Abstract

The purpose of this research is to analyze the role of institutions in collaborative governance of marine ecotourism in the context of managing tourism in coastal areas and small islands. Research on the research of marine ecotourism governance on Samalona Island, Spermonde Islands, Makassar City. The results of the study show that marine ecotourism governance on Samalona Island is based on local communities that are implemented independently starting from the provision of homestays, diving equipment rentals, transportation services, culinary vendors and tour guides to addressing the problem of natural environmental damage. The policy of designating Samalona Island as a conservation area is not in line with the establishment of Samalona Island as a marine tourism destination in Makassar city, so that the achievement of the conservation area is difficult to achieve. Based on the research results, the researcher's recommendation is to strengthen the institutional design of marine ecotourism governance using a collaborative governance approach starting from strengthening the institutional actors of marine ecotourism governance with a marine perspective in a top-down manner with a strong commitment to building trust and implementing the concept of sustainable ecotourism that provides benefits for economic growth, improvement of socio-cultural life and preservation of the natural environment on Samalona Island. The conclusion of the research is that there is a need to strengthen the institutional design that applies marine ecotourism in collaborative governance between the Makassar City Government, the private sector and the local community.

Abstract

This study examines the influence of Weekly Group Meeting Governance (PKM Governance) and workload on Account Officer (AO) turnover at PT Permodalan Nasional Madani, Tangerang Branch, with group leader collaboration acting as a moderating variable. The research was motivated by the increasing turnover rate of AOs despite improved customer attendance in weekly group meetings, indicating a gap between operational performance and employee retention. A quantitative approach was employed using survey methods and questionnaires distributed to 285 respondents, selected through simple random sampling from a population of 989 employees. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS. The findings reveal that PKM Governance has a significant negative effect on AO turnover, indicating that better management of weekly group meetings reduces employees’ intention to leave the organization. Conversely, workload has a significant positive effect on turnover, demonstrating that excessive work demands increase stress, fatigue, and turnover intention. Furthermore, group leader collaboration was found to significantly moderate the relationship between workload and turnover by weakening the negative impact of high workload on employee retention. However, group leader collaboration did not significantly moderate the relationship between PKM Governance and turnover. The study highlights the importance of balanced workload management, structured operational governance, and collaborative leadership in reducing employee turnover within the microfinance sector. These findings contribute to the integration of operational governance and organizational behavior perspectives in understanding turnover dynamics among Account Officers in community-based microfinance institutions.

Abstract

Consumer protection law enforcement in Indonesia has been stagnant for decades due to the institutional design of the National Consumer Protection Agency (BPKN), which is subordinate and only has consultative-passive authority. The unclear status of BPKN's independence under previous regulations has created legal uncertainty and weakened the legitimacy of the institution in relation to the executive branch and business actors. This article aims to analyze in depth the urgency of repositioning BPKN as an independent state auxiliary body by relying on the ratio decidendi of the Constitutional Court Decision Number 235/PUU-XXIII/2025. The research method used is normative legal research with a statute approach and a conceptual approach. The results of the study show that constitutional recognition of BPKN’s independence is an absolute requirement to ensure the effectiveness of market supervision, free from bureaucratic intervention. This structural repositioning must be accompanied by a transformation of functional authority through the provision of administrative adjudication mandates to provide coercive power for the protection of consumer rights. This article concludes that the transformation of BPKN into an independent state institution is a strategic step in strengthening Indonesia's constitutional architecture to realize economic justice and consumer sovereignty in the modern trade era

Abstract

This research aims to analyze the application of good governance principles in the management of State-Owned Enterprises (BUMN), specifically PT Pertamina (Persero), and to assess the effectiveness of existing legal regulations in preventing mega-corruption practices. Indonesia, as a country of law, places the principles of transparency, accountability, responsibility, independence, and fairness as the foundation of public and state corporate governance. Although various legal instruments are available, such as Law Number 19 of 2003 concerning BUMN, the Limited Liability Company Law, and the Government Administration Law, the study shows a gap between normative provisions and management practices in the field, as reflected in the alleged mega-corruption case of PT Pertamina in 2025. The research methodology used is juridical-normative with a statutory, conceptual, and case study approach, prioritizing the analysis of legal doctrine, regulations, and court decisions as primary, secondary, and tertiary legal materials. The results of the study found that weak internal oversight systems, suboptimal audit mechanisms, political intervention, and conflicts of interest are the main factors contributing to the failure of implementing good governance principles in BUMN. This research recommends strengthening regulations, professionalizing corporate bodies, fostering a supportive legal culture, and establishing an independent oversight system to ensure transparent, accountable, and public-interest-oriented governance of state-owned enterprises. These findings are expected to serve as a basis for improving the legal framework and policies for managing state-owned enterprises in Indonesia, thereby preventing the recurrence of mega-corruption practices in the future.

Abstract

High durations of unscheduled breakdowns in Scania P410 heavy truck units at PT XYZ represent a major issue affecting operational performance and unit physical availability (PA). Historical data from September 2024 to February 2025 indicate that the proportion of unscheduled breakdowns reached 72%, exceeding the company target of 40%, thus necessitating an effective, risk-based maintenance strategy. A Risk-Based Maintenance (RBM) approach integrated with Failure Mode and Effects Analysis (FMEA) was employed to identify critical components and determine improvement priorities. The analysis used the Pareto method to identify the dominant components contributing to downtime, followed by a fishbone diagram to determine root causes of failures. Risk assessment was conducted using severity, occurrence, and detection parameters to calculate the Risk Priority Number (RPN). The results indicate that suspension and brake system components are the primary contributors to unscheduled breakdowns, accounting for approximately ±40% of total downtime. Proposed improvement strategies include component modification, enhancement of the lubrication system, improvements to the electrical system, and optimization of operational parameters. Implementation of RBM based on FMEA is expected to reduce the duration of unscheduled breakdowns and improve unit reliability, thereby supporting enhanced operational performance.

Abstract

Improving sustainable performance is now a strategic issue for various organizations, including universities, alongside increasing demands for efficient resource utilization and environmental concern. In the realm of human resource management, the implementation of Green Human Resource Management (Green HRM) is understood as a strategy that has the potential to strengthen sustainable performance through environmentally oriented human resource practices. At Mercu Buana University, efforts have been made to improve the performance of education personnel, but the results achieved are still not optimal. Therefore, this study aims to examine the influence of Green Recruitment and Green Training on Employee Sustainable Performance with Employee Green Behavior as a mediating variable among the education staff of Mercu Buana University Jakarta. With a population of education personnel and a sample of 163 respondents, data analysis was conducted using the SEM-PLS method. The results of the study found that: Green Recruitment does not have a significant effect on Employee Sustainable Performance; Green Training does not have a significant effect on Employee Sustainable Performance; Employee Green Behavior has a significant effect on Employee Sustainable Performance; Green Training has a significant effect on Employee Green Behavior; the indirect influence of Green Recruitment on Employee Sustainable Performance through Employee Green Behavior has a positive and significant effect; and the indirect influence of Green Training on Employee Sustainable Performance through Employee Green Behavior has a positive and significant effect.

Abstract

This study is motivated by the increasing challenges faced by higher education institutions in maintaining business sustainability amid global competition, technological transformation, and declining student enrollment. Human resource quality, leadership style, and organizational culture are considered important factors in supporting institutional sustainability through improved employee performance. Therefore, this study aims to analyze the influence of competence, transactional leadership style, and organizational culture on business sustainability, with employee performance serving as a mediating variable at Mercu Buana University. This research employed a quantitative approach using a causal research design. Data were collected from 218 lecturers and educational staff selected through stratified random sampling. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4.0 software. The findings revealed that competence, transactional leadership style, and organizational culture positively and significantly affect employee performance and business sustainability. Employee performance also significantly influences business sustainability and successfully mediates the relationship between the independent variables and sustainability. Organizational culture emerged as the strongest predictor of business sustainability. The study concludes that strengthening employee competencies, implementing effective transactional leadership, and developing a collaborative organizational culture are essential strategies for improving employee performance and ensuring the long-term sustainability of higher education institutions.

Abstract

This study addresses the persistent problem of inaccurate time and cost estimation in construction projects caused by uncertainty during the planning and execution phases. Structural works are particularly vulnerable to delays and budget deviations due to factors such as rainfall conditions, labor discipline, planning quality, design changes, and material price fluctuations. Therefore, this study aims to develop a Mamdani Fuzzy Inference System (FIS)-based model for estimating the time and cost of structural works under uncertain project conditions. The research employed a case-based model development design focusing on structural works in a villa construction project. Data were collected from deterministic schedules and budgets, actual project records, expert questionnaires, Focus Group Discussions (FGD), MATLAB simulations, and Microsoft Project integration. The fuzzy model generated Duration Factor and Cost Factor outputs to adjust deterministic baseline values into uncertainty-adjusted fuzzy baselines. The findings showed that the fuzzy model improved estimation accuracy compared to the deterministic baseline. The project duration estimate increased from 346 days to 369.12 days, approaching the actual duration of 377 days, while the cost estimate improved from IDR 3.74 billion to IDR 3.93 billion compared to the actual cost of IDR 4.01 billion. In conclusion, the Mamdani FIS-based model provides a more realistic and adaptive baseline estimation approach for structural construction works under uncertain conditions.

Abstract

This research analyses how the service system influences mandatory verification awareness at Malang City's Legal Metrology Unit. Despite the elimination of service fees in 2024, fluctuations in compliance (2021–2024) indicate that cost alone does not drive participation; service system aspects play a significant role. This research employs a quantitative approach using a survey method. The population consists of 1,324 traders who had not conducted verification or re-verification in four traditional markets in Malang City. A total of 307 respondents were selected using proportional stratified random sampling. The independent variables include accessibility, availability, service quality, efficiency, and effectiveness, while the dependent variable is mandatory verification awareness. Data were collected through questionnaires, interviews, observations, and documentation. Data analysis techniques included validity and reliability testing, descriptive analysis, partial t-tests, and simultaneous F-tests. The results indicate that all research instruments are valid and reliable. Descriptively, accessibility is categorised as good (mean = 3.824), availability as moderately good (mean = 3.188), and service quality as moderate (mean = 3.015). These findings suggest that improvements are particularly needed in the dimensions of accessibility, availability, service quality, efficiency, and effectiveness. Simultaneously, the service system has a significant effect on mandatory verification awareness. Therefore, enhancing the service system through improved information access, optimisation of human resources, strengthening of staff competence, and increased service efficiency and effectiveness can serve as strategic measures to raise mandatory verification awareness and achieve measurement orderliness in Malang City.

Abstract

In the digital marketing era, micro-influencers have become a powerful force in shaping consumer behaviour, particularly for small and medium enterprises (SMEs) in the food sector. This research investigates the influence of micro-influencer brand trust on consumers' buying decisions, with brand preference as a mediating variable and micro-influencer brand selfie as a moderating variable, in the context of small and medium food enterprises in Purwokerto. The research employs a mixed-methods approach, combining surveys to examine relationships among variables and interviews to explore consumers' experiences, perceptions, and motivations. The study is grounded in Social Identity Theory, proposing that consumers form social identities through engagement with local micro-influencers, which strengthens trust in the brand and enhances brand preference. Additionally, personal content such as brand selfies is expected to reinforce the effect of influencer trust on consumer attitudes. The findings indicate that micro-influencer brand trust positively affects brand preference and buying decisions, with brand preference serving as a key psychological mechanism, while brand selfies amplify this influence. The study contributes theoretically by applying Social Identity Theory to local influencer marketing, offering a deeper understanding of consumer–influencer interactions. Practically, it provides insights for SMEs to optimise their marketing strategies through authentic and engaging influencer content that effectively encourages consumer purchases.
