Abstract

This study aimed to analyze and describe the implementation of the Village Fund Allocation (ADD) policy in Mananggu Sub-district, Boalemo Regency, focusing on communication, resources, disposition/attitudes of implementers, and bureaucratic structure. The study employed a descriptive approach with qualitative analysis. Data collection techniques included observation, interview, and documentation. The findings indicate that implementing the ADD policy in Mananggu Sub-district faces significant human resources and facilities challenges. A lack of skilled personnel and limited infrastructure has resulted in inefficiencies in administration and reporting. Additionally, poor communication in task distribution and coordination among policy implementers hinders transparency and effectiveness. Although socialization efforts have been made, not all community members receive the information effectively, reducing the program's impact. While there is strong support for the policy, delays in fund disbursement remain a critical challenge. In conclusion, the implementation of the ADD policy in Mananggu Sub-district, Boalemo Regency, has not been fully optimized.

Abstract

This study analyzes the implementation of the merit system in talent management through the Smart Talent concept within the Government of West Bandung Regency. A qualitative research method with descriptive analysis was employed, drawing on relevant literature, including legislation, books, and related journals. The findings reveal that the implementation of the merit system has enhanced objectivity and transparency in civil servant performance appraisals, thereby promoting professionalism and efficiency in public services. However, challenges related to career development and promotion transfers require particular attention. Key barriers include cultural paternalism, political uncertainty, limited resources, and regulatory discrepancies between national and local levels. The development of the Smart Talent concept, based on an information system, is expected to address these obstacles by improving accuracy and efficiency in decision-making related to talent management, ensuring that talent placement is based on the right potential, performance, and timing.

Abstract

The digitalization of economic policies has become a major catalyst in the transformation of micro, small and medium enterprises (MSMEs). Technological advances encourage MSMEs to adapt business strategies that are more flexible, innovative and digitally based. This article discusses how digitalization of economic policies plays a role in supporting MSMEs, the challenges faced, and adaptive strategies that can be implemented. Using qualitative methods based on literature studies, this research found that the success of digitalization of MSMEs is influenced by infrastructure readiness, digital literacy, and technology-oriented policy support. Therefore, synergy between the government, the private sector and MSME players is very necessary to create a competitive business ecosystem in the digital era.

Abstract

This research is titled "The Preparedness of the Regional Disaster Management Agency (BPBD) in Disaster Management in Lembata Regency." The research problem addressed in this thesis is: How is the preparedness of the Regional Disaster Management Agency (BPBD) in disaster management in Lembata Regency? The theories used in this study are Agile Governance and Agile Governance in Disaster Preparedness. Primary data sources include informants, while secondary data consists of documents related to the research variables. Data collection techniques used are interviews, observation, and documentation. Data analysis was conducted through data reduction, data presentation, conclusion drawing, and descriptive qualitative analysis. The research findings show that: (1) Anticipatory Efforts: BPBD formed a Rapid Response Team (TRC) to accelerate disaster management for events such as droughts, volcanic eruptions, tsunamis, and landslides. TRC is responsible for identifying damage, mapping affected areas, rescuing victims, and effectively distributing aid. However, limitations in disaster signage and lack of public education hinder community preparedness. Therefore, awareness needs to be increased through the provision of signage, evacuation routes, socialization, and regular training. Challenges related to funding, expertise, and coordination must also be addressed through careful planning and cross-sector collaboration to ensure effective disaster mitigation and recovery. (2) Responsive Efforts: BPBD enhances disaster preparedness by providing logistics warehouses stocked with food, medicine, clothing, emergency equipment, and evacuation tools such as boats and fire trucks. Aid distribution is coordinated with the military (TNI), police (Polri), and community organizations. BPBD also prepares gathering points, safe evacuation routes, and evacuation posts. Post-disaster recovery involves BPBD, the Public Works and Spatial Planning Agency (PUPR), PLN, the Communications and Information Agency (Kominfo), and the community to repair infrastructure, healthcare facilities, education services, and support economic and housing recovery, aiming to build long-term resilience. Based on the analysis, the author concludes that BPBD has played a significant role in disaster management in Lembata Regency. This achievement stems from both anticipatory and responsive efforts.

Abstract

This research is titled "The Leadership of the Village Head in Enhancing Community Participation in Village Development (A Case Study in Naimana Village, Malaka Tengah Subdistrict, Malaka Regency)." The primary objective of this study is to explore the leadership of the Village Head and the community's participation in the development of Naimana Village, Malaka Tengah Subdistrict, Malaka Regency. The research employs a qualitative descriptive method, utilizing interviews, observations, and documentation techniques. The findings reveal that the leadership of the Village Head plays a crucial role in increasing community participation in village development. A proactive Village Head who engages directly with the community and is able to accept and respond to criticism wisely has a significant impact on encouraging public involvement in the development process. First, proactive leadership accelerates communication between the village government and the community, allowing the needs and expectations of the people to be quickly identified in development policies. Second, the Village Head’s ability to accept criticism and suggestions from the community demonstrates that open and democratic leadership fosters a conducive environment for dialogue and collaboration in village development.

Abstract

This research is titled Strategy for Improving the Quality of KTP-el Services at the Population and Civil Registration Office of Malaka Regency. The main objective of this research is to describe the strategy for improving the quality of KTP-el services at the Population and Civil Registration Office (Dukcapil) of Malaka Regency. The research method used is descriptive with a qualitative approach, utilizing interview, observation, and documentation techniques. The research findings indicate that Dukcapil Malaka has successfully implemented the principles of transparency, responsibility, and equality in KTP-el services. However, challenges in improving efficiency and accessibility in remote areas still need more attention. Moving forward, further efforts are required to expedite services, expand the online system, and enhance socialization to ensure more efficient, faster, and equitable services for the entire community.

Abstract

This thesis is titled “Collaboration Between the Office of Women Empowerment and Child Protection and the Permata Lembata NGO in Rehabilitating Victims of Sexual Violence in Lembata Regency.” The main issue in this study is: “How is the collaboration between the Office of Women Empowerment and Child Protection and the Permata Lembata NGO in rehabilitating victims of sexual violence in Lembata Regency?” The purpose of this research is to describe the collaboration between the Office of Women Empowerment and Child Protection and the Permata Lembata NGO in rehabilitating victims of sexual violence in Lembata Regency. The theory used in this research is the theory of collaboration between the Office of Women Empowerment and Child Protection and the Permata Lembata NGO. The research method is descriptive with a qualitative approach. The technique for determining informants used in this study is the purposive sampling technique. The types of data are primary data and secondary data. Data collection techniques were carried out through observation, interviews, and documentation. The data analysis techniques used include data reduction, data presentation, and finally, verification/conclusion drawing. The results of this study show that the collaboration between the Office of Women Empowerment and Child Protection and the Permata Lembata NGO in rehabilitating victims of violence against women and children in Lembata Regency can be carried out through: 1) Working together in the prevention of sexual violence: Providing education to prevent sexual violence, such as reproductive health education, socialization about sexually transmitted diseases, and self-protection education against sexual violence. 2) Working together in handling sexual violence: Providing legal assistance to victims of sexual violence and facilitating their social and individual reintegration so they can function effectively as members of society. Based on the analysis results above, the author concludes that the collaboration between the Office of Women Empowerment and Child Protection and the Permata Lembata NGO has shown good cooperation in efforts to prevent sexual violence and handle victims of sexual violence in Lembata Regency. However, this collaboration still requires improvement in several aspects to achieve more optimal results. One aspect that needs improvement is providing legal assistance for victims of sexual violence.

Abstract

The research problem is the low learning outcomes of in Catholic Religious Education and Education subjects in Sanggau Regency Elementary Schools, particularly in the cognitive aspect. Previously, teachers used conventional methods, so this research will test the snowball-throwing to see its effect on student learning outcomes. The research method is a quantitative study with a pre-experimental research design, using one group pretest and post. Data collection techniques and tools used are test questions. The population consists of all class IV students of SDN 15 Nek Cikam, Sanggau, while the sample includes 12 Catholic class IV students. Data analysis techniques include normality testing, T-test, and Cohen's d-test. Based on data analysis, the average pretest result is 47.58 and the posttest average is 82, indicating an improvement in learning outcomes. This is supported by paired sample t-test results of 0.000, showing a significant difference in average learning outcomes before and after using the snowball-throwing, as the sig value (2-tailed) is 0.000 < 0.05, thus rejecting H0 accepting H1. The effect size test results are 2.489 large according Cohen d interpretation standards. Therefore, it is concluded that snowball-throwing method significantly optimizes student learning outcomes in the cognitive aspect, and it is hoped that this research will greatly contribute improving quality of learning in elementary schools.

Abstract

The analysis of language use and language structure in everyday social interactions is an important study that reveals how language functions within social contexts. This research aims to explore how individuals utilize language in various social situations and how language structure influences meaning and comprehension. Using a qualitative approach, data were collected from everyday conversations, both in-person and through digital media. The analysis results indicate that language use is influenced not only by situational context but also by factors such as culture, identity, and communication goals. These findings provide insights into the dynamics of social interaction and the significance of understanding linguistic nuances in building interpersonal relationships

Abstract

Language is the most important primary communication tool that allows humans to interact and share information with others. As a dynamic system, language is always evolving following changing times, this is marked by the emergence of new terms, variations in use and changes in meaning. In the context of children's language acquisition, early childhood is an important phase where linguistic development takes place significantly. This article aims to explore the theory of early childhood language acquisition by focusing on analysis at the levels of phonology, syntax and semantics. The discussion focuses on general patterns in phonological development such as the deletion or replacement of phonemes, children's syntactic abilities in producing various types of sentences, as well as semantic preferences for denotative meanings that are relevant to the environment. Social and environmental interactions play a big role in this process, so that appropriate stimulation becomes The key to enriching children's language skills. The method used in this article is literature study. This study is expected to provide theoretical insight into the dynamics of children's language acquisition, especially in the modern era which is full of communication challenges.
