Abstract

This evaluation study discusses how information technology governance in the Ministry of Energy and Mineral Resources, conducted by the Center for Data and Information Technology ESDM as a NOC, which aims to determine the extent to which the management and use of IT in improving IT services in KESDM and recommend management policy proposals effective and efficient IT using COBIT 5 models. The data was collected by conducting interviews, questionnaires and observation. The results were adjusted to the data management domain COBIT 5 will be the capability of inter-domain evaluat assessment, judging from some of the values are the average of the current capability level 4 in the range of 0. The highest value of the capabilities found in APO, DSS and MEA that is equal to 4, while lowest value contained in the EDM by 2.

Abstract

Merujuk pada Keputusan Menteri Kelautan dan Perikanan Nomor KEP.26/MEN/2011 tentang Unit Kliring Kementerian Kelautan dan Perikanan (KKP), maka pengelolaan data dan informasi perlu disempurnakan. Penelitian ini menggunakan metode campuran (kualitatif dan Kuantitatif) dan dibatasi pada rancangan Organisasi Teknologi Informasi (TI) dan Arsitektur Informasi (AI) dalam kerangka enterprise architecture (EA) dengan pendekatan kriteria informasi Control Objectives for Information and Related Technology (COBIT) V.4.1. Framework yang digunakan adalah The Open GroupArchitecture Framework-Architecture Development Method (TOGAF-ADM) sebagai landasan untuk menyelaraskan bisnis (tugas dan fungsi) dengan TI. Hasil penelitian diperoleh bahwa infrastruktur organisasi TI tetap berbentuk divisional, tipe organisasi TI dari bentuk vertical fungtional stovepipe menjadi bentuk matriks, fungsi organisasi dari bentuk sentralisasi menjadi desentralisasi. Kriteria untuk job competency, hard competency dan soft competency ditetapkan. Hasil AI memperlihatkan bahwa, komponen AI terdiri dari kumpulan entitas inti dan hubungannya yang saling terkait satu sama lain dengan pendekatan prinsip tujuh kriteria informasi. Masing-masing aktor dalam AI memiliki peran dan tanggungjawab dalam pelaksanaan implementasinya sesuai dengan tugas pokok dan fungsi (Tupoksi) yang mengacu pada peraturan perundang-undangan dilingkup Balitbang KP.

Abstract

The use of e–Learning in Universitas Indonesia has been regulated by The Official Decree of The Rector of the Universitas Indonesia. Data derived from the log activity of SCeLE Admin shows that the discussion forum within SCeLE, from the year 2011 to 2014, has not been utilized optimally by both students and lecturers. This is shown by a number of discussion forums and topics that were below 15 percent. The objective of this research is to investigate the factors that influence participation of online discussions within SCeLE MTI Universitas Indonesia (UI). Data is collected using questionnaires that are given to 150 students of MTI Study Program UI. Data processing used partial least square–SEM (PLS-SEM) with the aid of smartPLS3 software. Research finding shows that several factors that influence SCeLE online discussion generally are extrinsic motivation, habit, information quality, performance expectancy, social influence, system quality, and service quality. The factors that are very influential to behavioral intention are performance expectancy, habit, extrinsic motivation and social influence. Meanwhile, the factors that are very influential to user satisfaction are information quality, system quality and service quality.

Abstract

The use of Information Technology (IT) in public sector organizations cannot always be applied properly. This could lead to failure of Information Systems. Many literature states that successful implementation of an information system is very dependent on the acceptance level of the system by its users. The Government of Bogor City as a public sector organization in Indonesia has been active in the development of IT. From 2008 to 2013, the Government of Bogor City developed nine application, four of which has running with low utilization and the other five applications no longer operate as a result of very minimum user. This study analyzes the individual factors that influence the acceptance of implementation of IT in the Government Environment using TAM. This is quantitative Survey Research using sample of 410 employees of Bogor city. Data processing was performed using descriptive statistical techniques and PLS-SEM. The results prove that the Perceived Usefulness and Perceived Ease of Use has a significant influence on the Behavioral Intention to use IT at Government of Bogor City. Behavioral Intention has a significant influence on the Actual IT Use and Perceived Ease Perceived Ease of Use had a significant effect on the Perceived Usefulness.

Abstract

Plagiarism can be categorized into several levels: carbon copy, the addition of words, word substitutions, changing active into passive sentences, and paraphrase. In this research, the detection is only performed by local similarity assessment method. This research is categorized into 3 major processes: preprocessing, candidate determination, and calculation of similarity. In preprocessing, extraction and conversion of a PDF file into XML is performed. Stopword removal and stemming are also performed in this process. For Candidates determination, the process used VSM (Vector Space Model) algorithm using Lucene.NET. It will then calculate the similarity values of the candidates. Similarity values that meet the threshold will be processed in the third stage. The next process is detecting plagiarism at the level of carbon copy. The plagiarism of the substitution level will be determined by finding synonymous with Lesk algorithm and utilizing WordNet as a language dictionary. Lesk notice the words around it, before doing the search process is synonymous with Lesk, performed first sentence extractor. From this experiment, it is concluded that the determination of synonyms using WordNet and Lesk algorithm does not seem to increase its similarity value role. This is due to the difficulty of finding plagiarism by just substituting words. However, plagiarism at the level of carbon copy can be handled with the help of sentence matching.

Abstract

Sistem Informasi Database Riset dan Pengmas (SIDR) is an information system that saves the reseach and community service data in Universitas Indonesia. To evaluate the effectiveness of SIDR, it is ideal to gather data about the SIDR user’s responses. Consequently, in the present study, questionnaire method uses a 6-point Likert scale is applied to obtain that kind of information. In general, the results show that SIDR provides an effective means of creating and centralizing research and community service data for whole faculties in Universitas Indonesia.

Abstract

On the contribution to scientific publications, The Faculty of Computer Science Universitas Indonesia (Fasilkom UI) holds an annual international conference entitled International Conference on Advance Computer Science and Information Systems (ICACSIS). This international conference is aimed to be a platform for scientists all over the world to present their findings to other colleagues of the same interest. The process of collecting papers from these particular countries is not easy. Thus, a system that can automatically manage the paper submission process is needed. There are numerous webbased conference management systems on the Internet. Despite the basic common features, many of them offer various features that distinguish them from the others. This paper presents various features that are available in the market, analyzes the functions of features that meets the ICACSIS paper management’s requirement and integrating both the former and the later.

Abstract

There are many criteria that could be used as the basis for the selection of server side scripting that could be applied to the school information system. This study compares several server side scripting that could be applied the school information system. Those server side scripting are ASP, JSP, PHP, Python, and Ruby. This research refers to research done by Oyku Alanbay regarding the selection of softwares. In addition, using the theories regarding the quality of the software as the basis for the determination of selection sub criteria server side scripting to the school information system. In the selection of server side scripting for this school information system with three levels of criteria. As for the level 1 criteria is technology related, user related, and vendor related, level 2 criterion consists of 18 sub criteria obtained from the special advantages for server side scripting. And level 3 there are five alternatives is ASP, JSP, PHP, Python, and Ruby. In the selection of server side scripting for this school information systems using Analytical Hierarchy Process (AHP) and the tool uses Expert Choice 2000. The results of this election make PHP as server side scripting needs compared to ASP, JSP, Python, and Ruby with 40.6% weighting values with the most influential factor was 60.4% of the user related.

Abstract

In current business practice, an integration between business and IT is important. Enterprise Architecture (EA) is one of the study that synergize IT and business. The principle will be use as the main base to designing appropriate EA. Before describing these principles, it is necessary to understand the real state of a company. It aims to make the situation as one as of benchmarks to describing state of the target. After designing state of the target, it will make processes of designing EA for a company is easier. This paper will use the SWOT analysis method to recognize their core competencies in order to determine the direction of an organization by analysing and positioning the organization’s resource and environment on four regions : Strengths, Weaknesses, Opportunities, and Threats. After an SWOT assessment, a mapping obtained wich that determines which quadrant position of the company. Every quadrant position will describe different strategies each other. From the obtained strategy, it will be describing target principles according to the position of a company based on the SWOT analysis. So the design EA for a company can start with a precise principles foundations.

Abstract

Information Technology (IT) is known as enabler of business. One of the study that align business and IT is enterprise architecture. In this era, one of the business that become a trend the world is electronic commerce (e-commerce). With the suitable enterprise architecture strategies, e-commerce can be improved according to the business and IT condition. This paper represents about study case of an Indonesian e-commerce website which is still unknown by internet users and the SWOT strategy analysis using Business Model Canvas. Finally, there is a creation of enterprise architecture strategies that will support e-commerce business for give a better business to Indonesian society.
