Jurnal Ilmu Administrasi: Media Pengembangan Ilmu dan Praktek Administrasi is a scientific journal in administration field which publish papers based on research result, analysis, and critical assessment of administration issues. With ISSN 1829-8974 (print) and e-ISSN: 2614-2597 (online), the journal is managed by Polytechnic of STIA LAN Bandung and has affiliation with Indonesian Association For Public Administration (IAPA) by agreement at number: 208/STIA.2.1.1/KLS.01 and 010/KA-IAPA/I/2020. This synergy is implemented by some editors come from this organization. Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Afterwards, the editors, peer reviewers, and writers can monitor the manuscript processing. JIA is published twice a year in June and December

Abstract

Sub-district represents the front-line government agent in delivering public services to citizens. Considering this strategic function, personnel work effectiveness is definitely required. Evidence shows that personnel work effectiveness has yet to improve. Based upon existing phenomena, personnel development through trainings and job promotion significantly correlates with personnel work performance.

Abstract

The implementation of e-Government for better public service delivery has recently attracted government agents. This research aims at finding out the availability and types of services electronically provided by local governments. From 22 local government websites, it is revealed that the websites mostly display one-way announcement/information regarding demography and licensing services. Only few display interaction menu, provide two way/interactive page, and/or alredy possess transaction page.

Abstract

Higher education institutions typify a social, formal institution encompassing internal and external relations among their stakeholder.s. At present, as free competition era endures, higher education institutions must be more responsive to their stakeholders, especially their internal stakeholders, i.e their students as their main asset. Therefore, identification of students’ perception toward institution’s performance is really imperative. This can be done through research on higher education institution’s service quality, where importance-performance analysis can be conducted from viewpoints: learning process, academic assistance, supporting educational resources, extracurricular activities, communication with institution administartors, and administrative services. Information on these aspects may become a gadget for evaluation. In the long run, it is expected to be able to revitalize higher education institutions to breed qualified graduates. Qualifiedgraduates which meet the business sector standard will eventually help develop the country’s competitiveness.

Abstract

Public service has always been an actual topic among citizens. It is sensible because, on one hand, citizens seem to be inescapable from public services; on the other hand, public services have yet to meet citizens’ needs. There are several factors causing unsatisfactory public service delivery. Those include lowwelfare and poor work discipline among public service workers. Another influential factor is leadership. It is believed that good leadership escorts the public organizations to good management of resources, which eventually leads to good public services.

Abstract

The choice to institutional development for Jakarta as Indonesian capital City can be a barometer of equity and fairness as values to whole developing nations, especially for urban development in Indonesia. If megapolis concept proposed by Sutiyoso received without reverse, then we have disease to the equity and fairness values as a nation state. The problematic situation of urban development in Jakarta is emergencies, but it is not to be un-fairness and un-equity to develop the other cities in Indonesia.

Abstract

Public sector human resource management tends to have been neglected. In practice, human resource has been positioned as complimentary asset of an organization and has no sufficient bargaining power. This condition leads to a condition in which organizations neglect their employees’ administrative development such as promotion, pension and so forth. Furthermore, at some point it will create hindrances for career path development, performance improvement, andpersonnel development as a whole. Negligence in human resource management after all results in public sector’s deteriorating productivity and dwindling capability to serve the citizens. This condition is usually worsened by inept leaders who are incapable to manage the organization’s human resource.

Abstract

The empowerment in the Section of Fiber and Radio Access Maintenance PT. Telecomunication Bandung has not fully well practiced. It seems the Head has done less effort to support the implementation of empowerment, as indicated in less opportunity given to the workers to consult about work either formally or informally and no recognition or reasonable reimbursement for workers with a good achievement. The Head has infrequently delegated the authority for decision making to lower managers while the head is away. Therefore, some suggestions are proposed as folllows: the Head of Section of Fiber and Radio Access Maintenance PT. Telecomunication Bandung should conduct either formal or informal annual staff meeting involving all workers to discuss the problems in accomplishing work duties and to find the solution over problems. The Section of Fiber and Radio Access Maintenance PT.Telecomunication Bandung should give an orientation for aa workers concerning precise job description, applicable work procedure, and the sequence of work management, procedure, and system that enable all workers to complete the duties and to achieve the work effectiveness.

Abstract

The majority of Indonesians, especially those in rural areas, live dependently on agricultural sector. Agricultural sector indisputably caters for most employment opportunities in the country; however, it is hitherto unable to raise farmers’ well-being. It stumbles upon several problems which are to be eliminated. The problems include farming land, capital access, technology, human resource capacity, infrastructure, market access and institutional management. Abstract

Many factors may influence personnel performance. One among other factors that can motivate employees is proportionate compensation. Having realized its importance, since 2005 there has been a shift in compensation policy from Man-Months to Man-Hours compensation system. This new system provides employees with higher income. The shift in compensation policy is based on the need to improve both personnel performance and personnel wealth at the Centre for Applications of Atmospheric Sciences and Climate. Despite better compensation, based upon writer’s preliminary research, personnel performance has not improved as expected. Better compensation does not seem to have had any impacts on theperformance improvement. However, the research result hints at 0.754 correlation coefficient using Pearson Product Moment correlation analysis. It indicates that there is a strong correlation between Man-Hours Compensation System and personnel performance.
