Abstract

Oral tradition constitutes one of the most important elements in transmitting cultural values and shaping collective identity. Among the Sambas Malays of West Kalimantan, oral tradition encompasses folktales, proverbs, pantun, customary advice, and historical narratives that preserve collective memory while transmitting Islamic and cultural values across generations. This study examines the role of oral tradition in constructing Sambas Malay identity through the perspectives of cultural memory, cultural identity, and the interaction between adat and Islam. Employing a qualitative descriptive approach, data were collected through field observations, interviews with community leaders and traditional authorities, and documentary studies. The analysis draws upon Jan Vansina’s theory of oral tradition, Stuart Hall’s concept of cultural identity, Jan Assmann’s cultural memory, and Clifford Geertz’s interpretation of religion as a cultural system. The findings demonstrate that oral tradition functions not merely as folklore but as a cultural institution that constructs collective identity, preserves historical consciousness, and integrates customary norms with Islamic values. Consequently, oral tradition serves as a strategic medium through which Sambas Malay society maintains its cultural continuity amid contemporary social transformation.

Abstract

This study aims to analyze the implementation of Islamic branding at the Bank Kalbar Syariah Sambas Branch and its impact on building institutional image within a predominantly Muslim local community. Specifically, this research addresses the question of how the dimensions of Islamic branding comprising Sharia compliance, brand origin, customer orientation, and brand image, are executed at the branch level and how they influence customer trust. Employing a qualitative approach with a phenomenological design, data were gathered through in-depth interviews, field observations, and official documentation. The findings demonstrate that Islamic branding is substantively realized through the consistent application of Sharia contracts supervised by the Sharia Supervisory Board, leveraging the socio-cultural proximity of the regional bank with the local Sambas community, offering services anchored in Islamic business ethics, and enhancing institutional image through Sharia-based MSME empowerment programs. Theoretically, this study enriches the literature on Islamic marketing in regional banking, while practically providing strategic references for management to optimize brand communication based on Sharia values and local wisdom.

Abstract

This study aims to examine the management and development of the library collection at the Library of Sultan Muhammad Syafiuddin Sambas University (UNISSAS). A library collection is one of the most important elements in supporting learning, teaching, and research activities in higher education. Therefore, proper collection management and continuous collection development are needed so that the information provided can meet the needs of users. This study used a qualitative descriptive approach. Data were collected through semi-structured interviews with the Head of the Library. The interview results showed that collection management at the UNISSAS Library includes the processes of collection selection, procurement, inventory, classification, cataloging, circulation services, maintenance, and evaluation. Collection development is carried out by considering the curriculum, recommendations from lecturers, requests from students, and the availability of the library budget. However, the library still faces several challenges, including limited funding, the increasing need for up-to-date information resources, and the limited availability of digital collections. The study concludes that the management and development of the library collection have generally been implemented well, but improvements are still needed, especially in expanding digital collections, increasing the procurement budget, and strengthening cooperation with other libraries to improve the quality of library services and better support academic activities at UNISSAS.

Abstract

Village Fund management faces the challenge of balancing central government policy direction with the need to preserve village governments’ fiscal discretion. This study aims to analyze the implications of central government policy intervention for fiscal space, administrative burden, and the allocation efficiency of Village Funds from a public sector accounting perspective. The study employs a qualitative approach using policy and document analysis of Village Fund regulations, particularly Minister of Finance Regulation (PMK) No. 108 of 2024, PMK No. 81 of 2025, and PMK No. 7 of 2026, as well as relevant official documents and government publications. The analysis was conducted through identification, classification, interpretation, and synthesis, using Agency Theory and the Value for Money concept as analytical perspectives. The findings indicate that the development of Village Fund regulations reflects an increasing specification of central government direction through designated uses, disbursement requirements, and allocation adjustments, which may potentially narrow village fiscal discretion. Regulatory dynamics may also increase the administrative adjustment burden, while compliance pressures and implementation deadlines may create a risk of shifting the focus from development outcomes toward procedural compliance. This study argues that the effectiveness of Village Fund governance is determined not only by regulatory compliance but also by the capacity of policy design to balance central control, local flexibility, administrative capacity, and the achievement of economy, efficiency, and effectiveness in the use of public resources.
