Abstract

Rapid population growth in West Java Province has directly contributed to increased mobility and higher traffic volumes on public roads. To support road safety, security, and the smooth flow of traffic at night, the provision of adequate public street lighting has become a critical public service requirement. However, in practice, the management of public street lighting along provincial roads continues to face several challenges, including the uneven distribution of street lighting installations, recurring failures of electrical components, and slow emergency response times due to the extensive geographical coverage and the absence of a real-time monitoring system. This study aims to analyze the institutional capacity development of public street lighting services at the West Java Provincial Department of Transportation, with a particular focus on the Regional Technical Implementation Unit (UPTD) for the Management of Land Transportation Infrastructure and Traffic (LLAJ) Region III. These institutional challenges are attributed to shortages of qualified technical personnel, inadequate operational facilities and infrastructure, suboptimal monitoring mechanisms, and limited budget allocations. The findings indicate that the current management of public street lighting has not yet achieved optimal performance. This is reflected in the low level of street lighting coverage along provincial roads within the operational area of the UPTD for the Management of Land Transportation Infrastructure and Traffic (LLAJ) Region III, which has reached only 31.16% of the total required coverage. Institutional constraints are further evidenced by vacant functional positions for traffic facilities personnel, a limited number of skylift vehicles, inconsistent maintenance budgets, and a weak integrated control system. The primary barriers to institutional capacity development include budget limitations, shortages of competent human resources, the extensive geographical area, and insufficient operational support facilities. Efforts to enhance institutional capacity include strengthening interagency coordination, improving the quality of human resources, optimizing planning processes, and developing adaptive technical strategies through the implementation of a simple, responsive, and digitally based public complaint reporting system. This study is expected to contribute theoretically to the literature on public sector organizational capacity development while providing practical recommendations for the West Java Provincial Department of Transportation to improve the quality of public street lighting services.

Abstract

The target for Motor Vehicle Tax (MVT) revenue in West Java Province consistently exceeded 100% from 2021 to 2024. However, in 2025, tax revenue reached only 92.02% of the target, amounting to IDR 5.67 trillion against the target of IDR 6.16 trillion. This decline highlights the need to intensify tax collection efforts to improve motor vehicle tax revenue. This study aims to analyze and describe the implementation of motor vehicle tax collection intensification in West Java Province and to identify an ideal tax intensification model for the province. The expected contribution of this research is to provide academic recommendations for strengthening motor vehicle tax collection in order to reduce the number of delinquent taxpayers and increase motor vehicle tax revenue. This study employed a qualitative method with a descriptive approach and was conducted at four research sites: the West Java Provincial Revenue Agency (Badan Pendapatan Daerah Provinsi Jawa Barat), the Regional Revenue Management Center (P3DW) of Bekasi City, Bogor Regency, and Bandung II Kawaluyaan. The findings indicate that strengthening and improving the tax intensification process is essential, including enhancing the tax database, strengthening tax collection procedures, improving tax supervision, increasing tax administration efficiency, and implementing better tax planning. In addition, the study recommends expanding the current tax intensification model implemented by the West Java Provincial Revenue Agency through stronger regulations for handling problematic taxpayer data, enhancing the capacity and role of human resources, and increasing the number of service units.

Abstract

This study aimed to examine the effectiveness of case simulation in improving nursing students’ communication skills in English language learning. Using a quantitative descriptive design, 200 purposively selected S1 and D3 Nursing students at STIKes Elisabeth Semarang participated in case simulations integrated into an English for Nursing course. Data were collected using a questionnaire based on the Communication Skills Assessment Tool (CSAT) and a performance rubric assessing verbal clarity, medical terminology use, patient response, non-verbal communication, professional attitude, teamwork, and empathy. The results showed that empathy, non-verbal communication, and professional attitude received the highest mean scores, while medical terminology use was the lowest. The instrument demonstrated excellent reliability (Cronbach’s Alpha = 0.966). Significant positive correlations were found between students’ perceptions of simulation effectiveness and their assessed communication skills, particularly in patient response and verbal clarity. The findings indicate that case simulation is an effective approach for integrating technical and interpersonal communication skills and enhancing students’ readiness for real-world multicultural healthcare interactions. However, improvements are still needed in verbal clarity and medical terminology, suggesting the importance of structured instruction, systematic feedback, vocabulary-focused modules, and teamwork-oriented learning activities. Limitations of the study include reliance on self-reported data, the absence of observer-based teamwork assessment, and its non-experimental design. Future research is recommended to use mixed-method and longitudinal approaches to better evaluate skill transfer into clinical practice.

Abstract

This study reconceptualizes resilience from an individual-focused concept to a collective framework called “communal ecology,” in order to better understand how tour guides in the tourism industry cope with systemic barriers and uncertainty. Using a qualitative approach, the study conducted in-depth interviews with 10 professional tour guides in Yogyakarta, Indonesia, and analyzed the data thematically. The findings show that communal resilience is shaped by three key pillars: social capital (bonding and bridging) reflected in peer support and faith-based coping strategies, adaptive learning systems through professional associations that enhance knowledge sharing and collective self-efficacy, and the collective negotiation of systemic constraints such as regulatory pressures and market instability. These results extend the Transactional Stress Model by identifying communal social capital as a key resource and enrich the Challenge Metamorphosis Model by introducing the concept of communal ecology. Overall, the study concludes that resilience among tour guides is not merely an individual trait but a socially embedded and collective process driven by communal networks and adaptive collaboration, although its findings are limited by a small sample size and a single geographic context.

Abstract

The development of the smart city concept has encouraged local governments to build city branding through smart branding strategies as an effort to enhance competitiveness, increase regional attractiveness, and strengthen local identity. One implementation of this strategy is manifested through the development of Pahlawan Street Center (PSC) as a flagship destination of Madiun City. Nevertheless, the existence of PSC has also generated various dynamics regarding its appropriateness in representing the distinctive identity of the region. This study aims to evaluate the strategic fit of the smart branding strategy of Pahlawan Street Center (PSC) in strengthening the identity of Madiun City, analyze the supporting and inhibiting factors, and formulate strategic recommendations. This study employed a descriptive qualitative method. Data were collected through interviews, direct observation, and documentation studies involving various informants. The strategy evaluation in this study was analyzed using John M. Bryson’s strategic management concept, which encompasses five dimensions: strategic fit, public value creation, feasibility, stakeholder support, and sustainability. The findings indicate that the smart branding strategy through PSC has been integrated with planning documents and has created tangible public value in the form of enhanced visual attractiveness of the area. However, this strategy is considered not yet optimal in strengthening the authentic local identity, as the area’s appearance is more dominated by miniature global icons that obscure the authentic local character. Supporting factors for the successful implementation of the strategy include alignment with planning documents, community economic improvement, private sector participation (CSR), digital infrastructure support, and innovative activities. Meanwhile, the inhibiting factors include city image issues, inconsistency in digital promotion, low budget realization, and infrastructure capacity constraints. This study proposes strategic recommendations to optimize the smart branding of Madiun City through the alignment of branding strategies with planning documents, the strengthening of local identity as a source of public value, the optimization of budget planning and utilization, the enhancement of collaboration among stakeholders, and the implementation of sustainable performance monitoring and program evaluation.

Abstract

The development of information and digital technology today has a significant impact on information dissemination and institutional image building, including in the field of education. SD Negeri 2 Bugis, as one of the public elementary schools, does not yet have a digital platform that can be used to introduce the school’s profile widely and professionally. To address this issue, this study aims to design a web-based company profile website that facilitates the dissemination of information related to the school’s profile, vision and mission, facilities, learning activities, and achievements of students and teachers. The website is designed with main features such as a school profile page, photo gallery, academic information, and an easily accessible contact page. The results show that the website successfully presents the school’s identity in a professional and interactive manner. With this website, SD Negeri 2 Bugis is expected to enhance its institutional image, improve information accessibility for the community, and reach prospective students more widely in the current digital era.

Abstract

This study investigates the performance optimization of a Virtual Private Network (VPN) based on Virtual Extensible LAN (VXLAN) utilizing the VXLAN Tunnel Endpoint (VTEP) mechanism on MikroTik RouterOS version 7.19 devices within the ID-Networkers Jakarta Barat environment. The limitations of traditional Point-to-Point Tunneling Protocol (PPTP)-based VPN in terms of stability and scalability motivate the exploration of overlay technology as an alternative solution. The research method employed is network simulation using the PNETLab platform, applying two testing scenarios: PPTP as a baseline condition and VXLAN VTEP as the optimized solution. Performance evaluation is based on Quality of Service (QoS) parameters comprising throughput, latency, jitter, packet loss, and bandwidth, obtained through ICMP packet transmission and testing with iPerf and Wireshark. Results indicate that VXLAN VTEP produces more consistent latency (±5–8 ms compared to ±6–10 ms for PPTP) and 0% packet loss in both scenarios. Furthermore, VXLAN provides significant advantages in network segmentation flexibility and overlay scalability. Although VXLAN throughput is lower due to encapsulation overhead, bandwidth stability is better maintained compared to PPTP. This study concludes that implementing VXLAN VTEP on MikroTik devices is an effective solution for improving inter-site network service quality, particularly in terms of communication consistency and stability.

Abstract

Digital transformation has shifted the role of digital marketing from merely a promotional tool to a strategic source of information that supports business decision-making in Micro, Small, and Medium Enterprises (MSMEs). However, the effective utilization of digital data remains constrained by several factors, including customer data relevance, digital literacy, and technology implementation. This study aims to examine the effects of customer data relevance, digital literacy, and technology implementation on the quality of MSME financial decisions in Serdang Bedagai Regency. A quantitative approach employing multiple linear regression analysis was used. Data were collected through questionnaires administered to 100 MSMEs that actively utilize digital media in their business operations. The analysis included validity and reliability tests, classical assumption tests, t-tests, F-tests, and the coefficient of determination. The findings reveal that digital literacy is the only variable that has a positive and statistically significant effect on the quality of MSME financial decisions, the calculated t-value of the digital literacy variable is 8.993, this value is greater than the t-table value of 1.661, the Sig value of 0.003 is greater than 0.05, meanwhile customer data relevance and technology implementation do not have significant partial effects. Nevertheless, the three independent variables jointly have a significant influence on the quality of MSME financial decisions. These findings suggest that the success of digital transformation in supporting financial decision-making depends primarily on the digital competencies of MSME owners rather than solely on the availability of relevant customer data or technological support. This study contributes to the literature on digital transformation by highlighting the critical role of digital literacy in enabling data-driven financial decision-making among MSMEs.

Abstract

The utilization of residential buildings as commercial cafe spaces has become an increasingly prominent phenomenon in Indonesian urban contexts, reflecting shifting patterns of social interaction and the growing demand for experientially distinctive hospitality environments. This study examines the spatial utilization of Forester Coffee in Banda Aceh, a cafe operating within a former residential building, with the aim of analyzing how existing residential spaces accommodate cafe functions without substantial structural alteration. A qualitative research approach was employed, with data gathered through field observation, architectural documentation, and interviews with relevant parties. The analysis addresses eight spatial aspects: the creation of atmospheric diversity, the generation of a pleasant atmosphere, peaceful and structured spatial organization, acoustic comfort and visual tranquility, the introduction of new spatial interventions, spatial openness, simplicity and tranquility, and clarity of orientation within the adapted design. Findings indicate that the retention of residential spatial characteristics, encompassing domestic scale, natural element integration, and material authenticity, constitutes a significant design asset that enhances visitor comfort and strengthens the distinctive commercial identity of the establishment. This study contributes to scholarly understanding of residential building utilization within the hospitality and cafe sector.

Abstract

Residential buildings are among the largest energy consumers worldwide, making residential energy efficiency an essential component of sustainable development and climate change mitigation. Whereas technological improvements have improved building energy performance, growing evidence suggests that occupant behavior plays a decisive role in determining actual energy consumption levels. This study intends to examine the role of occupant behavior in supporting residential energy efficiency through a comprehensive literature review. The findings indicate that occupant behavior significantly affects residential energy use and can either enhance or undermine the effectiveness of energy-efficient technologies. The review also identifies several intervention strategies that can promote energy conservation, including monetary rewards, personalized home energy audits, and comparative feedback programs. Among these, personalized feedback and community-based approaches demonstrate greater potential for sustaining long-term behavioral change, while financial incentives are generally more effective in the short term. The study concludes that achieving meaningful and lasting reductions in residential energy consumption requires an integrated approach that combines technological improvements with behavioral interventions. Incorporating occupant behavior into energy-efficiency policies and residential design strategies is therefore important for promoting sustainable energy use and decreasing environmental impacts.
