Abstract

This study aims to analyze the governance of Village-Owned Enterprises (BUMDes) in strengthening food security in West Bandung Regency, identify the supporting and inhibiting factors, and formulate strategies for optimizing BUMDes governance. The study employed a qualitative descriptive approach. Data were collected through in-depth interviews, observations, and documentation involving various stakeholders engaged in BUMDes management. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing in an interactive manner. The findings reveal that BUMDes governance in West Bandung Regency is supported by a relatively strong regulatory framework, including Government Regulation Number 11 of 2021, West Bandung Regency Regional Regulation Number 1 of 2024, and village regulations governing BUMDes operations. However, the implementation of governance has not yet been fully optimized due to limitations in human resource capacity, weak financial management, low digital literacy, limited market access, high feed costs, and the potential influence of political intervention in BUMDes management. The main supporting factors include regulatory support, village capital participation, local resource potential, and the commitment of local government institutions. BUMDes have contributed to job creation, increased village economic activities, and the stabilization of local food prices, although their impact on Village Original Revenue (PADes) and food security remains uneven. The study concludes that the optimization of BUMDes governance requires strengthening human resource capacity, digitalizing management and financial reporting systems, developing strategic partnerships, enhancing supervision and accountability mechanisms, and establishing business models integrated with food security programs. Consistent implementation of good governance principles will improve the effectiveness of BUMDes in supporting food security and enhancing the welfare of rural communities in West Bandung Regency.

Abstract

This study aims to analyze employee performance in the implementation of the E-Office system at the Directorate General of Regional Autonomy (Ditjen Otda), Ministry of Home Affairs. Along with the rapid development of information technology, the implementation of E-Office in government institutions is expected to improve employee performance by providing more efficient, effective, and transparent administrative services. However, the adoption of this technology also requires employees to adapt and change their work behavior in carrying out their duties. This research employed a descriptive method with a quantitative approach. Data were collected through a survey involving employees of the Directorate General of Regional Autonomy using a questionnaire designed to measure performance aspects affected by the use of E-Office, including productivity, service quality, and employee satisfaction with the implemented system. Data analysis was conducted using descriptive statistical techniques to describe the extent to which the implementation of E-Office influences employee performance. The results indicate that the implementation of E-Office has indirectly transformed the work structure and organizational culture of employees at the Directorate General of Regional Autonomy, thereby making a significant contribution to employee performance, particularly in accelerating administrative processes. However, its utilization is still considered suboptimal, and improvements are needed in terms of employee mindset transformation and system enhancement, such as reducing paper usage, improving accessibility to information, and increasing socialization efforts. In addition, several challenges remain, including limited technological infrastructure and insufficient socialization and training for some employees, which affect the optimization of E-Office system utilization. This study concludes that although the utilization of E-Office at the Directorate General of Regional Autonomy has contributed to improving employee performance, further efforts are still required in the areas of training, infrastructure development, and increased socialization to ensure the optimal use of the system.

Abstract

The high poverty rate in Rote Ndao Regency highlights the need for poverty alleviation efforts that involve multiple stakeholders, as poverty is not only associated with economic factors but is also influenced by education, health, employment opportunities, and limited community resources. This study aims to analyze the implementation of collaborative governance in poverty alleviation in Rote Ndao Regency and to formulate an effective collaboration model to support poverty reduction efforts. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Research informants were selected using purposive sampling techniques and included representatives from local government, the private sector, communities, academics, the media, and the diaspora. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing, while data validity was ensured through source and technique triangulation. The findings indicate that collaborative governance in poverty alleviation in Rote Ndao Regency has involved various actors; however, its implementation has not yet been optimal. This is reflected in the absence of a structured collaboration forum, weak cross-sectoral coordination, limited resources, and insufficient integration of stakeholder roles. Furthermore, the processes of dialogue, trust-building, shared commitment, and mutual understanding among actors still require strengthening. This study also proposes a collaborative governance model that emphasizes strengthening institutional design, facilitative leadership, and the integrated involvement of multiple stakeholders. Through a more comprehensive and coordinated collaboration model, poverty alleviation programs in Rote Ndao Regency are expected to be implemented more effectively, participatively, and sustainably.

Abstract

In service quality, the measure is not solely determined by the provider, but more so by the recipients. They are the ones who benefit from the service, and therefore can measure service quality against their expectations to meet their satisfaction. Service quality must begin with user needs and end with user satisfaction. This study aims to analyze and explain the influence of service quality variables, including: professionalism and skills, attitudes and behaviors, accessibility and flexibility, reliability and trustworthiness, recovery, reputation and credibility, and lecturer satisfaction. The population of this study was all lecturers at Pattimura University. The sampling technique used was purposive sampling, with a sample size of 117 respondents. The analysis used a Likert scale and multiple linear regression analysis with SPSS version 24 software to process the data. The results showed that all service quality variables significantly influenced lecturer satisfaction, with recovery being the most influential. It is recommended that Pattimura University evaluate the service quality, including ease of access anywhere, as some respondents/lecturers expressed that service quality is still lacking. Future researchers can develop other variables as mediators, and the research object could be banks with a specific number of products offered.

Abstract

This study aims to analyze the influence of knowledge sharing and work engagement on teacher performance with Organizational Citizenship Behavior (OCB) as a mediating variable at the YPPK Dr. JB Sitanala School, Ambon Island Branch. The study used a quantitative approach with a sample of 104 teachers. The analysis was conducted using SmartPLS. The results showed that knowledge sharing and work engagement did not directly affect teacher performance. However, knowledge sharing and work engagement significantly influenced OCB, and OCB significantly influenced teacher performance. OCB was proven to mediate the relationship between knowledge sharing and work engagement on teacher performance. This finding emphasizes the importance of strengthening extra-role behavior in improving teacher performance.
