With ISSN 1829-8974 (print) and e-ISSN: 2614-2597 (online), the journal is managed by Polytechnic of STIA LAN Bandung and has affiliation with Indonesian Association For Public Administration (IAPA) by agreement at number: 208/STIA.2.1.1/KLS.01 and 010/KA-IAPA/I/2020. This synergy is implemented by some editors come from this organization. Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Afterwards, the editors, peer reviewers, and writers can monitor the manuscript processing. JIA is published twice a year in June and December

Abstract

Decentralization requires professional human resources. As widely known, professional civil servants are very limited in numbers, particularly compared to the number of population to be served. Rightsizing policy is expected to be able to reduce the expectation gap. Furthermore, personnel institution should be restructured in accordance with the demand of decentralization bureaucracy.

Abstract

Law No 32 Year 2004 about Local Government offers local government wide authority to manage and regulate their citizens’ interests and aspiration. Correspondingly, local government with local representatives formulates local regulations (Perda). In terms of the type and level as pointed out in the Law No 10 Year 2004 regarding Regulation Formulation, Perda represents the lowest level law. Therefore, Perda holds more afflictions than any other laws in the sense that it has to be in accordance with the higher level laws. This condition often causes unexpected snags in the local autonomy implementation. Up to a certain degree, disharmony with the higher level laws is unavoidable due to conflicts of interest. With regard to local regulation annulations, Law No 32 Year 2004 Article 145 verse 3 states that local regulation annulation is regulated by Presidential Regulation (Perpres). In practice, local regulations are annulled by Internal Affair Ministerial Regulation (Permendagri). Substantial inconsistency between Perda and the central government regulation as well as the regulation examination incongruous with the Law No 32 Year 2004 Article 145 verse 3 instigates ambiguity which should be eliminated in order that local autonomy performs properly.

Abstract

Organizations have to adjust to the rapidly-changing, global era so as to remain existing. There are several strategies organizations may take in order to survive. One of them is through the implementation of knowledge and talent management system. This strategy emphasizes the cooperation of talented and knowledgeable human resources for achieving better organization performance, or better processes at work.

Abstract

The reserach aims at analyzing the influence of organization communication on the high education service quality in Bandung City. It applies descriptive method and survey-explanatory method.. Descriptive method is used to describe all variables analyzed in this thesis. Surveyexplanatory method is used to illustrate the influence of organization communication variables on the high education service quality in Bandung City. The organization communication variablesconsist of organization communication climate and organization communication satisfaction. The result shows that the grade of organization communication influnce on Bandung City the high education service quality is determined by the variables of organization communication climate and organization communication satisfaction, which simultaneously contribute 44.30 %. The other 55.70 % is influenced by such fators as the availability of facility and work mechanism. Partially, the organization communication climate influences the education service quality as much as 42.10%. The other 57.90 % is influenced by such fators as the availability of facility and work mechanism. At the same time, organization communication satisfaction influences the educationservice quality as much as 30.60 %. The other 69.40 % is influenced by such fators as the availability of facility and work mechanism.

Abstract

Indonesia has many religions, ethnics, tribes, local languages, and race, as national culture wealth for we must be greatfull. Nevertheless, those culture wealth also keep tacit potency conflict, riot, civil war, even murder among society. It is more complicated because irresponsible political elites exploite this condition for sake of politics. Multicultural that is actually our national pride, can become “time bomb” that sometimes can endanger our national unity. In this context, Habermas a Germany Philosopher has offered a brilliant idea about the importance of public sphere to develop good coexistence. How the idea could give contribution of solution in multicultural nation? This Article tries to elaborate it.

Abstract

One way of making public service closer to citizens in through providing service centres at subdistrict level. Large sub-disctricts should be blossomed so that service centres are not distant from citizens’ reach. For this purpose, people of 8 villages at Meliau sub-district plan to form a new subdistrict. The underlying legal basis for the blossoming is Internal Affairs Ministrial Decree No 4 Year 2000 regarding Guidelines for Sub-distrci Formation, which cover three main aspects: width of territory, demography and number of villages. Through the territorial management, it is expected that: (1) governmental span of control can be optimized and service institutions are closer to citizens, (2) Social security and good order can be achieved, (3) Social prosperity can be increased, and (4) development programs in all aspects can be accelerated.

Abstract

Health Insurance for Poor People (Akseskin) policy implementation as mandated by the national constitution UUD 1945 have encountered shortcoming s with its policy substances, health services, technical operation, and beneficiaries. Its uncompleted implementation regulation as authorized in Law No. 40 Year 2004 may have contributed to the problems. The completetion of Akseskin policyand implementation substances may be conducted in relation with the contexts of regional autonomy, nation-wide social security program, and poverty alleviation program. It also requires the implementation of good governance, central and local gogernment regulations, quality service standards, authorization of responsibilities, monitoring, continuous evaluation and the availability of Akseskin management information system. Akseskin policy arrangement, in its initial stage, entails revisions especially in the terms of resource management, executing organization unit, mechanism and procedures.

Abstract

The variable in this research is the organization capacity buiilding of Lahat District Administrative Police (Pamong Praja Police) Unit Office. The research deploys a quantitative approach and a descriptive analisys method. The research aims at exploring possible approaches to developing the organization capacity of Lahat District Administrative Police (Pamong Praja Police) Unit Office. The research result shows that 4 out of 7 indicators are within ‘good category’. The other 3 indicators comprising facilities and infrastructure, human resource, and finance are positionedwithin ‘insufficient category’ for promoting capacity building programe.Therefore, there are two suggestions Lahat District Administrative Police (Pamong Praja Police) Unit Office may take into action to develop its organization capacity: first, improving facilities and infrastructures through procurement; second, conducting continuous high-impact training and education.

Abstract

Bureaucratic reform has become a part of the entire national reform which covers the aspects of politic, social, economy, and law. Bureaucracy is formed to provide non-discriminatory services to citizens; thus, for this, it needs competent and professional human resource. Demand for bureaucratic reform emerges due to two different perspectives on public administration or bureaucracy. The two perspectives comprise internal and external factors. Internal factors constitutethe defective existing conditions of bureaucracy, such as feudalism, patrimonialism, hedonism, ineffeciency, low competency and so forth.External factors comprising rapid changes and globalization all over the world call for bureaucracy to strengthen its self on all aspects. Bureaucratic reform can be conducted through the restructuring and reorganization of personnel-related government institutions (Ministry of Apparatus Empowerment, National Agency for Public Administration, and National Civil Service Agency). For this purpose, efforts should be made to formulate another concept or model for reorganizing and restructuring bureaucracy as well as for restoring the image of bureaucracy. The newly formed model is expected to be a centralistic system, in which the authority of civil service management is centralized on an independent body. This system differs from centralized government. It is only centralistic within the organization.

Abstract

The reasearch aims at figuring out work environment, personnel performance and the influence of work environment on personnel performance at Lahat District Civil Service Bureau. Based on preliminary research, the writer identified several factors leading to low personnel performance, the most likely of which is the less favorable work environment. The research result shows that the work environment at Lahat District Civil Service Bureau needs to be optimized through maintaining, upgrading, and reorganizing work facilities and infrastructure in ergonomic ways.
