as Special Autonomy (Otsus), providing significant budget allocations from the national budget for Papua, road construction, housing, market relocations, and more. However, up to this point, there hasn't been a clear solution to the issues. This research fills a gap in the understanding of the Papua conflict, which often focuses on issues of violence, human rights violations, and so on. For example, the thesis titled "The 1998 Bloody Tragedy in Biak Numfor Regency, Papua (Resilience of Women as Victims of Military Violence)" in the Conflict and Peace Studies Program, Graduate School of Theology at Duta Wacana Christian University, Yogyakarta, 2021, written by Anike Mirino. In conclusion, the reasons behind the desire for Papuan disintegration from Indonesia are primarily economic disparities, social disparities, the integration process, violence, the existence of Papuan citizens, and the lack of respect for the indigenous people's culture and customs in Papua by the Indonesian government. Thus, the only path to peace in Papua is through a dialogic process. It involves understanding Papua from the perspective of the Papuan people, expanding employment opportunities, and wisely preserving the culture of the indigenous Papuan communities

Abstract

This research aims to determine the implementation of the company's Corporate Social Responsibility (CSR) or Environmental Social Responsibility (TJSL) Program in the health sector in Bandung City, which to date has not gone according to expectations. The research method that the author uses in this research is descriptive analysis with a qualitative approach. Data collection was carried out by means of observation, in-depth interviews and documentation studies. Meanwhile, the data analysis technique used was Analytical Hierachy Process (AHP), with the aim of measuring the strength, priority and consistency of various criteria and alternatives in each dimension, namely focusing on collaborative research. Governance is determined by the Context, Driver and Collaboration Dynamics system. The results of the research state that the Corporate Social Responsibility Program in the health sector in Bandung City has been running well. To improve CSR programs more effectively, this can be done by prioritizing Collaborative Process factors which are supported by Drivers, which are also influenced by System Contex. Collaborative Dynamics factor, an important aspect to prioritize is increasing Capacity for Joint Action which is supported by Shared Motivation based on Principled Engagement, then Collaboration Dynamics itself is supported by the existence of Drivers who influence it.System Contextsin this case it influences all factors (collaboration dynamics and drivers). Referring to the findings, aspects that need to be emphasized are attention to Resource Conditions and Socio-economic/Cultural Health & Diversity. This can all be realized well with Network Connectedness, Levels of Conflict/Trust, and Political Dynamics/Power Relations that are in harmony. The appropriate model related to Collaborative Governance as an effort to strengthen the Corporate Social Responsibility program in the health sector in Bandung City is to optimize and modify the model adopted from Emerson & Nabatchi (2015b) and Ansell & Gash (2008). The results of this adoption can in turn become an initial benchmark in implementing other CSR programs or other similar programs, both in the city of Bandung and in other regions.

Abstract

The implementation of the Quality Assurance System for Private Universities in the City of Bandung is currently still not effective, in the sense that the implementation of the quality assurance system is not fully in accordance with the quality instruments set by the government. The focus of this research is Policy Evaluation in the implementation of the Quality Assurance System for Private Higher Education in the City of Bandung. The sub-focus of this research is the dimensions that need to be carried out in evaluating quality assurance system implementation policies, namely: administrative evaluation, judicial evaluation and political evaluation. This research uses a qualitative descriptive analysis method and is supported by the SWOT technique. This was chosen with the consideration that actual data can be obtained, being able to study the research problem in depth so that results can be obtained that are in line with expectations. The results of the research show that the implementation of the Quality Assurance System for Private Higher Education in the City of Bandung is still not effective, so policy evaluation is needed through (1) Administrative evaluation taking into account: Effort Evaluation, Performance Evaluation, Adequacy of Performance, Efficiency Evaluation and Process Evaluation, (2) Judicial evaluation by paying attention to: Issues of legal validity, Possible Violations of the Constitution, Possible Violations of the Legal System, Possible Violations of Ethics and State Administration Rules, (3) Political evaluation by paying attention to: Political Process in determining policies, Acceptance of political constituents towards public policies, Implementation Information Technology. The results of the policy evaluation in this research then produced a recommendation strategy regarding the implementation of a higher education quality assurance system that is in accordance with government standards.

Abstract

This research is motivated by the phenomenon of public service problems in delegating the authority of the mayor to the sub-district head in Bekasi City. The formulation of the research problem is how the implementation and policy strategy of delegating some of the authority of the Mayor to the Camat in the field of public services in Bekasi City. This research focuses on analyzing the implementation of the policy of delegating some of the mayor's authority to the sub-district head in Bekasi City in the aspect of public services. This study aims to determine the implementation of the policy of delegating part of the authority of the Mayor of Bekasi to the sub-district head in the field of public services and to analyze the strategy that must be carried out by the Bekasi City Government so that the delegation of some of the authority of the Mayor of Bekasi to the sub-district head in the field of public services can be implemented effectively. This study uses the theory of implementation effectiveness proposed by Richard Matland. The researcher used descriptive analysis method with a case study approach. Data collection techniques were carried out through interviews, observations, literature studies and document studies. The strategy analysis carried out in this study uses a SWOT analysis with the final result being to produce a strategy for the implementation of the policy of delegating some of the mayor's authority to the sub-district head in Bekasi City. The results of this study are: 1). The implementation of the policy of delegating some of the mayor's authority to the sub-district head in Bekasi City is carried out according to the goals and objectives of the policy program. The driving factors for success are: policy accuracy, implementation accuracy, target accuracy and environmental accuracy. 2). The results of the SWOT analysis are in Quadrant I so that the strategy implemented is to support an aggressive growth policy (Growth oriented strategy) through: expanding the scope of licensing authority delegated to the sub-district head, optimizing information technology resources and empowering the role of community groups.
