Abstract

Sustainable Waste Management System at the Department of Environment and Forestry of Sinjai Regency, supervised by Hermansyah (Supervisor I) and Rajamemang (Supervisor II). The Department of Environment and Forestry (DLHK) of Sinjai Regency plays a crucial role in the waste management system in the region. This study aims to analyze the waste management system implemented by DLHK and identify the supporting and inhibiting factors in achieving sustainable waste management. This research employed a qualitative approach through in-depth interviews, direct observation, and document analysis. The analysis focused on five main aspects: operational technical, institutional, financing, legal, and community participation. Research shows that the waste management system in Sinjai Regency still faces several challenges. In terms of operational technical aspects, there is a limited number of waste collection vehicles and TPS 3R facilities that are not functioning properly. In terms of institutional structure, the organization is in place but lacks expert staff and training. Regarding funding, the allocated budget tends to decrease every year and is not enough to cover all waste management activities. From a legal perspective, there are regulations in place, but their implementation is not consistent. On the community participation side, awareness and involvement in sorting waste and maintaining cleanliness remain low. However, there are some supporting factors such as leadership commitment, the existence of local regulations, and the government's efforts in providing basic facilities. This study recommends strengthening waste management policies, increasing human resource capacity, and encouraging community participation to establish a sustainable waste management system.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi layanan aktivasi Identitas Kependudukan Digital (IKD) di Mal Pelayanan Publik Kabupaten Sidoarjo sebagai bagian dari transformasi digital dalam pelayanan administrasi kependudukan. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan metode deskriptif, melalui teknik wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan layanan aktivasi IKD di Mal Pelayanan Publik Kabupaten Sidoarjo telah berjalan cukup baik, didukung oleh komunikasi efektif antara pusat dan pelaksana, serta kompetensi petugas yang memadai. Meskipun demikian, terdapat kendala berupa keterbatasan pada aspek sumber daya sarana prasarana seperti jaringan internet (Wi-Fi), perangkat seluler masyarakat yang tidak selalu kompatibel dengan aplikasi, keterbatasan sistem Anjungan Dukcapil Mandiri (ADM), dan kurang sederhananya alur aktivasi. Implementasi kebijakan berdasarkan model George C. Edward III 1980 menunjukkan bahwa faktor komunikasi, sumber daya, disposisi, dan struktur birokrasi telah berjalan cukup optimal pada layanan aktivasi Identitas Kependudukan Digital (IKD). Layanan ini juga memberikan kemudahan bagi masyarakat dalam mengakses berbagai layanan kependudukan secara digital.

Abstract

This study aims to evaluate the effectiveness of health services at the Tenggalembang Community Health Center (UPTD) in Sinjai Regency. The method used was a qualitative approach with in-depth interviews and direct observation of health workers, the community, and program managers. The results showed that the main supporting factors for service success include timely service delivery, direct supervision by the head of the community health center, capacity building training for health workers, and collaboration with the BPJS (Social Security Agency) and village government. Services at the community health center were considered quite effective in terms of rapid treatment, availability of personnel and medicines, and increased community participation. However, there were obstacles such as low community participation due to busy schedules, shortages of medicines at the hamlet level, and limited access in remote areas. Although the JKN program and remote villages have helped reach communities in difficult areas, improvements in resource management, communication, and facilities are still needed to increase community satisfaction and trust in services. The conclusion of this study confirms that the effectiveness of health services at the Tengngalembang Community Health Center has been running well, but requires continuous improvement to ensure services are more optimal, efficient, and able to meet the needs of the community as a whole. The results of this study are expected to form the basis for developing strategies to improve community-based health services.

Abstract

Penelitian ini bertujuan untuk menentukan kegunaan sistem aplikasi EMIS 4.0. Ini menggunakan metode deskriptif kualitatif yang dimaksudkan untuk memberikan gambaran yang komprehensif dan akurat tentang masalah seputar penggunaan EMIS 4.0 dalam mengelola data tentang tenaga pendidik dan kependidikan di Kabupaten Sinjai. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Data yang dikumpulkan dianalisis berdasarkan indikator yang telah ditentukan yang diperoleh dari informan penelitian, yang meliputi operator distrik EMIS, operator madrasah EMIS, kepala madrasah, dan staf pengajar. Hasil penelitian menunjukkan bahwa penggunaan EMIS 4.0 efektif dalam mengelola data tentang tenaga pendidik dan kependidikan di Kabupaten Sinjai karena alasan-alasan berikut: 1) Sistem aplikasi EMIS ramah pengguna dan tidak memerlukan pelatihan yang ekstensif, didukung oleh sumber daya manusia yang memadai. 2) Akurasi data dalam sistem EMIS telah meningkat secara signifikan dengan kemajuan sistem EMIS 4.0 yang terintegrasi, yang sekarang terhubung dengan beberapa aplikasi lain, memastikan akuntabilitas data. 3) Sistem aplikasi EMIS di Kabupaten Sinjai sangat efektif dalam mendukung pengelolaan data di madrasah, terbukti dengan tersedianya fitur data yang lengkap dan sesuai dengan standar dan kebutuhan pengelolaan data tenaga pendidik dan kependidikan.

Abstract

Mangroves are a unique ecosystem that is crucial for the survival of communities, especially those living in coastal areas. However, their existence is increasingly threatened. To ensure the sustainability of the area, policies related to the protection and management of mangrove areas have been formulated throughout West Kalimantan Province, as a guideline. Therefore, this study aims to describe the implementation process of the West Kalimantan Provincial Regulation Number 8 of 2021 concerning the Protection and Management of Mangrove Areas. This study uses qualitative methods to describe the research results. Based on the results, it is known that the implementation of this policy is contrary to the local wisdom of the Batu Ampar District community, as the largest mangrove area in Kubu Raya Regency. The conclusion of this study shows that the policy implementation process is still hampered by social, economic, and political conditions. This is due to the economic processes that have been carried out for generations and also become a place of dependence for thousands of people living in the mangrove area. Keywords: Batu Ampar, Implementation,Mangrove, Social Society.   Abstrak.Mangrove merupakan satuan ekosistem yang unik yang sangat penting bagi keberlangsungan hidup masyarakat terutama yang tinggal di wilayah pesisir. Namun semakin hari kawasan mangrove semakin terancam keberadaanya. Untuk menejamin kelestarian kawasan maka dirumuskan kebijakan terkait perlindungan serta pengelolaan kawasan mangrove diseluruh Provinsi Kalimantan Barat, sebagai pedoman. Sehingga penelitian ini bertujuan mengambarkan proses implementasi kebijakan Peraturan Daerah Provinsi Kalimantan Barat Nomor 8 Tahun 2021 tentang Perlindungan dan Pengelolaan Kawasan Mangrove. Penelitian ini menggunakan metode kualitatif yang digunakan untuk mengambarkan/ mendeskripsikan hasil penelitian. Berdasarkan hasil penelitian diketahui bahwa penerapan kebijakan ini bertentangan dengan kearifan lokal masyarakat Kecamatan Batu Ampar, sebagai kawasan mangrove terluas di Kabupaten Kubu Raya. Kesimpulan dari penelitian ini menunjukan bahwa proses implementasi kebijakan masih terhambat oleh kondisi sosial, ekonomi dan politik, hal ini dikarenakan adanya proses perekonomian yang telah dilakukan secara turun menurun dan juga menjadi tempat bergantung ribuan mayarakat yang tinggal di kawasan mangrove. Abstract

Abstract.  This study aims to analyze independent village innovation in Tellu Limpoe District, Sinjai Regency, focusing on three villages, namely Sukamaju Village, Kalobba Village, and Pattongko Village. The analysis was conducted based on four main indicators of innovation diffusion theory: innovation, communication channels, timeframe, and social systems. This study uses qualitative research methods with data collection techniques through in-depth interviews, participatory observation, and documentation studies. The data analysis techniques used by the author are data reduction, data presentation, and conclusion drawing. The results of the study show that the three villages have different innovation characteristics in an effort to achieve village independence. In terms of innovation indicators, the three villages have succeeded in implementing innovative programs that have never existed before, especially in the fields of agriculture, fisheries, community empowerment, management of BUMDes, and information technology innovation implemented through digital administration systems and the application of Appropriate Technology. From the communication channel aspect, building an integrated communication system that combines modern technology and traditional techniques. In terms of timeframe, the analysis shows that planned and implemented village innovations can achieve the planned targets according to the specified timeline, both in the short, medium, and long term. From a social system perspective, the community structure in Tellu Limpoe District, which is still strongly imbued with the values ​​of mutual cooperation, has a significant influence on the success of innovation implementation. The main supporting factors for innovation success are transformational leadership, community participation, and synergy with external parties. Meanwhile, limited human resources, infrastructure, lack of ongoing technical assistance, and resistance to change are the main inhibiting factors.

Abstract

Pelayanan publik merupakan tanggung jawab penting pemerintah dalam memenuhi kebutuhan masyarakat. Namun dalam praktiknya masih ditemukan kendala, seperti prosedur yang berbelit, waktu pelayanan yang lama, dan koordinasi antarinstansi yang kurang efektif. Penelitian ini bertujuan untuk menjelaskan dan menganalisis bagaimana inovasi Mal Pelayanan Publik (MPP) di Kabupaten Sidoarjo dapat meningkatkan kualitas pelayanan publik. Penelitian menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa MPP memberikan kemudahan bagi masyarakat dengan mengintegrasikan berbagai layanan dari 28 instansi dalam satu lokasi, sehingga proses administrasi menjadi lebih cepat, mudah, dan efisien. Inovasi ini juga meningkatkan kenyamanan dan kepuasan masyarakat, yang terlihat dari hasil survei Indeks Kepuasan Masyarakat dengan kategori sangat baik. Meskipun masih terdapat kendala, seperti koordinasi antarinstansi dan keterbatasan jaringan internet, keberadaan MPP terbukti mampu memberikan dampak positif terhadap pelayanan publik melalui kemudahan akses, transparansi, dan peningkatan kepercayaan masyarakat. Kesimpulannya, inovasi Mal Pelayanan Publik menjadi langkah nyata pemerintah daerah dalam menciptakan pelayanan publik yang lebih efektif, responsif, dan berorientasi pada kebutuhan masyarakat. Abstract

 The purpose of this study is to determine the , Effectiveness of livestock industry Center management ini south sinjai district, sinjai regency and the dterminant factors for livestock industri center management in saouth sinjai district, sinjai regency, as well as to clarify the problem formulation taken by the author. This study uses a qualitative approach. The data obtained are analyzed based on indicators the have been determinad through obsevation. Interviews and documentation from research informants. Primary data were obtained from in depth interviews with the head of the UPTD livestock industry center, the head of the industry and IKM section.The results of the study on the Effectiveness of the Management of the Livestock Product Industry Center in South Sinjai District, Sinjai Regency, show that in the production aspect, the Livestock Product Industry Center is not yet effective because of the 20 IKM. that are members, only 3 IKM. carry out regular production so that the production house is often not utilized so that there is no production target. From the aspect of packing, the processed products made by IKM have quite good packing but are not yet effective because they use modern packaging and tools, but the packaging does not have BPOM and halal label. From the market aspect, the Livestock Product Industry Center is not yet effective because marketing only focuses on local sales. In terms of contribution, the Livestock Product Industry Center is effective because there are no levies charged to IKM. The supporting factors for the success of the Livestock Product Industry Center are market access and government support while the challenges faced are limited capital and for IKM and management of the UPTD Livestock Product Industry Center and IKM.This research was conducted at the UPTD Livestock Product Industry Center in South Sinjai District, Sinjai Regency and the Department of Trade, Industry, and Mineral Resources of Sinjai Regency. Abstract

The strategy for arranging Street Vendors (PKL) in North Sinjai District, Sinjai Regency, is one of the strategic efforts of the Sinjai Regency government in creating an orderly, safe, comfortable, clean, and aesthetic urban environment. This research aims to analyze the street vendor arrangement strategy implemented in the area and the resilience of city infrastructure in Sinjai Regency. A qualitative research method with a descriptive approach was used in this study. Data was collected through observation, in-depth interviews involving informants from various sources based on characteristics and existing answers, and observation at the research location. The strategy for arranging Street Vendors (PKL) in Sinjai Regency focuses on four main indicators, namely: (1) Orderliness: Through enforcement and regulation of trading locations, the government strives to create order and avoid disrupting community activities and traffic flow; (2) Safety and Comfort: The lack of adequate facilities to support safety and comfort for vendors and visitors, such as the provision of vendor relocation sites, the construction of representative kiosks/stalls, and adequate sanitation facilities, is a priority in this arrangement; (3) Cleanliness: The local government has not provided adequate waste disposal facilities and has not conducted routine monitoring to ensure the environment around the street vendors remains clean and free from waste; (4) City Aesthetics: The arrangement of street vendors is carried out by considering the aspect of city aesthetics, paying attention to attractive basic elements that do not damage the city view has not been running effectively, which can be seen from several city points that look unkempt and poorly maintained. The strategy for arranging Street Vendors in North Sinjai District, Sinjai Regency, was analyzed using Geoff Mulgan's theory. Therefore, the Sinjai Regency Government must formulate a policy regulating the Arrangement of Street Vendors in North Sinjai District, Sinjai Regency, so that the implemented strategy can run effectively. Abstract

Pengelolaan fasilitas pendidikan memiliki peran penting dalam mendukung mutu layanan akademik di perguruan tinggi. Fasilitas yang dikelola secara efektif tidak hanya menyediakan ruang belajar yang memadai, tetapi juga mencerminkan kapasitas manajerial dan kebijakan kelembagaan universitas. Penelitian ini bertujuan menganalisis perbedaan pengelolaan fasilitas antara Gedung Kuliah Terpadu B (GKT B) dan Gedung FISIP Universitas Palangka Raya dengan menggunakan pendekatan kualitatif deskriptif. Data dikumpulkan melalui observasi dan dokumentasi, kemudian dianalisis berdasarkan Facility Management Framework (Atkin & Brooks, 2021) dan teori manajemen sumber daya manusia sektor publik. Hasil penelitian menunjukkan bahwa GKT B menerapkan pengelolaan yang lebih terstruktur dengan pemeliharaan preventif dan sistem kerja yang jelas, sedangkan Gedung FISIP masih mengandalkan pola reaktif dengan pengelolaan bersifat situasional. Simpulan penelitian ini menegaskan bahwa kualitas pengelolaan fasilitas ditentukan oleh strategi manajerial dan kapasitas SDM, bukan hanya kondisi fisik bangunan. Rekomendasi yang diajukan adalah perlunya universitas menerapkan standar pengelolaan fasilitas berbasis preventif, memperkuat profesionalisasi SDM, dan menyusun kebijakan kelembagaan yang konsisten untuk menjamin pemerataan serta keberlanjutan mutu layanan pendidikan.
