Abstract

The increasing prevalence of antibiotic-resistant bacteria has encouraged the exploration of natural sources of antibacterial compounds, including Tridax procumbens L. This study aimed to evaluate the antibacterial activity of leaf, stem, and flower extracts of T. procumbens against Staphylococcus aureus, Escherichia coli, and Pectobacterium sp. Plant samples were collected in Denpasar, Bali, dried, powdered, and extracted by maceration using 96% ethanol, n-hexane, and ethyl acetate. Antibacterial activity was assessed using the disc diffusion method at extract concentrations of 10–50%, with 1% DMSO as the negative control. Inhibition zone diameters were analyzed using analysis of variance followed by the least significant difference test at the 5% significance level. Leaf and stem extracts showed no antibacterial activity against any tested bacteria. Antibacterial activity was observed only in the flower extracts against S. aureus, with the n-hexane extract producing the largest inhibition zone (10.0 mm at 50% concentration), followed by the ethyl acetate extract, while the ethanol extract was inactive. No extracts inhibited E. coli or Pectobacterium sp. These findings indicate that n-hexane flower extract possesses limited antibacterial activity against S. aureus, highlighting its potential as a source of antibacterial compounds and the need for further purification and characterization of its bioactive constituents.

Abstract

Access to water, sanitation, and hygiene is essential for a healthy school environment and student learning. This study examined WASH access, its relationship with student attendance and academic achievement, and factors influencing its implementation. A mixed-methods approach with a sequential explanatory design involved 27 elementary schools in rural and urban areas selected through proportionate stratified random sampling. Quantitative data were analysed using Spearman’s rho and multiple linear regression, while qualitative data were analysed descriptively. Results showed disparities in WASH access.  The findings revealed substantial disparities in WASH access between urban and rural elementary schools, with rural schools predominantly experiencing limited or no access. WASH access showed strong positive relationships with student attendance (ρ = 0.69) and academic achievement (ρ = 0.92). WASH access and student attendance simultaneously significantly influenced academic achievement (p < 0.001), explaining 84.3% of its variation, with WASH access as the dominant predictor (β = 0.873). Qualitative findings identified water availability, funding, and external collaboration as supporting factors, while limited infrastructure, budget constraints, and weak institutional capacity hindered implementation. Therefore, integrated WASH improvements are needed, particularly in rural schools.

Abstract

Diagnostic errors in specialist dental practice pose clinical, ethical, and legal challenges to patient safety. Indonesian Laws Number 29 of 2004 and Number 17 of 2023 establish professional standards and patient rights. Yet, existing literature remains predominantly clinical, with limited legal and ethical integration. This gap underscores the need for a multidimensional approach to understanding diagnostic failures. This study examines the juridical and ethical dimensions of diagnostic errors and their impact on patient harm. Using a qualitative phenomenological and normative juridical approach, this study analyzes statutory regulations alongside empirical and scholarly evidence. The findings show that cognitive, clinical, communication, and systemic factors influence diagnostic errors in specialist dental practice, particularly delayed diagnosis, radiographic misinterpretation, symptom misidentification, and inadequate communication. These errors may cause clinical harm, patient anxiety, financial losses, and doctor-patient conflict. Diagnostic errors may incur professional liability when they deviate from applicable standards and cause harm, while gaps between legal norms (das sollen) and clinical practice (das sein) may weaken patient protection. Misdiagnosis may compromise non-maleficence and patient autonomy through inadequate information. The study concludes that an integrated clinical, juridical, and ethical approach is needed to strengthen accountability, patient protection, and healthcare quality.

Abstract

Medical devices are an essential component of modern healthcare that directly impact patient safety. The increasing use of medical devices in healthcare facilities in Indonesia raises legal issues regarding the liability of business actors when patients suffer losses due to defective or malfunctioning medical devices. This study aims to analyze the legal liability of medical device business actors for patient safety based on the applicable laws and regulations in Indonesia, as well as to identify obstacles and efforts in law enforcement. This study uses a normative juridical approach with a statute approach and a conceptual approach. The findings show that the legal liability of medical device business actors encompasses fault-based liability, strict liability, and product liability under Law Number 8 of 1999 concerning Consumer Protection, Law Number 17 of 2023 concerning Health, and Government Regulation Number 28 of 2024 concerning the Implementation of Law Number 17 of 2023 concerning Health. Law enforcement remains constrained by weak post-market surveillance, limited incident reporting, insufficient supervisory resources, complex distribution chains, technological developments, and low legal awareness among business actors. Strengthening integrated materiovigilance, supervisory capacity, responsive regulations, and regulatory education is necessary to ensure effective patient safety protection.

Abstract

Health law in Indonesia has expanded alongside regulatory reform, digital healthcare, public health challenges, and emerging legal issues, yet its overall research development remains insufficiently mapped. This study maps the development, productivity, citation impact, institutional distribution, and thematic evolution of health law research related to Indonesia. A quantitative bibliometric analysis was conducted using 82 documents. Publication and affiliation trends were analyzed through Scopus, citation impact was examined using Publish or Perish, and keyword co-occurrence and overlay visualizations were generated using VOSviewer. The findings indicate substantial growth in publications since 2019, with the highest output recorded in 2025. Research productivity was concentrated in major Indonesian universities, particularly Universitas Indonesia, Universitas Gadjah Mada, and Universitas Airlangga. Highly cited publications primarily addressed telemedicine, public health, medical dispute resolution, and pandemic governance. Keyword analysis revealed interconnected themes involving health law, healthcare, public health, human rights, mental health, and health policy, with an apparent shift toward contemporary and applied issues. Health law research in Indonesia is developing into a multidisciplinary and increasingly policy-oriented field.

Abstract

Legal protection for specialist dentists in independent practice is an important aspect of ensuring legal certainty, professional accountability, and the quality and safety of healthcare services. The increasing legal awareness of the public, combined with the complexity of dental procedures, has heightened the potential for medical disputes between patients and specialist dentists. This study aims to analyze the forms of legal protection afforded to specialist dentists in independent practice and identify the obstacles to its effective implementation. This study uses a normative juridical method and a statutory and conceptual approach, examining relevant legislation, legal principles, and scholarly perspectives on healthcare and professional protection. The findings indicate that legal protection is provided through various regulatory instruments governing professional rights, informed consent, professional standards, dispute resolution, and legal accountability. However, implementation remains suboptimal because of regulatory fragmentation, limited understanding of legal rights and obligations, and weaknesses in preventive mechanisms and dispute resolution. The study suggests that stronger preventive and repressive legal protections are needed to balance protection for patients and specialist dentists while promoting professional accountability and legal certainty in independent dental practice.

Abstract

Drug trafficking remains a serious challenge for Indonesia’s correctional system, particularly due to the high recidivism rate among female inmates. The Class IIA Pekanbaru Women’s Correctional Institution has implemented rehabilitation programs to address addiction and support social reintegration. However, their effectiveness needs evaluation, particularly in reducing relapse rates. Drug rehabilitation programs in correctional institutions are essential for helping inmates overcome addiction and improve their quality of life. This study analyzes the effectiveness of the drug rehabilitation program at the Pekanbaru Women’s Correctional Institution. The research method used a qualitative case study approach. Data were collected through in-depth interviews with inmates and correctional officers, as well as through rehabilitation program documents. The results indicate that the drug rehabilitation program at the Pekanbaru Women’s Correctional Institution has several weaknesses, such as a lack of resources, inadequate training for officers, and a lack of family support. However, the program also has several strengths, such as counseling, group therapy, and religious activities. This study recommends that the drug rehabilitation program at the Pekanbaru Women’s Correctional Institution needs to be improved by increasing resources, training for officers, and family support.

Abstract

The fulfillment of prisoners’ health rights constitutes an integral part of human rights protection as guaranteed under Law Number 22 of 2022 on Corrections. Although these rights have been normatively regulated in a comprehensive manner, their implementation at the level of correctional institutions still faces various challenges. This study analyzes the implementation of prisoners’ health rights at Class IIB Raha Detention Center and identifies the factors influencing its effectiveness. This research employs an empirical juridical approach with a qualitative method, utilizing data collection techniques such as interviews, observations, and document analysis. The findings indicate that the fulfillment of health rights has been implemented. However, it has not yet reached an optimal level due to structural factors such as overcrowding, limited medical personnel, and inadequate healthcare facilities. These conditions result in healthcare services that tend to be reactive rather than preventive and fail to meet ideal service standards. This study concludes that the implementation of Law Number 22 of 2022 in fulfilling prisoners’ health rights remains largely formalistic and has not yet achieved substantive effectiveness. Therefore, structural reforms and strengthened institutional capacity are required to ensure the optimal fulfillment of prisoners’ health rights.

Abstract

Social conflict within traditional communities can disrupt social harmony, institutional trust, and local security. This study analyzes social conflict in Penarukan Traditional Village, focusing on its causes, the role of the Traditional Village Guide (Sistem Pengamanan Lingkungan Terpadu Berbasis Desa Adat/Sipandu Beradat) in conflict resolution, and its implications for village security through the lens of local wisdom. This study used a qualitative approach with a case study method. Data were collected through in-depth interviews, participatory observation, and documentation with traditional leaders, village security personnel, and the local community. The results indicate that social conflict in Penarukan Traditional Village stemmed from internal factors, including differences in views among traditional groups, weak communication between banjar, and changes in the traditional leadership structure that led to a motion of no confidence in the traditional leader. Sipandu Beradat serves as a coordinating forum among pecalang (traditional village officials), community security forces, and security forces, prioritizing a preventive approach, traditional mediation, and the strengthening of local wisdom values in conflict resolution. The implementation of Sipandu Beradat strengthens security, community trust, and synergy between traditional and administrative villages, while fostering collective awareness, social harmony, and communal solidarity. Thus, this customary-based system effectively promotes social stability and preserves traditional values.

Abstract

Contracts are fundamental legal instruments in civil relations because they establish rights, obligations, risk allocation, and legal consequences for the parties. This study aims to analyze the application of civil law principles in contract drafting in Indonesia, particularly the translation of legal principles into contractual clauses that balance the rights and obligations of the parties and provide legal protection. This study employs a normative juridical method using statutory, conceptual, and analytical approaches. The study analyzed primary and secondary legal materials qualitatively through doctrinal analysis and legal interpretation. The findings demonstrate that freedom of contract, consensualism, pacta sunt servanda, good faith, and contractual balance constitute essential foundations of effective contract drafting. Contract clauses should clearly regulate the parties’ identity and capacity, contractual objects, rights and obligations, performance standards, risk allocation, breach, force majeure, and dispute resolution. The findings further indicate that drafting techniques function as preventive legal protection by reducing ambiguity, limiting contractual imbalance, and strengthening legal certainty. The study concludes that effective contract drafting must extend beyond formal validity and integrate substantive fairness, proportionality, transparency, and legal protection to ensure balanced and enforceable civil relationships.
