Abstract

This study aims to determine the effectiveness of the distribution of direct cash assistance programs through Village funds, a case study in Tolinggula District by taking three villages as samples through several indicators of effectiveness measurement (1) timeliness, (2) accuracy in determining choices, (3) accuracy of targets. The research method used is qualitative with a descriptive research type. Data collection is carried out through observation, interviews, and documentation. The results of this study indicate that the distribution of direct cash assistance in Tolinggula District, especially in Limbato Village, Papualangi Village, and Cempaka Putih Village has been running effectively in accordance with the criteria for recipients of direct cash assistance as stated in the Minister of Finance's instruction Number 222 / PMK.07 / 2020. In terms of measuring the effectiveness of the distribution of direct cash assistance (1) timeliness, the distribution of direct cash assistance is in accordance with the predetermined time standards, and according to the schedule that has been set. (2) accuracy in determining choices, through this measurement the distribution of direct cash assistance to see who is included in the criteria is correct. (3) Target accuracy, according to the results of the interview, the distribution of direct cash assistance in Tolinggula District was right on target according to the Minister of Finance Regulation Number 222/PMK.07/2020.

Abstract

This article examines sound variation in slang, with a focus on the influence of social media on phonology among adolescents. In the digital era, slang has developed rapidly, creating a unique and dynamic form of communication. This research analyzes the phonological changes that occur in the use of slang, including the phenomena of assimilation, obliteration, and sound adjustment that are often found in online interactions. Through collecting data from popular social media platforms, this article explores how voice variations not only reflect adolescents' social and cultural identities, but also contribute to the formation of new linguistic norms. The findings show that slang not only functions as a means of communication, but also as a means of expressing linguistic creativity among the younger generation. By understanding phonological variation in slang, this article aims to provide insight into the dynamics of contemporary language and its important role in the development of modern linguistics.

Abstract

This research is titled "The Impact of Subsidized Fuel Policy on the Community in Oesapa Village, Kelapa Lima Subdistrict, Kupang City." The problem formulation aims to describe and analyze the impact of both subsidized and non-subsidized fuel policies on the community in Oesapa Village, Kelapa Lima Subdistrict, Kupang City. The theory used to address the research problem is the policy theory. The primary data sources are informants, while secondary data consists of documents related to the research variables. Data collection techniques include interviews, observations, and documentation. The data analysis process involves data reduction, data presentation, conclusion drawing, and is then analyzed in a qualitative descriptive manner. The research findings indicate that: 1). Income Redistribution: This describes the income redistribution as the impact of the subsidized fuel policy on the community in Oesapa Village, represented by indicators such as Direct Cash Assistance (BLT) for poor communities, Wage Subsidy Assistance (BSU) for workers, and the Family Hope Program (PKH). 2). Procurement of Goods and Services: This describes the procurement of goods and services as the impact of the subsidized fuel policy on the community in Oesapa Village, represented by indicators such as the distribution of subsidized fuel to the poor. Based on the analysis above, the author concludes that the impact of the subsidized fuel policy, through income redistribution and the procurement of several types of goods and services, has a positive effect on the community in Oesapa Village, Kelapa Lima Subdistrict, Kupang City.

Abstract

This research is titled The Value of Local Wisdom Welin Ela Bala in the Wedding Tradition of the People of Belobatang Village, Nubatukan District, Lembata Regency. The problem formulation in this thesis is how the value of local wisdom Welin Ela Bala in the wedding tradition of the people of Belobatang Village, Nubatukan District, Lembata Regency. The theory used by the researcher to address the research problem is the theory of local wisdom and marriage. The primary data sources are informants, while secondary data sources are documents related to the research variables. Data collection techniques used include interviews, observations, and documentation. The data analysis stage is conducted through data reduction, data presentation, conclusion drawing, and then analyzed descriptively qualitatively. The research results show that (1) The Value of Consultation to describe the value of consultation in local wisdom Welin Ela Bala in the wedding tradition of the people of Belobatang Village, Nubatukan District, Lembata Regency, includes indicators of the parties involved in the consultation on the giving of the ivory dowry and the issues discussed in the dowry consultation. (2) The Value of Mutual Cooperation to describe the value of mutual cooperation in local wisdom Welin Ela Bala in the wedding tradition of the people of Belobatang Village, Nubatukan District, Lembata Regency, includes indicators of mutual cooperation in assisting the collection of ivory dowry. (3) The Value of Trust and Responsibility to describe the value of trust and responsibility in local wisdom Welin Ela Bala in the wedding tradition of the people of Belobatang Village, Nubatukan District, Lembata Regency, includes indicators of the giving of the belis dowry. Based on the above analysis, the researcher concludes that the value of local wisdom Welin Ela Bala in the wedding tradition remains preserved and maintained in the community's life through the implementation of the values of consultation, mutual cooperation, trust and responsibility, as well as good manners.

Abstract

This study is entitled "Local Wisdom of Indigenous Peoples in Maintaining Food Security Through the Rewa`Ng Plea Tradition" (Case Study of Villages in Daniwato, West Solor District, East Flores Regency). To explain the main problem in the title above, a theory is built on local wisdom and food security with a focus on local wisdom in implementing the rewang p'lea tradition ceremony based on aspects of the stages of implementing the rewang p'lea tradition and local wisdom in maintaining food security. The method used in this study is a qualitative descriptive method and the techniques used are interview techniques, observation, and documentation. The results of the study show that (1) this tradition begins with the initial stage of implementation involving the preparation of natural ingredients consisting of crushed tree trunks and dog blood and liver. This process not only involves practical knowledge in utilizing nature, but also contains spiritual values that have been passed down from generation to generation. Thus, the community prepares this potion to be used to protect their gardens from pests that can damage agricultural products, such as caterpillars and grasshoppers. (2) The implementation stage of the rewang p’lea ritual involves the entire community involved in this traditional ceremony, both from the men who play an important role in the ritual procession, as well as the general public (ribu ratu). In this process, the traditional potion that has been prepared is then distributed to all members of the community, who then place the potion at strategic points in their gardens. (3) In the final stage of implementation, the Daniwato Village community follows the taboo of not entering the garden for three days after the ritual is carried out, as a form of respect for the spiritual power that has been applied to their gardens. This taboo shows how the rewang p’lea ritual is viewed as something sacred and requires patience and caution so that the success of the ritual can be realized. (4) The rewang p’lea tradition in Daniwato Village is a real example of how the local wisdom of indigenous communities in maintaining food security is rooted in very deep and meaningful cultural values. Through close cooperation between residents, the use of natural materials, and appreciation of spiritual and social values, the community is able to maintain the continuity of their agricultural production despite facing the threat of pests.

Abstract

This research is titled The Socio-Political Capital Behind the Victory of Female Legislative Candidates in the 2024 Election: A Case Study of Maria Roswita Mea Laki’s Election in Electoral District III, Nagekeo." The research problem addressed in this thesis is: "What are the socio-political capitals of female legislative candidates in the 2024 election, as evidenced by the case of Maria Roswita Mea Laki’s election in Electoral District III, Nagekeo. Theories used to address the research problem include political capital, social capital, and economic capital. Primary data sources consist of interviews with informants, while secondary data sources comprise documents related to the research variables. Data collection methods include interviews, observations, and documentation. The data analysis process involved data reduction, data presentation, and conclusion drawing, analyzed using a descriptive qualitative approach. The research findings indicate the following : 1) Political Capital: The strategic support of the mosalaki (respected traditional leaders) played a pivotal role in Maria Roswita Mea Laki’s victory in the 2024 legislative election in Electoral District III, Nagekeo. The mosalaki not only provided traditional legitimacy that strengthened public acceptance but also actively organized support through traditional gatherings, direct communication, and culturally significant campaign facilities. This role, complemented by a solid and inclusive campaign team, successfully reached various community segments through cultural approaches, social activities, and direct interactions. By fostering emotional bonds and public trust, Maria Roswita’s campaign became a means of reinforcing traditional values while realizing shared aspirations, culminating in a significant victory. 2) Social Capital: Maria Roswita Mea Laki's social capital was largely influenced by her father, Urbanus Laki, a well-respected figure with strong social ties through traditional, social, and youth activities. His active involvement with community groups, such as mosalaki, the Hobonaku Farmers Group, and the Pelopor FC football club, further solidified public trust and broadened support for Maria Roswita’s candidacy. 3) Economic Capital: The financial support of IDR 400 million provided by Urbanus Laki facilitated an organized and effective campaign. This funding enabled the production of campaign materials such as billboards, posters, and banners, the provision of transportation for voters in remote areas, and the organization of well-supported face-to-face meetings. These efforts not only expanded voter reach but also strengthened emotional connections between Maria Roswita and the community, enhancing voter trust in her commitment to their aspirations. Based on the analysis, the author concludes that Maria Roswita Mea Laki’s victory in Electoral District III, Nagekeo, in the 2024 legislative election was significantly influenced by her political, social, and economic capital.

Abstract

This research is titled "Operational Management of the Fish Auction Function in Selling Fishermen's Catch at the Oeba Fish Auction Place in Fatubesi Village, Kota Lama District, Kupang City." The main objective of this research is to explain the operational management issues at the Oeba Fish Auction Place. The research method used is descriptive qualitative with techniques of interviews, observation, and documentation. The research results indicate that the management of the Oeba Fish Auction Place is not functioning well. First, the planning system lacks specific regulations and well-developed SOPs. Second, the organization is ineffective due to the lack of budget from the NTT Marine and Fisheries Office. Third, the implementation is not optimal, resulting in unachieved revenue targets. Fourth, the lack of supervision and efforts to improve human resources have caused the issue of illegal foreign fishing vessels to persist.

Abstract

Effectiveness and efficiency are often linked. If you achieve a goal or suggestion as planned, you can say it is effective, but this doesn't automatically mean it is efficient. Even if something is more effective, it doesn't automatically mean it's efficient. If a goal has been achieved as planned, it can be said to be effective. But if a job isn't finished on time, it can be said to be ineffective. Effectiveness is how well we achieve our goals and how well we balance different values. It is important to reduce stunting as early as possible to avoid having a negative impact on children's growth and development in the long term. Stunting affects brain development, so children don't achieve their full potential in terms of intelligence. This can mean they are less productive as adults. Stunting also makes children more vulnerable to disease. Stunted children are more likely to have chronic diseases as adults. We can see how well the programme to reduce stunting in Nekmese Village (where lots of children are stunted) and Retraen Village (where fewer children are stunted) in South Amarasi District, Kupang Regency, is working. Every year, there are fewer cases, but there is still a problem.

Abstract

This thesis is titled "Political Network of the DPD II Golkar Party in Ngada in the 2024 Legislative Election in Ngada Regency." The research question addressed in this thesis is: How does the political network of the DPD II Golkar Party in Ngada function during the 2024 Legislative Election in Ngada Regency? The researcher employs political network theory to analyze the research problem. Primary data sources include informants, while secondary data comprises documents related to the research variables. Data collection techniques encompass interviews, observations, and documentation. Data analysis is conducted through reduction, presentation, conclusion drawing, and descriptive qualitative analysis. The research findings indicate that: (1) Interest Network: This involves the representation of Golkar cadres in both executive and legislative branches. Andreas Paru, serving as the Regent and Chair of the DPD II Golkar Ngada, with the TANTE NELA PARIS program, has a coat-tail effect on Golkar's victory in Ngada Regency in the 2024 Election. The synergy between Golkar cadres in the legislative and executive branches, along with a solid organizational structure, ensures the implementation of policies that directly impact the community. This not only strengthens relationships with constituents but also solidifies Golkar's image as a party that provides concrete solutions to local needs. (2) Power Network: This is characterized by a strong organizational structure, an extensive network of cadres, and active involvement in social and cultural activities. With 1,830 cadres spread across 12 sub-districts and 206 villages/urban villages, Golkar effectively reaches almost all layers of society. This structure enables organized campaign coordination, targeted political messaging, and the strengthening of emotional bonds with the community through participation in traditional and social events. A robust grassroots network ensures that Golkar can hear and convey public aspirations, enhancing public trust and increasing voter participation. Additionally, partnerships with traditional leaders or mosalaki become strategic assets that strengthen Golkar's political influence. Through this combination of strategies, Golkar successfully won the hearts of the community and ensured its success in the 2024 Election in Ngada Regency. (3) Sentiment Network: This pertains to the long history and positive image of the Golkar party, particularly in the development sector. The leadership of Regent Andreas Paru and his flagship program, TANTE NELA PARIS, has a direct positive impact on the community, strengthening public trust in the Golkar party in the 2024 election. Based on the above analysis, the author concludes that Golkar's victory in the 2024 Legislative Election in Ngada Regency is inseparable from the influence of the Interest Network, Power Network, and Sentiment Network.

Abstract

This research aims to analyze the factors causing underage child labor in the informal sector in Kupang City and to analyze the duties and responsibilities of the Kupang City Social Service in overcoming the problem of underage child labor. This research is qualitative research with data collection techniques, namely interviews, observation and documentation. The informants in this research were working minors, parents, the community, and parties from the Kupang City Social Service. The results of this research reveal that economic, cultural, social environmental factors and the desires of the children themselves cause young children to enter the world of work to fulfill their needs. The weak economy in the family greatly influences welfare so that it is not only parents who work but children also take part in the world of work. The Kupang City Social Service as a regional government institution also plays a role in their duties and responsibilities regarding social welfare for street children who work as minors, such as the rehabilitation program, namely returning children to their families so that they no longer work on the streets, carrying out supervision and monitoring, raids, and the TEPAK program (Child and Family Capacity Strengthening Meeting).
