Abstract

The rapid development of information and communication technology has driven significant changes in the implementation of public services, particularly in the dissemination of information to the public. The increasing accessibility of the internet enables information to spread quickly, but also raises the potential for the circulation of false or misleading information. This condition requires the government to provide public information services that are accurate, responsive, and easily accessible in order to protect society from the negative impacts of misinformation. The Government of East Java Province, through the Department of Communication and Informatics, provides a digital-based information verification service through the Klinik Hoaks Website to assist the public in clarifying questionable information. This study aims to assess the effectiveness of the service based on Duncan’s organizational effectiveness theory, which includes goal attainment, integration, and adaptation. This research employs a qualitative approach with a descriptive design. Data collection techniques include observation, interviews, and documentation, with informants selected using purposive sampling. The results show that the Klinik Hoaks Website service has generally been effective. The service is able to meet the public’s need for information verification, has procedures that are easy to understand, and is supported by adequate facilities. However, several challenges remain, including inconsistency in verification time, limited outreach of socialization, and the absence of specific technical regulations. Therefore, improvements are needed in terms of service timeliness, broader dissemination, and strengthening of technical regulations to optimize the effectiveness of the service.

Abstract

The development of information technology has encouraged local goverments to introduce digital based public service innovations to improve the effectiveness of communication between the government and the community. One such innovation is the Curhat Ning Ita platform managed by the Communication and Informatics Office of Mojokerto City as an online channel for public complaints. Through this platform, citizens can submit complaints, aspirations, and reports related to public services more easily, quickly, and efficiently. However, in its implementation, several challenges remain, including delays in providing responses and a lack of clarity regarding the follow up of reports submitted by the public. This study aims to analyze the performance of the Communication an Informatics Office Of Mojokerto City in handling public complaints through the Curhat Ning Ita platform. This research employs a descriptive qualitative approach. Data were collected through interviews, observations, and documentation involving the administrators of the Curhat Ning Ita service at the Communication and Informatics Office of Mojokerto City as well community members who use the service. The data were analyzed through the stages of data reduction, data presentation, and conclusion drawing.The results show that the performance of the Communication and Informatics Office of Mojokerto City in handling public complaints through the Curhat Ning Ita Platform has generally been fairly good. This can be seen from the ease of access to the service, the responses provided to public reports, and coordination efforts with related agencies in following up the complaints. Nevertheless, several aspects still need improvement, particularly regarding the consistency of response time, the clarity of information regarding the progress of complaint handling, and the strengthening of coordination among related agencies.

Abstract

Financial management is an essential skill for university students, particularly during their academic years when they face diverse academic and social demands. Students often rely on limited sources of income such as parental support, scholarships, or part-time work, while their expenses include basic needs, transportation, academic costs, leisure, and spiritual commitments. Within the Christian faith, finances are regarded as blessings from God that must be managed responsibly (stewardship), so that every financial decision reflects faithfulness and gratitude to Him (Luke 16:10; Philippians 4:11–12). In reality, many students lack adequate financial literacy, which leads to difficulties in balancing income and expenses. This challenge is further compounded by the influence of consumerist lifestyles and the absence of consistent budgeting practices. The purpose of this research is to provide an overview of students’ financial management practices, highlight the challenges they encounter, and propose an innovative idea in the form of the “3P” budgeting model (Personal, Ministry, Offering).

Abstract

The prosecutor’s office plays an important role in the criminal justice system, particularly in carrying out the prosecution process for criminal cases. This study aims to determine the implementation of the criminal prosecution process at the Tanjung Perak District Attorney’s Office Surabaya. The research method used is a qualitative method with a descriptive approach through observation and documentation of the case administration process in the general crime division. The results show that the prosecution process is carried out through several stages, namely the examination of case files, issuance of P-21, Phase II which includes the transfer of suspects and evidence, preparation of the indictment, and the implementation of court proceedings. In conclusion, the criminal prosecution process at the Tanjung Perak District Attorney’s Office Surabaya has been carried out in accordance with applicable legal procedures.

Abstract

The purpose of this study was to assess the feasibility of managing the expenses of KIP-K recipients, aligning them with Christian values such as honesty, responsibility, thrift, and social concern. The method used was a quantitative descriptive approach, using a survey technique using a questionnaire distributed to eight students. The results showed that the majority of respondents had used KIP-K funds for primary educational needs (50% strongly agreed) and prioritized needs over wants (50% strongly agreed). Furthermore, respondents were also noted to exhibit a high level of responsibility and honesty in using these funds. However, several weaknesses were identified in terms of budget planning, spending control, and savings habits and maintaining an emergency fund.

Abstract

This study examines the transformation of quality assurance in higher education institutions by linking accreditation, digitalization, and organizational performance within an integrated framework. The research adopts a qualitative approach using a literature study design, drawing on recent scholarly sources, policy documents, and empirical studies to explore contemporary trends and challenges in quality assurance systems. Data were collected through systematic identification, selection, and critical analysis of relevant literature, followed by thematic synthesis to generate conceptual insights. The findings reveal that accreditation has evolved into a strategic instrument that drives institutional alignment, accountability, and continuous improvement. Digitalization is identified as a key enabler that enhances efficiency, transparency, and data-driven decision-making in quality assurance processes. Furthermore, the integration of accreditation and digitalization significantly contributes to improved organizational performance, including academic quality, research productivity, governance effectiveness, and stakeholder trust. The study highlights that institutions with well-integrated quality assurance systems demonstrate greater adaptability and competitiveness in dynamic higher education environments. The results emphasize that successful transformation requires not only technological readiness but also strong leadership and a supportive organizational culture. This study contributes to the literature by offering a comprehensive perspective on how quality assurance transformation can be leveraged as a strategic tool for achieving sustainable institutional excellence.

Abstract

HIV prevention and treatment remain major public health challenges in Indonesia, particularly in achieving the global 95-95-95 targets and the “Three Zero” vision. In Bandar Lampung City, performance indicators still show a significant gap between targets and actual outcomes. This study aims to evaluate the implementation of Minimum Service Standards (SPM) for HIV services and identify factors influencing policy implementation using Jan Merse’s framework (information, policy content, community support, and potential distribution). This research employed a descriptive qualitative approach grounded in post-positivism. Data were collected through in-depth interviews, observation, and documentation involving stakeholders from provincial and city health offices, community health centers (Puskesmas), and civil society organizations (CSOs). Data analysis followed the interactive model of Miles, Huberman, and Saldana, including data condensation, data display, and conclusion drawing. Data validity was ensured through triangulation, transferability, dependability, and confirmability. The findings reveal that HIV SPM implementation in Bandar Lampung is constrained by several factors. First, information dissemination is uneven, with CSOs often lacking understanding of policy substance due to informal communication channels and limited socialization. Second, policy content is insufficiently operationalized at the local level, with unclear technical guidelines and heavy reliance on donor funding. Third, community support is strong in outreach and case detection; however, CSOs remain marginal in formal planning and budgeting processes. Fourth, the distribution of resources and roles is structurally defined but uneven, with limited laboratory capacity, insufficient counselors, and weak institutionalization of coordination mechanisms. These challenges contribute to inconsistencies in service delivery and suboptimal achievement of HIV targets. The study confirms that gaps in communication, resource allocation, policy clarity, and coordination significantly affect policy implementation effectiveness. Strengthening institutional coordination, improving dissemination of policy substance, ensuring sustainable budget allocation, and integrating CSOs into formal governance structures are essential to enhance HIV service delivery

Abstract

Digital transformation has changed the landscape of the financial services industry, including the Islamic finance sector in Indonesia. On the one hand, digital developments open up opportunities to expand access, service efficiency, and market penetration of Islamic financial products. On the other hand, the improvement of digital infrastructure is not automatically followed by the high interest of the public in using Islamic financial products. This article aims to analyze the determinants of interest in using Islamic financial products in the digital era by focusing on three main variables, namely Islamic financial literacy, trust, and ease of access. This study uses a qualitative approach with the type of literature research (narrative literature review). The data sources come from scientific articles, authoritative reports, and policy documents relevant to the theme of adoption of digital Islamic financial services in Indonesia. The results of the study show that Islamic financial literacy functions as a cognitive foundation that helps people understand the principles, products, benefits, and main differentiators of Islamic finance compared to conventional finance. However, literacy alone is not always enough to drive interest in use. Trust appears as a central variable because people tend to use Islamic financial products if they believe in the security of digital services, institutional integrity, sharia compliance, and the ability of institutions to fulfill their service promises. In addition, ease of access—whether in the sense of the ease of opening an account, using the application, reaching out to services, or completing transactions—has a strong influence on the formation of usage intent. This article emphasizes that increasing interest in the use of Islamic financial products in the digital era requires an integrated strategy: strengthening literacy, building institutional trust, and simplifying digital access.

Abstract

This study aims to describe the principal's leadership performance, the implementation of principal leadership in improving teacher performance, and the supporting and inhibiting factors as well as solutions to principal leadership at MTs Jailul Qur'an Wal Lughah Al-Asyari Simpang Purwakarta. The research employed a descriptive qualitative approach with data collected through in-depth interviews, participatory observation, and documentation. Informants included the principal, deputy principals, teachers, educational staff, and students. Data analysis used the Miles Huberman (2014) model comprising data reduction, data display, and conclusion drawing, with validity testing through source, time, and technique triangulation. The results indicate that: (1) The principal's leadership at MTs Jailul Qur'an Wal Lughah Al-Asyari is characterized by flexible democratic leadership, prioritizing deliberation, openness, and direct role modeling. (2) Leadership implementation is carried out through internal and external motivation, academic supervision, role modeling, and intensive interpersonal communication to improve teacher performance. (3) Supporting factors include the principal's commitment, a culture of deliberation, and teachers' collective enthusiasm; while inhibiting factors include limited infrastructure and varying teacher competencies, addressed through continuous training and internal coordination. This study concludes that the principal's democratic leadership significantly contributes to improved teacher performance, teaching motivation, and student achievement.

Abstract

Education and training are essential instruments in developing the competence and performance of civil servants. This study aims to analyze the evaluation of technical education and training programs at the Human Resource Development Agency (BPSDM) of East Java Province. The research employs a qualitative descriptive approach, with data collected through interviews, observations, and documentation. The evaluation of the training programs was analyzed using the Kirkpatrick evaluation model. The results indicate that technical training programs have been relatively effective at the reaction and learning levels, as evidenced by positive participant responses and improvements in knowledge and understanding of the training materials. However, effectiveness at the behavior and results levels has not been fully achieved. This condition is influenced by training planning that is not entirely based on participants’ needs, differences in initial competencies, limited practice time, and insufficient organizational support in encouraging the application of training outcomes in the workplace. This study concludes that improving training evaluation requires needs-based planning, more practical and applicable training design, and sustained organizational support to ensure that training outcomes lead to behavioral change and improved organizational performance at the Human Resource Development Agency of East Java Province.
