Abstract

Service Characteristic Model to Achieve Excellent Service in Investment and One-Stop Service (IOSS) of Ciamis Regency. The problem is the lack of licensing services caused by the lack of adequate service dimensions, so the licensing service is still in the red zone. At the same time, the focus is the implementation of licensing services IOSS environment in Ciamis Regency. This research uses a qualitative approach with case study method observation. The data collection technique is done by digging data derived from primary data and secondary data. Primary data were obtained through observation, interview, observation of informant behavior, and Focus Group Discussion. While the secondary data obtained from various documents, journals, scientific papers, and others. Excellent service model in IOSS of Ciamis Regency from 10 dimensions according to V. Gaspersz theory eight dimensions are still low: the dimension of timeliness, service accuracy, responsibility, completeness, convenience model variation, personal service, and comfort. Only the dimensions of modesty and hospitality are seen enough. While the dimensions of supporting attributes by the informants are considered sufficient despite the facts in the field, they have not been adequate. The research finds several things: (1) there are other dimensions beyond the ten dimensions of Gaspersz, namely the participation of the applicant's private community; (2) excellent service in IOSS of Ciamis Regency need to develop a variation of the model, from offline to semi online; (3) there are factors that are nearly the excellent service, such as the quality and quantity of human resources as well as the local revenue target burden.

Abstract

Most of the regions in the border are less developed due to the development paradigm in the past, more emphasizing the security approach rather than the security approach and inward-looking instead of outward-looking. In essence, the government has been striving to expedite border region development, but the border region is still less developed and marginalized. The roadmap of authority in border areas yet to be delimited between Government and Local Government, lack of synergic coordination, limited budget, the hardship of topographical features, isolated, remote, and inaccessible areas are the major problems. Therefore, to rapidly foster and prosper millions living in border regions, the government should formulate strategic and stringent policies.

Abstract

This research's problem is related to employees' work effectiveness, which is still low and has implications for the low level of community satisfaction at RSUD type C in Tasikmalaya Regency and Ciamis Regency for both out and inpatients. It is thought to be related to implementing the Minimum Service Standards policy that has not been running optimally. Minimum Service Standards (SPM) are provisions regarding the type and quality of essential services mandatory regional affairs to which every citizen is entitled to a minimum. This study uses a descriptive analysis method; While the approach used in this research is quantitative. The research conducted found that the impact of policy implementation on the work effectiveness of employees was quite significant and had implications for community satisfaction at Type C Regional General Hospitals in Tasikmalaya and Ciamis Regencies (54.3%). It implies that implementing the Minimum Service Standards policy is quite dominant and determines the increase in employee work effectiveness and impacts on community satisfaction. This study also found that the increase in work effectiveness and its implications for community satisfaction were determined by the implementation of the MSS policy and other variables not studied (45.7%). Therefore, the implementation of the policy has a positive impact on the work effectiveness of employees at Type C Regional General Hospitals in Tasikmalaya and Ciamis Regencies (31.95). Therefore, it can be interpreted that the implementation of the Minimum Service Standards policy has contributed quite dominantly to the improvement of employee work effectiveness. The dimensions of policy implementation that have the most significant impact on employee work effectiveness are the dimensions of the disposition or attitude of the implementers (6.1%). The dimensions of little influence are the social, economic, and political environment (4.1%). The study results also found that the implementation of the policy indirectly had a positive impact on community satisfaction at the Type C Regional General Hospital in Tasikmalaya and Ciamis Regencies (44.7%). It can be interpreted that the implementation of the Minimum Service Standards policy provides a very dominant contribution to the level of community satisfaction. The dimensions of policy implementation that have the most significant impact on community satisfaction are the dimensions of the disposition or attitude of the implementers (6.1%). At the same time, the dimensions with little influence are the dimensions of the social, economic, and political environment (4.1%). Employee work effectiveness positively impacts community satisfaction at Type C Regional General Hospitals in Tasikmalaya and Ciamis Regencies (35.4%). It can be interpreted that the effectiveness of employees' work provides a very decisive contribution to community satisfaction. The dimensions of employee work effectiveness that have the most significant impact on community satisfaction are punctuality at work (14.4%), while the dimension with little influence is the dimension of quality accuracy at work (9.6%).

Abstract

This research was initiated by indicating that the policy evaluation of the Regional Development Plan of Cianjur (RPJMD) 2011-2016 has not been optimal yet, primarily related to South Cianjur-based road infrastructure development. The strengthening of the phenomenon has implications on the low purchasing power of society and the low level of public welfare, especially in South Cianjur. Therefore, the researcher focuses on evaluating the Medium-Term Development Plan (RPJMD) of Cianjur regency for 2011-2016 and the Strategy of RPJMD Cianjur policy evaluation is expected to increase people's purchasing power in Cianjur regency. The purpose of the study, among others; first, describe and analyze the evaluation of the Cianjur District Medium-Term Development Plan (RPJMD) policy for 2011-2016, and secondly, to analyze and find the concept of RPJMD policy evaluation strategy that can be done to develop the development of tourism-based road infrastructure, especially in South Cianjur. While the research method using descriptive and research approach using mixed methods, through concurrent embedded design model (mixture is not balanced). The results reveal that the success of RPJMD policy evaluation is empirically determined by dimensions or aspects of effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. On the other hand, researchers found another concept or dimension, in addition to the six parameters put forward by Willian N. Dunn (1981). The concept or dimension that researchers find is the dimension of the perception equation. These findings are academically novelty generated in this dissertation. In addition, the study also found that optimizing the RPJMD policy evaluation required a strategy for the Cianjur District Government. The strategy that the Government of Cianjur Regency can do refers to the pattern of priority scale based on the calculation result of Analytical Hierarchy Process (AHP), which essentially follow the pattern; (1) dimension of perception equation, (2) dimension of accuracy, (3) dimension of equalization, (4) dimension of responsiveness. (5) sufficiency dimension, (6) efficiency dimension, (7) effectiveness dimension. This research concludes that policy evaluation of RPJMD Cianjur Regency Year 2011-2016, primarily related to the development of road-based tourism infrastructure empirically has not run optimally, so that implication on society prosperity, especially people residing in South Cianjur Area

Abstract

Based on the observation that the implementation of Disaster Management in Garut Regency has not been implemented optimally. This is evident from the fact that there are still many victims when a disaster occurs so that overall handling is still necessary. The research method used is qualitative. The type of qualitative approach used is descriptive. Qualitative research is a research procedure that produces descriptive data in written or spoken words from people and observable behavior. The qualitative method was chosen considering that this method is expected to obtain accurate data and examine research problems in depth so that the expected results can be obtained. The term gotong royong cannot be underestimated in a foreign language because gotong royong is the familiar spirit of the Indonesian people to unite, cooperate, share, help each other, and feel together to achieve common goals with benefits for all. The term gotog royong is often heard, but this social spirit is starting to weaken, especially in cities. Restoring the spirit of gotong royong today is quite a challenge today. However, participation and participation in a community group are the key to life's values to carry out a strategy in life.

Abstract

Based on the observation results, the Village / Kelurahan Empowerment Policy for Independent Mutual Cooperation by the Community Empowerment and Family Planning Agency in Realizing Village Independence in Subang Regency has not been implemented optimally. Of course, there has not been a significant change in terms of services and development, either directly or indirectly, in increasing the degree of community welfare, so that overall it is still necessary to handle it optimally. The research method used is descriptive analysis, while the type of approach in this research is qualitative. The type of qualitative approach used is the institutional model case study evaluation. Qualitative research is a research procedure that produces descriptive data in written or spoken words from people and observable behavior. The qualitative method was chosen considering that this method is expected to obtain accurate data and examine research problems in depth so that the expected results can be obtained. Evaluation of the empowerment policies of villages / sub-districts independent of cooperation by the Community Empowerment and Family Planning Agency. Some factors evaluate the empowerment policy of the Village / Kelurahan Mandiri Gotong Royong by the Community Empowerment and Family Planning Agency. In realizing the independence of the Village in Subang Regency, it has not been implemented effectively. The Community Empowerment and Family Planning Agency of Subang Regency towards the people of Subang Regency has not been running effectively, because there is no continuous guidance from the Regency Government to villages in Subang Regency, so that village development continues without management, the assessment stages of Village / Village Program Policy The old Mandiri Gotong Royong has made the Village saturated. Based on the results of the SWOT analysis, the priority problems that must be addressed are selected so that the results are maximized, namely: Based on the analysis and strategy that will be used, several priority problems can be determined that can be handled immediately by considering the elements of strength, weakness, opportunity, and the threat that tend to be at the quadratic IV coordinate point, namely Aggressive. This means that there is strength to support Thomas R Dye's theory; it must be encouraged by the government in the form of a commitment to progress and activities to organize the Mutual Cooperation Village program.

Abstract

The main problem in this research is that implementing policies on waste management in realizing environmental health in Kuningan Regency has not been implemented optimally. The approach used in this research is the policy implementation theory of Van Meter and Van Horn, namely the stages of size and content of policies, resources, characteristics of implementing organizations, attitudes of policy implementers, communication between implementing organizations, and the social, economic and political environment. The method used in this research is descriptive analysis with a qualitative approach. The descriptive method is used to overview each factor in implementing policies on waste management to achieve environmental health in the Kuningan Regency. At the same time, the qualitative approach was chosen, considering that this approach is expected to obtain accurate data and study research problems in depth so that the expected results can be obtained. Some factors that cause the implementation of the policy on Waste Management in Achieving Environmental Health in Kuningan Regency have not been optimized. This is indicated by the absence of an incentive mechanism for villages/communities to increase the effectiveness/efficiency of public service delivery in the solid waste sector. This egoistic culture develops in the community because there is no clear understanding of the Kuningan Regency Environmental Service officers and the TPST 3R KSM community. As a result, waste management and the budget for waste management usually get the lowest priority weight compared to other programs in creating a clean environment. A strategy was found that could be carried out so that the implementation of policies on Waste Management in Realizing Environmental Health in Kuningan Regency (Study of Kuningan Regency Regional Regulation Number 04 of 2010 concerning Waste Management) runs effectively, namely the condition of waste management and its urgency and accessibility to decision-makers in order to build. The commitment of leaders and appreciation and community participation. In addition, the relatively small institutional financial resources become a synergistic unit through partnership, harmonization, synchronization, mobilization, or collaboration with local governments (provincial and district), related institutions/agencies, and the community.

Abstract

Research on the General Election Commission as the organizer of general elections has been done a lot. However, the research that examines the organizational restructuring of the Regency / City General Election Commission in West Java, in particular, no one has done yet. This study explores the existence and organizational restructuring of the Regency / City General Election Commission in West Java as the organizer of the General Election. This study uses a qualitative method with descriptive analysis with a case study strategy of organizational restructuring of the Regency / City General Election Commission in West Java. Qualitative methods produce descriptive data in the form of words from the object under study and understand the phenomena experienced by research subjects—the technique of collecting data using observation, interviews, documentation, and forum group discussion (FGD). Data analysis was performed through data reduction, display data, and conclusion drawing/verification procedures. The research results obtained, firstly, the existence of the Regency / City General Election Commission is still needed as the organizer of general elections at the regional level, but is ad hock in nature. Second, restructuring the organization of the Regency / City Election Commission, which includes: Downsizingor organizational downsizing. Delayering or grouping the types of work. Decentralizing or handing over some functions and responsibilities to lower levels of the organization. Reorganization or review or restructuring (refocusing) on the organization's core competencies (core competition). Cost reduction strategy or use of resources. IT Innovation or adjustment of work with technological developments. Competency measurement or measuring the competencies needed by employees. Performance-related pay or an assessment of performance. The restructuring model from Bernadin and Russel (1998: 210) in their realization has not been effective and has not been optimally implemented at the Regency / City General Election Commission in West Java.

Abstract

This research was started by a phenomenon that indicates the optimal quality of licensing service implemented by the BPPT-PM Majalengka Regency. The strengthening of the problem can be seen from public complaints related to the service process provided by the apparatus. Therefore, the researcher focuses on researching the realization of service quality at BPPT-PM in the MajaLengka District. The purpose of the study, among others; first, to examine and analyze the quality of service, secondly, to examine and analyze the factors that determine and cause the quality of service has not been adequate. Third, reviewing and analyzing alternative strategies for the realization of quality of service to run effectively. While the design of this research analysis using a mixed-methods approach through the sequential explanatory model. The study results found that the realization of the quality of business licensing services at BPPT-PM Majalengka District has not entirely run optimally. The results also found the factors that determine the success of realizing the quality of business licensing services on BPPT-PM Majalengka District, among others; Tangible, Reliable, Responsiveness, Assurance, Empathy. In addition to the five factors, the researcher also found one other factor (another dimension) related to the quality of licensing services at BPPT-PM Majalengka, namely; dimensional synergies. The birth of this dimension, academically, and the findings of a new concept in this dissertation research or often known as a novelty. At the same time, the factors that inhibit the realization of the quality of licensing services in BPPT-PM Majalengka District include limitations of online-based service facilities, limited parking area, uncomfortable waiting room, worship place, and little clean room not yet built a proactive and innovative work culture. Therefore, the empirically generated strategy is in the position of the quadrant to me. This position implies that to realize the quality of licensing services within the BPPT-PM, the Majalengka regency needs new alternative strategies to support the process of realizing the quality of service. While the strategy in question is an aggressive strategy (offensive), a development strategy about the situation is very good because there are forces utilized to seize opportunities that benefit.

Abstract

This research is focused on study on strategy of tourism policy implementation in Pangandaran Regency, with problem formulation: 1) What factors cause tourism policy implementation in West Java Pangandaran regency not yet effective? 2) What policy strategy should be done for tourism policy implementation in West Java Province Pangandaran to be effective?The policy implementation analysis is using A Model of the Policy Implementation recommended by Van Meter and Van Horn (2005), then the theoretical analysis on which to reconstruct policy strategy is collaborative governance strategy, using the level and model of partnership from Wanna (2008) shared vision of participation, networking, and partnership. The research method used qualitative research method with a case study approach. The tourism policy development strategy ineffectiveness in Pangandaran Regency is caused by many factors: 1) The tourism development strategy aim and target in Pangandaran Regency, not yet clearly measurable, 2) Available resources, both human and financial resources in supporting the implementation of tourism development strategy is very minimal, 3) cross-agency coordination and cross-stakeholders made by the Department of Tourism and Culture has not been implemented effectively, 4) Inter-organizational communication, SOP (Standard Operating Procedure), and the working structure of tourism development strategy has not been implemented effectively, 5) Disposition or attitudes of executors related to understanding, capability, commitment and leadership quality in the implementation of tourism development strategy is not optimal,6) Supporting capacity of social environment, economy and politics through DPRD and other SKPD support not yet optimal, 7) No clarity and normative certainty regarding the institutions responsible for the tourist areas management of. ping tourism in Pangandaran Regency of West Java Province is using collaborative governance strategy.
